Right to information still an ‘empty promise’ for billions: UN expert

UNITED NATIONS, Sep 28 (APP): The UN-appointed expert on freedom of opinion and expression has called for governments to strengthen efforts to close the “digital divide” and remove all barriers to the right to information.

“Without universal and meaningful connectivity for all, the right to information is an empty promise for billions of people around the world,” Irene Khan, the UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, said in her message to mark the International Day for Universal Access to Information, observed annually on September 28.

The focus this year is on the importance of the online space.

Ms. Irene Khan said the Internet is not equally available or accessible, which is “deepening existing inequalities and creating new inequities along lines of gender, geography, ethnicity, income and digital literacy, increasing the vulnerabilities of those most marginalised in society.”

She described the right to information as “the oxygen” without which neither democracy nor development can flourish.

The UN expert said access to information, whether online or off, enables people to be better informed and better equipped to participate in decision-making, thus improving the quality and sustainability of development outcomes

Additionally, by empowering citizens, civil society and the media to hold governments and companies to account, it makes democracy more meaningful.

Her latest report, published in April, revealed that many States have adopted laws on access to information, with some even recognizing access to the Internet as a legal right.

However, the “bad news” is that these laws often are not implemented effectively, she said. Various tactics are used to restrict or deny access to information, both online and offline, to investigative journalists, human rights defenders and other civil society representatives.

Ms. Khan reported that over the past five years, Governments in more than 74 countries have shut down or slowed down the Internet or blocked mobile communications for intermittent or prolonged periods.

These measures affected access to information and disrupted health, education and other essential services.

“Information, freedom of expression and active participation, online and offline, of youth, civil society and independent media are vital, whether to tackle global challenges, such as climate change and pandemics or to break age-old patterns of discrimination, exclusion and violence,” she said.

She added that both universal and affordable access to the Internet and access to information are “clear targets” of the Sustainable Development Goals (SDGs), the blueprint to a more just and equitable world.

Last week, world leaders gathered in New York for the High-Level Week of the UN General Assembly and attended the SDG Summit aimed at shoring up commitment to achieve the goals by their 2030 deadline.

She urged States to translate commitments made at the Summit into concrete action.

 

Ambassador of Uzbekistan calls on Jamal Shah

ISLAMABAD, Sep 29 (APP):Ambassador of the Republic of Uzbekistan to Pakistan Oybek Arif Usmanov called on Caretaker Federal Minister for National Heritage and Culture Jamal Shah here on Thursday.

Both sides agreed to focus on strengthening bilateral relations, enhance frequency of cultural exchanges as well as increasing high level contacts and exploring new avenues of cooperation in the field of cultural heritage.

They also discussed in details cooperation in cultural sphere, organization of bilateral cultural events, mutual promotion of tourism potential of Uzbekistan and Pakistan as well as on the reconstruction of the Abu Rayhan Al-Biruni’s Laboratory at Nandana Fort Jhelum.

Federal Minister Jamal Shah said that the two countries have always had friendly and brotherly relations, adding that there is significant potential for cooperation between the two countries.

The minister said that second phase of China Pakistan Economic Corridor (CPEC) Cultural Caravan would be organized, a month long voyage, traversing CPEC with an objective to showcase rich culture and trade potential of the region.

Jamal Shah said that all the Central Asian states including Uzbekistan would be specially invited to be part of CPEC cultural caravan which would play a key role in promoting regional and cultural connectivity.

Ambassador of the Republic of Uzbekistan to Pakistan H.E Mr. Oybek Arif Usmanov acknowledged the potential for cooperation in the field of culture and literary heritage and expressed his desire to undertake joint ventures on a progressive basis.

Pakistani school awarded 2023 UNESCO prize for ‘girls’ and women’s education’

ISLAMABAD, Sep 29 (APP):Pakistan Alliance for Girls Education (Islamabad) has been selected as one of the two laureates of 2023 UNESCO Prize for Girls’ and Women’s Education.

The Prize’s international jury considered the school as an excellent example of a highly successful, locally led initiative that is changing mindsets on girls’ and women’s right to education, a statement received here on Thursday said.

The Prize honours the outstanding contributions of individuals, institutions and organizations to advancing girls’ and women’s education, and showcases successful projects promoting best practices in the field. The award is a diploma and a cheque for $50,000 to further the project’s work.

The Award ceremony was held on Thursday in Beijing in the presence of DG UNESCO, Audrey Azoulay.

Caretaker CM constitutes inquiry committee on Sakrand incident

KARACHI, Sep 29 (APP):Caretaker Chief Minister Sindh Justice (R) Maqbool Baqar on Friday constituted a three-member “Inquiry Committee” headed by Commissioner Hyderabad to Inquire into the incident that took place in Sakrand Taulka of Shaheed Benazirabad district on September 28.
According to a notification issued here by Additional Chief Secretary Muhammad Iqbal Memon on Friday, on the orders of the Interim Chief Minister, a committee headed by Commissioner Hyderabad with DIG Police Shaheed Benazirabad and DIG Special Branch Karachi as its members to inquire into the incident took place in Sakrand Taluka of SBA district.
The committee will inquire into the subject matter to determine the reasons for the clash resulting in the loss of precious lives and injuries to law enforcement personnel, the notification stated.
The committee was directed to furnish its findings to the caretaker chief minister through the Home Department Sindh within 4 days.

Four Rangers personnel injured, three accused killed in exchange of firing

KARACHI, Sep 28 (APP):At least four Rangers personnel were injured, while three accused were injured in an exchange of firing during a joint operation of Pakistan Rangers Sindh and Police in Sakrand, Sindh.
According to a spokesman for the Rangers on Thursday, the operation was carried out based on information provided by an intelligence agency.
The operation was conducted jointly by Rangers and Police on the report of the presence of miscreants and criminals. Explosives and weapons were reported to be in the possession of high-profile suspects.
The accused, when they noticed forces approaching, opened indiscriminate firing, due to which four Rangers personnel were injured and three were killed in retaliatory action.

PUC terms terrorist attacks in Mastung, Hangu against Islam, humanity

ISLAMABAD, September 29 (APP):The Pakistan Ulema Council (PUC) on Friday expressed its vehement condemnation of the heinous terrorist attacks in Mastung and Hangu terming the acts against humanity, Islam, and Pakistan.
Pakistan Ulema Council Chairman Hafiz Muhammad Tahir Mahmood Ashrafi, Allama Abdul Haq Mujahid, Maulana Rafiq Jami, Maulana Nauman Hashir, Maulana Muhammad Shafi Qasmi, Allama Tahir Al Hassan, Pir Asadullah Farooq, Maulana Aslam Siddiqui, Qari Ismatullah Muawiya, Maulana Zubair Abid, Maulana Muhammad Aslam Siddiqui, Qari Abdul Hakeem Athar, Maulana Muhammad Aslam Qadri, Maulana Mubashir Rahimi, Maulana Abdul Ghaffar Farooqui, Maulana Ibrahim Hanafi, Mufti Syed Naseem Islam, Mufti Falak Sher, Mufti Rehmat Deen, Qari Kafayatullah, Maulana Nasir Haqqani, and Qari Faisal Ameen, under the banner of PUC, exchanged these views denouncing the conspiracies by international terrorist organizations, including support from external elements, to spread insecurity within Pakistan.
The council said the religious scholars and leaders, along with the general public, stood united against terrorism and extremism and pledged their full support to the national armed forces and security agencies in their unwavering efforts to eradicate terrorism and maintain peace.
Furthermore, the PUC emphasized that those who target innocent and defenseless civilians had no affiliation with any religion, especially Islam. The council highlighted that India, Pakistan’s perpetual adversary, had been involved in fomenting unrest in the region as it used international terrorist organizations to fuel instability, not only in Pakistan but also in countries like Canada, as evidenced by recent events.
The PUC recalled Pakistan’s successful efforts in exposing and dismantling international terrorist networks operating within its borders. The council reiterated its commitment to counter these sinister designs and pledged to continue their struggle against the enemies of peace and stability.
In conclusion, the PUC said Pakistan, its security institutions, political and religious leaders, and the resilient people were resolutely facing the challenges posed by terrorism and they remained determined not to let these conspiracies succeed in destabilizing their nation and region.

Govt taking steps to counter eye infections: CM

LAHORE, Sep 29 (APP):Punjab Caretaker Chief Minister Mohsin Naqvi has said the Punjab government is taking practical measures to counter the spread of eye infection.
Talking to the media outside the Services Institute of Medical Sciences (SIMS) Lahore, he said school closures was also part of the government measures to counter or slow down the eye infections ratio in Punjab.
Eye infection was now spread all over Pakistan, not only in Punjab, he added. He said there would be some improvement in the situation with passage of time.
The chief minister said that strict action was being taken against fake medicine manufacturers, irrespective of their status, adding that they all would be dealt as per law.
He added that complete revamping of the Services Hospital was likely to start on Oct 9 and for the purpose all necessary work had been completed.
He hinted that some elements in Services Hospital were mistreated the MS, saying that strict action would be taken against those who blackmailed the MS. He said equipment shortages was also a serious issue which would be addressed.
Caretaker Health Minister Dr Javed Akram, Chief Secretary Zahid Aktar Zaman, Secretary Heath Ali Jan Khan and others were present.

Chinese envoy hopes Pakistani leadership visit to China further enhance political mutual trust

ISLAMABAD, Sep 28 (APP): Chinese Ambassador to Pakistan, Jiang Zaidong Thursday expressed hope that the upcoming visit of Pakistani leadership to China for the third Belt and Road Forum for International Cooperation to be held next month will strengthen political mutual trust and strategic synergy between the two nations.

Addressing an event arranged to celebrate the 74th anniversary of the founding of the People’s Republic of China, he said, “China is ready to work with Pakistan to well prepare Pakistani leaders’ visits to China for the third Belt and Road Forum for International Cooperation, and hoped that it will further enhance political mutual trust, strengthen strategic synergy, and promote the implementation of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative in Pakistan.”

“We look forward to discussing cooperation and seeking common development with Pakistan and other partners” he added.

The ambassador said, “We are ready to work with friends from all walks of life in China and Pakistan, by implementing the important consensus reached by President Xi Jinping and Pakistani leaders as the guiding principle, building a closer China-Pakistan community with a shared future in the new era as the main line, and promoting high-quality development of the China Pakistan Economic Corridor (CPEC) as the major platform, to continuously consolidate, deepen and expand China-Pakistan all-weather strategic cooperation, to safeguard our common interests in the centennial change, and better benefit the two countries and our peoples” .

Jiang Zaidong said, “We are ready to deepen trade and investment cooperation with Pakistan, build an “upgraded version” of CPEC which is growth-oriented, innovative, livelihood-enhancing, green and inclusive. We are ready to assist Pakistan to transform its resource advantages into financial gains and development impetus, and constantly improve its ability to cope with short-term economic difficulties and achieve long-term independent development.”

He said China is ready to work with Pakistan to balance development and security, promote security cooperation and economic cooperation together, like the two wheels of bike going round and round, and earnestly protect people’s lives, property and legitimate rights and interests.

“We are ready to work with Pakistan to firmly support each other on issues of mutual core interests and major concerns, earnestly uphold international fairness and justice, and provide greater certainty and inject more positive energy into peace and development of the region and the world “he added.

The ambassador said that over the past 74 years, under the leadership of the Communist Party of China (CPC), the Chinese people have worked hard in unity and forged a path for socialism with Chinese characteristics.

“We have created two miracles: rapid economic growth and long-term social stability,” he added.

Jiang Zaidong said that particularly since the 18th National Congress of the CPC, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the China has secured historic achievements and undergone historic changes in the cause of the Party and the country.

“Now we are advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. We have won the largest battle against poverty in human history, succeeded in building a moderately prosperous society in all respects, and embarked on a new journey toward building a modern socialist country in all respects” he added.

The ambassador said that China followed the new development philosophy, formulate a new development paradigm and advance high-quality development.

From 2012 to 2022, he said, China’s GDP has grown from 54 trillion yuan to 114 trillion-yuan, accounting for 18.5% of the world economy, and contributing over 30% to global economic growth. Despite the sluggish global economic recovery, China’s GDP grew by 5.5% year-on-year in the first half of this year, the fastest among major economies.

He said, “We have implemented a people-centered philosophy of development, and put in place the world’s largest education system, social security system and health care system. Chinese people’s sense of fulfillment, happiness, and security continue to increase.”

Jiang Zaidong said, the China has pursued a more proactive opening-up strategy, and have become a major trading partner of over 140 countries and regions. The Belt and Road Initiative has become a public good welcomed by the international community.

The envoy said, “We firmly believe that with Comrade Xi Jinping being the core of the CPC Central Committee and the entire Party, and by following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Chinese people will continue to advance the great cause of building a strong country and achieving national rejuvenation.”

He said, the Communist Party of China not only seeks happiness for the Chinese people and rejuvenation of the Chinese nation, but also seeks progress for mankind and great harmony for the world. China’s development cannot be separated from the world, and the world’s prosperity needs China.

He said, this year marks the 10th anniversary of President Xi Jinping’s proposal of the “Belt and Road” Initiative as well as the 10th anniversary of the launch of the CPEC. “With his profound thoughts on the future and destiny of mankind, and the development trends of China and the world, President Xi put forward the BRI to promote worldwide win-win cooperation and common development.”

Jiang Zaidong said during the past ten years, more than 3,000 cooperation projects have been formed within the framework of the BRI, driving nearly one trillion US dollars in investment, creating 420,000 jobs for countries along the route, and lifting nearly 40 million people out of poverty.

The World Bank report estimates that by the year of 2030, the “Belt and Road” initiative will generate 1.6 trillion US dollars of revenue annually all over the world. The CPEC, as a pilot project of the BRI, has brought a total of 25.4 billion US dollars in direct investment, 155,000 direct job opportunities, 510 kilometers of expressways, 8,000 megawatts of electricity and 886 kilometers of core transmission grids to Pakistan, injecting strong momentum into Pakistan’s economic and social development, becoming a vivid symbol of China-Pakistan all-weather friendship.

ISLAMABAD, Sep 28 (APP):Senior leader of the Pakistan Peoples Party and former advisor on Kashmir Affairs, Qamar Zaman Kaira, said on Thursday that the PPP is demanding an exact schedule from the Election Commission of Pakistan (ECP) for holding general elections in a transparent manner.

Talking to a private television channel program, he said there had been consensus among the political parties to complete the census and delimitation process so that the next elections could be held in a proper manner.

We have asked ECP to organize free and fair elections without delay, he said. In reply to a question about ambiguity in the general elections, he said his party is insisting on the election commission to announce a time frame and exact date so that we can participate in the elections with full preparation and without ambiguity.

PM arrives Royal Terminal, Jeddah

JEDDAH, Sep 28 (APP):Caretaker Prime Minister Anwar-ul-Haq Kakar on Thursday arrived the Royal Terminal at Jeddah airport.

Chief of Royal Protocol in the Makkah Region Ahmed Bin Zafar warmly welcomed the prime minister.

Consul General of Pakistan in Jeddah Khalid Majid and other senior officers from the Consulate General of Pakistan were also present at the airport. Soon after his arrival, the prime minister proceeded to Makkah to perform Umrah.
