ATC awards 801 years sentence to both accused involved in Dasu’s terrorist attack: DIG

ABBOTTABAD, Nov 14 (APP): Deputy Inspector General (DIG) Police Hazara Region Zeeshan Asghar on Monday said that Special Anti-Terrorism Court (ATC) Abbottabad awarded 801 years in jail, 26-count death penalty (13 each) and imposed a 40 million rupees fine on two accused responsible for the terrorist attack on Dasu Hydro Power Project (DHPP).

He expressed these views, while addressing a press conference, along with SSP CTD Nazir Khan at his office.

The DIG further said that 13 Chinese and Pakistanis were martyred in a suicide attack in Dasu last year, in which the police along with CTD and other law enforcement agencies worked tirelessly and reached the family and other people involved in the suicide attack by using modern forensic technique and arrested them.

While giving the details of the punishment awarded to both convicts, Zeeshan Asghar said that the court also imposed Rs 40 million fine on both proven terrorists, besides awarding them a total of around 800 years of imprisonment with life imprisonment.

All the sentences shall run concurrently. Benefits of Section 382–B CrPC have also been extended in favour of the accused.

The DIG said that the ATC special court sentenced the accused Muhammad Hussain, alias Syed Muhammad alias Zawan alias Mama, son of Abdul Rahim age 49, resident of Sabin Burat, Tehsil, Matta, Swat, and Muhammad Ayaz, alias Jan, 42, resident of Zurai Balu Jabril Tehsil, Matta Swat, and awarded each death penalty on 13 counts and 800-year imprisonment.

Zeeshan Asghar said that the court ordered the hanging of each convict on 13 counts for the crime under section 302 PPC on 13 counts and 7-ATA. They have also imposed a 1.5 million fine per victim which the heirs of the deceased would receive and ordered one-year additional imprisonment in case of non-payment of the fine by the convicts.

He said that after the Dasu terrorist incident a case was registered against the unknown accused in Police Station CTD Hazara Region; a JIT was formed in the case and the investigation started in the light of the evidence available on the spot.

DIG disclosed that the video of the Honda car used in the suicide attack was obtained from the CCTV cameras which found a red sticker of the Chaman 2 showroom on the front number plate of the said car which could not be read by the naked eye.

He said that after getting information from all over Pakistan, it was found in Chaman 2 Bargin, Chakdra Malakand, which was further investigated and it was found that the said motor car was received from Chaman 2 showroom by Syed Muhammad son of Khaista Muhammad whose real name is Muhammad Hussain son of Abdul Rahim resident of Spanpora Matta Swat and the accused in this case were Muhammad Hussain, Muhammad Ayaz and Fazal.

The DIG stated that initially the accused Hadi was traced and arrested while three other arrested accused revealed the planning and implementation of the incident, during the interrogation identified the other accused including Tariq alias Battan Kharab, Mian Syed Muhammad, Shaukat Ali, Abdul Wahab, Anwar Ali, Mohibullah alias Irfan, Umarzada and Khalid alias Sheikh (suicide bomber).

Deputy Inspector General Hazara said that the accused Mohammad Hussain kept the motor car under his supervision and security for 7 months and handed it over to the accused Tariq on 07-07-2021 for the incident, after arresting 6 accused in the case and completing the investigation with the help of other law enforcement agencies, CTD Hazara Region sent a challan to the Court of Anti-Terrorism Hazara Region on 09-11-2021.

He said that the Hazara Region Anti-Terrorism Court, after completing the trial in the case, while giving its verdict on 10-11-2022 ordered the accused Muhammad Hussain and Muhammad Ayaz to be sentenced to death 13 times and a fine of 1.5 million rupees each.

The court acquitted the other 4 accused Fazal Hadi, Abdul Wahab, Anwar Ali and Shaukat Ali were on the basis of suspicion. He said that the CTD Hazara Region has filed an appeal in the High Court against the acquitted individuals, hoping the court will also be given a similar severe punishment in the light of the evidence by the High Court.

After the verdict, the court issued permanent arrest warrants against the fugitive accused under Section 204 of the IPC, and efforts are underway to arrest them as soon as possible. They will be arrested and brought to justice.

Beijing reminds citizens not to go out amid surge in Covid-19 infections

BEIJING, Nov 14 (APP): Beijing health authorities stated on Monday to further strengthen epidemic prevention and control measures and reminded residents not to go out unless necessary.

Nucleic acid testing sites for large-scale testing that have been set up along the roadsides and around commercial and office areas in Chaoyang district are temporarily closed starting from Monday. The measures are seen as a response to the mounting pressure of soaring COVID-19 cases in the city.

The capital city reported 237 confirmed cases and 170 asymptomatic infections on Monday, 48 infections were found during nucleic acid testing at the community level, according to local health authorities, Global Times reported.

Relevant departments have been asked to fulfill their management duties to strengthen and implement epidemic prevention and control measures. These measures include code scanning, temperature measurement and checking negative nucleic acid certificates for people entering public places, as well as doing the sanitation of the places.

Residents are reminded not to go out unless necessary, including not go to crowded places, and not go out to meals and parties. People need to wear a mask properly, keep a safe distance and maintain good personal hygiene if go out, read the reminder.

In addition, the city’s numerous nucleic acid testing sites for large-scale testing that had been set up along the roadsides and around commercial and office areas were temporarily closed in Chaoyang district starting from Monday.

Citizens will be tested in their neighborhood instead. This is considered to be one of the measures taken to prevent people from cross infection during nucleic acid testing.

The current round of cluster infections appeared in the capital city is not only due to the reason of strong infectiousness, fast transmission and short incubation period of the Omicron variant BF.7, a subvariant of BA.5., but also affected by an increased risk of transmission of other respiratory diseases such as influenza, local health authorities noted.

Verdict in Dasu terrorist attack case demonstrates Pakistan’s abiding commitment to counterterrorism: FO Spokesperson

ISLAMABAD, Nov 14 (APP): Pakistan on Monday said that the proactive investigation, prosecution and the judgement in Dasu terrorist attack case demonstrated the country’s abiding commitment to counterterrorism.

“We have noted the judgment passed by the relevant Court and details released by the local police. While specific queries may be directed to the relevant authorities, the proactive investigation, prosecution and judgment in this case have once again demonstrated Pakistan’s abiding commitment to counterterrorism,” Foreign Office Spokesperson Mumtaz Zahra Baloch said in response to a question regarding the verdict in last year’s terrorist attack on Chinese engineers working on the Dasu hydropower project.

“We again extend our deepest condolences to the victims’ families and remain committed to the safety and security of Chinese workers, projects and institutions in Pakistan,” she added.

“The ironclad Pakistan-China All-Weather Strategic Cooperative Partnership will never be undermined by hostile forces,” the Spokesperson maintained.

PESHAWAR, Nov 14 (APP): Chief Minister Khyber Pakhtunkhwa Mahmood Khan has approved in principle the placement of the ‘Centre of Excellence’ on Countering Violent Extremism Rules 2022 before the provincial cabinet for formal approval.

The decision was taken during the third Board of Governors’ meeting of the Centre of Excellence on Countering Violent Extremism, held here, in the Chief Minister’s House here on Monday.

The meeting was attended by Minister for Higher Education Kamran Bangash, MPA Dr Aasiya Asad, Principal Secretary to Chief Minister Amjad Ali Khan, administrative secretaries of relevant departments and CEO of the Center of Excellence on Countering Violent Extremism.

On the occasion, the chief minister directed the concerned authorities to ensure prompt release of funds for functionalization of the excellence center along with approving the provision of required vehicles from the existing pool.

With regards to the human resources, the board was informed that an advertisement for the required staff has already been floated and the recruitment process will be completed soon to ensure prompt and complete functionalization of the center.

It is pertinent to mention here that the center has been established with the purpose of working as a research-based institute on countering violent extremism in the province of Khyber Pakhtunkhwa and coping with the emerging issues and challenges springing from terrorism, subversive activities against the Islamic Republic of Pakistan through narratives of hatred, extremism, radicalization, intolerance, abusing charities, funds generation for entities of concern, glorification of terrorism, terrorists organizations and also diagnose the root causes.

The vision behind establishing this center is to create a society free of violent extremism and terrorism. It is a unique initiative of its kind not only in Pakistan but across Asia.

The chief minister maintained that the provincial government was taking every possible step to create a peaceful and violence-free society, adding that establishment of the proposed center of excellence was also a part of this struggle.

It was anticipated by members of the board that the Centre of Excellence would play an important role in creating a peaceful society by using evidence-based innovative approaches and worldwide research to prevent and combat violent extremism in the province.

BEIJING, Nov 14 (APP): A number of Chinese embassies, including the Chinese Embassy in Pakistan, on Sunday adjusted COVID-19 testing requirements for inbound travelers to China, requiring one negative nucleic acid test result within the past 48 hours before boarding.

The Chinese Embassy in Pakistan requested all passengers visiting China from Islamabad to conduct one nucleic acid test at a testing facility approved by the local health department 48 hours before boarding, and submit a negative test report with verifiable content, according to a notice issued on the official WeChat account of the embassy which is effective
from Sunday.

Previously, all passengers were required to undergo double nucleic acid testing within 48 hours before boarding the plane.

The two nucleic acid tests were to be conducted in different testing institutions with two different reagents, and an interval period of more than 24 hours, according to a notice issued by the embassy in June, Global Times reported on Monday.

The adjustments came after China released 20 optimized measures in a latest move in scientific and precise epidemic control and prevention work on Friday.

Passengers travelling to China only need to provide one negative nucleic acid test result within the past 48 hours instead of two, according to the latest measures.

The embassy notice said that for passengers traveling to China through transition, the nucleic acid test can be carried out at either the place of departure or the transition destination within 48 hours before boarding the flight to China.

If passengers already have the health code of the place of origin, they can use the health code within the validity period to check in at the transfer point and there is no need to go through a second test and second application at the transfer point, according to the notice.

The notice also canceled additional requirements for people with a history of infection, being close contacts, having suspected symptoms, or inconclusive test results, as they now can apply for a health code based on a negative nucleic acid test within 48 hours before boarding the plane.

As of press time multiple Chinese embassies, including the Chinese Embassy in the US, the Chinese Embassy in Singapore and the Chinese Embassy in Canada all released notices to adjust the COVID-19 testing requirements.
