QUETTA, Sep 14 (APP): Balochistan Caretaker Chief Minister Ali Mardan Khan Domki strongly condemned the blast occurred near Mastung which left eleven people including JUI-F leader Hafiz Hamdullah injured on Thursday.

Chief Minister also expressed his sorrow over the Mustang incident and directed concerned officials to submit reports of the incident after the completion of the investigation.

He said that those elements involved in terrorism did not deserve any concession saying that all available resources should be used to arrest those elements involved in the incidents to bring them to justice.

CM Domki said that practical measures would be taken to improve the law and order situation in order to ensure the protection of public lives saying that the nefarious design of anti-peace element would be foiled by the contribution of security forces and the public for the interest of durable peace.

He also directed the health department to provide the best health facilities to the injured including Hafiz Hamdullah and others injured in the incident.
Caretaker Chief Minister instructed the relevant Department for fool-proof arrangements for the security of the area.

He also prayed for the early recovery of Hafiz Hamdullah and other people injured.

Caretaker cabinet approves comprehensive operation against  street criminals

KARACHI, Sep 14 (APP): The provincial caretaker cabinet in its first formal meeting decided to launch a comprehensive joint operation with the Army and rangers to clear hideouts of dacoits, start a crackdown on organized weapon smuggling gangs, strengthen intelligence gathering, and deny cyber and digital space to criminals in the Riverine area.
The cabinet also decided to curb street crime in the city by launching operations against street criminals and the drug mafia.
The meeting was held under the chair of Caretaker Chief Minister Justice (r) Maqbool Baqar here at CM House on Thursday. The meeting was attended by caretaker ministers, Advocate General Hassan Akbar, Prosecutor General Advocate Fayaz Shah, Chief Secretary Dr Fakhre Alam, Chairman P&D Shakeel Mangnejo, PSCM Hassan Naqvi, concerned provincial secretary and Special Assistant to CM Advocate Moiz Baig, IG Sindh Riffat Mukhtar and others.
Minister Home Brig (retd) Hariz Nawaz and IG Police Riffat Mukhtar briefed the cabinet on overall law & order, including kidnapping for ransom in the katcha area, street crime and drug mafia.
Sharing the data of 20123, the CM was told that 218 people were kidnapped, of them, 207 have been recovered and 11 were still in the clutches of the kidnappers.
To a question, the CM was told that when the incumbent IG police took over there were 57 kidnappings, out of them he got 46 recovered and efforts were underway to recover the remaining 11 persons.
The CM directed the IG Police to recover the outstanding 11 kidnappers and report them. He also urged him to direct the local police to keep in touch with the families of the hostages and keep them informed about the police efforts.
The cabinet was told that the dacoits in the Katcha area of four districts, Kashmore, Shikarpur, Ghotki, and Sukkur were holed up in inaccessible hideouts fortified by trenches and ditches.
The dacoits have long-range military-grade weapons effective against APCs. In the monsoon and kharif season flow of Indus water in low flow and medium floods.  The Katcha area has 238 villages with a population of 400,000. The Sindh police have set up eight police stations and 20 check posts.
The IG police told the cabinet that they have a plan to establish 390 police posts in the four districts along the protective bund. The police would be equipped with the latest weapons and gadgets.
The cabinet decided to launch a joint operation with police, Rangers, and Pak Army to clear dacoits’ hideouts. A crackdown would also be started against organized weapons smuggling gangs involved in supplying weapons to the dacoits. The areas where dacoits operate would be denied cyber and digital space to disconnect their communication.
Chief Secretary Dr. Fakhre Alam said that necessary coordination with the concerned agencies would be made to start the operation against the dacoits.
The cabinet was told that 12886 cases of street crime have been registered during 2023. The registered cases include 3178 mobile snatchings, 93 four-wheeler snatching, 758 four-wheeler theft, 2143 two-wheeler snatching, and 3457 two-wheeler theft.
The chief minister directed the IG Police to enhance police patrolling and start operations against street criminals. The police stations where more street crimes were taking place may be replaced with energetic and effective policemen.
The cabinet was told that the narcotics were smuggled to Sindh from other areas of the country. The slum areas of Lyari and Sohrab Goth were the main hubs of narcotics in the city. Narcotics have penetrated educational institutions.
The CM was told that four narcotics rehabilitation welfare centers were functioning with police support in Karachi where 360 addicts were being rehabilitated. The IG police said that 2925 drug addicts have been rehabilitated.
The cabinet approved ratification of the extension of deployment of Pakistan Rangers in Karachi Division made w.e.f. September 14, 2023, to December 12, 2023, under Anti-Terrorism Act-1997. Meanwhile, the cabinet approved the deployment of the Rangers for six months for which a letter would be sent to the federal government.
The cabinet approved the appointment of the Karachi Water & Sewerage Corporation Board with eight Ex-official members and six non-official members.
The Ex-official members include the Mayor KMC -Chairman, the BS-19 grade representatives of secretaries of local government, finance, P&D, Commissioner Karachi and DG Sindh Katchi Abadis Authority, and the Chief Executive Officer of the Corporation.
The non-official members are VC NED Dr. Sarosh Lodhi, Chairman Appellate Board of ICA Mr. Zafar Iqbal, IT expert Ms. Mahwish, Barrister Syed Shabir Shah, Prof. Dr. Huma Naz Baqai, Mr. Tanzeel Pirzada, and MD SEF Kazi Kabir.

Kashmiri rights activist urges UN Human Rights Council to unveil full report on HR abuses in IIoJK

MIRPUR (AJK): Sep 14 (APP): Veteran Kashmiri rights activist and APHC leader Altaf Hussain Wani has urged the UN Human Rights Council to take effective cognisance of the colonial-era tactics India’s repressive regime led by Modi has been employing to subjugate Kashmiri people in the Indian-held territory of Jammu and Kashmir.
Taking part in a general debate held under Item 2 at the ongoing  54th session of the Human Rights Council in Geneva on Thursday, Altaf Wani, while speaking on behalf of the World Muslim Congress, said that India has been using its military might to suppress the legitimate aspirations of the people of Kashmir says a message, reaching and released to the media here on Thursday.
Highlighting the devastating impact of the continued military occupation, he said that the deadly conflict has consumed nearly a hundred thousand lives during the past 34 years.
The repressive policies the Indian government has been employing to crush every kind of dissent in the region, the WMC representative said that the people in Kashmir face sedition charges and were booked under UAPA, PSA and other draconian laws for merely asking for their rights to self-determination to determine their political future.
He said that essential fundamental freedoms, including the right to freedom of speech and opinion, the right to protest and peaceful assembly remain largely suppressed.
The media, he said, has been completely silenced in the region.
Referring to a news story published by the BBC recently, Wani said that the story published under the headline “Any story could be the last-India’s crackdown on the Kashmir press”, lists a sinister and systematic campaign to intimidate and silence the local press in Kashmir.
Referring to India’s policy of deceit and deception, Wani said that India was using every international platform to mislead the global community and hide the crimes its forces have been committing against humanity in Kashmir.
Urging the council to revisit its understanding of the situation in Kashmir, he said that it was high time that the office of the high commissioner must ponder on reports, press releases, joint letters and communications on Kashmir by the special rapporteurs and leading human rights organizations.
Wani said that if everything was normal in Kashmir, then why doesn’t India allow the UN fact-finding mission to visit occupied Kashmir as recommended by the OHCHR report released in 2018?
He said that it was high time that the council and high commissioner should take a bold stand and released a full report on the situation in the Indian-occupied territory of Jammu and Kashmir.

ISLAMABAD, Sep 14 (APP): Meeting of Senate Standing Committee on Power Thursday applauded the Power Division for taking swift action against the line losses and electricity theft in different DISCOs.

The meeting held here at Old PIPS Hall Parliament Lodges with Senator Saifullah Abro in the chair.

Additional Secretary, Power Division, Arshad Majid apprised that approximately around Rs one billion worth of recovery had been made in the last few days and the Power Division had also reshuffled the officers of various DISCOs to ensure its efficiency.

Saifullah Abro said that the Power Division should also reshuffled CEOs of DISCO’s and BoDs of various authority, who allegedly had acted malafide and diminishing the capacity of power sector.

The senate body expressed annoyance over the non-implementation of the committee’s recommendations relating to 765kV double circuit transmission line from Dasu Hydro Power Station to Islamabad.

The Additional Secretary, Power Division informed the ministry had constituted a committee to investigate the matter and the report wold be submitted once it was completed.

Saifullah Abro reiterated that the committee had explicitly identified irregularities in bidding process for the ‘Construction of 765KV double Circuit Transmission line from Dasu Hydro Power Station to Islamabad’ but irony was that, despite making recommendations several times to take action against the alleged officials, Power Division had not taken any action.

He further said that formation of committee was prerogative of NTDC, and the letter written by the Power Division to World Bank for identifying procurement mismanagement in bidding process held no legal standing.

Moreover, the committee expressed displeasure over the absence of the Chairman, NEPRA and its Members and decided to issue summon for Chairman NEPRA and all its Members to attend next meeting.

While discussing the details of CPEC power plants, the power division informed that sixteen power plants were part of the CPEC, with most of them being wind and solar based projects.

The committee inquired about the government stance on KAPCO Power Plant, whose contract expired in June 2021 with IPPs.

Senator Saifullah Abro asked for clarification on how many years the gas and RFO had been provided to KAPCO Power Plant.

However, the power division failed to provide a response, he added.

He recommended that the Power Division investigated allegations of illegal extension for KAPCO Power Plant.

Furthermore, the chairman committee lamented the power division for shutdown of the Muzaffargarh and Jamshoro power plants and for not supplying them with sufficient gas.

Saifullah Abro remarked that one’s could not apprehend how the Power Division planed to strive by shutting down public power plants.

The meeting was attended by attended by Senator Fida Muhammad, Senator Saifullah Sarwar Khan Nyazee, Senator Sana Jamali, Senator Haji Hidayatullah Khan, Senator Bahramand Khan Tangi, Additional Secretary, Power Division Arshad Majid and others senior officers of relevant departments.

SECP witnesses 21pc growth in August incorporations

ISLAMABAD, Sep 14 (APP): The Securities and Exchange Commission of Pakistan (SECP) registered 2,847 new companies in the month of August 2023, taking the total number of registered companies in the country to 200,629.
The incorporations recorded 20.6 percent increase as compared to the same period last year and 99.7 percent were registered online, said a press release issued here Thursday.

The total capitalization of these companies was recorded at Rs. 3.5 billion. Moreover, as a result of the integration of the SECP’s registration system with the Federal Board of Revenue (FBR) and various provincial departments, 2,776 companies were registered with the FBR for registration of National Tax Number (NTN), 83 companies with EOBI, 46 companies with PESSI/SESSI and 49 companies with excise and taxation department.

Out of the total incorporations, the information technology sector took the lead with 415 companies, followed by trading with 392, real estate development & construction (357), services (324), tourism (125), mining and quarrying (119), ecommerce (111), education (98), food & beverages (90), corporate agricultural farming (83), textile (59), marketing & advertisement (58), engineering (47), transport (43), healthcare (42), pharmaceutical (41), chemical (41), power generation (38), cosmetics and toiletries (34), auto and allied (30), lodging (29), broadcasting and telecasting (27), communications (22) paper and board (22), cables and electrical goods (13) and 191 companies were registered in other sectors.

Foreign investment has been reported in 69 new companies, with foreign investors from Afghanistan, Australia, China, Egypt, Germany, Indonesia, Jordan, Kenya, Malaysia, Norway, Russia, Saudi Arabia, Turkey, the UAE, the UK, the US, and Uzbekistan.

A major chunk of investment was received from China with investment in 33 companies, trailed by the US with 9, Afghanistan and the UAE with 4 each, Australia, Egypt, Indonesia, Malaysia, Norway, and Russia with 2 each, and investment in 7 companies from other countries.

Moreover, in order to timely address any incorporation related queries, SECP’s WhatsApp service handled 1,305 queries related to name availability and incorporation, having overall satisfaction rate of 96% during the month of August.
