ISLAMABAD, Oct 29 (APP):Federal Minister for Law and Justice, Azam Nazeer Tarar on Wednesday highlights Pakistan’s Legal Reforms and Digital Initiatives at SCO Justice Ministers’ Meeting.
Federal Minister for Law and Justice, Senator Azam Nazeer Tarar, addressed the meeting of Justice Ministers of the Shanghai Cooperation Organization (SCO) Member States, hosted by the Russian Federation.
In his address, the Minister highlighted Pakistan’s ongoing efforts to modernize its legal and justice system in line with emerging global trends. He emphasized that innovation and digital transformation in justice delivery are essential to meet the growing expectations of citizens in the digital age.
The Minister shared several key initiatives undertaken by the Ministry of Law and Justice, including:
Comprehensive Law Reform Agenda to review and modernize outdated colonial-era laws in accordance with constitutional and international standards.
Launch of the Pakistan Code, a digital legal repository providing online access to federal laws, ordinances, and rules for citizens, lawyers, and researchers.
Introduction of the Case Assignment and Management System (CAMS) to streamline case filing and tracking.
Establishment of the International Mediation and Arbitration Center (IMAC) to promote Alternate Dispute Resolution (ADR).
Amendments to the Law of Evidence (Qanun-e-Shahadat Order, 1984) allowing video link testimony to facilitate efficient court proceedings.
The Minister reaffirmed Pakistan’s commitment to strengthening cooperation among SCO Member States in the field of justice and legal reforms. He proposed the creation of an SCO Legal Cooperation Forum and a Joint Legal Training Academy to enhance capacity building, share best practices, and develop model laws on emerging legal challenges such as cybercrime, e-commerce, and AI regulation.
Senator Tarar also underlined the importance of developing a Model SCO Investment and Arbitration Framework to facilitate regional business and protect investors, and called for stronger mechanisms of mutual legal assistance in combating transnational crimes.
He concluded by stressing that digitalization is the most transformative innovation in justice administration, enabling transparency, efficiency, and improved access for citizens
