CM lays foundation stone of Shahkam Flyover, lists various Lahore projects

LAHORE, Aug 24 (APP):Punjab Chief Minister Sardar Usman Buzdar Tuesday laid the foundation stone of the signal-free Shahkam Chowk flyover project valuing Rs 4.23 billion, to ease the movement of 1.25 lakh vehicles daily.

The 606-metre long, two-sided with each side having three lanes project will be completed in 10 months while Rs 395 million were saved in land acquisition and transparent tendering.

Under the project, a 6-kilometre long defence road will also be dualized from labour colony to Multan Road, along with the construction of two small bridges each at the Hudiara Drain and canal.

Addressing the ceremony, the CM gave the credit of the composite development process and achievements of targets to Prime Minister Imran Khan, adding that the Punjab government was following the policy of balanced development so that everyone could enjoy the benefits.

The CM vowed that everyone will be given the right of development along with equitable access to healthcare and education facilities. The CM said the government was giving attention to provide the facilities to the overcrowded areas adding that improvement of roads’ infrastructure is a priority agenda.

The government has started development schemes in neglected areas of the provincial metropolis while identifying public needs, he continued.

The CM maintained the Shahkam Chowk is a central point to connect different areas of the city. However, the CM regretted that the traffic was often clogged due to lack of space.

The CM maintained the government has completed several projects in Lahore including the Lal Shahbaz Qalandar underpass, entrance point at Thokar Niaz Baig, a pedestrian bridge at Jinnah Hospital and construction of an underground water tank for rainwater.

Similarly, the Miyawaki urban forests were being developed at different points in Lahore, he added.

An organised master plan 2050 ‘Center of civilisation and prosperous Lahore’ was being devised under LDA’s supervision to develop the provincial metropolis according to future needs, he added.

While talking about the development performance of the PTI government, the CM said a turbo roundabout would be built at Shahdara Chowk to resolve traffic gridlock by raising separate passages for heavy and routine traffic.

Work on Sheranwala gate flyover and Ferozepur Road Gulab Devi underpass projects is in progress while another underpass will be constructed at Samanabad Chowk, he said.

Meantime, three parking plazas were being assembled at Sheranwala Gate, Masti Gate and Ek Moriya Pul to park more than one thousand vehicles, he said.

The previous government launched different projects, excluding the Orange Line Metro Train project, valuing Rs 67 billion in Lahore during the third year of its tenure while the PTI government devised development schemes worth Rs 85 billion for Lahore in its third year, he added.

The CM asserted that the Ravi River Urban Development Project and Central Business District are game-changer initiatives to transform Lahore into a world-class city. Along with the establishment of a children health university, a mother and child block will also be completed with Rs 7 billion at Ganga Ram Hospital, he added.

The CM announced that a new general hospital will be built with Rs14 billion and a surface water treatment plant will be established at Mehmood Booti Shahdara and Shadbagh with Rs10 billion. Another surface water treatment plant was being set up at the BRB Canal, he said.

Meanwhile, the CM said that work was in progress on the water disposal project from Larechs Colony to Gulshan-e-Ravi, rehabilitation of historical heritage at Lahore Fort and Dilkash Lahore project to highlight the multifarious beauty of the historical city.

A tower facility will be constructed near the high court for the legal fraternity and phase-II of MPAs’ hostel will be completed with Rs 3.44 billion, he added.

A water supply project for 3 major union councils in Lahore will be completed with Rs 1.65 billion, the CM said and disclosed that a project has been devised to relocate markets around ring road for maintaining smooth traffic flow in the city. New emergency blocks consisting of 400, 400 beds each will be constructed in Services Hospital and Jinnah Hospital, along with the construction of hostel in Services Hospital, he added.

While giving details about the development performance of the PTI government, the CM said that construction of multi-storey parking plaza was being started near Civil Secretariat, construction of Revenue Academy and revamping/extension of Mazaar Bibi Pak Daman is in progress, in addition, to start of prison complex Lahore, women development office complex at Sabzazar and repair and maintenance of Sagian Road.

He said that electric buses would be introduced on different routes in the provincial metropolis. Similarly, a bus information and schedule system will be introduced in addition to the construction of 200 bus stops shelters. A world-class bus terminal will also be built at Thokar Niaz Beg, he added.

The CM said 35,000 apartments would be constructed through LDA City Naya Pakistan Apartments project to provide shelter to the general public and lower cadre employees.

Construction of 4,000 apartments is in progress in the first phase, he said. The government has devised a Rs 360 billion district development package for composite development in the province, the CM added.

The CM said a network of shelter homes and almonries were being established to accommodate the unattended segments of society while recruiting 10,000 police officials and provision of 600 new vehicles.

It is satisfying that Lahore police have resolved all high-profile cases in a record period and the PTI-led government has also completed the CTD headquarters project, he noted.

He said the scope of LDA has been restricted to Lahore city only and it has been further decided to divide Lahore into new administrative units to improve service delivery and work is in progress actively.

The government has made 66 per cent increase in development budget, 185 per cent in health, 286 per cent in higher education, 29 per cent in school education, 306 in agriculture and 307 per cent rise in industries budget, while 24.7 per cent more recoveries have been made in PRA’s dues, he added.

The new Punjab Assembly building has been completed and the government has keenly noted problems of every area while being committed to providing resources for solution to the problems, he added.

Provincial Minister Mahmood-ur-Rasheed, Vice Chairman Wasa and member LDA governing body Sh Imtiaz Mahmood and member LDA governing body Tariq Sana Bajwa also spoke on the occasion.

ISLAMABAD, Aug 24 (APP):Chief of the Naval Staff Admiral Muhammad Amjad Khan Niazi on Tuesday called on Commander Islamic Republic of Iran Navy (IRIN) Rear Admiral Shahram Irani and Commander of Northern Fleet Commodore Abdolvahab Taheri during his official visit to Iran.

On arrival, the Naval Chief was received by Commander IRIN and was presented Guard of Honour, said a Pakistan Navy news release received here.

During meeting with Commander IRIN, the Naval Chief was given detail briefing on roles and objective of Iran Navy.

Besides, professional matters of mutual interest including bilateral naval collaborations and security environment of Indian Ocean Region were discussed.

The Admiral highlighted Pakistan Navy’s focused efforts towards Maritime Security, Counter Piracy Operations and PN initiative of Regional Maritime Security Patrol (RMSP).

Iranian Naval Commander acknowledged and highly appreciated the role and contribution of Pakistan Navy for maintaining peace and stability in the maritime domain.

The dignitaries agreed to enhance bilateral collaboration between the two countries in general and Navy to Navy in particular.

Afterwards, Naval Chief laid floral wreath at the Martyrs monument at the National Museum of Defence.

Later, Chief of the Naval Staff Admiral Muhammad Amjad Khan Niazi visited Iranian Northern Fleet (4th Naval Regional HQ) at Bandar Anzali where he was given briefing on responsibilities and capabilities of Northern Fleet. Naval Chief also visited shipbuilding yards and Naval Museum.

It is expected that recent visit of the Naval Chief will further boost bilateral relations between the two navies.

NA body directs NCC to give detailed briefing on SNC

ISLAMABAD, Aug 24 (APP):The National Assembly Standing Committee on Federal Education, Professional Training, National Heritage and Culture directed the National Curriculum Council (NCC) to brief the Committee in detail on implementation of the Single National Curriculum (SNC) in the next meeting.

The directions were given during the 19th meeting of the Standing Committee on Federal Education, Professional Training, National Heritage and Culture held here in the Committee Room of National Curriculum Council Secretariat under the Chairmanship of Mian Najeeb Ud Din Awaisi, MNA.

While briefing, the Director, National Curriculum Council Secretariat apprised the Committee that in line with the vision of the Prime Minister Imran Khan, the Council and Ministry of Federal Education and Professional Training is developing SNC for Pakistan in consultation and collaboration with Education Departments of all federating units of the country.

She said SNC was being developed in three phases. She informed the committee that SNC was aimed at providing equal learning opportunities to all fractions of society.

It would help students and parents in case of inter-provincial mobility, she said.
The Committee also considered “The Pakistan Global Institute Bill, 2021” and “The Pakistan Institute of Education Bill, 2021”.

After detail deliberations, the Committee recommended that “The Pakistan Institute of Education Bill, 2021” may be passed by the Assembly. “The Pakistan Global Institute Bill, 2021” and “The NCS-Institute of Sciences Bill, 2021” (moved by Mr. James Iqbal, MNA) was, however, deferred till next meeting of the Committee.

The Dyslexia Special Measures Bill, 2021 (moved by Ms. Mehnaz Akbar Aziz, MNA) was also considered in the meeting. After detail deliberations, the Committee recommended that the Bill might be passed by the Assembly.

The committee also appointed a Sub-Committee under the convenership of Sadaqat Ali Khan Abbasi, MNA to discuss the challenges faced by universities under Higher Education Commission (HEC).

While briefing on the current Admission Policy in ICT Schools, the Director General, Federal Directorate of Education (FDE) stated that the children of residents of Islamabad Capital Territory, Children of Federal Government/Semi Government employees residing in Islamabad would be eligible for admission to the nearest location of their residences.

Priority should be given to the residents of same Union Council/Sector whichever the case may be, he added. However, DG FDE said children belonging to same family would be accorded preference for admission in the institutions where their brothers/sisters were already enrolled.

He apprised that admission tests were conducted for admission to institutions where the number of applicants for admission exceeded intake capacity of the institution.

The committee was not satisfied by the briefing given by Director General (FDE) and decided to have a separate presentation on admission policy in ICT Schools.

Besides the Parliamentary Secretary, Federal Education and Professional Training Division, member national assembly Wajiha Qamar, the meeting was attended by Ali Nawaz Awan,

FAISALABAD, Aug 24 (APP):State Bank of Pakistan (SBP) Managing Director Muhammad Ashraf Khan has said the objective of promotion of Islamic banking was to ensure equal distribution of wealth in society to end poverty and hunger.

He said that all Shariah requirements had been kept in view in while designing Islamic banking but our people are hesitant about the Islamic banking.

He was addressing the opening ceremony of 4-year BS Hons. programme in Islamic Banking and Finance under the Department of Islamic Studies at Government College Women University Faisalabad here Tuesday.

He said that ulema role was very vital in promotion of Islamic banking in our country. He said that members of the Shariah board would be called for the guidance of students of Islamic Banking course to clear their concept.

He said that presently, 20 institutes of Islamic banking were functional in Pakistan, of which five were complete Islamic banking and 15 have departments of Islamic banking.

ISLAMABAD, Aug 24 (APP):Minister of State for Information and Broadcasting Farrukh Habib Tuesday congratulating newly unopposed elected office bearers of Rawalpindi Islamabad Union of Journalists (RIUJ), said the government would provide all possible facilities to the media community in coordination with their elected bodies.

He, in a statement, expressed the hope that the newly elected cabinet including RIUJ President Shakeel Ahmed, General Secretary Sadiq Anzar, Finance Secretary Ayaz Akbar Yousafzai and Joint Secretary Umer Butt would work for the welfare of journalist community.

Pakistan asks India to ‘stay away’ from Afghan Peace Process

Cabinet rejects proposal of 10 pc ad hoc relief in basic salaries of MPs

ISLAMABAD, Aug 24 (APP):The Federal Cabinet on Tuesday reiterated its stance that India was making constant efforts to sabotage Afghanistan peace process and said it should not meddle in affairs of the land-locked country.

“India must stay away from the whole process going on in Afghanistan as it is neither its neighbour, nor has any role in Afghanistan peace process,” Minister for Information and Broadcasting Chaudhry Fawad Hussain said while briefing the media about Federal Cabinet meeting, chaired by Prime Minister Imran Khan.

He lashed out at India for using Afghan soil during previous government, led by Ashraf Ghani, to sponsor terrorism in Pakistan and said now its media had been on the forefront to sabotage the Afghan peace process through baseless propaganda campaign.

Fawad said Foreign Minister Shah Mehmood Qureshi apprised the Cabinet of the evolving situation in Afghanistan.

He said the Cabinet was informed that Pakistan was carrying out serious efforts for the evacuation of foreign nationals from Kabul.” We are facilitating the evacuation of thousands of people of different nationalities from Afghanistan’s capital Kabul”, he added.

He said the Pakistan International Airlines had so far facilitated evacuation of over 1,500 people from Kabul. Pakistan was also taking steps to open its borders for evacuating of foreign nationals from Afghanistan, he added.

About government formation process, he said Pakistan was playing a responsible role and in close contact with Afghan authorities, in addition to other countries including Turkey and China.

He said the Foreign Minister would leave for Central Asia shortly to hold consultations on the evolving situation in Afghanistan.

Pakistan had always advocated for a political solution to the Afghan problem, he said, adding the situation would have been better, provided its advice had been heeded to.

The minister told the media that Minister for Science and Technology Shibli Faraz and Prime Minister’s Adviser on Parliamentary Affairs Babar Awan gave a detailed briefing on Internet voting and Electronic Voting Machines to the Cabinet.

He said the government had been in contact with the opposition on EVMs and granting voting right to overseas Pakistanis.

Stressing for voting right to the expats, he said they had been massively contributing to the national economy by sending record remittances, which reflected that they had full trust in the leadership of Prime Minister Imran Khan.

He said it was on record that all elections in the country were marred by accusations of poll rigging in the past.

Terming PML-N as an obstacle in carrying out electoral reforms, he said the party never came to the power without rigging.

He alleged that opposition parties were conspiring to deprive over 9 million Pakistani expatriates from the right of vote, adding steps being taken by the government for transparent elections, were in line with the judicial commission recommendations formed after the PTI’s demand for opening of four constituencies after 2013 elections.

The minister said the Cabinet also discussed specific incidents of harassment of women and decided that guidance by intellectuals and civil society would be sought through holding high level consultative process to decide a way forward.

He said the Cabinet was given a briefing on the state of economy and economic indicators and added Pakistan’s economy was stabilizing due to remittances (foreign exchange) of overseas Pakistanis.

He said that corona virus outbreak has put additional pressure on Khyber Pakhtunkhwa and Punjab health sectors. He said about 70 per cent oxygen was being used for corona virus patients and if the situation persisted, oxygen supply to industrial sector would be suspended to ensure its use for medical purposes.

He said that Dr Muhammad Ashfaq has been appointed as the new chairman of FBR.
He said that the cabinet was informed that economic indicators were positive, exports had increased while inflation had shown downward trend during the past three months.

He said that in the international market, prices of edible items had increased but they had stabilised in Pakistan.

He said that the cabinet accorded approval to a pending Ordinance under which those elected members of the assemblies, not taking oath within 60 days after election, would lose their seat.

He said that cabinet gave approval to prices of 37 medicines now being produced in Pakistan. He said that prices of 13 medicines were marginally increased to discourage their back marketing.

Replying to questions of media persons, he said Tehreek-e-Taliban Pakistan was in disarray after the its funding from India had come to an end. It was a positive development and good news for Pakistan, he added.

“As far as their operation from inside Pakistan are concerned, we are not a weak state as Pakistan Army and Security Forces have a capacity to deal with such challenges,” he said, adding discontinuation of funding would give a deadly blow to the TTP.

He pointed out that the authorities in Afghanistan had announced that no one would be allowed to use its territory against Pakistan. It was a positive development, he said, expressing hope that the authorities in Afghanistan would ensure its implementation.

Fawad hoped that Afghanistan would cooperate with Pakistan for extradition of top terrorists including members of Baloch Liberation Army and TTP, hiding in the landlocked country.

About future of the multi-party opposition alliance — Pakistan Democratic Alliance, he said they would continue to hold marriage ceremonies in London and build new flats there for their off-springs.

“Let’s see when Maulana Fazal ur Rehman will go London for greeting the newly-wed couple,” he said, adding Maryam Safdar also wanted to go there to congratulate his son Junaid Safdar on the wedding.

To a question regarding the proposed Pakistan Media Development Authority, he said the Federal Cabinet was briefed about the proposed bill wherein Prime Minister Imran Khan directed for carrying out thorough consultation in this regard.

He said the Ministry of Information and Broadcasting would involve more stakeholders in the consultation process.

The minister ruled out any change in the proposed bill with regard to the contractual enforcement of media workers and fake news and said other than that all the amendments from journalist community, would be welcome.

He said it was ironical that some journalists unions were toeing the line of media owners.

About Pakistan’s relations with the United States, he said US Secretary of State Antony J. Blinken had spoken to Foreign Minister Shah Mahmood Qureshi three times, while Chief of Army Staff General Qamar Javed Bajwa was in contact with American Central Command’s Chief.

Close consultation process between the Pakistan Army leadership and Pentagon and Defence Department was underway, he added.

At the moment, there were two tracks underway with regard to Afghan peace process, he said, adding one was ongoing among regional countries including Iran, Pakistan, Turkey and Central Asian States, while another standard dialogue was in Doha, Qatar which involved Pakistan, China, Russia and the US.

Both the tracks were going on simultaneously, he added.
He said Pakistan was regional power and its involvement in Afghanistan peace process was crucial.

LAHORE, Aug 24 (APP):Punjab Governor Chaudhry Mohammad Sarwar has hailed the fullest cooperation from Chief Minister Punjab Sardar Usman Buzdar in the successful completion of clean drinking water projects across the province
under Punjab Aab-e-Pak Authority.

During a meeting with CM Punjab Sardar Usman Buzdar who called on him at the Governor’s House on Tuesday, he said work on 1500 potable water projects in Punjab was in full swing without any political discrimination and all these projects would be completed by December 2021.

Arrangements pertaining to Prime Minister Imran Khan’s upcoming visit of the provincial metropolis and other matters came under discussion during the meeting. It was also decided to expedite work on the clean drinking water projects of Punjab Aab-e-Pak Authority.

Expressing his deep sense of gratitude on timely intervention of the chief executive of the province towards successful working of the projects, the Governor Punjab said that clean drinking water would be provided to more than 8 million people of Punjab and the promise to provide clean drinking water to the people of Punjab would be fulfilled.

Punjab Governor Chaudhry Mohammad Sarwar lauded the initiatives of Chief Minister Usman Bazdar in the health and education sectors during the past three-year, adding that Punjab government had taken exemplary and historic steps for the welfare of people under the leadership of Chief Minister Sardar Usman Buzdar.

Sarwar said that development and stability of the country was top priority of the government, adding that in a first, practical steps were being taken in the center and Punjab for the prosperity of the country.

He said that all resources were being utilized for the provision of best health and educational facilities.

The Governor Punjab said people had also reposed full confidence in the policies of Prime Minister Imran Khan and the government, while the Punjab government of Chief Minister Sardar Usman Buzdar had taken historic steps towards the welfare of people.

He said the government, led by Prime Minister Imran Khan, wanted to take the country forward but the opposition parties were bent upon stopping the wheel of progress, stressing the government would not allow the opposition succeed in its designs.

Sarwar said political future of the opposition was bleak and the political opponents would continue to give dates for protests and rallied but the general elections would be held in 2023.

The Governor Punjab said there was no threat to the government from the opposition, expressing the optimism that the masses would vote PTI into power for yet another term.

No extension in August 31 deadline for US withdrawal: Zabihullah MujahidKABUL, Aug 24 (APP): Rejecting any extension in the August 31 deadline for complete withdrawal of US and other international forces from Afghanistan, Taliban Spokesman Zabihullah Mujahid on Tuesday urged Afghans not to leave and prefer to stay in their country.

Addressing a crowded press conference here, the Taliban Spokesman said that the road to Kabul airport was shut for the people of Afghanistan and was open for the evacuation of foreign citizens alone.

Reiterating Taliban’s announcement of general amnesty for all the people of Afghanistan, he assured that there would be no revenge or reprisal actions by Taliban against anyone.

Mujahid, in his second press conference after Taliban seized Kabul on August 15, said all that the ethnic groups and communities in Afghanistan were equal and would work unitedly for the progress and development of their motherland.

Zabihullah Mujahid said since the process of political consultations was continuing successfully, it is hoped that contours of the new government will become clear in the coming days.

He reiterated that Afghan soil will not be led used against any neighbouring or other country,

He said that after 20 years of unrest in Afghanistan, peace was being restored and public services institutions were being made functional to serve the country and masses.

Taliban Spokesman was also optimistic of the resolution of Panjsher issue through dialogue and there would be no war, adding, that as Afghanistan had seen many wars in the past, Taliban wanted peace in the country.

He further assured about the independent and the protection of women rights in the country, adding, there would be no violation of human rights in Afghanistan.

He, however, urged the woman employees to stay home till a fool-proof security of their workplaces and institutions was ensured.

Zabihullah Mujahid said that as all hospitals and educational institutions in the country were functioning, life was returning to normal in Afghanistan, adding, the transmission of state television and radio were also continuing.

He said that banks had opened and people were free to withdraw cash from their accounts.

Taliban Spokesman said that all diplomatic missions and embassies in Afghanistan were secure and protected, adding, in that respect they will also hold meetings with diplomats.

He assured all the international institutions in the country of full security and protection by Taliban and said they should continue their operations.

Zabihullah Mujahid said that Taliban leaders from Qatar have also reached Kabul and were in contact with diplomats.

He said that the United States should desist from misleading the people about their security and future in Afghanistan.

To a question, the Taliban Spokesman said that process for the formation of a national army of Afghanistan was also being deliberated.

ISLAMABAD, Aug 24 (APP):President Dr Arif Alvi Tuesday said the government was taking steps to build information highways and extend reach of the people to new fourth generation technologies.

Speaking at an international conference on innovation and entrepreneurship here, he said the goal of present government was to improve digital financial system, achieve women empowerment and ensure economic transparency.

He said Pakistan was making great progress with the use of emerging technologies. He noted that Pakistan was left behind during the industrial revolution.

In the fourth information technology revolution, the communication and spread of information had become very fast, he said adding the world was now witnessing the advent of fifth generation revolution.

He mentioned that immense information was accumulated by the world through cloud computing. Youth could gain advantage by gathering information and through innovation, creativity and entrepreneurship, he added.

He said the government was making efforts to attain one hundred percent literacy in the country and impart skills to the people who could not get education.

The stress was on making the youth familiar with artificial intelligence and technologies like block chain and computer networking, he added.

The president said the companies banking on gathering of information and intelligence had replaced the traditional top companies of the world.

He was of the view that economy of Pakistan could leapfrog to be among the top global economies. Pakistan had the necessary educational infrastructure to train its youth for the emerging challenges and the experienced businessmen should also provide mentorship to the young population, he added.

The president told that the government was working on setting up special technology zones and endeavouring to encourage investment and utilize its youth bulge.

He said the world needed the skilled youth of Pakistan but he wanted that the skilled youth should be retained in the country through joint ventures and other initiatives.

Pakistan could learn from the experiences of Japan and Germany to achieve digital transformation and better models of governance and economy.

The president said the importance of brick and mortar schools would decrease while the intellectual communication would gain speed. The industrial infrastructure had already changed in the next 15 to 20 years, he added.

“The new technologies have created vibrancy and youth should focus on these technologies.”

Dr Arif urged the world to focus on reduction of poverty and merit based distribution of wealth and democratization of societies.

“We have to be on guard against the accumulation of wealth as mentioned in so many books on capitalism.”

Govt release Rs 6 billion under DLTL schemes for industries: Razak Dawood

ISLAMABAD, Aug 24 (APP):Adviser to Prime Minister on Commerce and Investment Abdul Razak Dawood on Tuesday has released Rs 6 billion under Drawback on Local Taxes and Levies (DLTL) schemes.

This includes Rs. 5.6 billion for Textiles sector and Rs. 400 million for Non-Textile sector, the Adviser said this on his official twitter account.

“I hope this will contribute to improving the liquidity issues of our exporters and enable them to enhance Pakistan’s exports” he said.

Last Friday, I visited Gujranwala Chamber of Commerce and Industry (GCCI) where I had positive interactive session with members, he said.

The Adviser said that GCCI is a very progressive Chamber having diversified product range and substantial exports.

He said that Gujranwala has all the potential to become a major “Engineering Hub of Pakistan” and play a prominent role in Pakistan’s economic development.
