Sanjrani, Iraqi Ambassador discuss bilateral relations, current situation in Palestine

ISLAMABAD, Dec 05 (APP): Chairman Senate Mohammad Sadiq Sanjrani and Ambassador of Iraq, Hamid Abbas Lafta, on Tuesday discussed bilateral relations, issues of mutual interest, and current developments, including the situation in Palestine.

Chairman Sanjrani said that the ties between Pakistan and Iraq were rooted in religion, brotherhood, Islamic culture, and mutual respect, highlighting shared values.

He said that Pakistan attached great importance to the long-standing brotherly relations with Iraq.

In the meeting, there was also a detailed discussion regarding the further enhancement of bilateral trade.

The chairman expressed admiration for the resilience of the Iraqi people, acknowledging their steadfastness in addressing their challenges.

He stressed the need to enhance direct air links between Pakistan and Iraq.

The chairman asked international powers to put pressure on Israel to stop the genocide of innocent Palestinians and end the siege of Gaza immediately, facilitating the supply of food and medicine.

The ambassador reciprocated the sentiments, affirming Iraq’s perspective on its friendly relations with Pakistan.

He called for expanding economic and trade ties between the two nations.

The envoy commended the contributions of Pakistani expatriates working in Iraq, assuring them of every possible facilitation.

He also praised Pakistan’s efforts towards unity in the Muslim world.

Minister for incorporating teachings of Khutba e Hajjatul Wida in educational institutions

ISLAMABAD, Dec 05 (APP): Federal Minister for National Heritage and Culture, Syed Jamal Shah has emphasized incorporating the teachings of Khutba e Hajjatul Wida of Prophet Muhammad (peace be upon him) in all educational institutions.

He was addressing the inaugural ceremony of an international conference on Sirah, civic sense and tolerance organized with a joint venture of Pak-Saudi Governments by the International Centre of Excellence for Sirah Studies, Islamic Research Institute, IRI of International Islamic University Islamabad (IIUI) at the Quaid-e-Azam Auditorium, Faisal Masjid Campus.

Addressing the opening ceremony of the conference, Minister Syed Jamal Shah said that Prophet Muhammad (peace be upon him) served as the epitome of civic responsibility.

He was of the view that the teachings of Prophet Muhammad (PBUH) consistently highlighted the significance of treating others with kindness and consideration.

Syed Jamal Shah added that one of the Prophet’s (PBUH) well-known sayings encapsulates this spirit.

“The best among you are those who have the best manners and character.” He said this timeless wisdom underscores the importance of civic sense in the daily lives of Muslims.

Earlier, the minister inaugurated the International Sirah Exhibition held in connection with the conference.

Speakers of national and international repute unveiled timeless wisdom for success in this world and the hereafter highlighting the Sirah of Prophet Muhammad (PBUH) in this 2-day international conference.

During the conference, more than 100 research papers will be presented by researchers and scholars of international repute.

The conference will identify the historical roots of civilized social living, the causes of the lack of good manners in our society, and the reasons for cultural ignorance such as mistrust, misconceptions, conflicts, hatred and the lack of mutual understanding among various segments of Muslim societies, particularly Pakistani society.

Dr. Samina Malik, Rector, IIUI congratulated the efforts of both the Pak-Saudi governments for organizing this significant international conference in the present era as such conferences are vital for youth studying at educational institutions.

She said that Sirah is a great source of guidance to learn civic sense in human’s lives, she furthered that being teachers at educational institutions, we have a huge responsibility to guide our students.

Dr. Abdul Quddus Suhaib, Director, BZU, Multan also highlighted the Sirah of Prophet Muhammad (PBUH) during the inaugural ceremony and shared incidents with the audience on this occasion.

On this occasion, guest of honour, Dr. Azzedine Benzighiba, Director General, Juma Al-Majid, Centre for Culture and Heritage, Dubai, UAE also addressed the conference participants and highlighted various aspects of the life of Prophet Muhammad.

Dr. Muhammad Zia ul Haq, Director General, IRI, gave a comprehensive introduction to the conference and shared the significance of the conduct of Prophet Muhammad (PBUH) for Islamic theology, law, culture, Muslim society and overall Islamic tradition has never been contested.

He said Civic sense reflects the social ethics of a society. He opined that these characteristics of civic sense are always found in the Sirah of Prophet Muhammad (peace be upon him).

“The conference is a humble effort to study the Prophet’s life and teachings relevant to present-day situations that can be drawn from various historical situations,” he said.

The conference shall conclude on December 6, at Quaid-e-Azam Auditorium, Faisal Masjid Campus of the university. Aneeq Ahmed, Minister for Religious Affairs and Interfaith Harmony would be the Chief Guest on the occasion.

IHC clubs appeals of terminated employees

ISLAMABAD, Dec 05 (APP): The Islamabad High Court (IHC) on Tuesday clubbed all appeals against the verdict of single member bench for termination of government employees who were reinstated on the recommendations of a parliamentary committee.

A Division Bench, comprising Justice Miangul Hassan Aurangzeb and Justice Saman Rafat Imtiaz, heard the intra court appeals of the employees concerned.

At the outset of hearing, the court enquired the petitioner regarding the regularization letters of the petitioners so that it may know under what rules the employees were regularized or reinstated.

Justice Aurangzeb remarked that the court couldn’t give the verdict on one or two cases rather it would hear all cases together.

Qadir Mandokhail, the head of the parliamentary body, said he had been the chairman of the committee. He said that he had appeared before the bench as an advocate.

Justice Miangul Hassan Aurangzeb remarked that the federal government had clearly expressed disconnection with this matter. He said that the court couldn’t go against the rules.

The court instructed to staff to club all appeals for hearing together on January 23.

Fog, smog to engulf plain areas of Punjab, KP, upper Sindh:PMD

ISLAMABAD, Dec 05 (APP): Pakistan Meteorological Department (PMD) on Tuesday forecast that smog and fog would engulf plain areas of Punjab, Khyber Pakhtunkhwa and upper Sindh at morning and night time during the next 24 hours.
Mainly cold and dry weather is expected in most parts of the country including Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Kashmir and Gilgit Baltistan.

According to the synoptic situation, continental air was prevailing over most parts of the country.
A shallow westerly wave was present over northwest Balochistan.
During the last 24 hours, cold and dry weather prevailed over most parts of the country.

The lowest minimum temperatures recorded during the period were Leh -09 C, Skardu -07, Gilgit, Astore, Kalat -04, Kalam, Pulwama, Baramulla -03, Gupis and Anantnag -02 C.

COP-28 negotiations enter tense mode, Loss & Damage Fund secretariat notified under UNDRR: Dr Suleri

DUBAI, Dec 05 (APP):Executive Director of Sustainable Development Policy Institute (SDPI)Dr Abid Qaiyum Suleri Tuesday said that after five days of constant negotiations at the COP-28, the excitement of the international forum had converted into a tension on the negotiating text based on diverging opinions of different delegates.
In his online interaction with media persons here from Dubai, Dr Suleri, who is regularly sharing his views on the official discussions at the COP-28, said tension prevails among the negotiators this time especially on the global goals and means of adaptation not only between the developing and developed countries but also between G-77 states and China.
However, he said, the Santiago Network, which was set up to provide technical support on the implementation of Loss and Damage Fund, finally decided its secretariat to be placed under the United Nations Office for Disaster Risk Reduction (UNDRR).
“This was a tie between the Caribbean Development Bank and UNDRR but on developing countries emphasis, it was not placed under the multilateral development bank but the UN office,” he added.
Commenting on the Clean Energy Transition, Dr Suleri said negotiations on energy to phase out fossil fuels by 2050 were also held.
The developing countries are agreeing on the harmful impact of fossil fuels but they are asking for some sort of just energy transition because it will be impossible for them to switch alternate energy solutions if imposed abruptly in the next 27 years, he said, adding that “OPEC (Organization of the Petroleum Exporting Countries) countries are not agreeing on the deadline to phase out  fossil fuels and negotiation are going on.”
On Climate Financing, the SDPI Executive Director said there is a bit of progress and the host country announced special fund for health and climate-related health situations whereas in bits and pieces funding is coming.
“The loss and damage fund pledges so far are comparable to the adaptation fund as neither of them could cross the one billion dollars mark till now and that’s why the developing countries have shown concerns,” Dr Suleri underlined.
Elaborating the COP negotiation process, Dr Suleri said all the contrasting and diverging position countries would start submitting their positions in a “bracketed language” and in the COP, language on a draft position is agreed but then they start submitting their diverging views that are called brackets in the negotiation language.  In the second week from December 8, bilateral and plurilateral efforts would be made to remove those texts so that by December 12, consensus-based package can be delivered by the COP presidency, he added.
In his opinion expressed to Dr Abid Suleri, the former federal minister Syed Naveed Qamar of Pakistan People’s Party (PPP), said Pakistan is one of the most impacted countries due to climate change that had faced recurrent phenomenon of floods in the past years and also the prolonged drought episodes in the previous decades mainly due to climate change.
“Our glaciers in the Himalayas are melting faster causing floods and  drought in parts of the country. This is not the fault of Pakistan but other countries are impacting Pakistan through their carbon emissions, which are disproportionately impacting the poor communities. At the COP, we try to remind those nations about the damage due to their carbon emissions,” he added.
Pakistan, he said, would have to establish its projects and align them with global climate agenda to avail its benefits in the shape of climate resilience.
On the fossil fuel phase out and phase down, Syed Naveed Qamar stressed the need for a dialogue between the fossil fuel producers and the consumers because ultimately there is need to find a way-out of transition which cannot be achieved overnight.”
 Qamar further stressed the need to hold  dialogue first and then planning and implementation for a phase-out of fossil fuel.
“Dialogue is needed and nobody can impose ones own conditions. The countries that put the planet in a fix should now listen to the those who are at the receiving end of the climate disasters,” he maintained.

ISLAMABAD, Dec 05 (APP): Pakistan is actively participating in COP28, attending 28 events that offer a worldwide forum for conversations on various viewpoints and climate change-related projects.

Under the overarching themes of “Finance/Trade/Gender Equality/Accountability” and “Energy and Industry/Just Transition/Indigenous Peoples,” the Pakistan Pavilion has successfully organized and hosted a total of 10 events to date, a news release said issued here on Tuesday.

The country’s dedication to openness and cooperation is demonstrated by the way different organizations present their initiatives on this global platform.

Today’s focus is on the valuable insights derived from key discussions involving the Ministry of Planning, Sindh People’s Housing Foundation (SPHF), UN Women, Danish Energy Agency and the Sustainable Energy & Economic Development Program (SEED).

The COP28 panel titled “Enhancing Cross-Agency Coordination for the Expansion of Climate Finance,” organized by the Planning Commission of Pakistan, was a pivotal gathering of policymakers and experts.

Moderated by Member of the Planning Commission, Nadia Rehman, the session addressed strategies to attract private investment and international support for Pakistan’s climate finance needs.

Secretary, Ministry of Planning, Awais Manzur Sumra highlighted the role of the Sustainable Finance Bureau in preparing projects across agencies.

He emphasized, “Efficient collaboration is key for impactful climate finance initiatives.”

Sindh People’s Housing Foundation (SPHF) convened an important, focusing on advancing climate action and building resilience after the 2022 floods.

The session showcased collaborative efforts between SPHF and International Financial Institutions, aiming to build 2 million resilient houses in Sindh.

Sindh Caretaker Chief Minister Justice (Retd) Maqbool Baqar introduced the Donor Platform, a cooperative initiative to unite stakeholders and resources.

The international community is invited to actively engage in this transformative initiative, with gratitude expressed to the World Bank and discussions underway with the Islamic Development Bank and Asian Development Bank.

During the panel discussion, OGDCL (Oil and Gas Development Company Limited) participants engaged in a discourse involving various stakeholders.

The conversation revolved around exploring how the oil and gas industry could contribute positively to mitigating climate change and improving environmental conditions.

The OGDCL shared insights into specific initiatives, they had undertaken to address climate change and communicated defined objectives aimed at fostering positive change in climate conditions. The company is dedicated to achieving these objectives as part of its commitment to making tangible contributions to climate improvement.

UN Women contributed significantly to Gender Day at COP28, emphasizing inclusive policies for a fair transition.

Co-hosting two events at the Pakistan Pavilion, UN Women and the Ministry of Climate Change highlighted the interconnectedness of gender, climate, and security.

The discussions included perspectives from national and international institutions, climate activists, youth, the private sector, and financial institutions.

The collaboration between the Pakistan Pavilion and the Sustainable Energy & Economic Development Program (SEED) centered on exploring climate investment potential in Khyber Pakhtunkhwa and Pakistan.

The event featured an exposition on investment prospects, followed by a panel discussion with experts.

Topics included navigating the carbon market, green standards, nature-based solutions, and investment opportunities in Pakistan, specifically in KP.

The Secretary of the Ministry of Climate Change expressed gratitude and assured support for future initiatives in climate finance and carbon markets.

The discussions underscored Pakistan’s dedication to addressing climate challenges comprehensively, promoting global cooperation, and building a sustainable and resilient future.

PN inducts 5th ATR aircraft

KARACHI, Dec 05 (APP): The induction ceremony of 5th ATR of Pakistan Navy was held at Naval Aviation Base PNS Mehran, Karachi where Chief of the Naval Staff Admiral Naveed Ashraf was the Chief Guest on Tuesday.

The newly inducted ATR aircraft, acquired from PIA, is equipped with day and night flying capability to undertake ferry, logistics support, Medical Evacuation (MEDEVAC), General Evacuation (GENEVAC) and training missions, a news release said.

Pakistan Navy is in the process of acquiring ATR aircraft from various sources and is modernising them to carry out maritime reconnaissance and antisubmarine warfare missions at sea. Being a commercial aircraft it has very low operating cost as compared to tailor-made military aircraft. This is the 5th aircraft which has been acquired for the purpose.

Speaking on the occasion, Chief of the Naval Staff highlighted the importance of evolving geo-strategic environment in the Indian Ocean Region and emphasized the need to have a potent naval force in order to counter emerging challenges.

He underlined the significance of strong maritime defence for Pakistan and reiterated that the induction of modern aircraft will enhance Pakistan Navy’s capability of safeguarding maritime frontiers.

Earlier during his welcome address, Commander Pakistan Fleet Vice Admiral Muhammad Faisal Abbasi highlighted that induction of ATR will ensure sustained operations from western seaboard through regular logistics and personnel movements.

Later, Chief of the Naval Staff handed over ATR documents to Commander Pakistan Fleet. The ceremony was attended by Flag Officers, Ex Aviators of Pakistan Navy and reps of Pakistan International Airlines (PIA).

Climate resilient urban planning: Pakistan, Ethiopia discuss city-to-city collaboration

ISLAMABAD, Dec 05 (APP): Pakistan and Ethiopia on Tuesday discussed the prospects of initiating a city-to-city collaboration in order to promote sustainable governance in the global south through climate resilient urban planning.

The collaboration came under discussion during a meeting between Ethiopian Ambassador Jemal Beker Abdula and CDA Chairman Captain (Retd) Anwarul Haq, said a news release of the Embassy of the Federal Democratic Republic of Pakistan (FDRE)-Islamabad.

Both sides discussed matters of mutual interest including knowledge exchange between the administrations of both the countries’ capital cities — Addis Ababa and Islamabad.

Ambassador Jemal briefed the CDA chairman about the overwhelming response received by the Green Legacy Initiative of Ethiopian Prime Minister Dr Abiy Ahmed from around the world.

He said Ethiopia had planted more than 32 billion seedlings of different trees, fruits and animal feed during the last four years. “Our government’s target is to plant over 50 billion plants by the end of 2025,” he added.

The ambassador also appreciated the services rendered by the CDA in beautifying Capital City Islamabad. “The clean and green environment ensured by the CDA in Islamabad is very impressive and we look forward to have a strong collaboration between the administrations of Islamabad and Addis Ababa,” he said.

CDA Chairman Captain (Retd) Anwarul Haq agreed to the proposal and said exchange of knowledge and skill between the two countries would eventually promote sustainable governance and development in the global south.

He said the Islamabad administration was making all-out efforts to ensure clean and green environment in the well-planned city of Pakistan.

ISLAMABAD, Dec 05 (APP):The 100-index of Pakistan Stock Exchange (PSX) continued with a bullish trend on Tuesday, gaining 462.67 points, a positive change of 0.74 percent, closing at 62,956.03 points against 62,493.05 points the previous trading day.
A total of 765,418,288 shares valuing Rs 30.858 billion were traded during the day as compared to 734,294,598 shares valuing Rs 31.641 billion the last day.
Some 382 companies transacted their shares in the stock market; 187of them recorded gains and 177 sustained losses, whereas the share prices of 18 remained unchanged.
The three top-trading companies were Cnergyico PK with 82,309,654 shares at Rs4.85 per share, Pak Refinery with 53,701,236 shares at Rs 26.98 per share and Fauji Food Ltd with 37,662,460 shares at Rs 9.50 per share.
Hoechst Pak Ltd witnessed a maximum increase of Rs 76.00 per share price, closing at Rs 1,277.00, whereas the runner-up was Pakistan Tobacco Company Ltd with a Rs 52.70 rise in its per share price to Rs 1,146.70.
Premier Sugar Mills witnessed a maximum decrease of Rs 31.25 per share closing at Rs 450.00, followed by Millat Tractors Ltd with a Rs 24.93 decline to close at Rs 630.91.
