PESHAWAR, Mar 21 (APP):The provincial cabinet on Wednesday approved time-scale for thousands of  teachers of Elementary & Secondary Education Department, KP having BPS-14 and above promoting 55092 thousand teachers in the first phase.
This will be applicable to teachers having 8 years of service in the current grade. The cabinet met here under the chairmanship of Khyber Pakhtunkhwa Chief Minister, Pervez Khattak here on Wednesday. Provincial cabinet members, chief  secretary, additional chief secretary, administrative secretaries attended the meeting.
The cabinet on the occasion approved school-based recruitment of teachers.
It approved re-constitution of Text Book Board amending its rules to broaden scope of the board. Representatives of Elementary & Higher Education and Finance departments have been given representation in the board to further strengthen role of the board. The cabinet also approved in principle the Khyber Pakhtunkhwa Board of Elementary & secondary Education Bill 2018.
The cabinet also approved a grant of Rs.140 million for Gomal University, D.I.Khan. It approved
KP Education Monitoring Authority Bill 2018. With the passage of the
said bill, the status of Independent Monitoring Unit will be upgraded to
a full-fledged Authority. Conversion of this project into an authority
would further boost its performance.
Regulatory Authority had been established under section 26 of this ordinance,
however, the procedure of recruiting the chairman and member of the
authority contained certain difficulties. In order to remove the lacunas
in the rules -the Higher Education Department prepared a draft of amendment which was approved by the cabinet.

Reforms Unit informed the cabinet that so far 45 thousands complaints
have been received in which 39 thousand have been settled. The cabinet
was informed that 4 thousands complaints pertained to cleanliness out of
a total of 16 thousand complaints received during the last four months.
For solution of this problem, the unit had proposed that those TMAs would be granted more
funds as a motivation for good performance and awards would also be
given to their staff. The cabinet while agreeing to the proposal
suggested an award of Rs30, Rs20 and Rs10 million respectively as
special grant for 1st, 2nd and 3rd position holding organizations.
The chief minister on this occasion resolved that the policy of carrot and stick should be
implemented in all the departments adding that serious notice should
also be taken against those who failed to deliver.
The cabinet on this occasion also approved the summary bringing uniformity in salaries and
perks of the chairmen and members of the authorities in regulatory
bodies and commissions, according to which a Grade-22 retired officer
would have the facilities of MP-I, Grade-21 retired officers to have
MPII and Grade-20 officer would have MPIII etc.
The cabinet also approved rules framed for the labour law on provincial level, it may be
mentioned here that these powers were being exercised by the federal
government before the passage of 18th amendment. Now, it is referred to as Khyber Pakhtunkhw Payment of Wages Rules 2018.
The Chief Minister directed the authorities concerned that educational institutions working
under the control of Workers Welfare Board should also be brought under
the said Authority to improve the quality of education.
It also approved the draft law for regularization of Sehat Insaf Card to ensure better
healthcare facilities for the deserving patients registered under the
Benazir Income Support Program. He directed to include all deserving
patients presently not registered with BISP as well and directed to
devise a proper mechanism for this purpose in order to ensure 100
percent coverage so that no one is deprived of the said facility.
The draft act would ensure treatment of the deserving patients on permanent basis. Selected
government and private hospitals would provide free treatment to the
patients through Sehat Insaf Card.
Chief Minister also directed to extend Sehat Insaf Card facility to the disabled persons and
added to work out modalities in this regard. The cabinet approved a
grant of Rs.1.8 billion for the Health Department.
The cabinet approved a policy, prepared by Urban Policy Unit to be executed by the Local
Government Department, for pedestrians, children, special persons and
senior citizens etc. Under the policy, separate walkways will be
constructed for the purpose having six feet width.
Parking plazas and resting corners will also be constructed for the special category
persons to lessen their hardships in traveling. As a pilot project, to
be sponsored by USAID, these facilities will be initially extended to
the crowded localities of Dabgari Garden, Saddar Bazar and bazaars in
interior Peshawar which will be gradually extended to the whole of the
province.
Chief Minister also directed the authorities concerned to identify dumping areas in
consultation with the elected representatives to ensure cleanliness of
canals and disposal of waste.
The cabinet approved a comprehensive plan to achieve this task. The cabinet also approved a
grant of Rs.16.42 million as compensation for the affected shopkeepers
of Bazaar-e-Kalan Gor Ghatri heritage trail project.
