ISLAMABAD, Aug 26 (APP):The Pakistan Tehreek-e-Insaf (PTI) government took practical measures during the last three years to ensure the provision of improved aviation services in the country in line with the best international practices by removing flaws from the existing system.

The Aviation Division is in pursuit of the vision “to maintain the highest standards of safety, security and service by promoting air connectivity in the aviation sector, ensure precision and accuracy in meteorological services of Pakistan,” according to a Three-Year Performance Report  (August 2018-2021) of the PTI government launched by Prime Minister Imran Khan on Thursday.

During the period under review, the government has taken undertaken several initiatives like promulgation of National Aviation Policy (NAP 2019), digitalization of the processes to increase the efficiency of aviation sector, meeting international standards at airports, provision of world-class facilities to air passengers, encouragement of tourism through increased facilities at airports, enhancement of supervision and coordination to realize its vision of “Safe, efficient and profitable air transport industry of Pakistan and highest standards of weather forecasting.”

Besides, it regulated and implemented instructions/standard operating procedures (SOPs) issued by the National Command and Operation Center (NCOC) to stem the spread of coronavirus in the country.

It also segregated Civil Aviation Authority (CAA)’s Regulatory and Service Provider functions, issued Regular Public Transport Licenses to Sial Air International and Fly Jinnah and disintegrated Aircraft Investigation Board from CAA to Aviation Division to improve efficiency of the country’s aviation sector.

To revive the past glory of Pakistan International Airlines (PIA), the government
de-recognized unfeasible contracts with suppliers and working agreements with associations ensured effective utilization of PIA’s overseas properties, outsourced the services of catering, speedex, ground handling and precision engineering, carried out financial restructuring of PIA’s balance sheet, operated special flights to various countries during Covid-19 pandemic, completed detailed security and safety assessment by US Transport Security Administration (TSA), operated PIA’s first-ever direct flight to mainland USA and ferry flights to bring back the stranded Pakistanis from different countries.

For security purposes, the Airport Security Force (ASF) has established joint search counters at all international airports, set up closed-circuit television (CCTV) control rooms for anti-money laundering, provided improved accommodation and training facilities to the troops.

For updated and accurate weather reports, the Pakistan Meteorological Department (PMD) has developed a mobile application through its resources, started weather forecast service for farmers at the tehsil level in local languages, upgraded its website and established Information Technology besides providing weather information on social media.

Despite challenges, economy put on right track in last three years: PMISLAMABAD, Aug 26 (APP): Prime Minister Imran Khan Thursday said that with all major economic indicators showing upward trends, the present government despite various challenges including the COVID-10 pandemic had put the country’s economy on right track.

“During the last three years, the current account deficit has been significantly reduced from US $ 20 billion in 2018 to US $ 1.8 billion, foreign exchange reserves increased from US $ 16.4 billion to US $ 27 billion, revenue collection from Rs 3800 billion to Rs. 4700 billion, workers’ remittances from US $ 19.9 billion to US $ 29.4 billion,” he mentioned.

The Prime Minister was addressing a ceremony held here at the Convention Center to launch the three-year performance report of the present government led by Pakistan Tehrik-e-Insaf (PTI).

Despite challenges, economy put on right track in last three years: PM

He said that when the present government took reign of affairs in 2018, the country with the highest ever US $ 20 billion of current account deficit was close to default and rupee was depreciating.

“If the friendly countries including Saudi Arabia, UAE and China did not help Pakistan, rupee in the country would have further depreciated,” he added.

The Prime Minister also mentioned 18% growth in the Large Scale Manufacturing (LSM) sector as well as 42% increase in cement sale during the previous fiscal and said it showed enhanced industrial activity.

He said that the receipt of an additional income of Rs 1100 billion by the farmers in agriculture sector and the historic sales of motorbikes, cars and tractors during the previous fiscal also depicted prosperity in rural areas.

The Prime Minister said that the government’s successful strategy to deal with the COVID-19 pandemic also led to saving the economy and poor masses, adding, the international institutions including the World Economic Forum and the World Health Organization appreciated Pakistan’s strategy on COVID-19.

He said that despite the criticism by opposition parties, the government did not go for complete lockdown of the economy, which, if opted, would have caused increase in poverty and hunger like in India.

The Prime Minister appreciated the National Command and Operations Center (NCOC) for its timely and effective decisions to tackle the COVID-19 pandemic.

The Prime Minister said his message to the youth was to follow the sublime path, set by Allah Almighty and Last Prophet Muhammad (PBUH). “We have to learn from the life and teachings of the Holy Prophet (PBUH).”

He said sports did inspire him to never give up and keep on striving and cited the example of Quaid-e-Azam who strove for a great cause and succeeded in creating Pakistan.

He said due to economic mismanagement of the past, the people had to endure price hike and inflation and the government had to take loans from International Monetary Fund (IMF) on stringent conditionalities.

He thanked Pakistan Army and Pakistan Air Force for countering aggression of India after the Pulwama incident and said there was no reason to have critical views about national institutions.

He said the PTI government was fully committed to its three guiding principles of humanity, rule of law and self-respect.

He said no country could progress if there was no of rule of law. He recalled that
Asif Ali Zardari landed in jail because of his corrupt practices whenever the PPP government was ousted in the past.

He said the countries got weakened when the ministers indulged in corruption
and cited the Holy Prophet’s system of justice of the Riyasat-e-Madinah.

He referred to a UN report which pointed out that $1000 billion was being transferred from developing countries to the developed ones every year which resulted in a widening gap between the rich and the poor.

According to another report, $10 billion was sent from Pakistan every year to bank accounts abroad to purchase properties there, he added.

He said the anti-corruption department of Punjab had recovered only Rs 2.5 billion during the regime of Pakistan Muslim League-Nawaz while in the tenure of present government, its recoveries stood at Rs 450 billion. Similarly, the recoveries of National Accountability Bureau (NAB) rose to Rs 519 billion in the last three years from Rs 290 billion in 18 years, he added.

Imran Khan said for the first time, the PTI government launched Ehsaas programme and enhanced the social sector allocation from Rs 110 billion to Rs 260 billion.

The World Bank declared Pakistan’s Ehsaas programme as the third best in the world, he said and added the programme played a vital role in taking care of the poor during the coronavirus pandemic.

Additional funds were allocated for scholarships of girls as compared to the funds for boys, the PM said and added the government empowered women with renewed focus on their education.

He said the government took steps to fully facilitate women in getting succession certificates and share of inheritance.

Under the Kamyab Naujwan Programme, he said, youth of four million poor families would be given interest-free loans, health insurance cards, and skills training.

Easy interest-free loans were given so that low income groups could build affordable houses, he said, adding 30 percent of the country’s population consisted of the youth.

Imran Khan said farmers would be given subsidy through Kisaan Card so that they could buy fertilizers, pesticides and other agriculture inputs.

Ten reservoirs including Mohmand and Dassu dams would be built to meet water requirements, he added.

He recalled Pakistan sided with the United States in the war on terror but latter carried out 480 drone attacks on its soil.

NCOC’s civil-military blend amid three-pronged strategy helps fight Covid-19

COVID-19 claims 68 more lives

ISLAMABAD, Aug 26 (APP):National Command and Operation Centre (NCOC) spearheaded the country’s unified fight against the unprecedented risk of deadly contagious disease of Covid-19 with its three-pronged strategy to overcome disease spread.

Pakistan’s national anti-COVID-19 strategy began as interplay between buildup of critical health care capacity and calibrated Non Pharmaceutical Interventions (NPIs), said the ‘Three Years Performance Report of the NCOC’ launched by the prime minister here on Thursday.

“It has now evolved into a three-pronged approach encompassing synergistic trinity of NPIs, Social Behavior Change and Vaccination. Pakistan Army’s all out support in the national cause remains a rider clause in the national efforts against the pandemic which has so far witnessed three distinct waves,” it said.

Pakistan after concerted efforts has been among best five countries with respect to cases per million (country’s over 100 million population) including China (1439 Million / 63 cases per Million), Nigeria (210 / 790), Ethiopia (117 /2312), Egypt (104 / 2532), Pakistan (224 / 4105), it added.

“Pakistan is among top 30 countries in the world as per number of vaccine doses administered,” it said.

The NCOC has supported the provinces in augmenting daily testing capacity increased from merely 472 tests in February to 80,000 plus tests; number of labs increased from only 4 labs in February to 172.

The dedicated team of NCOC through strong efforts made Pakistan’s current contact tracing average of 7.1 surpassing that of US, India, UK and Germany.

The NCOC through its informed decision making and data based strategies ensured efficient healthcare ramp up including 7,043 oxygenated beds added in healthcare system along with 18,200 oxygen cylinders.

The Oxygen production capacity was also increased to 803 metric tonnes from 487 metric tonnes per day and four additional oxygen plants added (increased from 10 to 14) in system since June 2020.

The Forum assisted in protection of livelihoods of masses, management of food security and supply chain issues during lockdowns; ensuring essential provisions through utility stores.

The Forum also ensured continuous management of external trade under COVID environment, safe opening of economy- post lockdown, relief package to worst hit sectors including industries and education sector being pushed.

Around 451,373 stranded Pakistanis were repatriated from 86 counties in a phased manner through the efforts triggered through the Forum.

Since 5th May 2021, over 1,000 inbound flights carrying over 300,000 passengers tested at 9 international airports. “Pakistan is also first country in the world to employ COVID detection dogs at two major airports of the country,” it added.

The Forum also ensured implementation of calibrated NPIs including Smart and Micro-smart Lockdowns; and application of broader country wide restrictions.

The NCOC also made elaborate efforts for management of various religious events such as Eid-ul-Fitr, Eid-ul-Azha, Muharram, Arbaeen, Eid Milad-un-Nabi, Tableeghi gatherings (Raiwind ijtimah), Birth Anniversary of Baba Guru Nanak etcetera.

The Forum also led an elaborate effective media and awareness campaign involving over 20,000 hours in electronic media, more than 30,000 posts on social media networking sites, 400 plus Op-eds in national print media, PSMs by leadership and celebrities.

The NCOC collaborated with Rural Support Programme active in 66 districts and 1,500 union councils across country for community mobilization. Multi-tiered engagement with religious leaders and Ulema was held at the Forum.

The Forum introduced best practices for a unified national response despite challenges owing to 18th constitutional amendment amid health being devolved subject. “Countries like USA and India faltered in this area and consequently witnessed massive disease spikes,” it added.

The Forum also introduced institutionalized and evidence-based decision making to keep number of cases and deaths per million in a check. Moreover, disease projections for informed policy decisions – centralized planning and decentralized execution was the hallmark of NCOC’s efforts.

The Forum ensured continuous disease surveillance, technology based track, trace and quarantine (TTQ), contact tracing (over 9 million), seroprevalence and genome testing for detection of new virus variants.

The resource optimization and apt management demonstrating synergy of efforts by all state organs had been a key feature of Pakistan’s efforts which also included intelligent use of IT support, digital data flow and management.

The current focus of the NCOC was on mass vaccination drive to vaccinate 75 million population by end of 2021. So far 31,929,581 vaccines have been administered with a maximum of 1.07 million doses in a day on 2nd August 21. Whole of the Nation – proactive, dynamic and consistent approach led by federal and provincial governments and coordinated by NCOC adopted for the monumental task.

The NCOC worked as an apolitical organization steering national response against COVID-19 in a participative, non-intrusive and all-encompassing manner hitherto fore unknown in our over 70 years history.
