ISLAMABAD, Sep 28 (APP): Acknowledging China’s remarkable economic achievements Chairman Senate Muhammad Sadiq Sanjrani Thursday commended China for lifting around 800 million people out of poverty—a feat unparalleled in history.

ISLAMABAD, Sep 28 (APP): The Chairman Senate Muhammad Sadiq Sanjrani, here on Thursday highlighted the importance of strengthening parliamentary ties between Pakistan and the United Kingdom to facilitate mutual learning and collaboration.

The chairman expressed these views during a meeting with a delegation from the British Parliament.

The delegation included Shadow Minister and MP Naz Shah, Sam Terry MP, Andrew Gwynne MP, and Raja Najabat Hussain, Chairman of the Jammu and Kashmir Self Determination Movement International (JKSDMI).

During the meeting, both parties engaged in constructive discussions regarding a range of topics aimed at strengthening bilateral relations.

The historic relations between Pakistan and the United Kingdom were revisited, underscoring the importance of the enduring bond between the two nations.

Both Sides emphasized the need for enhanced bilateral cooperation in Trade and Economy.

Govt takes proactive measures to stabilize economy: Finance Minister

ISLAMABAD, Sep 28 (APP): Caretaker Minister of Finance, Revenue and Economic Affairs Division, Dr Shamshad Akhtar on Thursday said the caretaker government has taken proactive measures to stabilize the economy and build market confidence.
The government’s stabilization efforts are anchored around the IMF stabilization package, he said in a briefing to the Senate Committee on Faience and Revenue which met in the Parliament House, said a press release issue here.

The Minister said that the IMF disbursed $ 1.2 billion in July 2023.
She said this has also led to the disbursement of $ 3bn in bilateral assistance (KSA $ 2bn, UAE $ 1bn).

As a result, the SBP FX reserves have increased to $ 7.6bn (1.5 months of import cover) in September, from $ 4.5bn (0.9 months of import) in June.

She said the government has normalized trade and investment flows.
“We have removed the import ban that badly impacted the availability of raw materials for the industry. The government has relaxed import restrictions, leading to the opening of L/Cs for imports and the backlog of import payments (Jan-Jul) has now been cleared.”
Similarly, foreign investors have been allowed to repatriate profits (withheld since 2022), with $ 49.2 million repatriated during Jul-Aug, an increase of 74 percent.

The caretaker government has taken appropriate actions to stabilize the volatility and speculation in the exchange rate market.

Actions taken by SBP on exchange companies and crackdown against illegal transactions have helped to reduce the spreads between interbank and open market, she said.
As a result, the PKR has strengthened to 289 against the US$ in the interbank market, an appreciation of 6.4 percent from 307.1 (05th Sep). In the open market, PKR has strengthened 13 percent by 290.

She said the spread between the interbank and open market has declined to less than 1 percent (from over 9 percent).

The caretaker government has worked to fast-track the concessional project and program loans from the multilateral institutions (WB, ADB, IsDB, AIIB).

The government is working to bring back remittances through the banking channels and have launched the SohniDharti initiative, providing Rs 80bn budget allocation to banks to increase remittances, of which Rs 20bn has been disbursed. We are targeting $ 32 billion in remittances in FY24 (from $ 27bn in FY23).

The Minister said the SBP has issued approvals for 5 Digital Banks, while the RAAST person to merchant (P2M) online payment system has also been launched in Sept. These steps will enhance financial inclusion and support growth.

She said that PSX has rallied 3 percent in the month of September 2023, with record profits by banks and energy companies.

Steps are being taken to tackle inflation, with the government not passing the entire burden of increase in power and gas tariffs to the public. Around Rs 1 trillion in subsidies is budgeted in FY2024, she informed.

Dr Shamshad Akhtar said the inflation has declined to 27.3 percent in August, down from peak levels of 38 percent in May 2023. SBP forecasts inflation to decline sharply in 2024 due to the improved agricultural output, and administrative measures taken to curb volatility in the FX markets. SBP has projected 20-22 percent average inflation for FY24 from 29.2 percent in FY23.

In the current fiscal year, BISP coverage expanded to 9.3 million households (from 8mn), and cash assistance enhanced to Rs 8,750 per quarter (from Rs 7,500).

The caretaker government has adopted the whole of the government approach to doing business and has strengthened institutions to tackle multiple challenges.
She said that The Ministry of Finance has been assigned the responsibility to coordinate policy and actions across all Economic Ministries for the Economic Revival Plan.
The minister said that the Economic Coordination Committee of the Cabinet (ECC), ECNEC, Cabinet Committee on SOEs, and CC Privatization has all become operational.
Cabinet meetings are held on a regular basis and all decision-making rests with the Cabinet.
The federal government is working closely with the provincial governments to enhance coordination and reduce overlap of responsibility and resources, she said.
Meanwhile, talking on Inflationary measure, she said that ECC also oversaw and monitored the prices of essential food items and the Independent Monetary Policy Committee implementation of the inflation targeting mechanism was also adopted.
The recent reforms made to the Exchange companies have helped to reduce volatility in the markets, which is positive for the inflation outlook, she said.
However, the main cause of inflation is the structural problems (Public Debt, Energy Circular Debt, Trade deficits). It is imperative that corrective fiscal action is taken on an urgent basis to reduce inflation.
The Minister said that during FY2024, significant enhancement in budget allocation for Social safety nets including cash transfers under BISP.

KARACHI, Sep 28 (APP): Canadian High Commissioner to Pakistan, Leslie Scanlon along with Commercial Counselor Michael Lazaruk and Trade Commissioner Athar Abbashere on Thursday paid a visit to Pakistan Stock Exchange (PSX).

The Managing Director and CEO PSX Farrukh H. Khan, along with PSX Board member, Nadeem Naqvi and the PSX management team held a meeting with visiting Canadian diplomats and discussed matters of mutual interest pertaining to
the economy as a whole and the capital markets in particular.

The trade and economic team from the High Commission of Canada was also present in the meeting which enabled a discussion on further development of trade between Canada and Pakistan.

The distinguished guests were given a tour of the Exchange, in particular the Trading Hall of the Stock Exchange. They also ceremoniously struck the gong to mark their visit to Pakistan Stock Exchange.

Senate body expresses concerns about sale data on dark web

ISLAMABAD, Sep 28 (APP): The Senate Standing Committee on Information Technology and Telecommunication Thursday expressed concerns about the sale of Pakistani public data on the Dark web and instructed the safeguarding of public data, including NADRA and banks.
Chairman of the Committee Senator Kauda Babar offered legislative support if needed for the production of data.
The official of the Ministry stressed the need for establishing the Computer Emergency Response Team (CERT) to combat cyber threats and called for public awareness on the cyber security in Pakistan.
The official also briefed the Committee on the National Cyber Security Policy (NCSP) approved in July 2021.
Senator Afnan Ullah Khan emphasized the importance of penetration testing through ethical hacking, an important step for ensuring data protection.
The Committee also received a briefing from the CEO of IGNITE regarding its initiatives across the country.
IGNITE has successfully established eight National Incubation Centers (NICs) in Pakistan, generating Rs 15 billion in revenue, creating 128 thousand jobs, and incubating over 1400 startups.
The Chairman of the Committee commended the IGNITE for its role in enhancing the startup ecosystem and urged the establishment of NICs in more cities, especially in Balochistan, to benefit the youth in that region.
Additionally, the Committee was briefed on the NTC infrastructure and services in Sindh and Balochistan. NTC, the official telecom and ICT service provider to the Government of Pakistan, manages 128 thousand connections and has established multiple data centers across the country.
Senator Kauda Babar expressed reservations about the high rates and quality of service provided by NTC, urging improvements and offering legislative support, if needed.
The Chairman also lamented the delay in the installation and provision of National Mobile Roaming Services, despite the allocated funding from USF.
He directed to expedite the process, especially in Balochistan, to address connectivity issues faced by the people.
The meeting was attended by Senators Afnan Ullah Khan, Rubina Khalid, Sana Jamali, Seeme Ezdi, Sania Nishtar, Shahdat Awan, Secretary Ministry of IT and Telecommunication and CEOs of NTC and IGNITE.

He said, “It is the Holy Prophet (PBUH)’s perfect teachings and practical model which guide the Muslim Ummah in all spheres of life and also guide them to overcome socio economic challenges.

Raja Pervez Ashraf said that the Holy Prophet (PBUH) has been a torch bearer to whole mankind.

He emphasized that every human society can achieve goals of progress and prosperity by implementing teachings of the Holy Prophet (PBUH).

He said, “Tolerance and forbearance practiced and taught by the Holy Prophet (PBUH) are essential to create pluralistic society.”

He expressed that Pakistani society needs practical implementation of teachings of the Holy Prophet (PBUH) for harmony and national unity.

World Rabies Day: Dog sterilization centers opened in three KMC hospitals : Mayor Karachi

KARACHI, Sep 28 (APP): Mayor Karachi Barrister Murtaza Wahab has said that dog sterilization centers had been opened in three KMC hospitals because Rabies problems can be solved by sterilizing dogs.

He said this while talking to media at his participation as chief guest in the awareness walk organized jointly by KMC , Indus Hospital, Infectious Disease Society Pakistan, Dow University of Health Sciences, CDR Health Department Government of Sindh at People’s Square on the occasion of World Rabies Day on Thursday.

The Mayor Karachi said that anti-rabies injection should be done immediately instead of home remedies for dog bites.

Municipal Commissioner Syed Afzal Zaidi, Mayor Karachi’s Representative for Political Affairs Karamullah Waqasi, from Indus Hospital Dr. Naseem Salahuddin, Aftab Gohar, Dr. Talat Rumi and Dr. Saqib Ali Sheikh were also present while doctors, experts, teachers with large number of students and citizens participated in the walk.

Barrister Murtaza Wahab said that on the occasion of International Rabies Day, we decided to organize an awareness walk in Karachi. He said that the sensitivity of this problem felt on watching a video of a child in Hyderabad who was in a lot of pain and could not be rescued. We want such an incident not to happen to anyone else. If such an incident happens to anyone, immediately go to the nearest hospital and get vaccinated, he added.

He said that the government of Sindh was taking measures to prevent dog bites under the rabies control program. It is possible to prevent the disease caused by the rabies virus as this disease causes brain inflammation when the virus in the saliva of rabies infected dogs is transmitted to an infected person through a bite, he said.

He said that studies had shown that not every dog was infected with rabies, however, it was a life-threatening disease and prompt diagnosis was essential for prompt treatment.

He said that public awareness of this disease was necessary, therefore, in the light of the experiences at the global level, the breeding of dogs must be controlled on a scientific basis, the scope of the dog bite control program will be expanded where their reproductive system is paralyzed and anti-rabies injections are administered.

On this occasion, Dr. Naseem Salahuddin of Indus Hospital said that more than two hundred cases of rabies are reported every day. Children are attacked, the disease occurs four to six weeks after a dog bite.

BEIJING, Sept 28 (APP): Chinese President Xi Jinping on Thursday called on the nation to firm up confidence and strive in unity in the relentless endeavor toward building a strong China and realizing national rejuvenation.

“Our strength comes from unity and confidence is more valuable than gold,” said Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, at a grand reception held in Beijing to celebrate the 74th anniversary of the founding of the People’s Republic of China, CGTN reported.
