Bilawal, Iraqi FM exchange views on bilateral, regional issues

ISLAMABAD, Nov 5 (APP):Foreign Minister Bilawal Bhutto Zardari and Minister of State for Foreign Affairs Hina Rabbani Khar met the Foreign Minister of Iraq Dr. Fouad Hussein on Saturday and exchanged views on bilateral relations, as well as regional and global issues of common interest.

The meeting took place on the sidelines of the 13th annual meeting of Sir Bani Yas Forum in Abu Dhabi.

They reaffirmed the long-standing ties of amity and cooperation between the two countries, rooted deep in shared faith, common values and cultural affinities; and reiterated the desire to further strengthen bilateral relations in all fields.

FM Bilawal reaffirmed Pakistan’s support for Iraq’s territorial integrity and sovereignty. He acknowledged Iraq’s success in the fight against terrorism and appreciated the resilience of Iraqi people in their efforts to overcome challenges and rebuild the country.

Matters pertaining to Pakistani Zaireen visiting Iraq and people-to-people contact between the two countries also came under discussion. While appreciating the measures taken by the Iraqi government for the well-being of the Zaireen, the Foreign Minister requested his counterpart for further facilitation in visas and travel, particularly during Ashura Muharram and Arbaeen.

The ministers also exchanged views on ways to expand commercial cooperation and improve connectivity between the two countries.
Both sides reaffirmed their resolve to continue collaborating closely to further strengthen bilateral ties and coordination at the multilateral fora.

UNITED NATIONS, Nov 05 (APP): The United Nations can be proud of its accomplishments in peacekeeping operations around the world, Pakistan has told a UN panel, but stressed the need for examining the causes of mounting violence and hate speech against it’s peacekeepers.

“We condemn attacks against UN missions and personnel,” Pakistani delegate Bilal Chaudhry said in a speech to the General Assembly’s Fourth Committee, which deals with special political and decolonization matters, adding that Pakistan lost seven peacekeepers this year alone, including six in a helicopter incident in March in the Democratic Republic of the Congo.”

“Based on the inquiry report of the incident, we call for bringing to justice the perpetrators of this heinous crime,” he said during a debate on the UN peacekeeping operations in global hotspots.

Chaudhry, who is a counselor in the Pakistan mission to the UN, said peacekeeping was most effective when it is part of the overall ‘political strategy’ that includes conflict prevention, conflict resolution, addressing the root causes using mediation, peacekeeping and peace building as tools to build durable peace.

Pakistan, he said, has deployed 200,000 personnel in peacekeeping missions all over the world over the years, “as a sacred duty” to serve the humanity.

Noting that he is speaking from five decades of experience and expertise, Chaudhry pointed out that 168 Pakistani peacekeepers have died while serving the cause of peace. In addition to being a long-standing troop and police-contributing country, he added, Pakistan hosts one of the first peacekeeping missions, namely the United Nations Military Observer Group in India and Pakistan (UNMOGIP), which monitors the Line-of-Control in Jammu and Kashmir.

The Pakistani delegate went on to express support for equipping missions with new technologies, and called for comprehensive peacekeeping strategies which include regional and sub-regional organizations, especially the African Union.

“These organizations bring in unique political insight, resources and expertise,” the Pakistani delegate said.

Federal govt to act against violent activities, targetting of institutions

LAHORE, Nov 5 (APP):The federal government Saturday decided to exercise its authority against arson, besieging of government assets and buildings, violent activities and levelling of baseless allegations against the institutions.
During a meeting chaired by Prime Minister Shehbaz Sharif here, it was decided that in light of the statement of Inter Services Public Relations (ISPR), legal action would be taken against Imran Khan and his associates for their statements against the state and institutions.
A committee of legal and constitutional experts was formed for initiating action.
Action would be taken against arson, siege of the Governor House Punjab and different cities and other violent activities.
Legal action would also be taken against the leaders and workers of Pakistan Tehreek i Insaf (PTI) for attacks on private properties.
According to law, action would be taken against all those persons involved in activities against the constitution and law.

WFP calls for urgent action at COP 27 on climate challenges

ISLAMABAD, Nov 05 (APP): United Nations World Food Programme (WFP) is calling on the international community to invest in building the resilience of vulnerable communities living on the frontlines of the climate crisis in Pakistan and other climate hotspots as world leaders gather at the UN Climate Change Conference (COP27) in Egypt.

According to a press release issued by WFP on Saturday the Pakistan floods which inundated a third of the country claimed over 1,700 lives, uprooted eight million people, and destroyed homes, schools, health facilities, roads, bridges, and other infrastructure. The floods condemned already vulnerable families in rural and urban areas to even more acute hunger, so severe it threatens lives and livelihoods.

“The floods in Pakistan provide ample evidence of how the climate crisis is devastating lives, livelihoods, and infrastructure. The heatwave over the summer saw Pakistan becoming the hottest place on the planet. Melting glaciers and parched ground conspired to make the monsoon infinitely more devastating,” said Chris Kaye, WFP’s Country Director in Pakistan.

“The sad truth is that Pakistan and other countries on the frontlines of the climate crisis will continue to experience more extreme climate shocks and we need to prepare communities to weather the coming storm,” Kaye added.

The sheer scale of the loss and damage incurred due to the floods is laid out in the Government-led Post-Disaster Needs Assessment (PDNA) – released last week – which put the total cost of the floods at US $30 billion – US $14.9 billion in damages and US $15.2 billion in losses.

The agriculture, food, livestock, and fisheries sectors were particularly hard-hit, with millions of acres of cropland submerged and more than a million heads of livestock killed. Precious stocks of food and seeds and valuable topsoil were washed away, as were much of the country’s ready-to-harvest cotton, sugarcane, and rice crops, traditionally top export earners.

The floods more than doubled the number of people needing emergency food assistance, taking it to a staggering 14.6 million. With large swathes of farmland still under water, the autumn wheat-planting season is now compromised, raising fears of significant scarcities of the country’s staple grain, and prohibitively high prices, a painful prospect given the ongoing volatility of global commodity markets.

The floods in Pakistan came on the heels of a severe heatwave and drought, which saw scorching temperatures consistently above 45°C. This triggered unusually heavy melting of the country’s northern glaciers, followed by the heaviest monsoon rains on record culminating in catastrophic flooding.

Pakistan ranks among the 10 countries hardest hit by the climate crisis according to the Climate Risk Index. Yet the country has contributed less than half of one percent of global greenhouse gas emissions, highlighting the climate injustice of this catastrophe.

WFP is implementing a vital relief operation to help millions of flood-hit people in Pakistan survive the impact of the flooding. Having provided food, cash, nutritional and livelihoods support to more than two million of Pakistan’s most affected people so far, WFP is now working with the government and other partners to reach a total of 2.7 million of the worst off through May of next year, while expanding vital resilience-building activities. WFP has to date secured just 31 percent of the US$ 225 million needed through May for crucial food, nutrition, and logistics interventions, and urgently needs support.

While emergency assistance staves off hunger in the short-term, food insecurity in Pakistan can only be meaningfully addressed by adequate investment in tackling root causes and helping to build the resilience of communities at the sharp end of the climate crisis.

Globally, WFP is working on the frontlines of hunger and climate helping vulnerable communities adapt to the climate crisis. WFP’s work includes anticipating climate hazards before they turn into disasters by using early warning systems to trigger preventative action, restoring degraded ecosystems that serve as natural shields against climate impacts and protecting the most vulnerable with financial safety nets and insurance schemes.

LAHORE, Nov 05 (APP):Advisor to Prime Minister on Azad Jammu & Kashmir and Gilgit-Baltistan Qamar Zaman Kaira has said that democracy progresses with tolerance and dialogue, instead of creating deadlocks.

Talking to the media outside the residence of PPP worker Mani Pehlwan here on Saturday, he said that Imran Khan was free to organise protest when and wherever he wanted, adding that there would be no objection if the constitution and the laws were not violated. He said elections would be held on time.

He said if Khan and his Punjab government were aware of the threats, then container should have been made bullet-proof.
He said the coalition government earlier offered cooperation to Imran Khan, but he did not respond. He said the coalition government had to make several tough decisions to save the country just after taking over the government.

Kaira said the entire nation condemned the attack on Khan, but what he (Imran) said in his presser was regrettable as he was blaming a prime minister, interior minister and a national agency officer.

“The government in Punjab is yours, police yours, the attacker has been arrested, Punjab police were responsible for investigation; there you make a Joint Investigation Team and probe the incident,” he urged Imran.

He said the chief election commissioner was appointed by Imran and when he refused to give general election date, Imran started abusing him. He said that Khan should humbly think over the situation and come to the table. “We are also people’s representatives,” he added.

He said blaming the opponents and institutions would result in nothing, adding confrontation with institutions was not in favour of anybody. He said that no one was above the constitution and dialogue was the only way to resolve the issues in democracy.

“Khan is calling children of the nation for protest, but not his own children,” he added.
He said that the Punjab government was responsible for law and order in the province and what happened at outside the Governor’s House was unfortunate.

Earlier, he met the family of the late Mani Pehlwan and expressed his grief over the demise of a diehard worker.

PM reverses PEMRA’s ban on airing Imran’s speeches: Marriyum

ISLAMABAD, Nov 05 (APP): Minister for Information and Broadcasting Marriyum Aurangzeb on Saturday said Prime Minister Shehbaz Sharif had reversed the ban imposed by the Pakistan Electronic Media Regulatory Authority (PEMRA) on television channels from airing Imran Khan’s speeches.

The directives for lifting the ban on Imran’s speeches, issued to PEMRA, by the prime minister was in accordance with the law which granted such powers to the federal government, the minister said in a news statement.

She said the prime minister issued these directives to PEMRA by invoking its section 5.

Marriyum said PM Shehbaz Sharif had also directed PEMRA to ensure full compliance of Article 19 of the Constitution.

The minister said PM Shehbaz Sharif had set a new tradition by bringing an end to the bitter traditions of Imran Khan’s era.

“We do not believe in what has been done by Imran Khan with Muhammad Nawaz Sharif, Maryam Nawaz and other political leaders during his four-year rule,” she remarked.

The minister said the federal government led by Muhammad Shehbaz Sharif fully believed in democratic norms and the constitutional right of freedom of expression.

She said it was Imran Khan who imposed restrictions on his political opponents, leaders, activists and media during his four-year rule. “Imran Khan was free to churn out lies against his opponents,” she said.

The minister said Imran Khan’s speeches against the coalition government should reach to the public so they could know the reality of the “Fitna”.

Imran Khan’s supporters, she said, would have to understand the reality of this “Fitna” and his mischief and lies.

She said the current government believed in democratic norms and values, but ironically Imran Khan had a “fasicst mindset”.

Ashrafi pleads CJP to review the composition of 9-member bench

ISLAMABAD, Nov 05 (APP):Prime Minister’s Special Representative for Interfaith Harmony and Middle East Hafiz Muhammad Tahir Mahmood Ashrafi on Saturday said Pakistan Tehreek-e-Insaf (PTI)’s Senator Azam Khan Swati should cooperate with Federal Investigation Agency (FIA) to reach the real culprits behind the leaked video.

Ashrafi who is also the chairman of Pakistan Ulema Council, in a video message, proposed the respective legislator not to be part of the blame game without any solid evidence as it is not in larger interest of the country.

He, in reaction to Swati’s emotional presser in which he has accused a national security institution’s officer, said although the incident was sorrowful but it did not mean that it should be used for the political point-scoring.

He said the habit of maligning the nation security institutions and their responsible officers before any logical conclusion of the investigation should be stopped now.

He said the miscreants behind this fake video must be brought to justice as it is a condemnable incident.

Meanwhile, in the talk show of a private news channel, prime minister’s aide, on the sad incident of firing on Pakistan Tehreek-e-Insaf’s convoy in Wazirabad, said in Punjab, Imran Khan’s party was at the helm of affairs and it should hold a transparent investigation on the matter.

The prime minister had given all options to the provincial government to probe the matter thoroughly, he said adding, the way national security institutions responsible officers were being targeted that was not acceptable at all costs.

Ashrafi said the non-state actors were trying to destabilize the country by chaos and anarchy, that was why; they were targeting the national defense institutions time and again as “our religion, homeland and military are redlines for us.”
Regarding PTI chief Imran Khan’s demand of three resignations, he said it was unconstitutional and it was not the proper way to seek resignations on the basis of mere allegations.

Lauding the matchless services of Major General Faisal, he said the anti-state elements were hatching conspiracies against this son of the soil who had played a heroic role by dismantling the enemies’ network in the war on terror.

Criticizing the PTI’s leadership that is consistently engaged in the defamation campaign against the armed forces, he said this illicit drive was pleasing India as its job was being performed by our disgruntled politicians.

He said it was expected that President Dr. Arif Alvi and Punjab Chief Minister Chaudhry Pervez Elahi would play a significant role in easing the prevailing political tension in the country. But they could not help resolve the differences due to the stubbornness and ego of the particular political party’s leadership, Ashrafi lamented.

ISLAMABAD, Nov 5 (APP):Foreign Minister Bilawal Bhutto Zardari and Minister of State for Foreign Affairs, Hina Rabbani Khar, Saturday met the European Union High Representative for Foreign Affairs and Security Policy, Josep Borrell, and the Deputy Secretary General for Political Affairs, European External Action Service, Enrique Mora and discussed matters of mutual interest.

The Foreign Minister during the meeting held in the United Arab Emirates expressed satisfaction over multifaceted relations between Pakistan and the European Union, which have strengthened over time.

He noted that recent interactions between the two sides including holding of Joint Commission in Islamabad last month and the visit of the members of the European Parliament this week, have maintained positive momentum in bilateral ties.

The Foreign Minister also appreciated the humanitarian assistance of 133 million Euros by the EU and its member states to Pakistan after the devastation caused by the recent climate-induced floods. He apprised the EU High Representative of the enormous task Pakistan is faced with on account of rehabilitation and reconstruction work.

He called on the international community to rise to the occasion and ensure climate justice for Pakistan.
The High Representative assured full support to the Foreign Minister in meeting the daunting challenge.

The Foreign Minister and the EU High Representative also discussed the GSP Plus – a scheme mutually beneficial for both Pakistan and the European Union.

He hoped that Pakistan and the EU would continue to benefit from it and its successor dispensation in the future as well. The High Representative lauded Pakistan’s progress in implementing the international conventions that are part of the GSP plus scheme.

The Foreign Minister urged the High Representative that the European Union should delist Pakistan at the soonest possible from its list of countries having strategic deficiencies in their Anti Money Laundering/Counter Financing of Terrorism regimes, after Pakistan exited the FATF grey list last month. The High Representative appreciated Pakistan’s remarkable progress in completing the two Financial Action Task Force Action Plans and assured the Foreign Minister that the EU would delist Pakistan soon.

Both sides agreed to further strengthen Pakistan-EU relations and to remain engaged, inter alia, with established institutional mechanisms.

ISLAMABAD, Nov 5 (APP):Prime Minister Muhammad Shehbaz Sharif will be visiting Sharm El-Sheikh, Egypt to participate in the “Sharm El-Sheikh Climate Implementation Summit” on 7-8 November 2022. The Prime Minister will be accompanied by Foreign Minister Bilawal Bhutto Zardari and other cabinet members and senior officials. This summit is taking place as part of the 27th UN Climate Change Conference (COP-27).
At the invitation of the Egyptian Presidency of COP-27, the Prime Minister would also co-chair, along with his Norwegian counterpart, a high-level roundtable discussion on “Climate Change and the sustainability of vulnerable communities” on November 8, 2022, according to the Foreign Office.
Prime Minister will also participate in other high-level events as a speaker, including the UN Secretary General’s roundtable to launch the Early Warning Systems for Executive Action Plan, and the “Middle East Green Initiative Summit” on November 7; being hosted by Crown Prince and Prime Minister of the Kingdom of Saudi Arabia Mohammad bin Salman.
The Prime Minister is also scheduled to hold bilateral meetings with several world leaders on the margins of the summit.
COP-27 is taking place at a time when millions of people in Pakistan, and millions more in other parts of the world, are facing severe adverse impacts of climate change. As a developing country most affected by this phenomenon, Pakistan would make a robust call, inter alia, for urgency of climate solidarity and climate justice, based on the established principles of equity and common but differentiated responsibilities and respective capabilities.
In its capacity as the incumbent Chair of the Group of 77 & China, which is the largest negotiating bloc of developing countries within the UN system, Pakistan would also lead the Group in the climate change negotiations; including in thematic areas such as climate finance, adaptation, mitigation, and capacity building.
The COP is the supreme decision making body under the UN Framework Convention on Climate Change (UNFCCC), which meets on annual basis to review and advance collective efforts to address climate change. As a main stakeholder, Pakistan would continue to, proactively, make positive contributions to the global climate change debate, negotiations and collective action.
