ISLAMABAD, July 4 (APP): Sadqa-e-Fitr (also known as Fitrana) is an amount of charity – in the form of staple foodstuffs – which all Muslims with the means are required to pay at the end of holy month of Ramazan.

Sadqa-e-Fitr is an act of thankfulness towards Allah Almighty for having enabled us to observe the fasts of Ramazan and also purifies us from any shortcomings during the month. In addition, it is intended to share joy and happiness amongst Muslims, especially the poor and needy, by helping them to celebrate Eid-ul-Fitr.

According to Mufti Taqi Usmani, it is a Sunnah that the Sadqa-e-Fitr is paid before performing the Eid prayer.

It can also be paid before the Eid day, but it is not advisable to pay after Eid prayer.However, if a person has failed to pay Fitrana at proper time, then he/she should pay it as soon as possible.

It is incumbent on every Muslim who has enough basic foodstuffs to feed himself and his family for the duration of one day and one night.

A Muslim must pay Sadqa-e-Fitr on behalf of himself, his wife, children and any dependents. Sadqa-e-Fitr is an obligation for every Muslim, male or female, who owns 613.35 grams of silver or equivalent, either in the form of money, ornaments, stock-in-trade,or in the form of some goods or commodities beyond one’s normal needs.

The prescribed amount of `Sadqa-e-Fitr’ is 1.75 kilograms of wheat or its value in money. This amount is prescribed for paying Sadqa-e-Fitr for one person only.

If a person has some minor children, the same amount has to be paid on behalf of each one of them separately while adult male and female family members are responsible to pay the Fitrana themselves. A father is not bound to pay `Sadqa-e-Fitr’ on behalf of his adult children or vice-versa.

However, if the head of the family, by his own free will, wishes to pay `Sadqa-e-Fitr’for each one of the members of his family, he should seek their authorization for that purpose. In this case the `Sadqa-e-Fitr’ paid by him will be valid on their behalf.

Fitrana is not necessary on behalf of a child who was born after the break of dawn in the Eid day, nor is it necessary to pay Sadqa-e-Fitr on behalf of a person who dies before the dawn of the Eid day. It must be paid before the Eid prayer for it to be considered as such.

If it is not paid before the Eid prayer it is considered sadaqah and not Fitrana.Most religious scholars are of the opinion that Fitrana is a debt, which remains due so that even if it is not paid within time, one must still pay it.

Holy Prophet Hazrat Muhammad (PBUH) prescribed the amount of Sadqa-e-Fitr as a sa’a of staple foodstuffs i.e. rice, dates etc. A sa’a is a unit of measurement equal to 4 handfuls of an average man. As such, the exact weight differs based on the foodstuff in question.

According to Central Ruet-i-Hilal Committee Chairman Mufti Muneeb Ur Rehman,the minimum amount that should be given in charity is Rs 100 with respect to wheat, in accordance with Barley it is Rs 320, with respect to price of dates and Raisins it is Rs 1,600.

A breadwinner of a family is needed to pay at least Rs 100, on behalf of each of his dependents, if he wishes to pay according to wheat price. It should be noted here that Sadqa-e-Fitr fixed last year and year before that, with respect to wheat was Rs 100 also.

Fidya amount needed to be paid for 30 days with respect to wheat price is Rs 3,000,with respect to barley, Rs 9,600, with respect to dates, Rs 48,000 and with respect to raisins, Rs 48,000 should be paid for 30 days.

He said, a Muslim, who possesses food in excess of his needs, must pay Sadqa-e-Fitr before the Eid prayers.

If the person is a breadwinner, he should also pay Sadqa-e-Fitr for his dependant, such as wife, children, dependent relatives or servants.

Mufti Muneeb also advised the people to pay the amount to the poor before Eid-ul-Fitr so that they could also celebrate the festival.

The most deserving people for Sadqa-e-Fitr are close relatives followed by neighbours and the poor.

Mufti Munib Ur Rehman said real spirit of Fitr and Fidya is two-time meal of a destitute person, so it is better these are paid the meal cost of a hotel.

However, those who are wealthier, they should try to pay more to extend assistance to the poor.

COAS joins TDPs at Iftar; exchanges views on their resettlement

RAWALPINDI July 4 (APP): Chief of Army Staff (COAS) General Raheel Sharif spent Monday evening with temporarily displaced persons (TDPs) at Bannu and had Iftar with them.

According to ISPR, the COAS exchanged views with TDPs on various aspects of return, resettlement process and development work in their area.

Earlier, the COAS visited North Waziristan Agency (NWA).

During his visit, which mainly was focused on TDPs and their dignified return to respective areas, the COAS was briefed by the Corps
Commander and Formation Commander in detail, about post operation
security environment, progress of TDPs’ return and their
resettlement and reconstruction work.

The COAS reiterated to ensuring quality of life through a
comprehensive rehabilitation plan.

On arrival at NWA the COAS was received by Lt Gen Hidayat ur
Rehman, Corps Commander Peshawar.

MIRPUR, July 4 (APP): Special Assistant to Prime Minister for
Political Affairs Dr Asif Kirmani said people of Azad Kashmir on
July 21 would defeat those who were corrupt, looters and denied
people their rights.

Speaking to workers of Pakistan Muslim League(N) AJK in Chakswari, he said in the five years of Peoples Party, promises were broken and injustice was done to the people of Azad Kashmir, he added.

If the money given by the federation to Azad Kashmir for people, had been spent on their welfare and progress, the area would have become a role model for the world, he added.

He said there was a long list of ethical crimes of people ruling Kashmir and every nook and cranny of Kashmir was telling stories of corruption of Abdul Majeed government.

He said the government of Chaudhry Abdul Majeed in Azad Kashmir not only dented trust of people but also damaged the Kashmir freedom movement.

Kirmani said instead of asking for vote of the people, Chaudhry Abdul Majeed should seek forgiveness of people and leave politics, otherwise the lions of Nawaz Sharif would bury them forever in the politics of Azad Kashmir.

He said they would continue to interfere in the affairs of Kashmir, if interference meant ending suffering of people.

Bat and arrow had become part of the past and July 21 would be
a day of rebellion against all such forces which created only
problems for the people, he told.

He said after seeing passion of the party workers, his heart
was saying that it was end of those who were corrupt and denied
rights to the people.

Dr Kirmani said people give vote on basis of trust and it was
painful to see that nobody was there to look after the people of
Azad Kashmir.

This was the reason that they were coming to Azad Kashmir for
the last six months to know about problems of people, he added.

He said in the last five years and during different tenures in
Azad Kashmir, the persons in power broke trust of the people.

He said it was obligation of people that robbers should be
rejected on July 21.

He said the Muslims of sub-continent got a leader in the shape
of Quaid-e-Azam in 1947 and then they took a timely and correct
decision.

Now the people of Azad Kashmir would get an opportunity on July 21 and this decision would affect the coming generations.

Dr Asif Kirmani said as children of Chaudhry Abdul Majeed had right to get good education and medical facility, in the same way it was right of every child in Kashmir.

If the people were satisfied, there would have been no need for them to go to Kashmir, he added.

He said affectees of Mangla Dam gave sacrifices and those persons who did not pay attention to the sacrifices and problems of those affected people, should feel ashamed.

People should get their rightful share and this was the message with which they came to Kashmir, he added.

Kirmani went on to say that a person was obsessed with becoming Prime Minister and he spent six months on a container and now he feared more antics from him.

He said PTI got government in Khyber Pakhtunkhwa but everybody
could see they mistreated the people of the province.

When the government of PML(N) came to power in 2013, people
were facing loadshedding of 18 hours a day, now there was a
remarkable decrease in it, he noted.

He said he had seen Nawaz Sharif working day and night and now
Allah had again given him health after a successful surgery and he
was eager to come back to Pakistan and serve the people.

Nawaz Sharif had vision and dream of a prosperous Pakistan and
Kashmir, adding resolving different problems of people of Kashmir
was manifesto of their party.

He said Nawaz Sharif never forgot brothers and sisters of Kashmir whether he was in power or not.

He urged people to put a stamp on the symbol of lion on July
21 and ensure progress of Azad Kashmir.

Kirmani said government officials were employees of the state
and not the personal servants of Chaudhry Abdul Majeed and their
loyalty should be with the people and state.

Workers of PML(N) should be vigilant and keep an eye on the
activities of those officials who had become tools to commit
electoral fraud.

He said Nazir Inqilabi Advocate was chosen by Nawaz Sharif for
service of the people, who had a responsibility to elect him to the
Legislative Assembly.

Those who would follow the party discipline, would be included in the matters of formation of government, he concluded.

Ambassador Javed Malik secures release of 82 Pakistani prisoners in Bahrain

ISLAMABAD, Jul 4 (APP): Special efforts by Ambassador Javed Malik and Pakistan Embassy in Bahrain have been instrumentally successful in the release of 82 Pakistani prisoners that received a Royal Pardon by King Hamad Bin Isa Al Khalifa on the happy occasion of Eid ul Fitr.

In May 2016, Ambassador Javed Malik had personally visited the central jail in Bahrain along with a team of officials from Pakistan Embassy in Bahrain to meet the Pakistani prisoners and take up their matter with the relevant authorities in Bahrain, a press release received here from
Bahrain on Monday said.

Speaking about the initiative, the Ambassador said, “It has always been my priority to assist and serve destitute Pakistanis who found themselves in challenging circumstances, and we continue to pursue the matter in accordance with the local laws.”

“I must say that the Bahraini Authorities led by the Interior Minister and his team have been very helpful and cooperative with the Pakistani Embassy,” he added.

While paying rich tribute to the King of Bahrain, Ambassador Javed Malik said that “the Royal Pardon by His Majesty King Hamad Bin Esa Al Khalifa reflects his compassion, benevolence and magnanimity and his strong commitment to justice and fairness, and on behalf of the released prisoners, I express my sincere gratitude to His Majesty”.

Ambassador Javed Malik said that, Pakistan Embassy in the Kingdom of Bahrain and all the officials including the Community Welfare Attache, Head of Chancery and team have been directed to remain fully dedicated, committed and actively engaged to facilitate the community and address any problems faced by them, and “it gives us immense pleasure to see that fellow Pakistanis who have been released will soon be united with their loved ones.”

“Efforts are now underway to repatriate the released Pakistani Prisoners,” he added.

Ambassador Javed Malik appreciated the valuable support of the Ministry of Foreign Affairs in Islamabad and all the associated officials and thanked them for their continued guidance.

Eid may be celebrated on Wednesday: Met office

ISLAMABAD, July 4 (APP): The Pakistan Meterological Department
(PMD) has forecast that there is a chance for the sighting of
Shawwal moon on Tuesday (July 5) and Eid ul Fitr is likely to be
celebrated on Wednesday.

“According to astronomical parameters, there is a chance for
the sighting of Shawwal moon, 1437 AH on the evening of July 5 on
29th of the Ramazan, 1437 AH. The new moon will born on crossing
conjunction point at 16-01 PST (Pakistan standard time) on July 04,”
an official of the Met office told APP.

The Central Ruet-e-Hilal Committee would meet at Aiwan-e-Auqaf, Lahore on Tuesday evening for sighting the crescent.

Chairman Central Ruet-e-Hilal Committee Mufti Muneeb-ur-Rehman
will chair the committee meeting. The meetings of Zonal/Central
Ruet-e-Hilal Committees will be held at their respective offices.

The meeting of Zonal Ruet-e-Hilal Committees, Islamabad
Capital Territory (ICT) will be held in the building of Ministry of
Religious Affairs near General Post Office (GPO).

All the evidence regarding the position of crescent could be
conveyed to the Chairman, central Ruet e Hilal Committee on cell

Nomad painting exhibition `Embodiment' concludes

ISLAMABAD, Jul 4 (APP):Nomad Centre and Art Gallery is organizing second session of three days a week summer classes for children under age of 8 to 16 years at Saidpur Village from July 11 to July 27.

According to the official sources, there were two session starting from June 13 to June 29 and July 11 to July 27.

During workshop, the students would learn about the art, culture and craft activities.

Students of various educational institutions would participate in the workshop.

The participants would be teached about pottery and relief, printing without press, reading exercise and story telling.

The students can register for both the sessions.

KARACHI, July 4 (APP): Experienced first-class campaigner Jahandad Khan struck a dazzling 95 to power Dollar East into the final of the 29th Aga Khan Gymkhana Ramazan Cricket Tournament with a 24 -run win over Defending champion Medicame Cricket Club here on Saturday.

The winners won the toss to bat first, and scored 176-9 in 20 overs.

Dollar East dominated the game with their ruthless approach as the Faisalabad-based Jahanda produced a tremendous innings of 95 from 57 balls to propel his side while waqas Haroon contributed 23 off 26 balls with on six, Tariq Haroon Scored quick fire 18 off just 6 ball with one four and two sixes.

Right arm and Left arm pacer Haris Ali Khan Zohaib Shera sharing seven wickets between them Haris grabbed 4-18 in only two overs while Zohaib took 3-21 on four overs.

In reply Medicame cc were managed 153-6 in 20 overs. Discarded Pakistan’s batsman Sohaib Maqsood scored fine half century 69 off 51 balls with four fours and three sixes, Ayaz Tasswar made 29 in just 18 balls with one four and three sixes. Rs.539,115 mln released for various water, power projects in FY2015-16

Planning Commission conducts seminars at various universities as part of its campaign to fight gender-based violence

ISLAMABAD, July 4 (APP): The government has released Rs.539115.990 million out of total Rs.700,000 million allocated for various water and power projects in Public Sector Development Programme (PSDP) 2015-16.

According to the Planning Commission data, an amount of Rs.66351.416 million out of total Rs.122,821.605 million allocated during the last fiscal year was released for various water related projects.

Similarly, a sum of Rs.29,724 million out of total Rs32,370 million earmarked during the said period was released for power related projects under PSDP,

A sum of Rs.7131 million was released for Kachhi Caanal Project (Phase-I), Rs.1029 million for construction of 100 delay action dams in
Balochistan, Rs.1166.767 million for construction of small storage dams in Sindh, Rs.2973.233 million for extension of Right Bank Outfall Drain from Sehwan to Sea, Rs.1000 million each for Rainee Canal (Phase-1) and Raising of Mangla dam and Rs.1300 million for remedial measures to control waterlogging (Muzaffargarh).

A sum of Rs.1103 million was released for construction of Basool dam
(Balochistan), Rs.2745.119 million for Nai Gaj Dam,Rs.1000 million for Darwat dam, Rs.200 million for Kurram Tangi dam and Rs.800 million for Balochistan Effluent Disposal Structure (Bolan).

An amount of Rs.10,000 million was released for construction of Diamer
Basha dam, Rs.23080 million for 1200 MW LNG Based Power Plant Baloki, Rs.30,920 million for 1200 MW LNG Based Power Plant and Rs.1568 million for acquisition for convertor station and ground station at both ends of 600 KV HVDC transmission line from Matiari to Lahore.

PDMA directs Chitral administration to utilize Rs 15 mln funds for flood affected people

PESHAWAR July 4 (APP): The Provincial Disasters Management Authority (PDMA) Khyber Pakthunkhwa here Monday directed the district administration to utilize the relief funds of Rs 15 million for quick and speedy assistance of flood victims of Urson valley.

As per the latest report of PDMA here, the district administration of Chitral has been directed to utilize relief available funds in the wake of flash flood emergency situation taken place on June 2 last in Urson valley for the purchase of food items from utility stores after fulfilling all codel formalities.

The DC Chitral has been authorized to utilize the relief funds to the tune of Rs 15 million for relief activities besides provision of quick assistance to affected population.

According to the report, 29 people had lost their lives and 13 persons including eight security personnel are still massing due to heavy-floods in Chitral.

As many as 19 houses were completely and 27 partially damaged due to flood devastation in Chitral.

The dead bodies of 16 victims including three security personnel have been recovered whereas 13 to 14 persons are still missing and four sustained injuries.

The report said quite considerable number of irrigation channels and water supply schemes have been reportedly damaged due to natural calamity.

The report said compensation cheques would be distributed among the affected persons by today.

The Chief Minister KP has released Rs 50 million for providing food and other necessary items for affected people.

The Deputy Commissioner Chitral along with rescue and relief team has visited the affected area and distributed 50 tents, 150 quilts, 200 mates besides 40 cocked food items (rice deg) among the affected population.

Meanwhile, rescue, relief and search operation is continuing in the affected areas and personnel of Pak Army besides district administration, NDMA and PDMA are actively taking part in the relief and rescue operations.

The PDMA has already provided 200 tents to district administration Chitral at the onset of monsoon season in the second week of June 2016. Also, 150 tents, 100 kitchen sets, 100 plastic mats and 200 quilts have been dispatched for the affected areas from PDMA warehouse.

The PDMA has requested Nation Disasters Management Authority for provision of Helicopter service to provide relief in inaccessible and remote areas of Chitral. Emergency has been declared in Tehsil Headquater Hospital Drosh. The Chief Minister Khyber Pakhtunkhwa has placed CM official helicopter at the disposal of PDMA for immediate
relief efforts.

Eid prayer to be offered at Faisal Masjid at 7:30 am

ISLAMABAD, Jul 4 (APP): Eid-ul-Fitr prayer will be offered at Faisal Mosque at 7:30 am, said a notice released by Dawah Academy of International Islamic University, Islamabad (IIUI).

Prof. Dr. Tahir Hakeem, Dean Faculty of Shariah and Law of IIUI will lead the Eid prayer at Faisal Masjid.
