MoU signed to restore 50,000 degraded forest lands

ISLAMABAD, Mar 1 (APP): Pakistan, in acknowledgment to its leading role in ecological conservation, has been mandated to host World Environment Day to be held on June 5 in federal capital.

The country received this honour after the international community acknowledges its leading role in conservation of environment despite a developing country.

In a joint press conference, Special Assistant to the Prime Minister (SAPM) on Climate Change Malik Amin Aslam flanked by Executive Director United Nations Environment Programme (UNEP) Inger Andersen here on Monday announced the event would be hosted to raise awareness at the global and local level to protect ecosystems and biodiversity.
It would help avert adverse impacts of climate change, he said adding, the importance of the day raised due to launching UN’s decade on Ecosystem Restoration 2021-2030 the same day simultaneously.

Speaking on the occasion, SAPM Malik Amin Aslam said it was indeed an honour for Pakistan to host World Environment Day and thanked the UNEP for giving the opportunity.
He said, “The decade on Ecosystem Restoration has been decided to be held a year back where interestingly it is coinciding on the same date.”

Amin said during the COVID-19 pandemic the environmentalists acknowledged the high importance of restoring ecosystem to safeguard the planet.

The contagion apprised social advocates that nature has certain limits and standards which, if obliterated, could incur serious impacts in its repercussion. “The outbreak of a zoonotic disease Covid-19 is its clear example for us”, he opined.

The SAPM said, “Pakistan will be in the center of the message to bring the world on one page to fight together against adverse impacts of environmental degradation resulting in massive damage and loss to human life, biodiversity and ecology at large.”

This year, he said, supposed to be the super year for environment as three international conferences titled `26 meeting of the Conference of Parties (COP-26) to the UNFCCC` in Glasgow, UK, `COP-15 to the Convention on Biological Diversity (CBD)` in Kunming, China and `IUCN Congress on Conservation` in Marseille, France would be held whereas the World Environment Day celebrations would be commemorated in the middle of these conferences.

Amin elaborated that the country was already heading towards the green path of conservation as Prime Minister Imran Khan had believed in nature based solutions for ecosystem restoration and environmental conservation and taking steps accordingly.
He said Pakistan was also developing a finance based framework, a new of its kind, which was different from the past practices for environmental conservation. “Pakistan is going to launch its 1st Green Bond of €500 value which will generate finances for ecosystem conservation”, the SAPM said.

Replying to a query he said Pakistan had launched its Ecosystem Restoration Fund in COP-25 Madrid, Spain, which was welcomed by the global partners, adding that World Bank donated US $ 180 million for the fund.

“Pakistan is the only country to realign its fund for nature conservation during COVID-19 pandemic particularly the Green Stimulus package providing livelihoods to Covid-idled masses.”

Addressing the media, Executive Director UNEP Inger Andersen said Pakistan was worstly affected by the climate change impacts which were inflicting damages to the country both economically and environmentally, however, she explained that contribution of Pakistan in global carbon emission was below zero.

“Pakistan due to its willingness in conservation and protection of biodiversity and ecology has emerged as a global leader in conservation”, she complemented.

The UNEP official said, “In 2021, we must take deliberate steps to move from crisis to healing: and in doing so, we must recognize that the restoration of nature is imperative to the survival of our planet and the human race.”

“Pakistan has shown real leadership in efforts to restore the country’s forests; we are grateful for their commitment to host World Environment Day 2021 and lead the charge for all nations to restore our damaged ecosystems through the UN Decade on Ecosystem Restoration.”

The UN Decade on Ecosystem Restoration is intended to massively scale up the restoration of degraded and destroyed ecosystems to fight the climate crisis, prevent the loss of a million species and enhance food security water supply and livelihoods.

PESHAWAR, Mar 01 (APP): Federal Minister for Information and Broadcasting, Senator Shibli Faraz here Monday terming the apex court’s opinion on Senate polls as historic said now the Election Commission of Pakistan (ECP) was responsible to take all necessary measures to ensure transparency in the upcoming election.

Addressing a press-conference here, the Information Minister said ECP may use technology to end corrupt practices from electoral process to ensure free, fair and transparent elections.

He said people had seen in the past that how political loyalties were traded during Senate election. The government, he said, had taken all possible measures to prevent sale and purchase of votes during upcoming senate election.

Shibli Faraz said Senate was highly respectable institution and it was necessary for upholding its sanctity to elect honest, upright and competent candidates who could serve masses irrespective of their personal interests.

There was a conflict between two ideologies, he said. The opposition’s ideology was to run the country through an obsolete corrupt system based on personal politics and gains. Whereas, the PTI he said, strongly believed in strengthening of the national institutions, rule of law and merit.

He said political hypocrisy was the hallmark of opposition’s politics and they had chosen a candidate for Senate election from Islamabad who in past had tried to protect its leader facing corruption charges. He (Yousaf Raza Gilani) did not write a letter to Swiss authorities despite the Supreme Court’s instructions thus the country had to suffer millions of dollars’ loss, the minster added.

To a question, he said there were serious differences among coalition parties of PDM on awarding Senate’s ticket to Yousaf Raza Gilani and this would certainly benefit PTI’s candidate Hafeez Sheikh.

He said Hafeez Sheikh was an honest and highly respectable candidate and was all set to achieve overwhelming majority.

Shibli Faraz said Prime Minister Imran Khan had awarded party ticket to credible, honest and competent candidates and PTI’s parliamentarians would vote them to acknowledge his (Imran Khan’s) 22-year struggle against corruption and for strengthening democracy and supremacy of the rule of law.

To a question about Maryam Nawaz’s recent statement about long march, the Minister said all institutions were independent and no one was allowed to pressurize them.

The minister said opposition’s double standards had exposed them before masses and that is why people have shown no interest in PDM’s public rallies.

Kamran Bangash, Special Assistant to the Chief Minister for Information and Public Relations alleged that ANP and PPP were trying to purchase votes and proofs would be made public after consultation with the party leadership.

Private LNG import likely to start in April-May

0

ISLAMABAD, Mar 1 (APP): The ease-of-doing business plan, introduced by the Pakistan Tehreek-i-Insaf (PTI) government, has started yielding the required results as the private sector players are flexing muscles to start import of Liquefied Natural Gas (LNG) in the coming months.

“The government had floated a tender to auction the additional capacity of LNG terminals, against which four applications have been received.

Currently, the award of unutilized capacity is in process and following which, hopefully the import of private molecules will start in April-May,” a senior official privy to petroleum sector developments told APP.

He foresaw the same trend of LNG import in near future, adding the months of November and February were considered the lowest gas consumption months.

At present, the official said, the re-gasification volume is at around 1,000 Million Cubic Feet per Day (MMCFD) against the total existing capacity of around 1,200 MMCFD gas.
“So, the government has no serious concern with regard to any unutilized capacity and if there is any [unutilized capacity], it has auctioned it,” he said.

After seeing the enormous LNG trade potential in Pakistan, as many as four private sector companies have recently stepped in to carry out regulated activities of the commodity across the country.

In a significant development, Oil and Gas Development Authority (OGRA) has recently granted the first-ever marketing licences to two companies for undertaking regulated activities with regard to the sale of natural gas and LNG.

Besides it issued two ‘provisional licences’ of supplying LNG through cryogenic bowzers to consumers especially where the regular gas transmission network does not exist.

The authority allowed Tabeer and Energas companies for the regulated activity of sale of natural gas and LNG for an initial period of 10 years, subject to fulfillment of execution of Gas Transportation Agreements with Sui Southern Gas Company (SSGC) and Sui Northern Gas Pipelines Limited (SNGPL), service agreements for metering/billing to the consumers and safety issues, LNG supply agreements, besides signing of contracts with LNG terminal operators.

Whereas, the ‘provisional licences’ were granted to the LNG Easy (Private) Limited and Daewoo Gas Private Limited’ companies to pursue the LNG virtual pipeline project for supply of the commodity through cryogenic bowzers.

The provisional licences would enable the virtual pipeline companies to complete all formalities under rules and apply for carrying out LNG regulated activities in the country.
The country’s existing natural gas reservoirs are depleting fast at a rate of 9.5 percent annually, and LNG is the only available instant remedy to bridge the increased gap between demand and supply of the country.

Currently, the country’s indigenous gas production is around 3.7 Billion Cubic Feet per Day (BCFD) against the demand of 6 BCFD to meet requirements of more than 9.6 million consumers across the country.

According to a recent report of OGRA, the gap between demand and supply of gas could increase by 5,389 MMCFD by 2029-30, if the necessary measures were not taken to increase the local exploration and production activities besides and streamline the matters related to the LNG import.

Chinese brands to become biggest beneficiaries after Covid-19: Haoping Jiang

0
File Photo

BEIJING, March 1 (APP): With countless hotel brands wiped out in China and other countries during the Covid-19 pandemic, the post-crisis business opportunities can also be anticipated, said Haoping Jiang, Co-Founder of UEASY/UFUN Hotels.

“In my opinion, Chinese and Pakistani companies can work together to grasp the opportunities to share the benefits, Haoping Jiang said on Monday.

Covid-19 epidemic in 2020 was the largest epidemic virus event since the Spanish Flu, in which about one billion people were infected and 2.5-5% of the world’s people died. As a result, after a year has passed, countries in the world have not yet resumed normal economic trade and population movement, he said in an interviews.

He said that the service industry undoubtedly hit the hardest, hotels being the first to be affected.

This is a big black swan that Chinese brands have encountered in their rapid rise. Meanwhile, the Chinese market is also experiencing the innovations of the Internet, communication technology, artificial intelligence (AI), big data and other technologies.
A hundred years later, pre-epidemic era and post-epidemic era may be used to record the historical changes in the history of Chinese hotels.

Haoping Jiang informed that the service industry accounts for about 70-80% in the developed European and American countries, but China did not exceed 50% until 2015.
In other words, despite China’s excellent performance during the epidemic, European and American countries still took a far harder hit than China even if the epidemic had the same impact on countries around the world.

China beat other countries to recovery in the post-epidemic era and the technological revolution accelerated the process, it is fair to consider this moment as an inflection point for global service industry.

Haoping Jiang said, “as a founder resolved to create a Chinese hotel brand to be remembered, we are lucky to witness the history and share some ideas with our peers. He observed that the companies go through several stages of development. The first stage is price competition. Companies gain access to a market by selling similar products at a lower price. This is the most initial stage of market competition.

The second stage is product competition. Companies enhance their product superiority to gain competitiveness and markets in the competition of similar products; Chinese companies are generally at this stage. The third stage is brand competition.

Companies provide products of different and standard brands with their product power to obtain the recognition of the market consumers. Many companies in China have begun to make huge profits at this stage. The fourth stage is culture competition. Companies build a unique culture with their own efforts, and also contribute to the development of the industry.

A company can be larger in the first two stages, stronger in the third stage, and longer in the last two stages.

He said that many companies can think about building their own style and culture in business and making contributions to the industry. Only planning for the long term with strategic thinking can a company become the irreplaceable choice of consumers.

“In the coming long time, we will take the opportunities to make intensive studies with our partners in these industries, and we also welcome more like-minded friends to join us,” he said.

Senate elections to be held through secret ballot :SC

ISLAMABAD, Mar 01 (APP):The Supreme Court with a 4-1 majority on Monday opined that the Senate elections would be held through secret balloting under Article 226 of the Constitution.

A five-member larger bench of the apex court headed by Chief Justice Gulzar Ahmed and comprising Justice Mushir Alam, Justice Umar Ata Bandial, Justice Ijaz Ul Ahsan and Justice Yahya Afridi announced the reserved opinion on the Presidential Reference regarding Senate elections. Justice Yahya Afridi disagreed with the majority opinion.

The eight-page court opinion stated that the Senate elections were held under the Constitution and the law. “It is the duty of the Election Commission of Pakistan in terms of Article 218(3) of the Constitution, to ensure that the election is conducted honestly, fairly and in accordance with the law and that corrupt practices are guarded against on which this court has given successive judgments and the most exhaustive being Workers Party Pakistan through Akhtar Hussain Advocate vs Federation of Pakistan (PLD 20123 SC 681),” it noted.

The court stated that the ECP was required by the Constitution to take all necessary steps in order to fulfill the mandate/duty in terms of Article 222 of the Constitution, which empowers the Parliament, subject to the Constitution to legislate, inter alia, on the conduct of elections and matters relating to corrupt practices and other offences in connection with elections but categorically provides that, “no such law shall have the effect of taking away or abridging any of the powers of the Commissioner or the Election Commission” under Part VIII, Chapter 1 of the Constitution. Further in terms of Article 220 of the Constitution, all the executive authorities in the Federation and provinces are obliged to assist the Commissioner and the ECP in discharge of his or their functions, as provided for in Article 218(3) of the Constitution, it added.

The judgment further reads, “As far as secrecy of ballot is concerned, this court has already answered this question in a judgment of a five-member bench of this court reported as Niaz Ahmed vs Azizuddin & others (PLD 1967 SC 466), where it has been held that secrecy is not absolute and that the secrecy of ballot, therefore, has not to be implemented in the ideal or absolute sense but to be tempered by practical considerations necessitated by the processes of election.”

“Furthermore, in order to achieve the mandate of the Election Commission in terms of Article 218(3) read with Article 220 and other enabling provisions of the Constitution and the law, the Election Commission is required to take all available measures including utilizing technologies to fulfill the solemn constitutional duty to ensure that the election is “conducted honestly, justly, fairly and in accordance with law and that corrupt practices are guarded against,” it concluded.

Justice Yahya Afridi in his dissenting note stated that for the reasons to be recorded later, with utmost respect, the opinion sought by the worthy President is not a question of law within the contemplation of Article 186 of the Constitution, accordingly the same was returned unanswered.

On December 23, 2020, the Attorney General for Pakistan had moved the Presidential Reference under Article 186 of the Constitution relating to the advisory jurisdiction of the Supreme Court. The president had sought the opinion of the apex court whether or not the condition of secret ballot under Article 226 of the Constitution applied to the Senate elections.
