5 bills sent to committees for deliberations

ISLAMABAD, April 29 (APP):Senate Chairman Sadiq Sanjrani Monday sent five different bills to the concerned committees for effective legislation after deliberations.
Senator Sassui Palijo presented a bill to further amend the Pakistan Institute for Parliamentary Services (PIPS) Act, 2008.
She said PIPS is an institution for the training of parliamentarians however, the ambit and scope of this institute needs to be widened as the bureaucrats and officials appointed on key posts should also be given trainings in the same institute.
Federal Minister for Parliamentary Affairs Azam Sawti assured his full support for the bill to be passed.
Senator Rana Maqbool Ahmed presented a bill – the Islamabad Community Integration Bill 2019 – to provide for the welfare and integration of communities.
In support of his bill he said integration of communities at local level will help communities to solve their problems at their own. This bill aims to promote good practices in the society, he said.
The Senate chairman referred the bill to the committee concerned for further discussion on the bill.
Senator Javed Abbasi moved a bill to amend the clause 3 and 4 of article 198 of the Constitution 1973.
He said this had been a long standing demand of the lawyer community to provide justice to the people at their doorstep.
Federal Minister for Parliamentary Affairs Azam Khan Sawati, however, opposed the bill saying though the intent of the senator is good but the Constitution provides mechanism for the amendment.
He said it is with the executive ambit and not the legislature as the governor in consultation with the chief justice of high court can increase the number of benches but it subject to the approval of the cabinet.
However, the government has prepared a bill on the matter which would be laid in the Parliament for discussion after the budget, he said.
Leader of the opposition Senator Raja Zafrul Haq appreciating the government’s stance advised to club both the bill together.
The Senate chairman after voting on the bill referred to the concerned committee for further discussion.
Senator Rehman Malik sought amendment in the ordinance of Capital Development Authority (CDA) on the appointment of its chairman.
He suggested the appointment of CDA chairman should be from the service cadre and one the three members of the CDA be promoted to the post of chairman to run the institute effectively.
Federal Minister for Interior Ijaz Ahmed Shah opposing the bill said the matter is subjudice and pending before the Islamabad High Court.
He said the purpose of appointing a person on this position from private sector is to improve the functioning of the authority.
Leader of the house Senator Shibli Fraz said the CDA has destroyed over the decades because of the blue-eyed officers however, the government’s priority is to run the institute on professional grounds and it is only possible if new blood is brought in from outside.
Federal Minister for Education Shaftqat Mehmood opposing the bill said this is the time of specialization and to handle such specialized institute’s fresh blood is required.
Senate chairman however after seeking consent of the house in favor of the motion send the bill to the law committee for further discussion.
