Experts call for coordinated “Country Platform” for clean energy transition

ISLAMABAD, Oct 29 (APP):Leading energy and climate policy experts  called for establishment of a  well coordinated government-led “country platform” on urgent basis to mobilize financing, align policies, and accelerate the nation’s transition to clean energy.
The recommendations were unveiled during the report launch event, titled “Exploring Country Platforms to Advance Pakistan’s Energy Transition,” organized by the Sustainable Development Policy Institute (SDPI) under its Network for Clean Energy Transition (NCET), said a press release on Wednesday.
Dr Khalid Waleed, Research Fellow and Energy Economy Expert at SDPI, outlined five pillars of an effective country platform: national ownership, formal governance, policy-pipeline linkage, blended finance architecture, and climate accountability.
Ubaid Ur Rehman Zia, Head of the Energy Unit at SDPI, provided a global perspective, noting that country platforms have mobilized effectively in this field. The nations including South Africa, Indonesia, and Vietnam, he added.
He stressed that such platforms must be anchored in national strategies, country-owned, and designed to reduce transaction costs and administrative burdens.
Nisma Rizwan, Research Associate at SDPI and lead author of the report, delivered a technical presentation focused on Pakistan’s energy landscape.
She underscored that while renewable energy now constituted 12.5 per cent of the mix, which was very low in numbers, leading  dependence on imported fossil fuels, resulted in huge circular debts.
She proposed an eight-point action plan, including strengthened governance, a unified financing architecture, a project preparation facility, and robust monitoring.
“Resources exist, but they are scattered,” she noted, adding, “A country platform can replace project-by-project chaos with a programmatic model.”
Earlier Saira Adnan, Project Coordinator for the Network for Clean Energy Transition at SDPI and the session’s moderator, opened the event by emphasizing the critical need for a coordinated approach to bridge domestic energy priorities with international support.
The report that was launched will be available on SDPI’s official website by the end of 1st week in November, ahead of further discussions at the upcoming 28th Sustainable Development Conference 2025.
