Pak envoy invites Lenovo Group to benefit from Pakistan’s favourable investment policy

BEIJING, Aug 24 (APP):Pakistan Ambassador to China, Moinul Haque paid a visit to the headquarters of Lenovo Group Limited in Beijing and invited the group to benefit from Pakistan’s favourable business environment for investment in ICT and related sectors.

Lenovo Group Limited is a Chinese multinational technology company dealing in the design and development of laptops, personal computers, workstations, supercomputers and electronic storage devices.

During the visit, the Ambassador toured various sections of the headquarters and reviewed the state-of-the-art facilities of the Lenovo Group.

Ms Lu Bo, the Vice-President of the Group briefed the Ambassador on Lenovo’s development trajectory and potential for future growth in the region.

Vice-President Lu stated that as China’s strategic partner and iron-brother, Lenovo Group stood ready to explore Pakistani market for further expanding its footprints in Pakistan in research and development and ICT sector.

In his remarks, Ambassador Haque thanked the Vice-President for Lenovo’s interest in Pakistan and updated her about Pakistan’s growth potential in ICT sector.

He said that Pakistan has been actively developing its digital economy and rolling out new policies to make Pakistan an attractive destination for investment in the ICT industries.

Ambassador Haque encouraged Lenovo Group to benefit from Pakistan’s favourable business climate for investment in the ICT and related sectors in Pakistan.

Pakistan to move in lockstep with world community about recognizing Taliban govt: Munir Akram

NEW YORK, Aug 24 (APP):Pakistan will extend recognition to the Taliban government in Afghanistan after consultation with regional countries and the international community, Ambassador Munir Akram has said.

“Pakistan will walk in lockstep with the international community,” the Pakistani envoy told BBC in response to question whether Islamabad would recognize the new Afghan government in Kabul on its own or move with the world community.

Ambassador Akram said he hoped the Taliban would form an inclusive government and that they will observe human rights and respect all the commitments that they have made to the international community.

“We are working with both the regional countries as well as the international community to ensure the next phase in Afghanistan can bring back peace and stability,” the Pakistani envoy said.

Pakistan, he said, was also helping in evacuating diplomats, employees of international agencies and journalists from Afghanistan. The Pakistan International Airlines (PIA), he said, is flying in three flights a day to evacuate people.

Pakistani embassy in Kabul, Ambassador Akram said, was open and busy processing visas to facilitate the stranded people, and so far PIA has move 1,500 of them out of Afghanistan.

Also, he said, strict security arrangements have been enforced at Pakistan’s borders with Afghanistan to prevent any movement of terrorists.

Pakistan receives US$2.75 billion from IMF

Pakistan receives US$2.75 billion from IMF ISLAMABAD, Aug 24 (APP): The State Bank of Pakistan (SBP) has received US$ 2.75 billion from the International Monetary Fund (IMF), as part of Special Drawing Rights (SDR) allocation announced by the fund recently, the central bank confirmed through a tweet here Tuesday.

“#SBP has received US$ 2.75 billion from the IMF, as part of SDR allocation announced by IMF recently,” the central bank tweeted Tuesday morning.

It is pertinent to mention here that Pakistan was due to receive the amount on August 23 from International Monetary Fund’s (IMF) general allocations of $ 650 billion that had been approved to boost global liquidity amid the coronavirus pandemic across the globe.

The  amount was directly transferred to the State Bank of Pakistan (SBP), which had further improved the country’s foreign exchange reserves and is expected to have good impact on the economy.

The Board of Governors of the IMF had approved a general allocation of SDRs equivalent to US$650 billion (about SDR 456 billion) on August 2, 2021, to boost global liquidity.

According to IMF statement, the allocation would benefit all members, address the long-term global need for reserves, build confidence, and foster the resilience and stability of the global economy.

It would particularly help most vulnerable countries struggling to cope with the impact of the COVID-19 crisis.

Meanwhile, IMF Managing Director, Ms. Kristalina Georgieva said in a statement that the allocation was a significant shot in the arm for the world and, if used wisely, a unique opportunity to combat this unprecedented crisis.

“The SDR allocation will provide additional liquidity to the global economic system – supplementing countries’ foreign exchange reserves and reducing their reliance on more expensive domestic or external debt. Countries can use the space provided by the SDR allocation to support their economies and step up their fight against the crisis,” she said.

She said that SDRs were being distributed to countries in proportion to their quota shares in the IMF. This means about US$275 billion is going to emerging and developing countries, of which low-income countries will receive about US$21 billion – equivalent to as much as 6 percent of GDP in some cases.

“SDRs are a precious resource and the decision on how best to use them rests with our member countries. For SDRs to be deployed for the maximum benefit of member countries and the global economy, those decisions should be prudent and well-informed,” she added.

She said that to support countries, and help ensure transparency and accountability, the IMF has been providing a framework for assessing the macroeconomic implications of the new allocation, its statistical treatment and governance, and how it might affect debt sustainability.

The IMF will also provide regular updates on all SDR holdings, transactions, and trading – including a follow-up report on the use of SDRs in two years’ time, she added.

“| wish to offer my deep and sincere gratitude on behalf of the International Monetary Fund and its staff for Pakistan’s assistance, in the safe and swift evacuation of Fund personnel and their families from Afghanistan,” reads the letter dated 23 August 2020, as shared by the PM Office on Tuesday.

The IMF head especially appreciated the “instrumental roles” played by Pakistan’s ministers of Foreign Affairs, Finance, and Defence, as well as the Governor State Bank of Pakistan.

“Pakistan’s efforts at the highest levels, amid immensely difficult and complex circumstances, to help the Fund by securing a corridor to the airport and arranging the convoy that included our staff, were absolutely critical to this successful evacuation,” she said.

UN agencies sound alarm over emergency aid supply logjam in Afghanistan

UNITED NATIONS, Aug 23 (APP):UN humanitarian agencies warned Monday that they are unable to bring urgently needed emergency supplies into Afghanistan, and called for a “humanitarian airbridge” to be set up immediately, to allow the unimpeded delivery of medicines and other aid supplies to the country.

In a media interview, Richard Brennan, the WHO Regional Director, said that the agency is unable to bring some 500 tonnes of medical supplies, scheduled to be delivered this week, into the country, because of restrictions at Kabul airport, which is struggling to cope with a massive evacuation effort.

Mary-Ellen McGroarty, the UN’s World Food Programme’s country director for Afghanistan, was also quoted in the press on Monday as calling for swift, coordination action; “otherwise, an already horrendous situation is just going to become an absolute catastrophe, a complete humanitarian disaster”.

Ms. McGroarty reportedly underscored the crucial need for immediate funds to enable more food, shelter and medical supplies to be brought into the country. “Delay for the next six or seven weeks and it’s going to start becoming too late. People have nothing. We have to get food in now and get it to the communities in the provinces, before roads are blocked by snow.”

The main focus in recent days has been the evacuation of foreigners and vulnerable Afghans, with 300,000 people displaced in the country in the last two months alone, but the agencies pointed out that “The massive humanitarian needs facing the majority of the population should not – and cannot – be neglected”: even before the Taliban’s recent takeover of Afghanistan, the country required the world’s third-largest humanitarian operation, with more than 18 million people needing help.

Henrietta Fore, the head of the UN children’s agency, UNICEF, which has been providing aid and support to Afghan children for 65 years, said on Monday that she anticipates the humanitarian needs of women and children to increase over the coming months, amidst a severe drought and consequent water scarcity, and the ongoing consequences of the COVID-19 pandemic.

“Millions will continue to need essential services, including health, lifesaving vaccination drives against polio and measles, nutrition, protection, shelter, water and sanitation”, Ms. Fore said. “In recent years, significant strides have been made on increasing girls’ access to education – it is vital that these gains are preserved, and advocacy efforts continue so that all girls in Afghanistan receive a quality education.”

UNICEF said it is scaling up its life-saving programmes for children and women, and hopes to expand these operations to areas that could not previously be reached because of insecurity.

Taliban hold first Loya Jirga after taking-over Kabul

KABUL, Aug 23 (APP):After taking-over of Kabul by the Taliban on August 15, without firing a bullet , the Taliban on Monday held their first Loya Jirga here, and it was attended by more than 800 Ulema and the Afghan political leadership.

Taliban’s leader and an important member of Doha negotiators team Moulvi Amir Khan Mutaqqi chaired the Jirga. Speaking to the Jirga’s participants, Molvi Mutaqqi said that the Taliban wanted to set up such an inclusive government of Islamic Emirates of Afghanistan, which would be represented by all the political parties and ethnic groups.

Taliban’s Spokesman Zabihullah Mujahid speaking to the Jirga said that there was no need of any fear as all were safe in Afghanistan and no one should leave the country.

He said men and women would work to help build the Islamic Emirates of Afghanistan. He urged those who wanted to leave the country to stay here and play their role in uplift of their country.

Meanwhile, there are reports in Kabul that Taliban are likely to postpone installation of government till August 31, a deadline for US troops’ withdrawal from Afghanistan. The Taliban seems worried about presence of US troops in Afghanistan.

ISLAMABAD, Aug 23 (APP):Prime Minister Imran Khan Monday said technology transfer, strong partnerships among educational institutions, industrial sector and government and creating a suitable environment for youth was the top priority of the government.

He was chairing a high level meeting regarding the setting up of special technology zones in the country.

The prime minister directed to provide all facilities available in other countries to the investors and business community in those special technology zones.

He further instructed that one window operation should be ensured to facilitate the business community.

He asked the provincial governments to take benefit of the opportunities available in the international exhibition to be held in Dubai in October.

Pakistan should highlight before the world the opportunities available in its special technology zones, he stressed.

Former US diplomat urges Washington to engage with Pakistan on crisis in AfghanistanNEW YORK, Aug 23 (APP): A veteran US diplomat has called on the Biden administration to engage with Pakistan on ways to assess and deal with the unfolding situation in Afghanistan, saying that the “American disaster” in the war-torn country was the result of President Joe Biden’s impatience.
Ryan Crocker, who served as ambassador to Afghanistan and later to Pakistan, wrote in The New York Times that that Biden’s  “strategic impatience”, which he said Americans lack, has given a huge boost to the Taliban as well as to “militant Islam” everywhere.
In an opinion piece, Crocker said that the effect of that development would also be felt next door in Pakistan where the T.T.P. has been engaged in attacking targets inside Pakistan. However,  a VOA report, quoting highly placed sources, said that a high-powered commission, set up by Afghanistan’s Taliban, has been working to press anti-Pakistan militants to stop violence against the neighbouring country and return to their homes across the border with their families.
Taliban chief Hibatullah Akhundzada set up the three-member commission recently to look into Islamabad’s complaints that the banned Tehrik-i-Taliban Pakistan (TTP), is using Afghan soil to plot cross-border terrorist attacks, the sources were cited as saying.
Taliban spokesman Zabihullah Mujahid also told the media in Kabul that no terrorist group will be allowed to use the Afghan soil against any country.
In his article, Crocker wrote (in part):
“I recall the comment attributed to a captured Taliban fighter from a number of years ago: You Americans have the watches, but we have the time. Sadly that view proved accurate — the Taliban outlasted us and our impatience.
“After the Soviet defeat in Afghanistan at the hands of U.S.-trained and armed mujahedeen in 1989, training that was facilitated by Pakistan, we decided we were done. We could see the Afghan civil war coming — the only thing holding the disparate Afghan groups together was a common enemy. But that was not our problem — we were leaving. On the way out, we stopped helping Pakistan in a key way: We ended security and economic assistance because of its nuclear weapons program, something we’d exempted before.
“So Pakistan, in its own narrative, went from being the most allied of allies to the most sanctioned of adversaries. That is why Pakistan threw its support to the Taliban when they started gaining ground in the 1990s: It could end a dangerous conflict along Pakistan’s own unstable borders.
“And that is why a decade later after 9/11, Pakistan welcomed the return of the United States — and U.S. assistance. It would work with the US  against Al Qaeda.
“But we soon learned that the Taliban were a sticky matter. I was ambassador to Pakistan from 2004 to 2007. I pushed Pakistani officials repeatedly on the need to deny the Taliban safe havens. The answer I got back over time went like this: “We know you. We know you don’t have patience for the long fight. We know the day will come when you just get tired and go home — it’s what you do. But we aren’t going anywhere — this is where we live. So if you think we are going to turn the Taliban into a mortal enemy, you are completely crazy.”
“We have again validated their skepticism.
“The Washington Post notes that ‘as the Taliban swept across neighboring Afghanistan, some Pakistanis saw it as a reason to celebrate’.” Yet I doubt there are many high fives being exchanged in Islamabad today. The American disaster in Afghanistan that Mr. Biden’s impatience brought about is not a disaster just for us. It has also been a huge boost for the Taliban, whose narrative now is that the believers, clad in the armor of the one true faith, have vanquished the infidels….
“We need to be engaged with Pakistan on ways to assess and deal with this enhanced threat. The prospect of violent destabilization of a country with about 210 million people and nuclear weapons is not a pretty one. The same is true in Iran. It’s always good to see the Great Satan take a kick in the face, and it’s worth a little gloating, but the Islamic Republic and the Taliban’s Islamic Emirate almost went to war in 1998. A region is worried, and it is right to be so.”

ISLAMABAD, Aug 23 (APP):Pakistan High Commissioner (PHC) to the United Kingdom Moazzam Ahmad Khan in a letter on Monday clarified that Taliban leader Mullah Omar died in Afghanistan and not in Pakistan.

He wrote the letter to the editor of Daily Telegraph regarding an article by Kyle Orton (telegraph.co.uk). The article had claimed that Mullah Omar died in Pakistan.

The high commissioner said in the past 20 years, more Pakistani soldiers have died in confronting terrorism than those of the United States and NATO combined. Pakistan has suffered over 80,000 casualties.

“Pakistan’s intelligence cooperation has been pivotal in decimating al-Qaeda and other groups. Pakistan continues to be a generous host to over three million Afghan refugees,” he pointed.

He said it had been the consistent position of Prime Minister Imran Khan that there was no military solution to the conflict in Afghanistan, and that dialogue was the only way forward.

So Pakistan played its part in bringing the Taliban to the negotiating table. The United States, Taliban and Ashraf Ghani government held direct talks. Failure of intra-Afghan negotiations to make headway speaks of the inflexibility of various Afghan parties, rather than any “duplicity” on the part of Pakistan.

He said Pakistan maintained that any withdrawal of international forces must be accompanied with a negotiated settlement. Unfortunately, the decision to withdraw forces was made without informing Pakistan.

In the last week, Pakistan helped hundreds of diplomatic staff of several European countries and Afghans working at organisations like the World Bank and United Nations to evacuate safely.

Pakistan expects all stakeholders in Afghanistan to respect fundamental human rights, including the rights of women, while fulfilling their commitment to ensure that Afghan territory is not used by international terrorists against any other country, he added.

LAHORE, Aug 23 (APP):Pakistan Olympic Association (POA) President Lt Gen (retd) Arif Hassan has said that training players for winning international medals is the responsibility of government and sports federations and they must be held responsible for poor performance of national players at international events and Olympics.

Addressing a virtual press conference here on Monday, the POA president said: “When we see the roles and responsibilities of Pakistan Sports Board (PSB) and sports federations, it is clearly mentioned that sports promotion and development is their mandate and they need proper funding and facilities to help the players finish on the victory podium.

“In fact, the Pakistan Sports Board (PSB) didn’t do its work with responsibility and now it’s officials are trying to shift all the burden of Pakistan players’ performance in Tokyo Olympics on POA and me “.

“First of all, I would like to clarify that why the PSB returned the funds of Rs 440 million instead of utilizing them on the athletes, who had the chance of winning medals for Pakistan. Had the PSB spent this amount on the players, the results of Pakistan players would have been far different,” he lamented.

Lt Gen (retd) Arif said that the POA made aware the PSB of each and every matter regarding the Olympics and Pakistan players’ participation in the mega events but in return, the PSB didn’t cooperate well. “I would also like to clarify that when we forwarded the PSB’s two nominations – Rana Nasrullah and Col (retd) Asif Zaman – we received a very harsh response that now the deadline has been passed and no name can be entered or entertained.”

Answering a question, the POA chief said: “We had timely booked tickets of players and officials, otherwise, our contingent couldn’t take part in Tokyo Olympics. There were a lot of minor issues, which were professionally handled by POA officials, that’s why Pakistani players comfortably reached there and exhibit their prowess in their respective events and categories without being getting tensed.”

Lauding the services of Dr Asad Abbas, POA Chief said: “We are grateful to Dr Asad Abbas, who very keenly and skillfully took care of our athletes, and not only motivated them but also resolve their medical issues timely, which helped both Arshad Nadeem and Talha Talib to finish fifth in the mega event. All the officials, who were part of the Pakistani contingent in Tokyo Olympics, were highly professional and the best among the business. They did their duty with greater responsibility and helped Pakistani players give their best during the mega event.”

Lt Gen (retd) Arif asserted that he is an elected president of Pakistan Olympic Association. “The POA president is elected through a democratic way. The house has full trust in me and they are fully backing me, that’s why I am still president of the POA and will remain POA president until I have support of my house.”

Sharing the suggestion how Pakistan sports can flourish and how Pakistani players can win international medal, the POA president said: “Instead of playing blame game, we need to sit together as it is the only viable solution to take Pakistan sports to new level.

But if we don’t come out of this politics and blame game, Pakistan sports will continue to suffer in coming ten to twenty years. I want Prime Minister Imran Khan to listen to both the parties, and after that, take a final decision as it will help Pakistan and its players excel at international level.”

LAHORE, Aug 23 (APP):Governor Punjab Chaudhry Mohammad Sarwar has said that Pakistan is a safe haven for minorities as compared with its South Asian neighbor.

Speaking at the SP Dewan Bahadur Singha awards ceremony at the Governor’s House, on Monday, he said with rising religious intolerance and attacks against mosques, India has become a dangerous place for the religious minorities, adding that Indian-led government of Narendra Modi and RSS are targeting minorities.

Governor Punjab Chaudhry Mohammad Sarwar said religious freedom and protection of life and property of citizens are vital to the development and stability of a country, stressing wherever minorities face persecution, it is responsibility of the government to take strict action.

“I can proudly claim to have raised voice for the minorities in Britain and Pakistan, and Pakistan is one of the safest countries for minorities today”, he said, adding it is horrifying that incidents of public violence against Muslims are increasing since Narendra Modi came to power in India.

He said that the Indian government demolished a historical mosque which proves that Indian Muslims do not have religious freedom and it should be the main concern of the United Nations (UN) and international human rights organizations.

He said that under the Modi’s leadership, India has been infected with Hindutva hatred against all minorities and during his rule crimes against religious minorities have increased.

The Governor Punjab said policies of Pakistani government are promoting peace and harmony, adding that the Kartar Corridor project for Sikhs is a great example of pro-minority initiatives of the government.

Sarwar said time has come for the world powers like the United States to take notice of the atrocities committed against minorities in India and force India through diplomatic pressure to stop violence against all minorities including Muslims and ensure religious freedom as well as protection of life and property of the people of Kashmir.
