China, Pakistan cooperating closely in science, technology education

BEIJING, Sept. 18 (APP): The Beijing International Week for Science Literacy has brought together leaders from different parts of the world to share their experiences and achievements in promoting science literacy in their respective countries and to learn from the Chinese experience, said Khan Muhammad Wazir, Science, and Technology Counselor of the Pakistani Embassy in China.

In an exclusive interview with the Global Times, Wazir congratulated and expressed his appreciation of the leadership of the Beijing Association for Science and Technology (BAST), for hosting the event.

A total of 24 international organizations and institutions from 22 countries and regions, with 27 representatives from various tech sectors and the science education industry, are attending the conference.

They will jointly explore the issue of improving public scientific literacy and plan a win-win development path, according to the BAST, the main organizer of the event.

Khan Muhammad Wazir attended the launch ceremony at the Shougang Park in Beijing.

When asked in what specific areas China and Pakistan could work together to improve the general public’s science literacy and how that will help enhance the iron-clad friendship between the two countries, Wazir noted that China and Pakistan are cooperating closely on STEM (Science, Technology, Engineering, and Mathematics) education and recently a MoU between the China Association for Science and Technology and the Pakistan Science Foundation was signed.

The cooperation includes the training of STEM teachers, the exchange of STEM students, and the sharing of experiences and resources.

Set to end on September 24, this year’s Beijing week is themed “Working Together for Common Development – Digital Literacy and Future Education.”

This theme reveals the Chinese openness, mutual learning for common benefits, and China’s willingness to share with the rest of the world its achievements in making science a culture and new normal, the councilor said.

He also noted that China has used science, technology, and innovation for its socio-economic development and to transform its economy and society into digital and connected systems.

The theme further explains the increasing and essential link of education with digital technology.

PFA discards 3,500-litre fabricated milk in Chunian

LAHORE, Sep 18 (APP):A dairy safety team of Punjab Food Authority (PFA) raided Ghulam Abbas Haveli in Chunian, seized thousands of litres of chemically contaminated milk, and later on discarded it.
PFA Director General Raja Jahangir Anwar said in a statement that the team discarded 3,500 litres of fabricated milk, 48-kg substandard ghee and 37-kg powdered milk, and impounded two vehicles, two mixing machines and drums during the raid.
He said that acting on a tip-off, the dairy safety team conducted a raid and caught milk adulterators red-handed producing fabricated milk. He said that hazardous milk was being prepared with vegetable ghee, harmful chemicals, powder and polluted water, while it was being filled into milk tankers for supply to local milk shops and homes.
Police have registered a case against the unit owner on account of adulteration on the complaint of the PFA, he said.

Man caught stealing electricity

SIALKOT, Sep 18 (APP):One person was caught pilfering electricity through meter tempering in the district.
According to details, Phalora police, along with a GEPCO team, arrested Asad Bajwa, a resident of Kotli Syedan, for stealing electricity by installing direct wires from the meter terminal.
Police have registered a case and started investigations.

1125 electricity thieves caught in 12 days, Rs.134.9m fine imposed

FAISALABAD, Sep 18 (APP):The Faisalabad Electric Supply Company (FESCO) has caught 1125 electricity thieves during 12 days of anti-power-theft drive in the region.
Spokesman Tahir Sheikh said here on Monday that anti-theft drive was in full swing across the FESCO region and the special teams detected pilferage of electricity at 1125 points during last 12 days. Hence, the cases were got registered against 885 thieves.
The company also removed electricity supply meters of all power pilferers in addition to imposing a total fine of Rs.134.9 million under detection units of 3.2 million. As many as 71 power pilferers were sent behind bars in addition to recovering Rs. 25.9 million so far from them, he added.
Giving more details, the spokesman said that during house-to-house checking, the FESCO teams detected electricity theft at 418 points in Faisalabad district and imposed a fine of Rs. 52.3 million on them under the head of 1.25 million detection units.
In Bhakkar district, the FESCO teams caught 113 electricity thieves and imposed a fine of Rs.14.2 million under 300,000 detection units.
Similarly, 125 cases of electricity theft were detected in Chiniot district and the company handed down the power pilferers with a fine of Rs.9.446 million under 317,000 detection units. He said that 114 electricity thieves were caught from Jhang district and they were imposed a fine of Rs. 16.6 million under 521,000 detection units.
In Khushab district, 36 consumers were found involved in electricity theft and they were handed down with a fine of Rs.4.1 million for 82,000 detection units. The FESCO teams also caught 100 power pilferers from Mianwali and they were fined with Rs. 8 million for 186,000 detection units.
In Sargodha district, 134 cases of electricity theft were detected. Hence, a fine of Rs.16 million was imposed on the electricity thieves under 324,000 detection units.
The FESCO teams also caught 74 electricity thieves from Toba Tek Singh district. Therefore, the company imposed a fine of Rs.8 million for 212,000 detection units, spokesman added.
Responding to a question, he said that the anti-theft teams detected power pilferage at 111 sites during past 24 hours and imposed total fine of Rs.11 million on the accused under 256,000 detection units besides detaching all electricity supply connections of the thieves.

Negligence in anti-dengue arrangements not be tolerated: DG FDA

FAISALABAD, Sep 18 (APP):Director General (DG) Faisalabad Development Authority (FDA) Muhammad Asif Chaudhry said that dengue was a serious issue and it could be tackled only with stern preventive measures. Hence, no negligence and lethargy would be tolerated in anti-dengue arrangements.
Addressing a hurriedly called meeting with the representatives of private housing societies here on Monday, he said that the government had activated its entire machinery to eliminate dengue menace. However, this threat could not be controlled without active cooperation of the masses.
He directed the management of private housing schemes to implement anti-dengue standard operating procedures (SOPs) in toto for complete eradication of dengue; otherwise, strict action would be taken against developers of private housing colonies if dengue larvae was recovered from any site.
He said that the number of dengue patients was increasing day by day. Therefore, every citizen should feel his responsibility and play his active role in elimination of dengue. He said that the FDA had already launched a vigorous campaign against dengue while the Health Department had activated its surveillance teams in the field to detect dengue larvae as it was the most favourable season of dengue for its breeding.
He directed the managers of private housing societies to display banners at conspicuous places in addition to distributing pamphlets and brochures among the general public to sensitise the residents of housing colonies so that they could contribute their role in controlling dengue menace.
Chief Executive Officer (CEO) Health Dr Asfandyar said that 938 surveillance teams were active across the district and they detected dengue larvae at more than 31,000 sites during the current season. He said that anti-dengue team also educated people by arranging seminars and distributing informative leaflets. These teams were also guiding the people for draining out stagnant water from parks, green belts, empty plots, water coolers, water tanks, roofs, graveyards, etc. so that dengue could not be breed its larvae.
Deputy District Officer (DDO) Health Dr Azeem Arshad and Entomologist Khurram Kamboh also spoke on the occasion whereas Additional Director General FDA Abid Hussain Bhatti, Director Town Planning Asim Mehmood, Deputy Director Town Planning Ahmad Ibraheem, Assistant Director/Focal Person Muhammad Usman Ramay and others were present in the meeting.

They jointly expressed their commitment to strengthening ties, especially in the realm of cultural heritage, and affirmed their determination to broaden connections across various domains.
Minister Jamal Shah highlighted the potential for collaboration in various artistic fields to further strengthen the robust people-to-people bonds between Pakistan and Turkmenistan.
He also proposed the initiation of co-film production as an effective means of promoting art and culture.
Furthermore, Minister Jamal Shah announced the special invitation of Central Asian States to participate in the second phase of the China Pakistan Economic Corridor (CPEC) Cultural Caravan.
The ambassador and minister agreed to enhance cooperation in cultural exchanges and to continue discussions on topics of mutual interest.

OIC’s IPHRC denounces Indian, Israeli occupant forces’ persecution of Kashmiris, Palestinians

ISLAMABAD, Sep 18 (APP): The Organisation of Islamic Cooperation’s Independent Permanent Human Rights Commission (OIC-IPHRC) on Monday denounced blatant human rights violations committed by the occupant forces of Indian and Israel against the unarmed and innocent Kashmiris and Palestinians.

Commission Member of the OIC Independent Permanent Human Rights Commission, Aboudou Ramanou Ali in his statement at the 54th Session of Human Rights Council in Geneva lambasted the Indian and Israeli authorities for usurping the fundamental rights of freedom to trial and expression in the occupied disputed territories, a news release here said.

“On behalf of the OIC Independent Permanent Human Rights Commission (IPHRC), I take this opportunity to express our deep regret and condemnation of the cruel, inhuman and grossly illegal practice of arbitrary detention, termed as ‘Administrative detention, exercised by the occupying powers of Israel and India against the occupied innocent Palestinians and Kashmiri Muslims,” the commission member said.

Israel and India routinely use administrative detention and has over the years, placed thousands of Palestinians and Kashmiris behind bars for periods ranging from several months to several years, without charging them or to allowing them engage with their lawyers, he said adding, “This constitute denial of fair trial and due process of law which is a serious violation of their human rights.”

According to figures published by the Israel Prison Service, in March 2023, Israel was holding 1,017 people in administrative detention including children.

Similarly, in Indian Occupied Jammu and Kashmir, Indian security forces have abused the Public Safety Act of 1978 to detain innocent civilians, including women and children and journalists and human rights defenders, on vague and arbitrary grounds on the apprehension that they may ‘likely’ commit an offence, he mentioned.

He emphasised that the lives of these prisoners and detainees were under serious threat because of the inhumane and unjust conditions imposed by the occupation authorities which constituted serious violation of international human rights and humanitarian laws.

The commission, while reiterating its full support to the inalienable rights of the Palestinian and Kashmiri people, underscored the need to end the cruel and unjust practice of administrative detention which helped maintain a system of apartheid against Palestinians and Kashmiris, he added.

Caretaker Home Minister Directs to solve problems of masses

SUJAWAL, Sep 18 (APP):Caretaker Home Minister of Sindh Brigadier (R) has directed concerned officers to solve the problems of the people at the earliest. He expressed these views while addressing a public meeting at village Vakiyo Lotho, near Sujawal.
He said that the provision of basic facilities to the people was one of the top priorities of the Sindh government. Deputy Commissioner Abdul Wajid Sheikh, SSP Shehla Qureshi, and other officers were also present on the occasion.
Locals lamented the lack of infrastructure for health, education, and other necessities in the village.
On which the interim minister addressed certain complaints right away and promised to address other problems.
He directed all officers to do their best to solve the problems of the people without discrimination so that they could not face any kind of problem.
On this occasion, he also assured the Deputy Commissioner and SSP of his full cooperation in the construction and development of the district and in solving the problems of the people.

48th Int’l Seerat-un-Nabi Conference to highlight practical steps for economic prosperity in light of Sunnah

ISLAMABAD, Sept 18 (APP):The Ministry of Religious Affairs and Interfaith Harmony will host the two-day 48th International Seerat-un-Nabi Conference — Practical Wisdom for Economic Prosperity in the light of Sunnah — on Rabi-ul-Awwal 11-12 (September 28-29) in the Federal Capital.

Renowned Ulema and religious scholars, both national and international will address the conference to highlight the multiple aspects of the Sunnah Holy Prophet Muhammad (PBUH), besides tackling the contemporary issues confronting the Muslim Ummah.

The first day of the conference, will feature the distribution of awards for Seerat-related articles and books. The theme of current year’s competition for articles and books, is “Practical Wisdom for Economic Prosperity in the light of the Life of the Prophet Muhammad (Peace Be Upon Him).”

A total of 137 books and 94 articles on the theme have been submitted to the Religious Ministry. After thorough review and shortlisting by a committee of at least three experts, including professors with doctorates, a high-level apex body would eventually take a final decision about their publications.

The 66 recipients of shields, certificates, and cash prizes, will include 31 individuals receiving awards for books and 35 for articles.

The Religious Ministry has also planned to get standard articles on the Seerat-un-Nabi published for their placement at libraries in universities and research institutions across the country.

Naat Khawan will also recite Naat during the opening session of the conference.

On the second day, Ulema and scholars will highlight multiple aspects of the Holy Prophet’s (PBUH) life, particularly with reference to economic concepts, including economic stability, role of state, charity, and women participation in economy.

Electricity theft: a social crime hampering economy, agriculture production

PESHAWAR, Sep 18 (APP): Besides high inflation and price-hike, Pakistan is also confronted with the monster challenge of electricity theft, which is adversely affecting agriculture, the economy, and industrial and domestic consumers in Khyber Pakhtunkhwa.

The electricity theft either through direct hocks or tempering of meters has not only widened the demand-supply gap of electricity in Khyber Pakhtunkhwa but also had negative effects on business and agriculture activities besides affecting educational institutes and hospitals in remote and far-flung areas such as Bannu, DI Khan, Lakki Marwat and rural Peshawar due to Kunda culture.

“Electricity is a social as well as an economic crime that is not only hampering the national economy but also has a negative effect on the agriculture production and industries’ exports,” said Zilakat Malik, former Chairman, of the Economics Department, University of Peshawar while talking to APP on Monday.

He said the energy theft techniques including meters tempering, direct hooks (illegal connections) from transmission lines, physical destruction of energy meters/poles, and fake billing are causing instability in prices of perishable and non-perishable goods in open markets due to shortfall in agriculture and industrial produce besides increase power’s circular debts.

Besides Pakistan, he said that about 102 countries in the world were confronted with the grave problem of energy theft due to poor electricity infrastructure, political and economic uncertainty, corruption, and the Kunda mafia.

Citing reports, he said that electricity worth Rs380 billion had been stolen including Rs200 billion through direct hooks during 2022-23, and warned of Rs520 billion predicted electricity losses during the current fiscal year if decisive action has not been taken against black sheep in power distribution companies and big electricity thieves.

Dr Zilakat Malik said the past governments had increased tariffs in a bid to bring the level of power debt down while the real cause of circular debt is electricity theft and line losses. He said this speaks volumes about poor policy planning of the past successive regimes and the tendency to burden honest consumers for the crime committed by others, who go scot-free as theft takes place allegedly in connivance with staff of power distribution companies.

“The excessive load shedding has made our life miserable,” said Misal Khan, a retired information officer of Pabbi tehsil Nowshera district while talking to APP. “After every two hours, there is one hour of load-shedding in my village besides low voltage affecting law-abiding consumers,” he said.

He called for the use of the Whistleblower Act and the launching of a wide-scale public awareness campaign for the prevention of power theft and bill recovery. For this purpose, loudspeakers, and display awareness banners in streets, mohallas, markets, and union council level may be used besides the utilization of digital technology, social media platforms, TV channels, and newspapers.

Usman Islam, Spokesman of PESCO said that as per Govt directives, a grand operation against electricity stealers has been started across the province where thousands of illegal hooks were removed besides the imposition of millions of fines.

“We have adopted zero tolerance against power thieves, and cases against the accused were being registered after receiving complaints from SDO and field staff with the help of police and district administration,” he said.

PESCO has launched the special anti-theft campaign after the Khyber Pakhtunkhwa government’s task force on power decided about a large-scale crackdown on the people involved in stealing electricity including “big fish and influential mafia.”

The lists of factories, hotels, commercial plazas, wedding halls, shopping malls, shops, and illegal housing societies involved in power theft have also been prepared for the crackdown. “Like banks, shops, and houses robberies, electricity theft was also a serious crime that should be hated by society,” he said, adding besides three to seven years of rigorous imprisonment, a fine of Rs10 million or both could be imposed against electricity thieves.

“As evidence, a video of electricity thieves was being prepared with the help of cameras by the specialist staff for prompt legal action under the law. He said the accused who were caught handed over, were handed over to police.

The provincial government has already notified the formation of the task force and its enforcement committees at the tehsil and district levels to implement a multifaceted approach to effectively combat electricity theft and make recoveries from defaulters quickly.

Usman said the campaign for recovery of outstanding dues has been expedited in the province where 92per percent recovery was achieved this year due to the PESCO’s successful plans.

He said the protest was no solution to any problem rather consumers’ cooperation was required to save energy and curb power pilferage. Like other crimes, he said the people should also hate power theft and socially boycott electricity thieves.

Usman urged people to call 118 to share information against power thieves and their names would be kept secret.

He said Deputy Commissioners and District Police Officers were providing security to the PESCO staff during the ongoing crackdown, saying after seeing the intensity of the crackdown the power stealers have started removing direct hooks voluntarily.

As a law-abiding nation, it is our collective responsibility to cooperate with the staff of power distribution companies to curb power theft. That was the only viable option to get rid of load shedding and move the country on the road to economic prosperity.
