RAWALPINDI, Nov 11 (APP): The Rawalpindi Development Authority (RDA) on Tuesday ordered the immediate cancellation of all illegal allotments and sales in the University Town Housing Scheme and directed strict enforcement of related regulations.
Under the supervision of RDA Director General Kanza Murtaza and on the instructions of Secretary Housing, Urban Development and Public Health Engineering Noor-ul-Amin Mangal, the Authority directed the scheme’s owner, Jamil Ahmed Khan of M/S University Town Private Limited, to annul all allotments and sales made in deviation from the approved layout plan (LOP), according to the RDA spokesman.
“A detailed enforcement report, along with complete records, must be submitted to RDA within seven days,” the RDA said in its directive.
The owner was also instructed to return all illegally collected funds, including LPG/LNG charges, litigation costs and additional development charges, with a comprehensive report to be submitted within 60 days.
The University Town was also ordered to immediately deposit over Rs 38 million in outstanding government dues, including land-use conversion fees and surcharges, with a 17.5 per cent annual surcharge applicable for delayed payment.
The RDA also imposed fines on illegal development work carried out since 2002 under the Punjab Development Authorities Private Housing Schemes Rules 2021, Rule 37.
The University Town was directed to give possession of plots to those allottees who have those who have completed payments. “Where possession is not possible, such as plots sold to the “Eighteen Housing Scheme”, alternative land of equivalent value and facilities would have to be provided.
The Authority warned that failure to comply with its directives would result in legal action under applicable laws and regulations, and no further notices would be issued.
