Swat tragedy inquiry report submitted to PHC

PESHAWAR, Jul 15 (APP): The detailed investigation report on the Swat tragedy has been submitted to the Peshawar High Court (PHC), according to official sources on Tuesday.
The 384-page report covers preparations before and after the floods,  and the suspension of responsible officials.
The report, prepared by a designated inquiry committee, includes statements from 10 officers and individuals held accountable for the incident. It reveals that three days after the Swat tragedy, the Chief Minister ordered an operation against illegal encroachments in the affected areas.
During the investigation, officers from various departments were summoned separately for questioning. The report also highlights the shortcomings in the existing system and the steps taken prior to the disaster.
Furthermore, documented evidence such as weather forecasts, official notifications regarding the imposition of Section 144, and advance warnings related to monsoon rains were submitted to the court. The report aims at providing a comprehensive view of the failures and actions surrounding the devastating incident.

Governor’s secretariat urges immediate summoning of KP Assembly session for oath of reserved seat

PESHAWAR, Jul 15 (APP): The Governor’s Secretariat of Khyber Pakhtunkhwa on Tuesday formally requested the immediate summoning of the Provincial Assembly session to administer the oath to members elected on reserved seats for women and non-Muslims. This move follows directives issued by the Election Commission of Pakistan (ECP) in compliance with the Supreme Court’s decision.
In a letter addressed to the Principal Secretary to the Chief Minister, the Principal Secretary to the Governor, Zubair Arshad, cited the ECP’s correspondence dated July 14, 2025, emphasizing the urgency of convening the assembly session. The purpose is to ensure the timely administration of oath to the returned candidates on reserved seats, as determined by the Constitution Bench of the Supreme Court of Pakistan.
The letter highlights the procedural requirements under Rules 36(1)(a) and Schedule-V of the Khyber Pakhtunkhwa Government Rules of Business 1985, which necessitate the Chief Minister’s office to submit the case for summoning the assembly to the Governor.
Referring to Article 109(a) of the Constitution, the Secretariat stressed that all necessary measures should be taken without delay to fulfill the directives of both the Election Commission and the Supreme Court in letter and spirit.
The letter concludes with an appeal for prompt action, underlining the constitutional and legal urgency of the matter.
Copies of the letter have been forwarded to the Secretary of the Election Commission of Pakistan for their information.

RMC directed to ensure continuity in anti-encroachment operations

RAWALPINDI, Jul 15 (APP): Commissioner Rawalpindi Engineer Amir Khattak on Tuesday directed the Rawalpindi Municipal Corporation (RMC) to ensure continuity in anti-encroachment operations so that the cleared areas were not re-occupied.
The operations should continue without discrimination in the city as a zero tolerance policy had been adopted to eliminate encroachments on the instructions of Punjab Chief Minister Maryam Nawaz.
Commissioner Khattak was chairing a review meeting at his office regarding the ongoing anti-encroachment operations in the garrison city.
Additional Commissioner Coordination Syed Nazarat Ali, RMC Chief Officer Imran Ali, Assistant Commissioner City Iman Zafar and other officers concerned attended the meeting.
The commissioner said that creating ease in the daily life of citizens, providing way for pedestrians, and improving traffic flow were among the top priorities of the administration.
All the institutions, he said, were working under a coordinated strategy to make Rawalpindi city a model city.
The most important thing in that regard was the elimination of encroachments, which not only caused traffic disruption and accidents but also affected the beauty of the city.
He asked the municipal officers to carry out the operation against encroachments on a regular basis so that the areas cleared were not occupied again.
The meeting was informed that effective operations against encroachments were underway in different areas of Rawalpindi.
It was further informed that since the operations started in August 2024, a total of 200 truckloads of goods placed at encroached places had been seized, with 8,144 different types of encroachments, including 5,663 carts placed on the sides of roads and parking areas, 1,222 illegal counters, and 577 platforms built in front of shops and houses were either removed or demolished.
Moreover, encroachments at 682 locations along the Leh Nullah, especially from Ganj Mandi and Dhok Najo Bridge to Katarian Bridge, were also removed.
The anti-encroachment operations had been carried out in important areas and markets of Rawalpindi, including Bara Market, Talwara Bazaar, Old Vegetable Market, Kalan Bazaar, Bohar Bazaar, Moti Bazaar, Liaquat Market, Iqbal Road, Raja Bazaar, Namak Mandi, Ganj Mandi, Murree Road, Circular Road, Bani Bazaar, Saidpur Road, 6th Road, 5th Road and Double Road, Commercial Market, and Charah, Kuri and Service roads in Sadiqabad area.

Arsalan Islam addresses press briefing on monsoon preparations

SUKKUR, Jul 15 (APP):The Spokesperson to Sindh Government and Mayor Sukkur, Barrister Arsalan Islam Shaikh on Tuesday addressed a press briefing at the Miyani Disposal Station to highlight the preemptive measures taken by the Sukkur Municipal Corporation (SMC) for the upcoming monsoon rains.
During the briefing, Barrister Arsalan Islam Shaikh stated that the SMC has upgraded all 42 disposal stations in Sukkur and provided standby generators to ensure efficient operations. Furthermore, over 70% of de-silting work has been completed for all disposal stations, stormwater drains, and underground drains across the city, with the mayor personally overseeing the process.
The mayor mentioned that the issue of water accumulation in Old Sukkur during monsoons has been resolved, and a dedicated emergency rain mechanism system has been established to control waterlogging in other low-lying areas of the city. The SMC has identified 31 vulnerable points in Sukkur and has installed dewatering machinery with the cooperation of the Provincial Disaster Management Authority (PDMA).
Additionally, the SMC has procured two Quick Response Force (QRF) vehicles, currently stationed at the Miyani Disposal Station, which can reach any location within 30 minutes to address emergencies promptly. The mayor emphasized that all municipal officers’ leaves have been canceled, and they have been directed to remain on high alert 24/7 during the monsoon season.
A team of municipal staff and five fuel supply vehicles have been arranged to ensure smooth operations across the city. The mayor highlighted the Clock Tower area’s historical vulnerability to waterlogging during rains and assured that an emergency mechanism system has been put in place to address this issue. An MoU is being signed with Sindh Police for land acquisition to facilitate this initiative.
Barrister Arsalan Islam Shaikh assured that the SMC has completed all necessary preparations, cleared payments to SEPCO, and provided gloves, shoes, and other essentials to municipal staff. He recalled that while only three disposal stations had generators a few years ago, all 42 stations now have standby generators and high-quality machinery. Small de-watering pumps have also been provided for homes and mosques, and digital rain gauges have been installed at various locations to measure rainfall accurately.
The mayor informed the media about Sukkur’s unique demographic challenges, including low-lying and elevated areas, which have historically posed drainage issues. He emphasized that residential encroachments on water ponds will not be tolerated and will be removed through legal procedures.
In his appeal to citizens, Barrister Arsalan Islam Shaikh urged them to exercise caution during heavy rainfall, avoid unnecessary travel, keep essential medicines handy, and be mindful of electric poles, trees, and manholes, especially ensuring children’s safety during the monsoon season.

KP imposes temporary ban on new constructions at tourist sites

PESHAWAR, Jul 15 (APP):The government of Khyber Pakhtunkhwa has decided to impose a temporary ban on new construction activities at tourist destinations across the province.
The decision was announced by the Chief Secretary of Khyber Pakhtunkhwa on Tuesday, who said that all previously issued No Objection Certificates (NOCs) for construction have now been revoked.
This step has been taken to preserve the natural beauty of these scenic areas and to promote environmental protection. The authorities are also reviewing issues related to encroachments and inadequate drainage systems in these locations.
The Chief Secretary has instructed that tourism authorities in regions such as Kaghan, Naran, and key tourist sites must operate strictly under the established master plans to ensure sustainable development.

CP&WB launches new response package in Sargodha

Sargodha, Jul 15 (APP):The Child Protection and Welfare Bureau (CP&WB) on Tuesday introduced a new response package in the region to enhance child protection services.
This was disclosed by CP&WB District Officer Ali Abid Naqvi while handing over the details of the response package to National Commission for Human Development (NCHD) Sargodha Deputy Director Muhammad Umar Draz Jhawari.
Naqvi said that the package aims to provide support to all stakeholders, line departments, NGOs, and community-based organizations through the helpline 1121, ensuring effective solutions to children’s issues.
He emphasized that the package would ensure a more organized approach to addressing children’s issues and provide necessary support to them. He said that the package would streamline case management processes, making it easier to address challenges faced by children, adding that the initiative focuses on child recovery, welfare, and reunification with their families.
He mentioned that all relevant institutions will work together to determine the extent of support they can provide to children.
The district officer said the objective of the response package is to create a safer and more supportive environment for children in Sargodha region. “By improving case management and collaboration among stakeholders, the initiative aims to provide effective solutions to children’s issues and enhance their overall well-being”, Naqvi concluded.

IUB announces reduction in fees of academic programs

BAHAWALPUR, Jul 15 (APP):The Islamia University of Bahawalpur has announced a significant reduction in the fees of academic programs after the approval of the Finance and Planning Committee.
According to a press release issued by the IUB, due to the reduction in the fees, the number of students applying for admission to the university has doubled. It said that Vice Chancellor Prof. Dr. Muhammad Kamran had visited the Central Admission Center on Abbasia Campus and inquired about facilities from the students and parents. He said that a large number of students were coming for admission due to the reduced fees.
 According to the new fee schedule, the fees of BS Bioinformatics, BS Applied Microbiology, Livestock Diploma, BS Computing, BS Nutrition and Dietetics, BS Eastern Medicine and Surgery, BS Homeopathic Medical Science, BS Applied Psychology, BS Architecture, BS programs of Faculty of Chemical and Biological Sciences, Faculty of Agriculture and Environment and MPhil DVM have been significantly reduced. Similarly, the fee for BS History, Pakistan Studies, Archaeology, Persian, Seraiki, Iqbal Studies, Philosophy, Fine Arts, Geography and Urdu has been fixed at Rs 25,000.
The fee for all BS programs of the Faculty of Engineering and Technology has been fixed at Rs 65,000.
The fee for MPhil in all Social Sciences, Arts and Islamic and Arabic Studies programs has been fixed at Rs 75,000 and the fee for PhD has been fixed at Rs 100,000.
Similarly, the fee for MPhil in all science programs has been fixed at Rs 85,000 and the fee for PhD has been fixed at Rs 110,940.

Ashrafi presides over peace committee meeting

BAHAWALPUR, Jul 15 (APP):Pakistan Ulema Council Chairman and Qaumi Yakjehti Council President Allama Tahir Mehmood Ashrafi presided over a meeting of the peace committee on Tuesday.
The meeting was held at the deputy commissioner office and attended by Commissioner Ms. Musarrat Jabeen, Regional Police Officer Rai Babar Saeed, Deputy Commissioner Dr. Farhan Farooq, District Police Officer Muhammad Hassan Iqbal, other officials besides religious scholars belonging to different schools of thought.
Addressing the meeting, Ashrafi said that government departments concerned played a positive role in maintaining peace and order on Ashura. “The vision of Message of Pakistan has been promoting harmony and unity among different schools of thought,” he said.
He said that unity could foil conspiracies being hatched against Pakistan. He said that the nation was proud of the Pakistan military which defeated the enemy. He hoped that all stakeholders would play their due role in ensuring peace and order during Rabi-ul-Awwal.
