Pakistani embassy rejects HRW's claim of PMDA being setup through ordinance

WASHINGTON, Aug 25 (APP): A spokesperson of the Pakistani Embassy has brushed aside a report by Human Rights Watch (HRW), a New York-based watchdog body, about Pakistani government plans to set up the Pakistan Media Development Authority (PMDA) though an ordnance, saying the claim was “factually incorrect.”

“There is no plan to introduce the regulatory body through an ordinance,” Spokesperson Maliha Shahid said in a letter to HRW’s Associated Asia Editor, Patricia Grossman, who has claimed that through such a body the government is seeking broad new powers to control the media.

The spokesperson regretted that Ms. Grossman did not even bother to check the factual position from the concerned authorities.

“Presently, over a half dozen outdated laws and set of rules are being implemented through multiple bodies to regulate media which do not match with the modern-day requirements of ‘converged media’,” Ms. Shahid said, adding that there was need to introduce holistic policy responses to the challenges of fake news, disinformation, hate speech, abusive content, privacy issues, copyright violations in the emerging information communication technologies.

“Hence, as per global best practices an independent regulatory body — Pakistan Media Development Authority — is under consideration for addressing challenges and requirements for convergent media environment of the 21st century to make Pakistan as a major global center for multimedia information and content services,” the embassy spokesperson said.

PMDA, she said, would ensure freedom, empowerment and development of media in Pakistan.

“No criminal liability is being considered under the proposed media regulatory framework,” Ms. Shahid emphasized, pointing out that the government has been discussing the proposed regulatory framework with all stakeholders for many months.

In this regard, she said, a series of consultative meetings have been held with media owners, editors, working journalists, anchorpersons, press clubs, civil society etc.

Further, according to the spokesperson, Minister for Information and Broadcasting, Chaudhry Fawad Hussain gave a detailed presentation to a joint meeting of Senate and National Assembly Standing Committees on information and Broadcasting as well as to the federal cabinet, “which negates the story that the proposed bill is being kept secret.”

ISLAMABAD, Aug 25 (APP): As many as 141corona patients lost their battle of life during the last 24 hours, touching the highest tally of deaths in a day due to the fatal virus during the forth wave of COVID-19.

The national tally of total active COVID-19 cases was recorded as 91,204, on Wednesday with 4,199 more people were tested positive and 3,915 people recovered from the disease during this time span.

135 of the deceased were under treatment in the hospitals and six were perished in their respective quarantines or homes, according to the latest update issued by the National Command and Operation Centre (NCOC).

Most of the deaths were occurred in Sindh followed by Punjab.
Out of the total 141 deaths occurred, 59 of them were on ventilators.

There were 5,586 Covid infected patients under treatment in critical condition with 73 infected people admitted during past 24 hours in various Covid dedicated healthcare facilities of the country.

The National Covid positivity ratio during past 24 hours was recorded 6.83 percent.
The Covid positivity ratio is the percentage of actual positive cases appearing in every 100 tests performed to identify infected individuals.

The maximum ventilators were occupied in four major cities including Islamabad 43 percent, Bahawalpur 56 percent, Lahore 42 percent and Multan 67 percent.

The maximum Oxygen beds (alternate oxygen providing facility other than ventilator administered as per medical requirement of COVID patient) was also occupied in four major cities of Abbottabad 71 percent, Swat 72 percent, Nowshera 80 percent, and Swabi 75 percent.

Around 503 ventilators were occupied elsewhere in the country while no COVID affected person was on ventilator in Balochistan and Azad Jammu and Kashmir (AJK).

Some 61,410 tests were conducted across the country on Tuesday, including 20,342 in Sindh, 21,361 in Punjab, 10,575 in Khyber Pakhtunkhwa (KP), 4,609 in Islamabad Capital Territory (ICT), 2,390 in Balochistan, 740 Gilgit Baltistan (GB) and 1,393 in AJK.

Around 1,019,434 people have recovered from the disease so far across the country making it a significant count with over 90 percent recovery ratio of the affected patients.

Since the pandemic broke out, a total of 1,135,858 cases were detected that also included the perished, recovered and under treatment COVID-19 patients so far, including AJK 31,087, Balochistan 31,928, GB 9,739, ICT 96,980, KP 158,243, Punjab 383,742 and Sindh 424,139.

About 25,220 deaths were recorded in country since the eruption of the contagion.
Around 6,698 people perished in Sindh, 86 of them died in the hospitals on Tuesday.
11,633 people died in Punjab died with 28 deaths occurred in past 24 hours. Some 22 individuals died in the hospitals and six out of the hospitals.

As many as 4,839 people expired in KP, 20 of them died in hospitals on Tuesday, 855 individuals died in ICT, three of them died in the hospitals on Tuesday, 338 people died in Balochistan, two of them died in the hospitals on Tuesday, 171 infected people perished in GB, one of them died in the hospital on Tuesday and 686 people died in AJK, one of them succumbed to the deadly virus in the hospital on Tuesday.

A total of 17,397,803 corona tests have been conducted so far, while 639 hospitals are equipped with COVID facilities across the country.
Some 6,168 corona patients were admitted to hospitals.

SHEIKHUPURA, Aug 25 (APP): Special Assistant to Prime Minister (SAPM) on Political Communication Dr Shehbaz Gill has said the Pakistan Tehreek-i-Insaf (PTI) government is ambitiously working to bring about an improvement in environment related issues.

Talking to the media here on Wednesday, he said that a number of initiatives were being taken by the government as per vision of the prime minister to make the country greener, adding that durable development in the country was a vision of Prime Minister Imran Khan as well.

He said the first-ever smart environment-friendly forest would be developed in this area on
25,000 kanal which would be later extended up to 60,000 kanal.

Shehbaz Gill said the Ravi Urban project was also a great initiative of the government towards welfare and prosperity of the masses as a new environment-friendly city would be
developed there.

The SAPM said the Ravi Urban project would be made attractive for tourism as fruit trees would be planted besides developing recreational sites.

He said the project would be executed in such a way that it would generate income rather
putting financial burden on taxpayers.

RAWALPINDI, Aug 25 (APP): The third Pakistan-Kazakhstan Joint Military Exercise “Dostarym III” commenced on Wednesday after opening ceremony held at National Counter Terrorism Center (NCTC), Pabbi.

The exercise was aimed to develop and bolster coordination between the two armies in counter terrorism domain, said an Inter Services Public Relations (ISPR) media release.

It added that the Special Forces of both countries would take part in hostage rescue, compound clearance, heli rappelling and Close Quater Battle (CQB) drills and procedures.

The exercise would focus on integrated synergy, interoperability, quick decision making and swift actions at tactical level.

National anthems of both countries were played at the opening ceremony. Military officials of both countries were present on the occasion.

The joint exercise was being held as part of biennial exercise mechanism between two armies. The first joint exercise was held in 2017 in Pakistan and second in 2019 in Kazakhstan.

BEIJING, Aug 25 (APP): In a milestone move to promote collaboration among Shanghai Cooperation Organisation (SCO) member states in the digital economy, Pakistan signed a Memorandum of Understanding (MoU) on Building a Cross-border E-commerce Platform with nine trade organisations of SCO member states.

The signing ceremony held at the Digital Commerce Conference of the 2021 China-SCO Forum on the Digital Economy Industry in China’s tech powerhouse of Chongqing. Four areas of cooperation in cross-border e-commerce are highlighted in the MoU.

According to the MoU, online and offline conferences will be held to help build e-commerce platforms for international trade facilitation, digital technology exchanges and experience sharing.

Cooperation will also cover joint e-commerce talent training. The organisations will engage colleges and universities, professional training institutions, e-commerce enterprises and industry associations in cultivating e-commerce talents, CEN reported.

The MoU said that the organisations will draw on e-commerce to promote the production and distribution of competitive products among SCO countries and to facilitate production and marketing by providing enterprises with overseas public warehouse, logistics, payment and other services and support to reach cooperation.

The organisations will also encourage and guide enterprises to participate in and share e-commerce developments in international exhibitions and forums on the digital economy and draw on such platforms to create business opportunities for enterprises.

China to boost security, anti-terror cooperation with Pakistan

BEIJING, Aug 25 (APP): Chinese State Councilor and Minister of Public Security Zhao Kezhi has said China is willing to keep close communication and coordination with Pakistan to boost anti-terror cooperation and enhance bilateral security cooperation mechanism to maintain security and stability of the two countries and the region.

Zhao made these remarks during a virtual conversation with Moeed Yusuf, Special Assistant to Pakistani Prime Minister on National Security Division and Strategic Policy Planning, adding that China and Pakistan enjoy a rock-firm friendship, Chinese media reported on Wednesday.

Zhao hoped the Pakistani side to find out the truth of the Dasu attack, thoroughly investigate and punish the perpetrators and bring the absconding criminal suspects to justice, adding that Pakistan should reinforce security troops and measures to crack down terrorist forces in accordance with the law so as to ensure the security of Chinese nationals and programmes in Pakistan.

Yusuf, on his part, said that Pakistan would resort all strengths and means to apprehend the perpetrator and punish the terrorist forces without leniency.

Hybrid event of MoFA, Swiss embassy focus on sustainable agriculture

ISLAMABAD, Aug 25 (APP): The Ministry of Foreign Affairs, in collaboration with the Embassy of Switzerland on Wednesday held a hybrid event on agricultural technologies-related innovation for sustainable agriculture.

The event brought together, physically and virtually, nearly 100 science and technology-related stakeholders from Pakistan and Switzerland.

It also featured an exhibition of start-ups related to agri-bio and agri-tech in Pakistan, showcasing a diverse range of products and services.

In his address, the Federal Minister for National Food Security and Research, Syed Fakhar Imam, welcomed the interface between local innovation stakeholders and potential international partners.

He emphasised the need to incorporate recent innovations such as precision agriculture to increase the productivity of the agricultural value chain.

In this context, he also lauded the efforts of the local start-ups that are transforming the agricultural sector and affiliated industries in the country with the full support of the Government of Pakistan.

The Director General (United Nations/Science Diplomacy) highlighted the role of technology in attaining the Sustainable Development Goals, including those related to food security and climate change.

He added that Pakistan and Switzerland’s friendly relations will be further strengthened through science diplomacy related engagements that can create scientific linkages and technological collaboration between the two countries.

The Swiss Chargé d’Affaires echoed similar sentiments and underscored the necessity of scientific cooperation to help tackle the multifaceted issues of climate change and food security.

He also highlighted that sustainability is an important element for Swiss companies and one of their prioritized agenda for international partnerships.

The event included technical talks, institutional offerings and a panel discussion focused on the agriculture and green technological related landscape in both countries, as well as potential areas of collaboration.

The participants from Pakistan included representatives from Special Technology Zones Authority, Higher Education Commission, National Science and Technology Park, National University of Science and Technology, and SUPARCO. The prime minister planted a sapling in the forest, which is first of its kind being equipped with technology sensors and surveillance systems.

Chief Minister Usman Buzdar and senior officials of the Punjab government were present.

The Rakh Jhok Forest is a project of Ravi Urban Development Authority covering 24,000 kanals of land.

Technology giant Huawei will be the smart partner in the project.

FM Qureshi arrives in Tajikistan to discuss Afghan situation

DUSHANBE, Aug 24 (APP): Foreign Minister Makhdoom Shah Mahmood Qureshi at the first leg of his four nations visit arrived here in the capital of Tajikistan onTuesday.

ISLAMABAD, Aug 24 (APP): Special Representative to Prime Minister on Interfaith Harmony and Middle East Hafiz Tahir Mehmood Ashrafi on Tuesday welcomed Saudi Arabia’s announcement of allowing direct passenger flights landing at the holy land.

In a statement, he said a large number of Pakistani workers, awaiting permission to return to the holy land, would be able to re-join their jobs in Saudi Arabia.

The prime minister had already ordered administering coronavirus vaccines to Pakistanis returning to Saudi Arabia on priority basis, he said.

The prime minister has also directed to provide every possible facility to Pakistanis living in the Middle East, he added.

In Geneva, Pakistan warns against role of "spoilers" preventing political settlement in Afghanistan

UNITED NATIONS, Aug 24 (APP): Pakistan reiterated its call for an inclusive political settlement in Afghanistan on Tuesday, and warned the international community against the role of “spoilers within and outside” the war-torn country to prevent efforts to promote peace and stability there.

“The international community must be vigilant about the role of spoilers within and outside Afghanistan, which have long prevented a political settlement, stoked violence in the country, and used Afghan territory to foment terrorism through UN-designated entities TTP (Tehrik-i-Taliban Pakistan) and JuA (Jamaat-ul-Ahrar) inside Pakistan and other countries in the region,” Pakistan’s Ambassador to the United Nations in Geneva, Khalil Hashmi, told the UN Human Rights Council.

Speaking in a special session of the 47-member Council on the situation in Afghanistan, he voiced concern over reports of human rights violations and urged all parties to the conflict to abide by their obligations under international law, and refrain from any action, which infringes upon basic rights and freedoms of people in Afghanistan, especially women, children and minorities.

The Pakistani envoy spoke after the UN High Commissioner for Human Rights, Michelle Bachelet, called on Taliban leaders to respect the rights of all Afghans and warned that the treatment of women and girls is a “fundamental red line” that should not be crossed.

In her opening address, Ms. Bachelet told member states of credible reports of violations of international humanitarian law against civilians in areas under the Taliban control.

These reports, she said, make it especially important that the Geneva-based Human Rights Council work in unison to prevent further abuses, and that member states establish a dedicated mechanism to monitor the fast-evolving situation in Afghanistan and, in particular, the Taliban’s implementation of its promises.

In his remarks, Ambassador Hashmi said, “As the largest hosting country of Afghan refugees for four decades, we are also following with concern the civilian displacement in Afghanistan.

“We urge the global community to demonstrate its commitment to the principle of responsibility and burden sharing, not just in provision of humanitarian assistance but also in acceptance of Afghans seeking refuge and protection.”

The four decades of conflict, the Pakistani envoy said had served as the underlying driver of the dire human rights and humanitarian conditions in Afghanistan.

Pakistan, he said, had consistently advocated for an inclusive political settlement as the only path to durable peace, security and stability in Afghanistan.

Apart from this advocacy, Ambassador Hashmi said Pakistan has made substantial contribution to advance this shared objective– Islamabad’s input helped achieve important milestones in the Doha peace process, including the U.S.-Taliban Peace Agreement and the subsequent commencement of Intra-Afghan negotiations.

“As an immediate neighbour of Afghanistan and with vital stakes in a stable, united and inclusive Afghanistan, we support on-going intra-Afghan dialogue to shape an inclusive political settlement in the country,” he said, adding that at this juncture Afghan leaders must act with wisdom and foresight, and prioritize the supreme interests of their people above everything else.

Ambassador Hashmi also delivered a statement on behalf of the Organization of Islamic Cooperation (OIC). In that role, he was able to skillfully steer the complex negotiations process, with competing priorities and proposals from diverse stakeholders.

He reiterated the OIC’s commitment to supporting an Afghan-led and Afghan-owned peace and reconciliation process to reach an inclusive political settlement.

The OIC, he said, underscores the imperative of active engagement by the international community along political, humanitarian, human rights and development tracks.

“The OIC is also concerned over the deteriorating humanitarian situation in Afghanistan and increased flow of IDPs and refugees. We call for full adherence to the principle of burden and responsibility sharing through immediate mobilization of necessary resources,” Ambassador Hashmi said.

“International assistance will be critical for creating conducive environment where all the people of Afghanistan can realize their aspirations for peace, security, stability and development with dignity,” the OIC statement said, adding, “Wellbeing of the people of Afghanistan, as well as sustainable peace and development should lie at the core of international support.”

According to the statement, the OIC member states and Islamic financial institutions are also stepping-up their efforts in meeting humanitarian needs in Afghanistan.

“The OIC also underscores the need for supporting Afghanistan’s neighboring states that are hosting Afghan refugees through provision of sustained support.”

The Human Rights Council also adopted a draft resolution calling for investigations and accountability for rights abuses in Afghanistan and to hold those responsible to account.

ISLAMABAD, Aug 24 (APP): Senate Standing Committee on Information and Broadcasting Chairman Senator Faisal Javed Tuesday said the video journalists had a vital role in depicting the positive and peaceful image of a country as they had played a major part in the success of Pakistan Tehreek-e-Insaf (PTI) government.

“I have seen the video journalists covering PTI Jalsas and sit-ins with full passion and zeal. They have played a major part in the success of our government,” he said at the trophy unveiling ceremony of the 1st Video Journalist Association Rawalpindi/Islamabad Tennis Ball Cricket Tournament here at the National Press Club.

He said sports was very important for one’s health and these type of tournaments should take place on regular basis.

“I have learned from Prime Minister Imran Khan that exercise was very important. Whether Imran Khan was in a Jalsa or out for a campaign, he never left his exercise therefore we should also keep it in our daily routine,” he said.

Faisal was of the view that tennis ball tournament was a good event to hold as people often get started to cricket from tennis ball. “I also tried to bring in a bill on media so that we could address the problems they face,” he added.

He said Imran Khan was the only leader who from the very first day had stated that ‘give peace a chance’. “Imran Khan was the one who said the matter of Afghanistan cannot be solved through war and now the whole world is agreeing on it,” he said.

Speaking about the recently concluded Kashmir Premier League, he said the league portrayed two sides of Kashmir. “In Azad Jammu and Kashmir (AJK) a league was played and people saw the beautiful places there whereas the Indian Illegally Occupied Jammu and Kashmir (IIOJK) is kept under fear and captivity by the Indian government,” he said.

“Kashmiris living in IIOJK should have the right to take their own decisions. We will raise the voice of Kashmir on every platform. Imran Khan has always said not to lose hope and the way he is fighting for the cause of Kashmir, the day is not far when IIOJK will see freedom,” he said.

Speaking at unveiling ceremony of Video Journalists Association Cricket Tournament Trophy here, he said it was a good omen for organizing a cricket tournament for journalist community of Islamabad. However, he said there should be sports competition for all Pakistan journalists.

Gill said that sport activities should also be organized for female journalists.
He said both journalism and politics were stressful jobs.

The journalist community should join hands with the government to address various problems being faced by them.

He said Media Development Authority Bill was proposed for the welfare of working journalists. Advertisements to the media should be linked with payment of salaries to the media persons, he added.

Regarding Pakistan Democratic Movement (PDM), Shahbaz Gill said PDM was selling old ‘Churan’. The PDM leadership was damaging itself, he added.
He said the opposition had lost its political influence.

Regarding protest in London during Junaid Safdar marriage, he said it was public reaction and the government and the Pakistan Tehreek-e-Insaf had nothing to do with it.
He said the people should not go to that such extent during the marriage.

ISLAMABAD, Aug 24 (APP): Federal Minister for Law and Justice Barrister Dr Muhammad Farogh Naseem Tuesday chaired a high level meeting on the constitutional package of Gilgit-Baltistan (GB).

The meeting was attended by Federal Minister for Kashmir Affairs and Gilgit-Baltistan Ali Amin Gandapur and Chief Minister Gilgit-Baltistan Khalid Khurshid, said a press release.

The law minister briefed the meeting on the progress. The draft legal package of GB was also discussed in detail in the meeting.

The minister also discussed detailed legal and constitutional issues regarding the status of GB as a provisional province.

The minister said for the first time in Pakistan’s 74-year history, work was underway to make GB a provisional province.

The minister said this constitutional package had been formulated keeping in view the United Nations (UN) resolutions.

He said suggestions and drafts would be sent to the prime minister soon.

ISLAMABAD, Aug 24 (APP): Federal Minister for Finance Shoukat Tarin Tuesday stressed the need to provide industrial inputs such as cement and steel at affordable prices to carry forward the momentum of economic recovery amid COVID-19 as well as in post-COVID-19 scenario.

He emphasized to reduce the prices of cement as the cement industry was of paramount importance due to its backward and forward integration with the construction sector as a whole.

He said this while chairing a meeting with the representative of cement manufacturers, said a press release issued here.

Federal Minister for Industries and Production Makhdum Khusro Bakhtiar, Secretary M/o Industries and Production, Secretary Finance Division and other senior officers participated in the meeting.

Secretary, Ministry of Industries and Production briefed the participants about the prevailing Cement prices.

He drew a comparison about changes in the price of cement per bag over the last three years particularly amid COVID-19 pandemic.

He also highlighted the important role being played by the cement industry in stimulating economic growth during testing times.

In his remarks, the finance minister underscored the importance of cement as a building block of the construction industry.

He lauded the valuable contribution of the cement industry which had triggered a
V-shape economic recovery during coronavirus pandemic in the country.

He also underlined various stimulus measures taken by the government to support the construction industry that led to a strong rebound in economic activity during the ongoing pandemic.

The representatives of cement manufacturers also presented their perspective on the occasion. They were of the view that the recent escalation in the prices of cement were driven by the rise in input costs.

Also the overall profitability in the cement sector is still the lowest as compared to other countries in the region.

In his concluding remarks, the finance minister urged the representatives of the cement manufacturers to hold a consultative session with relevant stakeholders and present a firmed-up proposal regarding sustainable pricing mechanism for cement sector in order to boost the overall Construction Industry by providing industrial inputs at a reasonable cost.

The finance minister affirmed full support and facilitation to the cement industry on the occasion.

Tens of thousands leave Afghanistan as August 31 US deadline loomsISLAMABAD, Aug 24 (APP): Tens of thousands of foreign nationals and Afghan citizens have been evacuated out of Kabul ahead of the deadline of August 31 for complete withdrawal of the United States troops from Afghanistan.

According to the data shared by the White House , a total of approximately 10,900 people were evacuated through the Kabul airport on Tuesday as Washington went ahead with its airlift before its troops leave Afghanistan ending their presence of two decades in the country.

In total, the United States led mission had facilitated the evacuation of 48,000 people since August 14.

According to the information shared by the White House around 21,600 people were evacuated from Kabul in the past 24 hours, and 37 US military flights carried approximately 12,700 evacuees and 57 coalition flights carried 8,900 people.

Since August 14, the United States had evacuated and facilitated 58,700 people. “Since the end of July, we have relocated approximately 63,900 people,” said White House.

According to a Pentagon spokesman, the focus remains on getting US evacuation operations done by the August 31 deadline that President Joe Biden has set for completing the US withdrawal from Afghanistan.

That would also require withdrawing the 5,800 US troops who have essentially run airport operations and maintained security since August 14, as well as large amounts of equipment brought in to support their mission.

German, British and French officials had said that evacuations on their part could continue after August 31, and said they want the US force to stay in place to help the international airlift.

Australia has brought back another 650 people from Afghanistan in its biggest evacuation mission from the country to date. It took the total number of people evacuated from Afghanistan by Australia and New Zealand to nearly 1,700.

British Prime Minister Boris Johnson was quoted by the Sky News saying that the United Kingdom had evacuated 9,000 people out of Kabul and and “we will go on right up to the last moment we can.”

He was talking after holding urgent talks with G7 leaders on the situation in Afghanistan. He said the G7 has demanded of the Taliban guaranteed safe passage for evacuees. He also pointed that the G7 has agreed on a ‘roadmap’ for how to engage with a Taliban government in Kabul.

According to Foreign Minister Shah Mehmood Qureshi, so far evacuation of 3,234 foreign nationals and 323 Pakistanis have been facilitated by Pakistan.

The Pakistan International Airlines was the only civilian airliner to lift passengers from Kabul. The CEO Air Marshal Arshad Malik personally visited Kabul to see the situation on the ground and how to carry on the operation.
