Pakistan needs to focus SRM measures for reducing global warming impacts: Pasztor

ISLAMABAD, Jan 25 (APP):Executive Director of the Carnegie Climate Governance Initiative (C2G), Janos Pasztor has suggested that amid rising global temperatures and whooping impacts of climate change Pakistan needed to focus solar radiation modification (SRM) measures for reducing global warming impacts driving natural hazards and catastrophes.

The C2G Executive Director, in an exclusive chat with APP on managing the risks from an increasingly likely overshoot of global temperature beyond 1.5 degrees Celsius, said that the world was getting hotter and to exceed 1.5 degrees in the future. There was a need to work out solutions to it, he added.

Pastzor said, “Governance is the key” to achieving this ambition which was much broader than the traditional concept of it. “It takes new techniques, diverse people and groups coming together to learn, discuss and inform decisions,” he underlined.

The sustainable development expert believed that the stakeholders needed not to work for carbon dioxide reduction (CDR) which was mostly on the agenda of most of the governments highlighting net zero ambitions.
He informed that the SRM included three major techniques, including surface albedo modification, marine cloud brightening and stratospheric aerosol injection.

The surface albedo calls to divert more sunlight back to it for reducing emissions, and Switzerland was practising it to reduce glacial melting Pakistan has the opportunity to use it for averting the recurring phenomenon of glacial lake outburst floods causing massive life and property damages, Pastzor said.

The marine cloud brightening was being performed in Australia to protect green coral reefs which should be done at the regional level to manage the rising sea temperatures causing coral bleaches even in Pakistan. However, the intergovernmental panel on climate change (IPCC) made it very clear that this technique could be supplemented but not the only solution to existing efforts and not an alternative to climate change or global warming mitigation measures, he added.

The senior UN diplomat claimed that it could be a supplement with few risks, but the governance issue needed to be resolved to ensure a smart transformation of efforts to ensure a decline in temperature. The earth’s temperature rise was spiking up but there was no comprehensive governance for this new technology, he said, “Business community has an opportunity to intervene to earn through successful partnerships.”

Commenting on unilateral actions by various states, he said it would have tremendous impacts on the environment but would give rise to geopolitical tensions. “IPCC has been looking on the science behind SRM or solar engineering. The climate crisis is really challenging and we might be requiring this technology to cope with the outcomes unknown. We want to make governments and countries think on this issue and take it to the agenda of UN.”

The C2G had identified 40 countries from G20 and other vulnerable states due to climate change and was engaging at the capital level to associate and encourage this kind of conversation as there was no country with a clear strategy to move forward on it, Pastzor said.

He suggested that there was a movement to make this thing understandable but still it required more discussion, whereas the way to address it could be through a governance model that connected countries working on the reduction of greenhouse gas emissions (GHGs).

Pakistan, he said had done enormous amount of work on Loss and Damage at the United Nations Framework Convention on Climate Change (UNFCCC), 27th meeting of the conference of the parties (COP-27) in Egypt. “What are the good ways to build on that?

There will be more loss and damage in future. How to look at those countries doing SRM? What countries Pakistan have ‘like-minded’ where it is seeking support?,” the global expert queried while introspecting Pakistan’s efforts at the global foras for garnering support for developing countries facing massive impacts of climate change.

He added that was a need to have a stakeholder engagement on SRM and there should be scientists working on it.

Replying to a query, he said the SRM was never produced and implemented but a concept already in the market adopted in bits and pieces. The aerosols of sulphur from the volcano kept earth’s temperature half a degree lower for two years and in many countries the local pollution was being cleansed and it was happening but no experiment done earlier.

He said that there were a lot of studies on the risks and benefits of stratosphere aerosol injection on human health, agriculture etc., however, in the current state of knowledge no one could deny it as there were many unknown risks to it.


“We don’t have enough information on this. One has to compare the risk of doing with that of not doing. There are risks necessary to be known as a unilateral declaration could be looked at as an act of war. There are countries benefiting from snow melt in the Arctic and those getting impacted on the other side.”

Janos Pastzor informed that modifying climate meant over the decades transformation, whereas marine cloud brightening was actually closer to weather modification and if it ever worked it would also have local and regional impacts.

ISLAMABAD, Jan 25 (APP): Minister for Defence Khawaja Muhammad Asif on Wednesday proposed an all-encompassing strategic cooperation agreement to deepen defence ties with the Kingdom of Saudi Arabia (KSA).

“Building on a solid legacy, Pakistan and Saudi Arabia are progressing towards a comprehensive defence relationship for the 21st Century,” the minister said while welcoming Saudi Assistant Defence Minister Engineer Talat Abdullah Alotaibi, who called on him along with a delegation here at the Ministry of Defence.

Khawaja Asif expressed good wishes and prayers for the health of the Custodian of the Two Holy Mosques King Salman Bin Abdul Aziz.

The Saudi minister stated that the KSA wanted to enhance defence-related collaborations with Pakistan, particularly in the field of defence production.

ISLAMABAD, Jan 25 (APP):Special Assistant to the Prime Minister (SAPM) on Interior and Legal Affairs Attaullah Tarar on Wednesday said that incumbent government did not believe in political revenge and victimization but those threatening the officials of constitutional bodies would have to face legal action.

Addressing a press conference along with PML-N leader Abid Sher Ali, the SAPM said that Islamabad police registered the First Information Report (FIR) against Fawad Chaudhry following the application of Secretary Election Commission of Pakistan (ECP). He said that PTI leader used objectionable language and even threatened the head of ECP, its members, officials and even their families in his interaction with media at Lahore.

He said that ECP was a constitutional body and it was sheer violation as per Pakistan Penal Code (PPC) to threaten such bodies or their officials. He said that Chief Election Commissioner was appointed by PTI after consultation process and Fawad Chaudhry participated in the process.

He said there could not be dual standard in provision of justice as one of the PML-N Senator Nihal Hashmi faced imprisonment for six months and was disqualified from seat of Senate for using objectionable language in past.
The SAPM said that law should take its course if anyone had been found involved in threatening the institutions and no dual standard would be adopted in such cases.

During the press conference, two video clips were also screened in which Fawad Chaudhry was threatening ECP officials and their families of dire consequences over appointment of Caretaker Chief Minister in Punjab.
After the appointment of PTI nominee Hassan Askari as Caretaker Chief Minister Punjab at the time of last general elections in 2018, he said that PML-N did not use any such language against the constitutional body or anyone else.

Attaullah Tarar said that PML-N leadership including Shehbaz Sharif, Nawaz Sharif, Marriyum Nawaz had to face imprisonment in fake cases while other leadership including Nihal Hashmi, Daniyal Aziz and Talal Chaudhry were disqualified as Senator and contesting election in cases with less severe case as that of Fawad Chaudhry.

Special Assistant said there should be dual standard and legal action should be taken without any discrimination. He said that judiciary would have to review as how one can be exempted after threatening the officials of constitutional bodies.

Attalullah Tarar cited a case of Wazirabad in which police kept an accused Ahsan’s habeas corpus for more than two months and a court did not intervene in it. He said that arrest of Fawad Chaudhry should be dealt as per law instead of creating any poetical hype.

The special assistant said that bail applications of PML-N leaders had been kept pending in past for years but it seemed astonishing to see activism in this case. PTI leader Fawad Chaudhry would have to tender unconditional apology and the myth about `untouchable PTI leaders’ would be eliminated through legal action.

He said that former Chief Justice Saqib Nisar legalized the offshore companies of former Prime Minister Imran Khan and declared him `Sadiq and Ameen’ which was totally against the spirit of justice. He said that Imran Khan had been found guilty in foreign funding and Toshakhana cases and he should be imprisoned in cypher case propaganda and disqualified in for concealing his alleged daughter’s name.

Attaullah Tarar said that PTI had no political struggle and it came into power through maneuvering against the wishes of public. He said that FIR against Fawad Chaudhry invoked different sections including 124-A (sedition) of the Pakistan Penal Code and he would be produced in court in Islamabad for action as per law.

Senior Leader of Pakistan Muslim League Nawaz (PML-N) Abid Sher Ali said that former Minister for Information and Broadcasting Chaudhary Fawad Hussain would have to face the music on hurling threats to state institutions and challenging the writ of the law.

He said the erstwhile practice of abusing state functionaries and desecrating state institutions would not work anymore as the government had decided to enforce writ of law with full force. Fawad Chaudhary would be dealt with as per law of the land as he had threatened the institutions, he added.

Vehemently brushing aside, the impression about political victimization of Fawad, he said Fawad had committed violation of law brazenly and he must not be spared. A person attacking state institutions would straight land in jail, irrespective of his position or status.

He said Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan had destroyed the economy and pushed the country to the brink of default. Imran also promoted the culture of abusing opponents, he added.

PTI government led by Usman Buzdar had mercilessly looted the province through their front women Farah Gogi and others, he said, adding that former prime minister Nawaz Sharif was disqualified on flimsy grounds.

Castigating Imran Khan he said Imran led government laid economic landmines to malign image of successors. He was ousted from the government to save the country from any disaster.

Imran government victimized Pakistan Muslim League Nawaz (PML-N) leadership by framing fake cases against them.

He said Imran Khan and his coalition partners themselves dissolved the provincial assemblies of Punjab and Khyber Pakhtunkhwa.

USAID, U.S. Pakistani entities sign MoUs to promote technology, digital investment

ISLAMABAD, Jan 25 (APP):The U.S. Agency for International Development (USAID) Wednesday signed four partnership memoranda of understandings with U.S.-Pakistani diaspora entities to promote technology and digital investments in Pakistan.

The USAID signed MoUs with the Organization of Pakistani Entrepreneurs of North America, Silicon Valley to promote technology and digital investments in Pakistan and support Pakistani startups; SARCMedIQ to improve the health digital ecosystem in Pakistan.

It also signed the Understandings with The Crescent Charity Foundation to support physical infrastructure in flood-affected areas of Pakistan; and PakFoods to improve humanitarian and social development outcomes for Pakistan.

The MoUs were signed at a U.S.-Pakistani diaspora conference here where the United States Embassy Deputy Chief of Mission Andrew Schofer highlighted the valuable contributions of the U.S.-Pakistani diaspora, which is a key partner in the humanitarian, social, and commercial sectors in Pakistan.

Deputy Chief of Mission Schofer highlighted the longstanding U.S.-Pakistan partnership to advance Pakistan’s economic growth and emphasized continued opportunities for future partnership. “As the Green Revolution improved lives in the past, a ‘Green Alliance’ between the United States and Pakistan will help us jointly strengthen climate resilience, develop clean energy alternatives, and foster economic growth,” he said.

At the conference, which was sponsored by the U.S. Mission in Pakistan in close coordination with the U.S.-Pakistani diaspora entity Organization of Pakistani Entrepreneurs of North America, Silicon Valley fundamental challenges and opportunities in the technology sector of Pakistan were discussed and deliberated.

More than 300 participants attended in-person, including members of the U.S.-Pakistani diaspora, prominent local business leaders, and Pakistani officials, including Federal Minister for Commerce Syed Naveed Qamar, and Zeeshaan Shah, the Prime Minister’s Ambassador at Large for Investments.

USAID Mission Director Reed Aeschliman said, “The conference was an opportunity to highlight some of the contributions and investments already made by the Pakistani diaspora, facilitate collaborations between Pakistani diaspora entities, and develop a road map for collective action to address the current economic, humanitarian and social challenges in Pakistan.”

The United States remains firmly committed to engaging and partnering with the U.S.-Pakistani diaspora to address Pakistan’s challenges in the technology, humanitarian, social and commercial sectors and to further Pakistan’s development goals.
