137,259 vehicles registered in 2025 as excise deptt collects Rs 22.10 bn in token tax

ISLAMABAD, Dec 31 (APP):The Islamabad Excise and Taxation Department has released its annual performance report for 2025, reporting the registration of 137,259 vehicles during the year and the collection of Rs 22.10 billion in token tax.
According to the report, a total of 137,259 vehicles were registered in Islamabad during the year. The registrations covered private and commercial vehicles processed through the Excise and Taxation Department. Officials stated that registration services were offered both through physical offices and online platforms to facilitate vehicle owners.
The report stated that Rs 22.10 billion was deposited into the national treasury through token tax collections during the year. The amount includes payments made by vehicle owners across different categories. The department reported that online payment options remained available for token tax to reduce reliance on in-person visits.
Enforcement actions formed a key part of the department’s work in 2025. The report noted that action was taken against vehicles using black-tinted windows. During the year, 4,648 vehicles were fined for this violation. The total amount collected in fines for the use of black-tinted glass stood at Rs 53,455,500.
The department also carried out checks against vehicles using non-standard number plates. According to the report, 2,063 vehicles were fined for using number plates that did not meet approved specifications. These actions resulted in the collection of Rs24,404,100 in fines during the year.
In addition, action was taken against vehicles using illegal lights. The report states that 53 vehicles were fined for this violation. The total fine collected under this head amounted to Rs8.3 million.
Director General Excise Islamabad, Irfan Nawaz Memon, stated that enforcement against the use of black-tinted windows and non-standard number plates would continue without discrimination. He said the department would maintain regular checks to ensure compliance with applicable rules across the city.
The Director General also addressed the issue of unauthorized agents operating outside Excise offices. According to his statement included in the report, a crackdown against the agents’ mafia will continue. He said measures are being taken to prevent middlemen from misleading citizens and charging unauthorized fees.
The report highlights steps taken to improve service delivery. It stated that citizens were being provided services in a timely and verified manner. These services include vehicle registration, issuance of documents, and payment of taxes through official channels.
According to the department, most services related to vehicle registration and token tax payment are now available online. Citizens can apply for registration, verify records, and pay dues using digital platforms. The report notes that these measures aim to reduce congestion at Excise offices and improve access for residents across Islamabad.
During the year, enforcement teams conducted checks across different sectors of Islamabad. These checks were carried out as part of routine monitoring and targeted operations. The report does not specify the locations but states that actions were taken across the city.
The department reported coordination with other relevant authorities during enforcement drives. This coordination aimed to ensure that actions taken against violations followed legal procedures and that fines were imposed according to prescribed rules.
Officials stated that public awareness remains part of the department’s strategy. Information related to registration rules, token tax deadlines, and enforcement measures was shared through official notices and digital platforms during the year.
According to the Excise and Taxation Department, efforts will continue in the coming year to expand online services and strengthen enforcement. The department plans to maintain checks against violations related to vehicle documentation and compliance.
