Balochistan govt launches monitoring plan for development schemes FY 2025–26

QUETTA, Jul 9 (APP):On the direction of Chief Minister Balochistan, Mir Sarfraz Bugti, the Planning and Development Department has decided to implement a comprehensive monitoring framework for all development schemes in the upcoming fiscal year 2025–26.
The initiative aimed to ensure effective oversight and timely implementation of ongoing and new projects across the province.
According to a press release, under instructions from Additional Chief Secretary (Planning and Development), Zahid Saleem, directives have been issued to the Chief Economist, Joint Chief Economist, Director General (Implementation, Planning), and all Divisional Directors of Development.
The directives emphasize the preparation of an annual monitoring schedule to facilitate structured and timely monitoring of the development schemes throughout the year.
This initiative is aligned with the mandate of the Monitoring and Evaluation (M&E) Wing of the department and is expected to enhance transparency and accountability in the execution of development projects.
As per the approved framework, each Divisional Director of Development is required to conduct field visits for at least 25 percent of all ongoing and new development schemes within their respective divisions.
The Monitoring and Evaluation Wing will independently evaluate 8 percent of the schemes in each division. The monitoring will cover all sectors to ensure comprehensive oversight.
Divisional Directors have also been instructed to submit detailed monthly inspection reports by the 5th date of each month, covering both physical and financial progress, broken down into specific components. This data will play a crucial role in facilitating evidence-based decision-making during high-level development review meetings.
In addition, each division will be required to submit a comprehensive annual report at the end of the fiscal year, detailing the performance of each sector and the utilization of allocated funds.
To reinforce this initiative, monthly review meetings will be held, chaired either by the Secretary of Implementation or the Director General of Monitoring and Evaluation. During these meetings, Divisional Directors will present briefings on the progress of schemes based on the submitted reports.
This strategic move reflects the Balochistan government firm commitment to ensuring that all development projects are implemented in a transparent, effective, and timely manner, enabling citizens to benefit from public sector investments without unnecessary delays.
