Over 60,000 flowers of different colours to be displayed in 3-day Marigold Festival

KARACHI, Jan 25 (APP): Administrator Karachi Dr. Syed Saifur Rehman on Wednesday said that over 60,000 flowers of different colours will be displayed during a three-day Marigold Festival scheduled to begin on January 27 at Frere Hall here.

The Administrator said this while reviewing the arrangements for the 3rd Marigold Festival at Frere Hall here.

The Administrator Karachi said that Marigold Festival has now become a tradition of Karachi and citizens take keen interest in the display of winter flowers.

He said that Marihgold has religious devotion in neighboring countries and these flowers are rare in Pakistan. He said that flowers are a beautiful gift of the Almighty and we should take care of flowers and trees.

He said that seeing flowers gives a feeling of hope and flowers, plants and trees play a central role in making the atmosphere of the city pleasant.

Dr Syed Saifur Rehman said that Pakistan is facing climate change and is in the grip of it due to which all the weathers in Karachi have intensified.

He requested the citizens to come to this festival with their families and see the colorful flowers.

The Administrator Karachi directed the Director General Parks to take steps to make this festival a success and display all the flower plants from KMC nurseries.

Dr Syed Saifur Rehman also congratulated the workers working there and said that their continuous hard work is paying off.

“Like previous years, thousands of citizens are expected to participate in the festival this year.

The Marigold Festival will be held from January 27 to 29 and entry to the exhibition will be free,” he added.

On the occasion, Director General Parks Junaidullah Khan and other relevant officers were also present.

PM, Zardari discuss political situation

The former president called upon the prime minister, PM Office Media Wing said in a press release.

ISLAMABAD, Jan 25 (APP): Federal Minister for Finance and Revenue Mohammad Ishaq Dar on Wednesday apprised the United States’ delegation on the economic priorities of the government to fix the economy towards the right path while fulfilling its international obligations. 

Mr. Robert Kaproth, Deputy Assistant Secretary of the US Department of the Treasury for Asia called on the said minister at Finance Division, said a press release, issued here.

Senior Macro-economist for the Department of Treasury for Pakistan Ms. Eva Ghirmai, Financial attache’ Ms. Larita Bolden, Minister of State for Finance and Revenue Dr. Aisha Ghous Pasha, SAPM on Finance Mr. Tariq Bajwa, Secretary Finance and senior officers from Finance Division attended the meeting.

Finance Minister Senator Mohammad Ishaq Dar welcomed Mr. Robert Kaproth and apprised the former on the economic outlook of the country.

He apprised the present government inherited a weak economic legacy and said that despite challenging economic conditions, the government was focusing on fixing things in the right direction and introducing reforms in all sectors including the energy sector and capital market to achieve economic growth and development.

He said that due to pragmatic measures taken by the government, the country was destined for progress and development. 

The finance minister also shared with Mr. Robert Kaproth the damages caused by the floods in Pakistan and their impact on the economy of Pakistan.

He stressed that the government was handling all challenges with complete commitment. Meanwhile, Mr. Robert Kaproth underscored good relations between Pakistan and the United States. He further expressed confidence in the policies and programs of the government for economic and financial stability.

He further extended his support and cooperation on economic and financial issues. 

The finance minister extended gratitude to Mr. Robert Kaproth for their support and cooperation.

President for user-friendly insurance to protect farmers from crop losses

ISLAMABAD, Jan 25 (APP): President Dr Arif Alvi on Wednesday called upon the insurance companies to develop credible, authentic and sustainable mechanisms to provide insurance to crops and agricultural products in consultation and coordination which should be user-friendly, easy to execute and reachable for the farmers, especially with landholding less than 12.5 acres of land.

He said the large landholding farmers also needed to be insured with greater emphasis on the farmers living at the minimum subsistence level to protect them against crop losses due to manmade and natural calamities and unpredictable weather systems.

The president made these remarks while addressing a seminar titled, ‘Importance of Crop Insurance in the Modern Era’, organized by TLP Insurance in collaboration with a media group, at Aiwan-e-Sadr, President Secretariat Press Wing said in press release.

The president noted that agriculture which used to be 50% of GDP had lost its value and now it was only 23% of GDP because of which, unfortunately, it was not attracting the attention of the policymakers as was needed.

He said that agriculture was still the backbone of the economy and it was necessary that this sector should get patronage and support at the public and private levels for ensuring food security for the country which was only possible if the farmers were protected irrespective of their landholding sizes from the adverse impact and damages sustained by them due to man-made and natural calamities.

He said that Pakistan had a very elaborate system of satellite imagery that produced relevant data continuously about various weather patterns but unfortunately it was not been properly analyzed to predict weather patterns, and fluctuations in the weather system and to forewarn the farmers against unpredicted rain or other natural calamities.

He emphasized that meaningful steps should be taken to analyze the satellite data and transform its findings productively and effectively at the grassroots level to help the farmers to decide on nature and timing of the sowing of crops and to safeguard themselves against fluctuations in the weather system.

He observed that besides crop insurance, other insurance products should also be developed for the subsidiary products like animal husbandry, milk and dairy products, meat poultry, fish farming and vertical farming etc. to provide holistic and well thought-out and tested insurance products.

He noted that the crop insurance scheme developed by the Punjab government with the help of the World Bank had produced fruitful results to protect the farmers from losses due to climate change or other calamities. This model should be studied and the findings should be translated to the rest of the country, he added.

He called upon the insurance companies to develop such credible products which gain immediate confidence and support from the farmer community and are readily adopted by them.

He underscored the need to promote the insurance product on all platforms of media i.e. print, electronic, social and cellular forms through PTA messaging to communicate the product and benefits associated with them at the grassroots level.

The president observed that, unlike other countries, Pakistan had an excellent system of social insurance where the family members and close relatives come out generously to help other family members who had suffered losses due to different reasons.

He called upon the insurance companies to study this outstanding social insurance system and develop products around this concept which was being cost-effective and sustainable would likely be welcomed by the farmer community.

He said that being Muslims, the farmers rely on their fate and the grace of Allah Almighty for growing healthy crops but, at the same time, the government was also duty bound to help and compensate the losses incurred by the farmers due to the crop losses by providing them financial assistance to help them to reemerge from the difficulties faced by them due to various reasons including climate change.

He appreciated that the government, despite financial constraints, had compensated to some extent to the people in the flood-affected areas.

He urged the government to develop policies and plan for optimal utilization of allocated budget, loans and financial assistance obtained from foreign governments through deliberation and consensus with all the stakeholders as the products developed in isolation without incorporating inputs from the relevant stakeholders, especially the farmers, ended up in futility and wastage of precious national resource. He said that the success of any policy, planning and strategy was gauged from its effectiveness, user-friendliness and its ability to permeate effortlessly to the targeted population.

While addressing the seminar, Federal Insurance Mohtasib, Dr Muhammad Khawar Jameel said that Pakistan had faced the worst climate-induced floods which wreaked losses in the agriculture sector also.

Former Minister of Agriculture Punjab, Syed Hussain Jahania Gardezi said that although the contribution of agriculture to GDP had reduced, despite that steps were required for boosting the sector for food security and for improving the economy of the country.

He said that the majority of farmers were living at the subsistence level so crop insurance could be the best way to safeguard their losses in case of natural calamities.

CEO TPL Insurance, Muhammad Aminuddin said that agriculture was the core of Pakistan’s GDP and food security and insurance provided protection to crops and the livelihood of people.

ISLAMABAD, Jan 25 (APP): The Economic Coordination Committee (ECC) on Wednesday approved technical, supplementary grants of Rs. 3 billion to Cabinet Division for development expenditure under SDGs Achievement Programme (SAP).

The ECC also approved Rs. 844.389 million in favour of Ministry of Housing and Works for repair and maintenance of Supreme Court of Pakistan building, Judges Residences, Rest houses and Sub-offices in various cities, said a press release issued here.

Federal Minister for Finance and Revenue Senator Mohammad Ishaq Dar presided over the meeting of the Economic Coordination Committee (ECC) of the Cabinet.

Federal Minister for Commerce Syed Naveed Qamar, Federal Minister for Power Mr. Khurram Dastgir Khan, Federal Minister for Planning and Special Initiatives Mr. Ahsan Iqbal, Federal Minister for Industries and Production Syed Murtaza Mahmud, Minister of State for Finance and Revenue Dr. Aisha Ghous Pasha,  Mr. Shahid Khaqan Abbasi MNA/Ex-PM, SAPM on Finance Mr. Tariq Bajwa, SAPM on Revenue Mr. Tariq Mehmood Pasha, SAPM on Government Effectiveness Dr. Muhammad Jehanzeb Khan, Coordinator to PM on Commerce and Industry Rana Ihsan Afzal, Federal Secretaries and other senior officers attended the meeting. 

The ECC considered a summary of the Ministry of Energy (Petroleum Division) and granted an extension in Adam X-1 development and production lease for a period of five years w.e.f. 10-02-2022 in order to increase the domestic oil and gas production and to reduce burden of imported energy.

Adam X-1 Development and Production lease was granted for a period of seven years w.e.f. 10-02-2015, covering an area of 19.42 sq. km and located in the district Sanghar. The field still has potential for further commercial production.

The ECC considered another summary of the Ministry of Energy (Petroleum Division) and allowed one-year extended Well Testing (EWT) over Umair SE-1 Discovery Guddu (E.L) w.e.f. start of production under EWT arrangements.

It was informed that an exploration licence (EL) was granted over Guddu Block in 1999, operated by M/s OGDCL. Based on the results of seismic data , OGDCL has made a new discovery in the Guddu EL from the Habib Rahi Limestone and Pirkoh Limestone by drilling a well namely Umair S.E-1.  

The ECC also considered a summary of Ministry of National Health Services, Regulations and coordination and approved increase in MRPs of one (01) drug as per recommendation of Drug pricing Committee.
The ECC granted approval to a summary submitted by Ministry of Commerce and allowed TCP to carry on pre-shipment inspection of imported Wheat at load ports by its already pre-qualified six (06) International Pre-shipment inspection agencies (PSIAs) to ensure quality of imported Wheat as per approved specifications. It was informed that a number of wheat consignments are due in the coming months. 

The ECC considered a summary of the Ministry of Poverty alleviation and Social Safety on subsidy for wheat seed (Rabi 2022-23) and allowed the provision of Rs. 8.39 billion through TSG in favour of BISP for cash subsidy to farmers of flood affected areas instead of provision of wheat seeds as per recommendations of the Committee. Further, the ECC directed BISP to initiate cash disbursement through its partner bank as per eligibility criteria and the amount to be disbursed to each eligible person identified by Government of Sindh.

The ECC also considered and approved two summaries of the Ministry of Interior regarding grant of financial aid of Rs.10 million to the legal heirs of the deceased who died during the recent suicide blast at I-10 Markaz, Islamabad and Rs. 20 million for the legal heirs of the deceased who died during the recent long march of a political party.

The ECC discussed a summary of the Ministry of National Food Security & Research for Technical Supplementary Grant of PCCC Employees and formed a committee consisting of Secretaries of MNFSR and Commerce headed by SAPM on Government Effectiveness Dr. Muhammad Jehanzeb Khan to evaluate viable options for the financial sustainability of Pakistan Central Cotton Committee (PCCC) and to submit report in 15 days.

Hina, Russian Envoy on Afghanistan discuss matters of regional peace, security

ISLAMABAD, Jan 25 (APP): Special Representative of the President of the Russian Federation on Afghanistan, Ambassador Zamir Kabulov called on Minister for State for Foreign Affairs, Ms. Hina Rabbani Khar here on Wednesday.

Issues related to regional peace and security were discussed during the meeting, a press release issued here by the Ministry of Foreign Affairs said.

Underscoring that a peaceful neighborhood remained a strategic imperative for Pakistan, the Minister of State stressed that Afghanistan, with its location as a bridge between Central and South Asia, was central towards achieving the full potential of socio-economic development and regional connectivity.

She reaffirmed Pakistan’s commitment to work with other regional countries towards this end.

Expressing solidarity with the Afghan people, the Minister of State urged the international community to continue extending assistance and support, in order to address urgent humanitarian needs and to provide a sustainable pathway for Afghanistan’s prosperity and development.

Ambassador Zamir Kabulov earlier met the Special Assistant to the Prime Minister/ Special Representative on Afghan Affairs, Ambassador Muhammad Sadiq. Both sides agreed to remain actively engaged with a view to promote regional peace, stability and economic development.

Pakistan worst affected by climate crisis: Shazia Marri

ISLAMABAD, Jan 25 (APP): Federal Minister for Poverty Alleviation and Social Safety and Chairperson Benazir Income Support Program (BISP) Shazia Marri on Wednesday said that Pakistan was among the most vulnerable and worst affected countries suffered by the climate crisis despite its less than 1% contribution in carbon emissions.

While speaking to a World Bank delegation in Islamabad on Wednesday, she vowed to make Pakistan more resilient against climate-related disasters, which were increasing poverty in Pakistan.

She said that Pakistan and particularly the BISP highly value its partnership with the World Bank (WB) who always supported Pakistan during the crisis.

The minister also welcomed the technical support offered by the World Bank for introducing Dynamic Registry Survey for BISP Beneficiaries.

Shazia Marri at the outset apprised the WB delegation that smooth and seamless disbursement of cash assistant was an evolving process and BISP is introducing new cash disbursement method through individual Bank Accounts.

She informed that initially the initiative will be introduced on a pilot basis in some selected districts which will be further expanded to the whole of the country. This step will be a great leap towards financial autonomy of beneficiary women and they will also be able to plan their savings, the minister highlighted.

She also informed that BISP also intends to start SMS for beneficiaries so that they get their updated status through SMS on their phone.

Chairperson BISP while emphasizing the equal opportunities for the marginalized and vulnerable segments of the society said that to empower the transgender community, BISP has brought them under Benazir Kafaalat net without the requirement of the PMT score.

Formal launching of ‘Inclusion of Transgender Community in BISP Kafaalat net’ will be done by the end of the current week, she added.

Speaking at the outset Senior Social Protection Specialist, Mr. Amjad Zafar Khan, lauded the working of the program, especially during the recent floods and said that BISP safety nets had supported the economy in many different ways.

Moreover, WB representative Ms. Melis U.Guven appreciated various initiatives of BSIP for social protection and urged that these efforts should be documented and published at a larger scale so that other countries from the developing nations can learn from this program.

A four member World Bank delegation comprising Amjad Zafar Khan, Senior Social Protection Specialist Ms. Melis U. Guven, Lead Economist, Zaineb Majoka, Social Protection Economist and Mr. Gul Najam Jami visited Benazir Income Support Programme (BISP) to discuss various on-going initiatives and programmes.

Noted humorist, poet Dilawar Figar remembered on his 25th death anniversary

ISLAMABAD, Jan 25 (APP): Distinguished Urdu poet, known for his witty humour and pinching satire, Dilawar Figar was remembered on his 25th death anniversary on Wednesday.

He died this day in 1998 at the age of 68 in Karachi.

Figar, who had achieved a lot of prominence by proving his mettle in satire, was also known as Shehansha-e-Zarafat (king of humour) and Akbar-e-Sani (named after the late poet and great satirist Akbar Allahabadi) for his parody and wit.

He was born as Dilawar Hussain on July 8, 1929, in Badaun, Uttar Pradesh and received his early education in his hometown. Later, he joined Agra University where he received his MA degree in Urdu. He also did his MA in English and MA in Economics and associated himself with the teaching profession.

Figar started writing in 1942 at the age of 14 and got help from fellow writers, Maulvi Jam Nawai Badayuni, Maulana Jami Badayuni.

He migrated to Pakistan from India in 1968 and settled in Karachi. He joined Abdullah Haroon College as a teacher, where the renowned poet Faiz Ahmed Faiz was serving as principal at that time. Figar taught Urdu literature there. He also worked for Karachi Development Authority as an assistant director of town planning.

Figar’s compilations include Hadise (collection of ghazals), Sitam Zarifari, Shamat-e-Aamaal, Assar-e-Nau, Unglian Figar Apni, Matla Arz Hai, Khuda Jhoot Na Bulwae and other collections of humorous poems.
