Global health crisis spurs call for universal coverage

UNITED NATIONS, Sep 19 (APP): Over 4.5 billion people worldwide lack coverage for essential health services, the UN health agency said on Monday, underscoring the need for stronger political commitment and increased government investment.

Moreover, two billion face severe financial hardships when paying out-of-pocket for necessary medical treatment, according to a joint World Health Organization (WHO)-World Bank report.

“The fact that so many people cannot benefit from affordable, quality, essential health services not only puts their own health at risk, it also puts the stability of communities, societies and economies at risk,” Tedros Adhanom Ghebreyesus, WHO Director-General, said in a statement.

“We urgently need stronger political will, more aggressive investments in health, and a decisive shift to transform health systems based on primary health care.”

This crisis poses a major threat to global health-related Sustainable Development Goals (SDGs) that aim to achieve universal health coverage for all by 2030.

According to the report, over the past two decades, fewer than one-third of countries globally have improved health service coverage and reduced the “catastrophic” levels of out-of-pocket health spending, which often exceed 25 per cent of household income.

To get back on track toward the ambitious goals, the report calls for substantial investments in the public sector by governments and development partners.

It emphasizes the need for a “radical reorientation” of health systems, prioritizing primary healthcare, enhancing equity and financial protection.

Reform is also vital to fully address the devastating impact of COVID-19 on health systems and the global healthcare workforce, while also bracing against the challenges posed by economic downturn, the report said.

Other factors include the consequences of climate change and shifting political priorities.

“We know that achieving universal health coverage is a critical step in helping people escape and stay out of poverty, yet there continues to be increased financial hardship, especially for the poorest and most vulnerable people,” said Mamta Murthi, Vice President for Human Development at the World Bank.

“This report paints a dire picture, but also offers evidence on ways to prioritize health in government budgets and strengthen health systems for greater equity in both the delivery of essential quality health services and financial protection.”

The report was released ahead of a UN General Assembly high-level meeting on Thursday, where world leaders are expected to renew their pledge to act and make universal health coverage a reality for all.

UN urges Taliban to uphold Afghan girls’ right to education

UNITED NATIONS, Sep 19 (APP): Marking the second anniversary of the Taliban’s ‘fatwa’ banning secondary education for girls, the head of the UN fund for education in emergencies has called on the world community to ensure that every girl in Afghanistan has an opportunity to learn.

“Denying education to girls is a violation of universal human rights,” Yasmine Sherif, Executive Director of Education Cannot Wait (ECW), said in a statement.

“The de facto authorities can do the right thing for the long-suffering people of Afghanistan by ensuring that every girl in Afghanistan can access quality education and contribute to rebuilding their war-torn country,” she added.

Ms. Sherif reported that 80 per cent of school-age Afghan girls are currently not in the classroom.

“That’s 2.5 million girls are denied their right to the safety, protection, opportunity of education – their inherent human right,” she said.

Education Cannot Wait (ECW) has expressed solidarity with all girls in Afghanistan who are courageously speaking up for the right to education.

The fund recently launched a campaign, #AfghanGirlsVoices, which will highlight the issue throughout the year.

“Together, we must ensure that, through education, every girl in Afghanistan can emerge from the shadows so they can contribute to a brighter future which every Afghan so deserves,” Ms. Sherif said.

ECW runs a multi-year resilience programme in Afghanistan that aims to support more than 250,000 children and young people across some of the most remote and underserved areas of the country.

It has appealed for urgent additional funding to fill a $30 million shortfall to fully implement the programme, and the $670 million required to fully finance a new strategic plan to reach 20 million crisis-affected children worldwide over the next three years.

Pakistan calls for 'Palestinian state

UNITED NATIONS, Sep 19 (APP): Pakistan has called on the international community to push for rekindling the hopes of peace in the ongoing Israeli-Palestinian conflict through a meaningful negotiating process.

“Millions of Palestinians in the Occupied Territories live under shadows of checkpoints, roadblocks, military siege and separation walls,” Foreign Minister Jalil Abbass Jilani told a meeting held to reinvigorate the peace process.

Any meaningful and viable negotiation process must run in parallel with the improvement in the lives of the Palestinian people,” the Pakistani foreign minister added.

The meeting, held on the sidelines of the 78th session of the UN General Assembly, was sponsored by Saudi Arabia, the Arab League, Egypt and Jordan.

Pakistan, he said, strongly supports the revival of a credible peace process to achieve the objective of two-state formula, involving the establishment of a sovereign Palestinian State, living alongside Israel, within recognized and accepted pre-1967 boundaries, with Al Quds al Sharif as it’s capital.

‘Unfortunately”, FM Jilani said, “the tragedy of Palestine continues, with Israeli military raids, airstrikes, expansion of settlements, evictions of Palestinians and violation of the status and sanctity of Al Quds al Sharif.

“The major hurdle for a long-term sustainable political process is the settlement activity by Israel in the Occupied Palestinian Territory. It violates international law, vitiates the atmosphere conducive for negotiations and mutes the voices of peace and compassion.”

In conclusion, he remarked: “Pakistan’s vision is for lasting peace for all the peoples of the Middle East, irrespective of religion, ethnicity and nationality.”

Jilani, Dutch FM agree to expand mutual cooperation in divers areas

NEW YORK, Sep 18 (APP):Caretaker Foreign Minister Jalil Abbas Jilani on Monday met with the Netherlands Foreign Minister Hanke Bruins Slot on the sidelines of 78th United Nations General Assembly UNGA session here.

During the meeting, they agreed to further expand mutually beneficial cooperation in energy, agriculture, water management and IT sectors.

PM Kakar arrives in New York to lead Pakistan’s delegation at UNGA

UNITED NATIONS, Sep 18 (APP): Caretaker Prime Minister Anwaar-ul-Haq Kakar flew into New York on Monday afternoon to lead Pakistan’s delegation at the 78th session of the United Nations General Assembly (UNGA), which opens tomorrow, with nearly 150 world leaders set to attend the annual event.

He was received at John F. Kennedy International Airport by Pakistan’s Ambassador to the UN, Munir Akram, Pakistan’s Ambassador to the United States, Masood Khan, Deputy Permanent Representative to the UN, Ambassador Aamir Khan, Consul General in New York, Aamer Ahmed Atozai, and other officials.

The prime minister is set to address the General Assembly on Sept 22, the first Pakistani caretaker premier to do so.

Massive security measures are in place in and around the UN complex for the Assembly’s high-level debate from Sept 19 to 26.

In his address, PM Kakar is expected to project Pakistan’s perspective on a range of regional and general issues of concern, including the Jammu and Kashmir dispute. He will also elaborate on the significant measures taken by his caretaker administration to consolidate the country’s economic recovery and efforts to mobilize domestic and external investment.

In addition, the prime minister will hold bilateral meetings with counterparts from various countries as well as with the heads of international organizations, philanthropic organizations and corporate leaders. He also has a number of media engagements.

Foreign Minister Jalil Abbas Jilani arrived on Sunday.

PM Kakar will apparently be the first interim prime minister to represent Pakistan at the UN General Assembly.

At a news briefing in New York last week, Ambassador Munir Akram said that PM Kakar will also participate in a sustainable development goals (SDG) summit during his visit to the UN headquarters.

The United Nations will convene the SDG summit in New York on Sept 18-19, on the sidelines of the Assembly session.

“The prime minister will be speaking about the mobilization of financing for SDGs,” Ambassador Ak­ram said.

The prime minister will also make a keynote at another summit on financing for development where “he will talk about how to mobilize private sector finance for development,” the Pakistani envoy added.

Indian Prime Minister Narendra Modi has chosen not to attend this year’s session. Instead his Foreign Minister S. Jaishankar will address the Assembly on Sept 26.

PM says he will fully present Pakistan’s stance on Kashmir issue in UNGA

ISLAMABAD, Sep 18 (APP):Caretaker Prime Minister Anwaar-ul-Haq Kakar has said that he would fully present Pakistan’s position on the Kashmir issue in the United Nations General Assembly.

He said the United Nations had already pledged to decide the fate of the disputed region of Kashmir through a plebiscite.

In his interview to a private news channel here on Monday recorded before his departure from Islamabad to the US to attend the 78th UNGA in New York, the prime minister said there were various separatist movements in India, including Khalistan, and Pakistan was also a claimant on the issue of Junagadh.

Replying to a question, PM Kakar said he was fully aware of the people’s difficulties who were extremely worried over the rising prices of petrol and other essential items. He said in Pakistan, the petroleum prices were determined on the basis of international prices. Unfortunately, he said, the prices in the international market were very high these days.

With respect to the taxation system in the country, the prime minister said people were facing problems due to a bad tax system that desperately needed to be improved. He said the rupee had stabilized in recent days due to better administrative measures.

When asked about the holding of general elections in the country, the prime minister said there was no question of not holding the elections as the Election Commission was making full preparations in this regard and was taking steps according to the constitution.

“It is our responsibility to support the Election Commission on the issue of funds and security.”

The prime minister said that under the constitutional procedure, the current caretaker government was formed as a result of joint consultation by the prime minister and the leader of the opposition. He said when the new government would be established, the power would be handed over to it immediately.

He said at present he had no case pending in the National Accountability Bureau (NAB). He said an inquiry against him in the NAB had been closed as it failed to find any of his properties.

He said he did not have any dealings with any of the Non-Government Organizations (NGO). He said he also had served as spokesperson of Balochistan without salary.

He pointed out that the salaries of the members of parliament, ministers and the prime minister were very low and needed to be equal to the judges of the Supreme Court so that Members of Parliament could fully participate in parliamentary proceedings.

PM Kakar said the government was fully focused on the welfare of the public and it was determined to use all out resources to resolve the problems of the people.

Furthermore, the prime minister said under Special Investment Facilitation Council, the government was providing incentives to the foreign investors to boost foreign direct investment in the country.

He said the government had launched a crackdown against the smugglers due to which the price of sugar and the dollar had come down. He said the Dollar rate against the Pakistan Rupee would further decrease in the coming days.

UNGA adopts declaration to accelerate Sustainable Development Goals (SDGs)

UNITED NATIONS, Sep 18 (APP): The UN General Assembly on Monday adopted a political declaration to accelerate action to achieve the “woefully off-track” Sustainable Development Goals (SDGs), which aim to drive economic prosperity and well-being for all people while protecting the environment.

“The SDGs aren’t just a list of 17 goals. They carry the hopes, dreams, rights and expectations of people everywhere,” UN Secretary-General Antonio Guterres told world leaders at the opening of a high-level forum at UN Headquarters in New York.

But he said that at this stage the SDGs are “woefully off-track halfway towards their 2030 deadline.”

World leaders adopted the SDGs in 2015, promising to leave no one behind. The goals include ending extreme poverty and hunger, ensuring access to clean water and sanitation, as well as green energy, and providing quality universal education and lifelong learning opportunities.

UN General Assembly President Dennis Francis noted that despite commitments, 1.2 billion people were still living in poverty as of 2022, and roughly eight per cent of the global population, or 680 million people, will still be facing hunger by the end of the decade. The international community cannot accept these numbers, he said.

“With concerted, ambitious action, it is still possible that, by 2030, we could lift 124 million additional people out of poverty and ensure that some 113 million fewer people are malnourished,” he said.

Each of the 17 goals contains targets, with 169 overall, but the Secretary-General warned that currently, only 15 per cent are on track, while many are going in reverse.

The political declaration “can be a game-changer in accelerating SDG progress,” he said.

It includes a commitment to financing for developing countries and clear support for his proposal for an SDG Stimulus of at least $500 billion annually, as well as an effective debt-relief mechanism.

It further calls for changing the business model of multilateral development banks to offer private finance at more affordable rates for developing countries, and endorses reform of the international finance architecture which he has labelled “outdated, dysfunctional and unfair.”

The UN chief highlighted the need for action in six critical areas, starting with addressing hunger, which he called “a shocking stain on humanity, and an epic human rights violation.”

“It is an indictment of every one of us that millions of people are starving in this day and age,” he added.

The Secretary-General said the transition to renewable energy isn’t happening fast enough, while the benefits and opportunities of digitalization are not being spread widely enough.

At the same time, too many children and young people worldwide are victims of poor quality education or no education at all, he continued, before shining a spotlight on the need for decent work and social protection.

Finally, he called for an end to the war on nature and “the triple planetary crisis” characterized by climate change, pollution and biodiversity loss.

“Cutting across all of these transitions is the need to ensure full gender equality,” he said. “It’s long past time to end discrimination, ensure a place at every table for women and girls, and to end the scourge of gender-based violence. “

Guterres highlighted the UN’s response to each area, including initiatives to transform global food systems so everyone can have access to a healthy diet.

Other efforts focus on boosting investment in the renewable energy transition, promoting internet access for all, creating 400 million new “decent jobs”, and extending social protection to over four million people.

The President of the UN Economic and Social Council (ECOSOC), Paula Narváez, was heartened by the adoption of the declaration, calling it a testament to leaders’ unwavering commitment towards implementing the SDGs.

ECOSOC is at the core of the UN system’s work on all three pillars of sustainable development – economic, social and environmental – and provides a platform for follow-up and review of the goals.

The two-day SDG Summit is the centrepiece of the UN General Assembly’s high-level week, the annual gathering of Heads of State and Government, and Ms. Narváez also pointed to two other events on the agenda.

She said the High-level Dialogue on Financing for Development will address the need for an international financial architecture that can respond to current needs and emerging challenges.

Meanwhile, the Climate Ambition Summit presents an opportunity for decisive progress on climate action and to raise the bar for more timely and targeted efforts.

“This week should serve as a turning point to rescue the SDGs,” she said. “We must not let this moment slip away.”

Commissioner Mirpurkhas take notice of increasing Malaria cases

Mirpurkhas, Sep 18 (APP):Commissioner Mirpurkhas Division Faisal Ahmed Uqaili took notice of increasing malaria cases throughout the division here on Monday.
According to the Commissioner’s office, a meeting was held here on the increasing Malaria cases, where he expressed concern and took notice of this issue, while it was decided that from today to spray against malaria and dengue throughout the division.
He directed the District Health Officer Mirpurkhas Dr. Jai Ram Das to make the wards established in the hospitals active in terms of prevention of malaria and dengue throughout the district.
The hospital staff should be alerted and whatever requirements there are related to the prevention of malaria should also be reported, he added.
He directed the Municipal Commissioner Rafiq Ahmed Sehar to issue a malaria and dengue prevention schedule to all the Town Chairmen on behalf of the Municipal Corporation and start spraying under their supervision from today in their respective UCs, adding that spraying will also be started in Tharparkar and Umerkot districts.
He also directed Deputy Commissioner Mirpurkhas Dr. Rasheed Masood to instruct all respective Assistant Commissioners to ensure the spraying of malaria and dengue in their respective tehsils along with the town chairman.
On this occasion, District Health Officer Mirpurkhas Dr. Jai Ram Das, giving details, said that 5250 malaria test samples were taken by the health department in the month of August, adding that 111 health centers have been activated across the district, some of which are private and under the supervision of PPHI, apart from this, there are 30 health centers which are working from 9 am to 8 pm.
He said, 25,000 mosquito nets have been distributed in the community with the help of 826 lady health workers and 36 lady health supervisors, and spraying work is carried out by the Health Department as well as the Local Government Department.
