Fresh Trade diplomacy on cards with EU after Britain withdrawal

ISLAMABAD, June 29 (APP): In the wake of recent referendum in Britain, Ministry of Commerce will conduct a round of trade diplomacy with the members of European Union in order to strengthen trade relations and augment support in the European Parliament and European Commission.

Minister for Commerce, Engineer Khurram Dastgir Khan has directed the Trade Commissioner of Pakistan in Brussels, Omer Hameed to enhance diplomatic contacts with his counterparts, especially with the representatives of countries in Northern Europe, which are traditionally in favor of trade liberalization.

Commercial officers posted in the Embassies of Pakistan in Europe will be issued directions to liaise with respective trade ministries of host countries in order to project Pakistan’s credentials and progress on trade and GSP+ front.

The minister, according to a statement issued by the Ministry, said that it was time for Pakistan to win over new friends and revitalize the old friendships in the European Union to safeguard Pakistan’s interests in the EU Parliament and Commission.

The Minister said that Pakistan’s exports to the United Kingdom under the GSP+ scheme in the European Union will not be affected immediately from the result of the UK referendum.

Pakistan’s exporters to the United Kingdom would to continue as before, the statement added.

United Kingdom’s withdrawal from the European Union will be governed by Article 50 of EU Lisbon Treaty, which requires a notification from the withdrawing country; in this case the United Kingdom and this notification has not been issued yet.

After the said notification is issued, Article 50 envisages a minimum of two years before EU treaties and agreements cease to apply to the withdrawing country.

The Minister also held meeting with the Ambassador-designate to France, Moeen-ul-Haq and urged him to conduct proactive trade diplomacy in France.

He also directed him to prepare for a Design Expo in Paris in the spring next year. The Minister said that instead of holding a regular trade exhibition, the Ministry of Commerce will showcase the designing prowess of Pakistani entrepreneurs in jewelry, furniture, fashion, handicrafts, sports and textile design in a modern Design Expo which will have a greater appeal to the artistic taste of French buyers.

New tax incentives to stimulate growth of IT industry: Anusha Rehman

ISLAMABAD, June 29 (APP): Minister of State for Information Technology Anusha Rehman said the government has granted three years further extension to tax exemptions for boosting information technology sector.

The minister stated this while chairing the 33rd Board meeting of Pakistan Software Export Board (PSEB).

It is expected that this decision will enhance the volume of IT exports, increase employment opportunities and play a significant role in the growth of IT industry.

The board meeting was convened to assess the state of IT industry of Pakistan and to evaluate the steps being taken by PSEB to bolster the long term growth of the IT Industry as well as its exports.

Chairman P@SHA Syed Ahmed, MD PSEB Asim Shahryar Husain, Member HRD Tahir Mushtaq and representatives from Ministry of Finance and TDAP were also present in the meeting.

The minister has further said that tax on domestic revenues will also be reduced from July 2016 and there will be no sales tax on desktops and laptops either.

Anusha Rehman hoped that IT industry would reciprocate to these tax incentives by remitting all their income to Pakistan to reflect the real growth and potential of the industry.

Chairman P@SHA appreciated the tax incentives announced by the government and thanked the Minister IT for supporting the industry’s cause on tax exemption.

The board was informed that feasibility study for a new IT park on PSEB’s land in Islamabad, being conducted by Korean consultants is near its completion and final feasibility report will be submitted by mid of July 2016.

The Minister directed MD PSEB to have a close liaison with Korean team for early finalization and submission of feasibility study so that ground breaking ceremony could be scheduled at the earliest.

The board was also updated on CMMI and ISO training and certification program by MD PSEB. The board was informed that under the program, nine companies will be trained and certified in CMMI and eight companies each will be trained and certified in ISO 27001 and ISO 20000 standards during 2016-17.

The minister said that these international certifications will improve quality of processes and products and services of IT companies and will solidify their credibility with their foreign customers and will also help them to generate new business avenues and exports opportunities as well.

She directed MD PSEB to collaborate with Chairman P@SHA to plan a kickoff ceremony for CMMI and ISO trainings and certifications.

No Pakistani casualty in Istanbul airport attack: FO Spokesman

ISLAMABAD, June 29 (APP): The Foreign Office on Wednesday confirmed that no casualty had been reported so far of any Pakistani citizen in the terrorist attack at Istanbul’s airport.

“As of now, no Pakistani [is] among casualties or injured,” Spokesman Nafees Zakaria said in a message at the social media website Twitter.

The Spokesman said Pakistan’s Consulate was in touch with the authorities concerned including with Turkey’s Governor Office.

KP Governor condemns blasts in Saudi Arabia

PESHAWAR June 29 (APP): Governor Khyber Pakthunkhwa Engr Iqbal Zafar Jhagra Wednesday approved the Annual Development Programme (ADP) for fiscal year 2016-17 for FATA with a total outlay of Rs 18.2 billion to expedite pace of development in the tribal areas.

A total of 997 development projects including 773 ongoing and 229 new were included for upcoming fiscal year, said Secretary Planning and Development Fata while briefing the Governor about the salient features of ADP.

He said Rs14.9billion have been allocated for ongoing development projects and Rs 3.2 billion for new developmental projects.

The Governor directed for early completion of the ongoing projects besides new projects and stressed to give priorities to such projects that could benefit tribal people in a true and real sense.

He directed the concerned administrative heads to regularly review developmental projects and ensure its timely completion by ensuring its quality, standard and transparency.

The Governor directed restoration of hospitals, schools, health centres and others government buildings in the affected areas on priority basis.

E-Parliament, e-democracy reality in Pakistan: Mushahidullah

ISLAMABAD, June 29 (APP): Senator Mushahidullah Khan said the government and Parliament of Pakistan have played proactive role in bringing e-parliament and e-democracy to reality, being true agents of social change and robust participatory democracy in the modern age.

Addressing first plenary session of the Inter-Parliamentary Union World E-Parliament Assembly, he said, although the World e-Parliament Report lists resource constraints and lack of strategic planning and political will as key obstacles in e-enablement, Pakistan has done reasonably well on all three counts despite challenges, says a press release.

Pakistan’s Parliament on its part is also taking significant strides to digitize its in-house business and other related working, he added.

Senator Mushahidullah Khan is currently heading a 4-member delegation of the Senate which is participating in the World E-Parliament Conference from June 28-30, 2016 in Valparaiso, Chile.

Other members of the delegation include Senators Saifullah Khan Bangash, Saeedul Hassan Mandokhel, Aurangzeb Khan Aurakzai.

Mushahidullah further said that the current democratic government is actively pursuing e-democracy and ICTs related goals through massive investments in education, training, and infrastructure development.

Senator Mushahidullah recommended to constitute a special committee mandated to address problems of the resource deficient parliaments, creation of pool of expertise and funding to help legislatures automate their activities besides developing partnerships to assist Parliament struggling to develop a workflow-based system.

Senator Mushahidullah Khan termed the World E-Parliament Report 2016 a thought provoking document having immense value for parliamentary community across both sides of the digital divide.

He said that the report highlighted the headways parliaments have made towards digitization besides pointing out specific obstacles at financial, technical, human resource and political level hampering legislatures from fully embracing the concept of e-parliament.

“Healthy signs, showing parliaments’ increasing inclination to using technology to better deliver and better connect in a digital age have been documented as compared to the report published in 2008,” Senator Mushahidullah said.

He further said that ICTs offer unprecedented opportunities to learn from one another by sharing experiences.

However, he said that despite huge opportunities of sharing and developing common services, parliaments, especially in developing countries, have struggled to ensure quality and sustainability in developing their information and communication systems due to paucity of resources and technical expertise on part of both staff and members to inadequate political will to embrace change.

He emphasized that the way forward lies in enhanced inter-parliamentary collaboration and partnerships to identify gaps, deliberate solutions and assist implementation.

E-enablement of Pakistan Senate, Mushahidullah said, is a key strategic, policy and operational measure being undertaken expeditiously over the last few years and plans are also under consideration to replace hard copies of bills and other documents provided to the members during the plenary session with tablets and laptops as a prelude to making Pakistan Senate a paperless chamber.

President condemns Turkey airport attack

In a condolence message released by the President House, the President said the people and the Government of Pakistan equally share the grief of their Turkish brethren in this hour of trial and strongly condemn this cowardly act.

The President underlined that the Muslim Ummah should collectively work to eliminate terrorism and extremism.

Tanveer for setting up company to promote defence exports

ISLAMABAD, June 29 (APP): Minister for Defence Production Rana Tanveer Hussain Wednesday underlined the need for setting up a company to promote exports of the defence products in a more efficient manner.

“Although, regular exhibitions of defence products are held at different level, but we should create our own company, having professionals and experts, for effective marketing of the products,” he said while responding to a suggestion of MNA Shehryar Afridi in a meeting of the National Assembly Standing Committee on Defence Production.

The meeting was chaired by Khawaja Sohail Mansoor and attended among others by MNAs Muhammad Khan Daha, Dr Ramesh Kumar Vankwani, Chaudhry Hamid Hameed, Muhammad Moeen Wattoo, Sardar Muhammad Amjad Farooq Khan Khosa, Bhawan Das, Amra Khan, Muhammad Qasim Noon, Iffat Liaqat, Shehryar Afridi, Ayesha Gulalai, Asiya Nasir and Bilal Rehman, Besides Secretary Defence production Lt Gen (Retd) Syed Muhammad and Director General Military Vehicles Research and Development Establishment (MVRDE) Major General Muazzam Ali.

Shehryar Afridi had suggested that every defence production unit should have its own export promotion team so that each and every product could be introduced in the world markets under an improved mechanism. “The country has such a potential that it can do wonders in this field, but there is the just need of tapping it,” he said.

Mostly, the minister said, defence production departments had their own arrangements for showcasing their products in different exhibitions at national and international level.

He said the country’s defence exports had witnessed significant increase during that last three years, adding that when the Pakistan Muslim League-Nawaz (PML-N) government came into power in 2013, the Karachi Shipyard Engineering and Works (KSEW) and Heavy Industries Taxila (HIT) were running in loss but now they had been turned into profit earning entities.

Now, the body, observed that Pakistan was considered a good competitor in international market due to quality of the defence products being developed indigenously.

The chairman said he visited various defence production units and witnessed that all were working on their full capacity to meet needs of the armed forces, as the country was in the state of war.

He recommended that there should be an industrial zone for defence products so that the potential of skilled labour of the Darra Adam Khel could be utilized positively.

Earlier, Director General Military Vehicles Research and Development Establishment (MVRDE) Major General Muazzam Ali briefed the standing committee about working of the organization, currently producing 128 different items for the Army, Air Force and Navy in collaboration with private sector.

The organization, established in 1972, had developed over 300 equipment of various categories indigenously, which greatly helped in reducing foreign dependence, he said.

The DG said the organization had steadily evolved over the years, starting with development of Armoured Vehicles Launched Bridges (AVLBs) in 1970 and General Service Equipment Pertaining to tri services including bridges, boats, track ways,fuel and water bowzers till 2000.

“MVRDE has progressed to develop state of the art equipment like simulators and Auxiliary Power Units (APUs) besides expanding the scope of activities to include equipment for Pakistan Air Force, Pakistan Navy and projects related to training equipment ,” he said.

Presently, he said, a large variety of equipment ranging from logistics like Chiller van, K-loader to operations like Rocket Delivered Mine System, Mine Dispensing System and bridging equipment were under evolution.

He underlined the need for strengthening MVRDE with more highly qualified engineers, besides replacing the old equipment and upgrading the existing infrastructure.

Answering a query of Chairman Standing Committee Khawaja Sohail Mansoor, the DG said presently 20 intern engineers were working with the organization, whom specialized training was being imparted for their grooming.

WB hails Pakistan for economic recovery, policy reforms

ISLAMABAD, June 29 (APP): The World Bank has approved a $200 million credit on Tuesday to strengthen Balochistan government’s initiative for community-based water management for irrigation in the province.

The Balochistan Integrated Water Resources Management & Development Projectwill support investments in two of the eighteen basins in Balochistan – Nari and Porali river basins. These river basins were selected based on an assessment of surface water resources development opportunities, said a statement issued by the bank here Wednesday.

“Balochistan is the least water-secure province in Pakistan and farmers here face the greatest risks from climate change”, says Illango Patchamuthu, the World Bank Country Director for Pakistan.

“The Project is designed to boost farmer incomes through new irrigation infrastructure and improved on-farm management and rangeland management. An associated objective is building province’s capacity for long term water resources planning.”

Communities will be mobilized for participation in construction and rehabilitation of irrigation and drinking water supply facilities; flood protection infrastructure; watershed management and environmental protection works; and on-farm water management and agricultural productivity activities.

The main project beneficiaries will be small-holding farmers (up to 12.3 acres) and mediumholding farmers (12.35 to 49.4 acres) engaged in irrigated agriculture.

Approximately 42,800 farm households will benefit from project’s interventions.The province’s hydro-meteorological monitoring and river basin information systems will also be strengthened.

“Groundwater is over-exploited in many parts of the Nari and Porali basins and watersheds are degraded; but opportunities exist for development of surface water resources, and for rehabilitating watersheds and rangelands both to enhance production but also to protect water resources and improve climate resilience”, says William Young,Task Team Leader of the Project.

The project will be financed from the International Development Association (IDA), the World Bank’s grant and low interest arm. It will be on standard IDA terms, with a maturity of 25 years, including a grace period of 5 years.

EU to provide Euros 46.79 mln for Balochistan rural development

ISLAMABAD, June 29 (APP): The European Union and Government of Pakistan signed two agreements to provide grant of Euros 59.39 for the rural development and community empowerment programme in Balochistan and for International labour and environment standards application in Pakistan’s SMEs.

According to the agreements, a grant of 46.79 million would be provided for rural development and community empowerment programme while Euros 12.6 million would be provided for international labour and environment standards application in Pakistan’s SMEs.

Tariq Bajwa, Secretary Economic Affairs Division and Stefano GATTO, Charge ‘d’Affairs of the European Union signed agreements in a cermony held here on Wednesday.

Tariq Bajwa on the occasion said that the grants would be utilized to remove negative impacts of poverty, poor health and illiteracy in Balochistan.

He acknowledged the role of the European Union in helping the government of Pakistan achieve sustainable socio-economic objectives and said these agreements are evident of the European Union’s continued commitment to the development sector in Pakistan.

Highlighting the role of European Union Stefano Gatto said that the European Union was playing important role in the development sector of Pakistan and underlined that the European Union would continue the same in future also.

Meanwhile, Tariq Bajwa and Wolfgang Moellers, Country Director, KfW, a German Government owned bank also signed the Financing Agreement of Euros 6 million for Glacier Monitoring for Energy and Water Security in Pakistan.

Wolfgang moellers stated that the agreement would help the government of Pakistan in meeting the challenges posed by climate change.

Mr Moellers said that being the custodian of the largest number of Glaciers outside the arctic, Pakistan can surely assume global leadership in addressing a critical aspect of Climate Change through this project.

He stated that the KfW would continue its cooperation with the government in this regard.

Tariq Bajwa, Secretary Economic Affairs Division stated that climate change was one of the major challenges facing the world today and needs an adequate and urgent management.

Secretary EAD thanked KfW for its cooperation with the government of Pakistan in Glacier Monitoring and expressed the hope that the bilateral cooperation would result in better management of glaciers and water issues in Pakistan.

ICCI for introducing one-time tax amnesty to bring back overseas capital

ISLAMABAD, Jun 29 (APP): The Islamabad Chamber of Commerce and Industry (ICCI) has called upon the government to consider introducing one-time tax amnesty scheme for those Pakistanis who have stashed their money in foreign lands to bring back their undeclared wealth on payment of a nominal amount of tax and become an active part of Pakistan’s formal economy.

Sheikh Pervez Ahmed, Acting President, ICCI said that many wealthy Pakistanis have kept their billions of dollars abroad due to various reasons and offering one-time tax amnesty scheme would incentivize them to bring their undeclared foreign wealth to their home country.

In a statement issued here on Wednesday, the ICCI actin president said with such an incentive, repatriated capital in billions of dollars would enter Pakistan’s financial system and boost economic activities in the country.

He said Pakistan needed huge capital to fund infrastructure and other developmental projects, but with low tax-to-GDP ratio, the country was unable to generate enough tax revenue to enhance spending on health, education, social sector and development projects.

This situation was increasing the country’s reliance on foreign borrowings, which was not good for its economic future.

He was of the view that one-time amnesty would facilitate inflow of huge amount of foreign assets/capital into the country that would help in accelerating economic growth in Pakistan.

Sheikh Pervez Ahmed said that Indonesia has also passed a tax amnesty law to give multi-billion dollars boost to its economy as it believed that the amnesty would bring in billions of dollars of additional revenue by offering low tax rates to those who wished to come forward to declare their untaxed wealth kept in foreign lands.

He said that Pakistan could also benefit by introducing one-time tax amnesty scheme to its citizens because such scheme would enable them to bring their assets, cash back to their homeland and play more active role in the economic development of the country.

He said one-time amnesty scheme would also encourage more investment in the country, create many new jobs and contribute positively to poverty alleviation.

He said with the positive economic outlook of the country, many Pakistanis were ready to declare their foreign assets, cash on payment of nominal tax to become part of the national economy and amnesty scheme would facilitate them in realizing this objective.
