ISLAMABAD, Feb 12 (APP): The Controller General of Accounts (CGA) and the Pakistan Standards and Quality Control Authority (PSQCA) have signed a Memorandum of Understanding (MoU) to digitize PSQCA’s financial operations.
According to a press release, the agreement marks the start of the Financial Accounting and Budgeting System (FABS) at PSQCA.
The move is part of reform efforts led by PSQCA Director General Dr. Sayeda Zia Batool, in line with the vision of Federal Minister for Science and Technology Khalid Hussain Magsi to promote transparency, better governance, and fiscal discipline through digitization.
The MoU was signed by Director General (Management Information Systems) Abdul Basit Jasra on behalf of the CGA and by Dr. Sayeda Zia Batool for PSQCA.
The ceremony was witnessed by Secretary Ministry of Science and Technology Shahid Iqbal Baloch, who termed the initiative an important step towards improving financial transparency, accountability, and efficiency within the authority.
Under the agreement, the CGA will provide technical support to implement FABS at PSQCA’s headquarters in Karachi and its regional offices.
Key features of the partnership include the automation of payroll and pension systems, with free software licenses to ensure smooth salary and pension payments. SAP experts will be engaged to support system implementation and management. PSQCA staff will also receive training to independently run and maintain the system.
The system will follow the National Chart of Accounts to ensure standardised and audit-ready financial reporting. PSQCA will arrange the required hardware and secure network infrastructure for the new system.
Dr. Batool said the initiative would help end manual processes, reduce human discretion, and ensure real-time financial accountability.
The agreement reflects the government’s vision of a “Digital Pakistan” and highlights PSQCA’s commitment to using
technology to improve service delivery, operational efficiency, and public trust.
