At UN, Pakistan presses on it’s demand for end to illegal drone strikes

UNITED NATIONS, July 2 (APP): Pakistan has demanded an immediate
cessation of drone strikes that violate the territorial integrity and sovereignty of States, saying such attacks also breach the fundamental rights of the victims and further fuel violence and extremism.

Speaking in the U.N. General Assembly, Ambassador Maleeha Lodhi condemned the continued use of drones and described it as blatant disregard of existing international commitments on the use of remotely piloted aircraft.

She was elaborating Pakistan’s position after the adoption by the 193-member Assembly of a resolution on the UN Global Counter Terrorism Strategy.

During the negotiations on the resolution spanning over a month, Pakistan is understood to have made strenuous efforts to further strengthen international commitments regarding illegal drone strikes and their impact.

Pointing to the progress in this regard, Ambassador Lodhi highlighted
recognition by member states of the notion that counterterrorism measures violating territorial integrity and sovereignty of States can be counterproductive and also fuel violent extremism.

She emphasized that noting the conclusions and recommendations of the report of the Human Rights Council on the use of drones, was the first step in the right direction. The report raises legal questions on the use of drones, points out their grave impact on fundamental human rights and expresses serious concerns on how their use undermines counterterrorism efforts.

The Pakistani envoy welcomed the consensus on the resolution, which she said served as a strong and united signal against the scourge of terrorism.

She also appreciated a renewed focus on the preventive approach to
terrorism, which included addressing the root causes of terrorism as well as the internal and external drivers of violent extremism.

Ambassador Lodhi said that for Pakistan, such an approach was closely
linked to promoting a culture of peace. The UN Declaration and Plan of Action, now included in the resolution, at Pakistan’s initiative, stresses the need to resolve protracted conflicts, ensure full realization of the peoples right to self-determination and addressing Xenophobia and all forms of discrimination on the basis of religion, culture and ethnicity.

In the resolution, as an active member of the Organization of Islamic
Conference (OIC), Pakistan was also able to mobilize support to revive the international community’s focus on ending foreign occupation, resolving conflicts and confronting oppression, as well as enhancing intercultural understanding and ensuring respect for all religions and religious values.

The Global Counter Terrorism Strategy, adopted in 2006, is considered as the single most comprehensive and consensus-based counterterrorism strategy in the United Nations. It is reviewed every two years by UN Member States, through a resolution that seeks to develop understandings and measures, in particular regarding new challenges and developments. It represents a broad consensus on the mutually shared goals and principles in the global fight against the scourge of terrorism.

By the terms of the resolution, the Assembly affirmed the importance of  integrated and balanced implementation of all four pillars of the Strategy: addressing conditions conducive to the spread of terrorism; preventing and combating terrorism; building the capacity of States and strengthening the role of the United Nations; and ensuring respect for human rights and compliance with the rule of law.

Also by the 72-paragraph text, the Assembly urged all Member States, as well as the United Nations, to unite against violent extremism, as and when it was conducive to terrorism. It called upon Member States to strengthen international, regional, subregional and bilateral cooperation in countering the threat posed by foreign terrorist fighters, to engage with domestic financial institutions and share information on terrorist financing risks, and to adopt legal measures for the prohibition of incitement to commit terrorist acts.

Further, the Assembly called for enhanced engagement by Member States with the work of the Counter-Terrorism Implementation Task Force, and for greater coordination and coherence among United Nations entities and with donors and recipients of efforts to build counter-terrorism capacity. The Assembly stressed the significance of a
sustained and comprehensive approach to addressing conditions conducive to the spread of terrorism.

Opening the two-day debate, Secretary-General Ban Ki-moon called on the international community to act with unity and resolve to deal with the unprecedented levels of terrorism and violent extremism across the world.

“We have an urgent moral duty to do all we can to prevent and end this
carnage,” the Secretary-General said.

“Taking collective preventive action against terrorism, in the spirit of our United Nations Charter, is the only way to secure peace and prosperity for succeeding generations,” he added.

DHUDIAL (AJK), Jul 1 (APP): Minister for Information, Broadcasting and National Heritage Senator Pervaiz Rashid Friday said that the dawn of July 21 would bring the message of victory of Pakistan Muslim League-Nawaz in Azad Kashmir Legislative Assembly elections and freedom of the state.

Addressing an Iftar dinner organized for the PML-N workers here, the minister said that PML-N would launch an era of progress and prosperity in Azad Jammu and Kashmir and education, health and
infrastructure would be developed.

The minister said Rs 50 billion had been allocated for the roads of Azad Kashmir and Rs 10 billion would be spent every year on building roads in AJK.

The minister said AJK is a mountainous area and it was difficult to take patients to hospitals.

Nawaz Sharif had announced launching of a helicopter ambulance
service for the patients of AJK, he added.

He said that the PML-N after coming to power would make Azad
Kashmir a model state and the Kashmiris living across the Line of
Control would take pride in it. The party would bring prosperity and
development in the liberated territory.

He said that the federal government gave Rs 300 billion to the
AJK government during past five years but instead of spending the
amount on development work, it was pocketed by the high ups of the
PPP government.

If the AJK government had spent the Rs 300 billion on welfare of the people, Rs 30 billion would have been share of every district, the minister added. If they had spent only Rs 5 billion on Dhudial, its roads and hospital would have been in a very good condition, he said.

He said that the people of the area go abroad and earn precious foreign exchange for the country and send remittances here but when they return home they are greeted by broken roads.

He wondered as to how the PPP leaders would come to ask for votes from the AJK people as they had failed to deliver in the past five years.He said that after coming to power, a carpeted road would be built from G.T Road to Dhudial to provide them a modern travelling facility.

He said that PML-N would build Mirpur-Muzaffarabad Expressway
to provide modern highway facility to entire Kashmir. The minister
said Mirpur and Muzaffarabad would be linked through the modern
expressway.

He said that PML-N government had set an example in Pakistan
by eliminating terrorism and overcoming energy crisis.

He thanked the PML-N workers for showing unity after distribution of party tickets for the Legislative Assembly elections and supporting the nominated candidates wholeheartedly.

The minister said that the PML-N government in AJK would hold local government elections to resolve problems of the masses at their doorstep.

65th anniversary of Pak-China diplomatic ties celebrated in Beijing

ISLAMABAD, Jul 1 (APP): The Embassy of Pakistan held a reception at a local hotel in Beijing on Friday to celebrate the 65th anniversary of diplomatic relations between Pakistan and China.

Assistant Minister, Ministry of Foreign Affairs, People’s Republic of China, Kong Xuanyou was chief guest on the occasion.

Ambassador Masood Khalid gave a key note speech and highlighted the importance of Pak-China relations.

He underscored the need to adopt a win-win strategy to reinvigorate Pak-China relations in the political, economic, cultural, commerce and trade, education and science and technology domains under the aegis of China Pakistan Economic Corridor, according to press release received here from Beijing.

Mr Kong Xuanyou in his speech acknowledged selfless support of Pakistan, during the hour of need, to China.

He appreciated momentous launch of CPEC and reassured that Chinese government will extend all out support for successful realization of the initiative.

He reiterated the need to further strengthen bilateral relations and emphasized to work in unison to achieve developmental targets of regional connectivity, energy security and socio-economic uplift of the people of two countries.

He expressed his resolve to consolidate Pak-China traditional friendship, deepen win-win cooperation, strengthen people to people exchanges and write a new chapter of friendship in their history.

President of China-Pakistan Friendship Association Ambassador Sha Zhukang, speaking on the occasion highlighted the need to ensure smooth implementation of CPEC initiative for realizing “Chinese Dream”.

He said friendship between Pakistan and China was based on trust and mutual support and his Association would leave no stone unturned to further strengthen this trust and confidence so as to develop better understanding through effective communications and diversified linkages between the people of Pakistan and China.

Jumatul Wida, Al Qudus observed with religious zeal, fervor

ISLAMABAD, July 1 (APP): Juma tul Wida, the last Friday of
holy month of Ramazan and Al Quds Day was observed with religious
zeal and fervor across the country on Friday.

According to a private news channel, security was tightened across the country on this occasion.

A large number of fasting faithful thronged the mosques and imambargahs to offer Friday prayers and seek blessings of Allah Almighty.

In Islamabad, the main congregation was held at the Faisal Mosque where envoys of Islamic countries and the parliamentarians offered their prayers.

In Lahore, large gatherings of Friday prayers were held at Data Darbar, Badshahi Mosque, Jamia Naeemia, Grand Jamia Mosque in Bahria Town, Shuhada Mosque and Jamia Ashrafia.

Security was extended while dividing the mosques in three categories.

The 167 mosques included in A-category were declared as sensitive whereas 767 mosques were placed in B and C category.

More than 4200 police officials were deployed for safekeeping the mosques whereas police patrolling was increased in the metropolis while installing checkpoints at important points.

Foolproof security arrangements were made and additional contingent of police were deployed outside mosques in Balochistan including Quetta.

Strict safety measures were devised on all the entry and exit points of the province with additional police and Frontier Constabularly (FC) officials positioned outside mosques, imambargahs and madrassas.

A ban was imposed on pillion riding and weapons exhibition under section- 144.

Moreover, a rally was also arranged in accordance with Youm-ul-Quds for which security remained on high alert at the relevant routes.

In Karachi, police was positioned outside the Jamia mosque.

Ulema shed light on the importance of Jumatul Wida, Ramazan
and Laila tul Qadr in their sermons and prayed for the stability and security of the country.

Special prayers were offered for the progress and prosperity of the country and unity and harmony amongst the Muslim Ummah.

Prayers were also offered for the liberation of occupied lands of Kashmir and Palestine from the yoke of occupying forces.

Muslims protesters were marking al-Quds Day on Friday by leading rallies in Pakistan and Iran among other countries against Israeli occupation of Jerusalem and violence against Palestinians.

Muslims across the world express their solidarity with the victimized Palestinians on the last Friday of the holy month of Ramazan which is known for fasting.

SBP makes special arrangements for currency management during Eid ul Fitr

ISLAMABAD, Jul 1 (APP): In order to ensure uninterrupted availability
of Automated Teller Machine (ATM) services on the occasion of Eid-ul-Fitr, the State Bank of Pakistan (SBP) has advised all commercial banks to take necessary measures for facilitation of general public.

The ATM sites of commercial banks will be examined by inspectors of
State Bank and verification teams of SBP’s Banking Service Corporation (BSC) field offices during the period from 1st July 2016 till 10th July 2016 to verify their operational status.

In view of the extended Eid holidays, banks have also been advised to
intimate SBP BSC Field Offices, in advance, about the extra cash that they may need so that adequate arrangements could be made for replenishing their ATMs during Eid Holidays.

Banks will also make certain that in addition to ATMs, continuous
services are also available on Point of Sale (POS) and other Alternate Delivery Channels (ADC) Channels.

Banks have also been instructed to ensure that dedicated teams from
commercial banks are available for timely resolution of ATM related complaints; contact numbers of banks’ Helpline are prominently displayed on ATM vestibules and advertised in print media for the facilitation of general public.

Also, call centers of commercial banks will remain available 24/7 for
quick redressal of all customer complaints.

Being cognizant of the needs of the public in general and business
community in particular, SBP has already instructed all commercial banks to remain open on 2nd and 9th July for facilitation of the members of general public.

Commercial banks will accept financial instruments from their
customers on 2nd and 9th July 2016 for normal clearing only and National Institutional Financial Technologies (NIFT) is advised to collect them from branches of commercial banks.

NIFT will process the financial instruments collected on 30th June,
2016 and 2nd July 2016 in normal clearing cycle of 4th July 2016.

Once the instruments are cleared, the banks will be required to credit
respective customer accounts on 4th July 2016 whereas the financial instruments collected by NIFT on 4th July 2016.

WASHINGTON, July 1 (APP): Pakistan is playing a leading role in the United Nations to build consensus on religious tolerance, Pakistan’s ambassador to the United States, Jalil Abbas Jilani said at an inter-faith gathering, and called for a universal acceptance of the human rights to address religious intolerance.

Speaking at an inter-faith Iftar dinner arranged at the Pakistan Embassy on Thursday night, Ambassador Jilani said that in a globalized world there is a need to promote religious and national identities based on common and cherished values of peace and amity.

“Inter-faith harmony is an important component of the approach that needs to be implemented in letter and spirit,” the ambassador told the gathering attended by the representatives of Muslim, Christian, Jewish, Hindu, Budhist and Sikh religion.

The ambassador said that Islam is a religion of peace and harmony and there is no place for aggression, cruelty or injustice in the teachings of Islam. He, however, regretted that religion is sometime some time used as a pretext to promote bigotry.

“This has fueled the menace of terrorism.”

He said this has emerged as the single largest threat to temporary existence and the international community needs to battle this
battle of ideas in concert.

The ambassador said that in today’s interconnected world technology and social media, there is a tendency to portray a negative image of religion leading to intolerance.

“Politically motivated fear mongering is a divisive practice resulting in hate and violence,” he warned.

The ambassador said that Pakistan has been actively involved in international effort to curb terrorism and extremism. “We
have made countless sacrifices to eliminate this phenomenon. As
the worst victim of terrorism, our demonstrated commitment to
fighting this plague is second to none.”

On the diplomatic front, he said, Pakistan as the chair of the
OIC Group at the Human Rights Commission in Geneva has been playing the lead role in building consensus on religious tolerance.

Ambassador Jilani said that founding fathers of Pakistan and the United States envisioned principles of inter-faith harmony and co-existence for our respective societies. He recalled that at the funeral of legendary boxer Muhammad Ali, people of all faith, races and ethnicities gathered to pay homage to this great sportsman.

“Today, more than ever before, we need religion and its common spiritual underpinnings as a unifying force of good,” the ambassador said and called for inter-faith gathering to reiterate the resolve to reject hatred, terrorism and extremism.

Representatives of all faith appreciated this effort of Pakistan embassy. All leaders of faith prayed in their languages for world peace and to adhere on commonalities present in their religions to create harmony, love and peace in the world.

All Pakistanis safe in Dhaka: FO

ISLAMABAD, Jul 2 (APP): The Foreign Office has said that all Pakistanis diplomates and their families in Dhaka are safe.

“We are in contact with Pakistani diplomatic staff and they are all safe,” Foreign Office Spokesperson Nafees Zakaria said quoted by television channels on Friday.

Zakaria added that Pakistani diplomatic staff has restricted their movement following the attack. “We have confirmed that there
is no Pakistan national among the hostages,” Zakaria added.

A group of as many as nine gunmen attacked a restaurant popular with foreigners in a diplomatic zone of the Bangladeshi capital on Friday night, taking hostages and exchanging gunfire with security forces in which at least one officer was killed, media reports said.

Pakistan’s economy maintained its growth momentum during FY16, says SBP report

ISLAMABAD, July 1 (APP): Pakistan’s economy maintained its growth momentum during fiscal year 2016, despite suffering from heavy losses in the agriculture sector, State Bank of Pakistan said.

According to State Bank of Pakistan (SBP)’s Third Quarterly Report for FY16 on the state of Pakistan’s Economy released on Friday said particularly highlighted the acceleration in industrial and services sectors’ growth on the back of better energy supply and improvement in security situation in the country.

The SBP report further noted that other key macro economic
indicators also improved during FY16.

Citing examples, the SBP report said that average Consumers Price Index (CPI) inflation was almost half the level seen last year.
“In the meanwhile, inflationary expectations also subdued,”
the report said.

This ease in inflation, SBP said that primarily came on the back of continued low commodity prices in the global markets and its swift pass through to domestic consumers, particularly for POL products, comfortable supplies of key food items, and stable exchange rate.

The SBP report further said that another positive for the economy, as mentioned by the Report, was the surplus in the external account during first nine months of the year, which was led by largely contained oil payments, a modest rise in worker remittances and foreign currency loans.

Hence, SBP’s reserves reached US$ 16.1 billion (aggregate
reserves including banks) by end March 2016 this amount was
sufficient to finance four months of the country’s import bill, and
more than twice the short term payments, the report said.

It further said that Fiscal indicators also witnessed broad
improvement, as noted by the Report: the budget deficit reduced to
3.4 percent of GDP in Jul Mar FY16, from 3.8 percent in the same
period last year.

More importantly, the country recorded a primary surplus
during this period. Higher revenues, contained expenses and larger
surplus from provinces led to this improvement in the fiscal
account, the SBP report said.

According to the Report, besides subdued commodity prices
(particularly oil) in the global market, the policy support also
played a key role in improving macro fundamentals.

An expansionary monetary policy for the last one and a half
year, development focus of fiscal spending (particularly on
infrastructure projects which also encouraged construction and
related activities), better energy management, and CPEC related
initiatives, are case in point.

The Report also identified low investment rate, continued
weakness in exports, slowdown in remittances, and narrow tax base
despite stop gap measures by the government to increase tax
collection as some of the key challenges for the economy, which
needs to be tackled through structural reforms so that the recent
improvement in macro fundamentals can be sustained.

UNITED NATIONS, July 1 (APP): Major General Per Lodin of Sweden, who has been appointed Chief Military Observer and Head of Mission for the United Nations Military Observer Group in India and Pakistan (UNMOGIP), which monitors the ceasefire in disputed Jammu and Kashmir region, called on Secretary-General ban Ki-moon on Friday, a UN spokesman said.

“This was the first meeting of the new head of the UNMOGIP,” Spokesman Stephane Dujarric told the regular noon briefing at UN Headquarters in New York.

“The Secretary-General wishes him (Gen. Lodin) very well on his important and new assignment,” the spokesman said, without elaborating. “There is no readout on the meeting,” he added
His predecessor, Major General Delali Johnson Sakyi of Ghana, who was with Gen. Lodin, paid his farewell call on the UN chief.

Gen. Sakyi completes his two-year assignment on July 2. The Secretary-general appreciated his contribution to United Nations Peacekeeping.

With a military career in the Swedish Army beginning in 1978, Major General Lodin, a logistic expert, most recently held the position of Director of Procurement and Logistics for the Swedish Armed Forces.

Previous to this he was the Deputy Director of the National Armaments for Sweden (2012-2014).

General Lodin also served as Director of Strategic Planning and Development (2008), Head of Strategies, Research and Development and Business Development (2007) and Deputy Chief of Staff at the Swedish Armed Forces (2005-2006).

General Lodin is a member of the Swedish Academy of Military Science. He holds a diploma from the Graduate Institute of International studies based in Geneva and attended the United Nations Senior Mission Leaders course in 2015.

UNMOGIP was deployed in January 1949 to supervise the ceasefire between India and Pakistan in the State of Jammu and Kashmir.

The group, based in Rawalpindi, is composed of 44 military observers, supported by 25 international civilian personnel and 47 local civilian staff.

SECP issues draft Valuers registration,governance Regulations, 2016

ISLAMABAD, July 1 (APP):The Securities and Exchange Commission
of Pakistan (SECP) notified the draft Valuers Registration and governance Regulations, 2016, and had also placed the same on its website to obtain public opinion within 30 days.

The draft regulations are aimed at the regulation and
supervision of the work of professional valuers,said in statement issued by SECP here on Friday.

The Regulations provide for the registration mechanism of
professional valuers in the form of Company, on five specialized valuation panels, for which the prescribed eligibility and fit and proper criteria has been defined.

The practicing valuers would be registered separately on these
five specialized panels, which shall segregate their eligibility criteria according to the nature of the assets to be valued.

Registration of valuers on Panel 1 is for Land and Building,
Panel 2 for plant and machinery, and infrastructural construction,
Panel 3 for current assets, inventories, commodities; Panel 4 for securities, intangible assets, financial assets, financial liabilities; and Panel 5 for Information Systems and Infrastructure Assets including Hardware and Software.

The valuer shall employee highly qualified professionals in
its senior management, including graduate engineers in relevant disciplines; chartered accountants, cost and management accountants, chartered financial analysts, lawyers and master’s degree holders with prescribe experience.

The regulations elaborates quality assurance framework whereby
a quality assurance board would be setup to supervise and grant rating to registered valuers through review of their valuation services. High ethical standards and code of conduct has been prescribed for the sponsors, directors and senior management officers of the valuations companies.

Previously, this area has been largely unregulated.
However, the SECP has chalked a detailed roadmap after
thorough international research on similar regulatory jurisdictions and conducted deliberation with the main stakeholders, including the State Bank of Pakistan, Pakistan Banking Association and practicing professional valuers.

The draft regulations is the outcome of such deliberations,
that has been prepared after considering their input and were notified in the official gazette to elicit public opinion.

The draft regulations were keenly welcomed by a large number
of stakeholders, including professional valuers, which is reflected from the feedback received in the form of exhaustive comments and suggestions on the draft notification.

The SECP considered these comments/proposals and decided to
hold a roundtable on July 18, at its head office in Islamabad, to conclude the process of public and stakeholders consultation before notification of these regulations by end of July.
