Balochistan Information Minister announces three days mourning in province

QUETTA, Sep 29 (APP): The Balochistan Information Minister Jan Achakzai on Friday announced three days of mourning throughout the province over the tragic blast incident Mastung.

The purpose of mourning was to express solidarity with the families of the martyrs.
“National flags will remain at half-mast on government buildings during the three days of mourning, he said.

Minister Jan Achakzai said rescue teams have been dispatched to Mastung.
He added the critically injured persons are being transferred to Quetta and that an emergency has been imposed in all the hospitals.

He said that the enemy wants to destroy religious tolerance and peace in Balochistan with foreign blessings.

He said the chief minister has ordered the law enforcement agencies to take full action against the elements involved in the blast and those who facilitated them.
He said details of casualties from the explosion will be released soon as they have been shifted to hospitals.

The provincial government will provide the best treatment facilities to the injured, he added.
The teams of police, PDMA, health department, and other organizations were present at the place of the explosion.

ISLAMABAD, Sep 29 (APP): In bustling metropolitan settings, where the commotion of daily life seems never-ending, a quiet tragedy often goes unnoticed — the death of countless birds’ lives owing to a lack of food and water on rooftops.

While the concrete jungles of cities like Karachi, Lahore, and Islamabad continue to grow, natural bird habitats are shrinking necessitating residents to step in and bridge the gap between urbanization and wildlife conservation.
The increasing urbanization of Pakistan has resulted in the development of high-rise buildings and apartment complexes. While these developments offer people shelter and convenience, but they also pose a severe threat to the bird population.
Birds, particularly sparrows, pigeons, and mynas, have long used roofs as safe havens for nesting and feeding. However, as green places diminish and concrete constructions advance, these birds are left with little options for survival.

Rooftops, with their wide expanses and easy access to sunshine, are critical in providing birds with a replica of their natural habitat. Unfortunately, most people are unaware of the importance of their rooftops in sustaining a healthy urban ecosystem. Failure to provide food and water for birds on rooftops can have serious effects.

Water scarcity is a significant concern in many parts of Pakistan, and this scarcity extends to the avian population. Birds rely on readily available water sources for drinking and bathing, and rooftops can provide a haven in this sense.

Residents may guarantee that birds have a place to quench their thirst by placing shallow containers filled with clean water on their rooftops, especially during the hot summer months. Similarly, putting tiny containers of grains or bird feed on rooftops can save lives. Birds require a regular source of food to sustain their chicks, especially during mating seasons. Rooftops might be the ideal location for inhabitants to feed their feathery friends.

Fortunately, some Pakistani individuals and organizations are making an effort to address this issue. Rooftop bird feeding and watering programs, for example, are gaining support in the community. These initiatives not only help to restore the bird population but also instill in inhabitants a sense of duty and environmental awareness.

Another alarming need of the time is that we should also raise our children by inculcating in them the habit of giving food and water to this beautiful creature of Allah the Almighty.

Laiba Zainab, a climate reporter and activist told APP, “Climate change was a worldwide concern. Pakistan is also suffering from climate change, which is wreaking havoc on the country’s ecosystem. We are forcing birds to migrate if we do not keep food outside or on the roof of the house.”

She said, “Climate change affects our lives that we the humans need to keep hydrated and have food; similarly, birds require these necessities for their survival. If the birds are not provided with enough food and water to survive they may die or migrate to other places.”

Abira, a bird lover, stated that it was once normal practice to keep food and water bowls on rooftops for birds, but this practice is no longer prevalent, resulting in the deaths of the birds. “I adore birds. My first practice after waking up in the morning is to fill the dish with food and water for flying birds.”

 

President, PM strongly condemn Mastung blast

ISLAMABAD, Sep 29 (APP): President Dr Arif Alvi and Caretaker Prime Minister Anwaar-ul-Haq Kakar on Friday strongly condemned the blast that took place in Mastung, near the Eid Miladun Nabi (PBUH) procession.

Expressing their deep grief over the loss of precious lives, they sympathised with the victims’ families.

The president and prime minister prayed to Allah Almighty for peace of the departed souls and strength for the bereaved families to bear the loss with fortitude.

Praying for the early recovery of the injured, they directed the authorities concerned to provide the best possible medical facilities to them.

Prime Minister Kakar reiterated that the government was fully resolved to eliminate terrorism from the country.

ISLAMABAD, Sep 29 (APP):Caretaker Prime Minister Anwaar-ul-Haq Kakar said that it would not be in the caretaker government’s control if Pakistan Tehreek-e-Insaf chief Imran Khan was legally barred from elections by the courts, after exhausting all of his legal remedies.
“The fate of Imran Khan is not final (as yet). There are judicial remedies available to him… And if all the options are utilised judicially, then yes, there is a possibility that he may legally be barred from that process which is beyond the control of the caretaker government,” the prime minister said in an interview with BBC HARDtalk during his visit to London.
Also regarding Pakistan Muslim League-Nawaz Quaid Nawaz Sharif and PML-N president Shehbaz Sharif, he reiterated that if any individual was barred from the elections, it would not be due to executive decision as that could only be through judicial outcome.
He said that being the caretaker prime minister, he could not undo the judicial outcomes. Asked whether Nawaz Sharif would be arrested on his return from London, he said the law enforcement agencies would have to deliberate whether he had protective bail or any other legal remedies available.
In another interview with BBC Urdu, the prime minister said in the case of Nawaz Sharif, the law should take its course as he went abroad on a court order.
However, he said he did not foresee any agitative behaviour on Nawaz Sharif’s arrest as instead of indulging in agitative politics, the PML-N leadership would prefer to take part in the elections.
He told the interviewer that PTI as a political party was not barred from participating in the elections.
“If an individual is charged with riots, vandalism, arson and instigating people for violence, the laws of the land are there to counter this behaviour,” he commented.
On a similar question by BBC Urdu, he assured that there would absolutely be no harshness against PTI.
However, those found involved in violence would be dealt with as per law. Such a people could be just 1500-2000 in numbers, out of 250 million population.
The prime minister reiterated his government’s resolve to steer the country out of prevailing challenging and difficult times and hold free and fair elections.
“I am pretty much confident that upcoming elections will be free and fair. I am confident that we will achieve all indicators of transparent elections,” he remarked.
Rubbishing Imran Khan’s allegations against the military, he said the same military worked hand in glove with PTI chief during his government and that he used to famously take credit for hybrid arrangements.
To a question, the prime minister said Pakistan had lost over 90,000 lives in the war against terrorism as the country had to take the mess on its own after all including the NATO and ISF left the region.
He said Pakistan’s military and paramilitary forces were doing a “fantastic” task of dealing with terrorism.
About the challenge of renewed attacks, he said those were due to the added gadgetry left by US and UK after the drawdown.
He said the Afghan army of 300,000 was armed with the latest equipment and after the withdrawal, those arms and equipment were sold in the black market.
He said Pakistan was dealing with the TTP on its soil but their asylum in Afghanistan was part of the problem.
About his government’s economic priorities, Prime Minister Kakar said they had cracked down on illegal trade of currency and hoarding. The government will also go for the privatization of state-owned entities like Steel Mill, PIA and Power Discos.
He told the BBC Urdu that holding the elections within 90 days was the Election Commission’s mandate; however, he cited Article 254 of the Constitution saying that anything not done within the prescribed period was not tantamount to being unconstitutional or illegal.

ISLAMABAD, Sep 29 (APP): Caretaker Interior Minister Sarfaraz Ahmed Bugti on Friday addressing at Seerat-ul-Nabi Muhammad (peace be upon him) conference said that 12 Rabi-ul-Awwal is a day of mercy for the whole world.
Welcoming all scholars and delegates from all over the country to the conference, Bugti said that the image of the state in Islam is a gift given by the Holy Prophet (pbuh).
He said that the human character only makes the society better but the main problem in the society is corruption which must be eradicated as the corruption has hollowed out the roots of the country.
Bugti said that according to Islamic traditions, commercial rules will have to be formulated because progress is possible only by following the principles given by the Holy Prophet (pbuh).
In the present era, the role of scholars is very important, said the minister adding that Pakistan is a nuclear power that will not be allowed to weaken. Foreign policy was destroyed under organized conspiracy, he added.
He said, there was a conspiracy to weaken the country through extremism in the name of religion but the fact is that the minorities have religious freedom in Pakistan and they are living peacefully.
“We are all Muslims and Pakistanis,” said Bugti.
He urged the scholars to project the life and character of the Holy Prophet (pbuh) into society.

Islamabad Police Khidmat Markaz issued 73,378 General Police verification certificates

ISLAMABAD, Sep 25 (APP):Police Khidmat Markaz of Islamabad Capital Police (ICP) has facilitated citizens with different services like issuance of character certificates, foreigners’ registration, registration of tenants and domestic servants.
Following the special directions of Islamabad Capital City Police Officer (ICCPO) Dr. Akbar Nasir Khan said that the Islamabad capital police was taking all possible steps to provide maximum facilities to the citizens adding that several steps have been taken by the police in this regard, a police public relations officer said on Friday.
He said that Police Khidmat Markaz has received 73,563 applications for a general police verification certificate during the ongoing year. On which 73,378 general police verification certificates were issued to the citizens after complete verification by concerned police stations while the work on the remaining applications was under process.
For general police verification certificates, applicants must bring his/her original CNIC. In case, the Islamabad address is not mentioned on the applicant’s CNIC, he must bring residential proof or rental agreement.
For citizen’s facility, police mobile facilitation van service has also been working, while Khidmat Markaz in various areas including sectors F-6, G-10/4, H-11, Bani Gala, Swan Garden, Khanna and at different police stations were also facilitating the citizens.
ICCPO Dr Akbar Nasir Khan said that well-trained staff have been appointed there who are providing the best services to Pakistani nationals and foreigners. Such steps would improve the trust of people in the police.

ADB Capital Management Reforms unlock $100 bln in new funding

ISLAMABAD, Sep 29 (APP): The Asian Development Bank (ADB) on Friday approved capital management reforms that unlock $100 billion in new funding capacity over the next decade to address the region’s overlapping, simultaneous crises.

The expansion of available funds will be further leveraged through mobilizing private and domestic capital to move from the billions to trillions required to tackle the climate crisis.

The reforms were introduced through an update of ADB’s Capital Adequacy Framework (CAF), according to ADB press statement received here.

They expand the bank’s annual new commitments capacity to more than $36 billion—an increase of approximately $10 billion, or about 40%. The expansion is achieved by optimizing ADB’s prudential level of capitalization while maintaining its overall risk appetite.

The reforms also create a Countercyclical Lending Buffer to support ADB developing member countries (DMCs) facing unexpected crises.

The measures, which will enable ADB to provide up to $360 billion of its own financing to its DMCs and private sector clients over the next decade, are designed to ensure ADB maintains its AAA credit rating and its ability to provide DMCs with funding at low cost and with long maturities.

The reforms further safeguard ADB’s AAA credit rating through the introduction of a recovery plan that would prevent capital erosion during periods of financial stress. ADB’s capital adequacy framework is reviewed every 3 years.

“These important reforms will significantly expand ADB’s ability to support a broad range of critical development efforts across Asia and the Pacific, including greater concessional resources for our vulnerable members,” said ADB President Masatsugu Asakawa.

“Our decision today is part of ADB’s response to the call for multilateral development banks (MDBs) to do more with our resources and faster,” he said adding these resources would help the region manage a complex set of overlapping crises, address gender inequality, and provide for basic needs in the context of the existential challenge of climate change.

“This extra lending power will be extended and leveraged further by renewed efforts to mobilize private and domestic capital and maximize the impact of our work,” the ADB president added.

Private capital mobilization will play a critical role in leveraging billions to trillions, by expanding private sector involvement in the development agenda.
Upstream actions will help improve macroeconomic policy and the institutional and enabling environment for private sector investment, spurring increased domestic and foreign investment.

Midstream advisory support will help create project pipelines and prepare bankable projects that can attract private sector investment. Downstream financing will be structured to crowd in private capital in development projects, including de-risking for the private sector.

Upstream enablement, and mid and downstream mobilization, will leverage ADB’s balance sheet, multiplying the resources available for the region’s development.

The statement added that economies must also mobilize more tax revenue, modernize tax authorities through digitalization, and cooperate to ensure a fair and well-functioning international tax system.

Domestic resource mobilization is vital in the effort to address debt sustainability and to achieve the Sustainable Development Goals, it said adding ADB established the Asia Pacific Tax Hub in 2021 to provide an open and inclusive platform for strategic policy dialogue, knowledge sharing, and development coordination among ADB, its members, and development partners.

Asia and the Pacific’s poor and vulnerable are acutely exposed to escalating and interconnected crises that jeopardize their health, educational outcomes, and livelihoods.

An estimated 155 million people, or 3.9% of the region’s population, lived in extreme poverty in 2022 and many, in particular women, face a cost-of-living crisis that has made food and other essential commodities and services unaffordable.

The updated CAF is the latest of several initiatives by ADB to increase its lending capacity. In May, ADB established the Innovative Finance Facility for Climate in Asia and the Pacific (IF-CAP), which allows donors to guarantee parts of the existing sovereign loan portfolio on ADB’s balance sheet, thereby releasing capital for new climate projects.

ADB has also entered into sovereign exposure exchange agreements with other MDBs to reduce portfolio concentration risks and leads the MDBs’ participation in the International Finance Facility for Education.

Sarfaraz Bugti strongly condemns the blast in Mastung

ISLAMABAD, Sep 29 (APP):The caretaker Interior Minister Sarfraz Bugti Friday strongly condemned the blast near Madina Masjid in Mastung and expressed deep sorrow and regret over the loss of precious lives.
He said that the attack on innocent people who came to participate in the procession of Eid Milad-ul-Nabi was a heinous act.
“Terrorists have no religion,” said Sarfraz Bugti.
 “All resources will be utilized in rescue and relief operations,” he said.
He said that no effort would be spared in treating the injured.
The minister further said, “The terrorist elements do not deserve any concession and the government is following zero tolerance policy to deal with terrorists.”

Eye Flu:15,105 new cases reported in Punjab

LAHORE, Sep 29 (APP):Punjab has seen a significant rise in conjunctivitis cases with a total of 15,105 new infections reported over the past 24 hours across the province.
According to a report issued by the Primary and Secondary Health Department of Punjab here on Friday,during the current year,so far 379,690 cases of eye infections were reported across 36 districts of Punjab.
Lahore, the provincial capital, reported  916 new conjunctivitis cases during the last 24 hours,while Bahawalpur reported 3,324,Multan 1,217 , Faisalabad 1,827 and Rawalpindi reported 242 new cases of eye flu.
The Healthcare Department advised that conjunctivitis typically resolves on its own within 8 to 10 days. To reduce the risk of infection and aid recovery, it was recommended to maintain proper eye hygiene, including regular washing with clean water, protection from intense sunlight and shielding from dust and dirt.
Furthermore, individuals with eye infections should keep their clothing and towels separate from those of others to prevent potential transmission.

US lawmaker’s move in Congress seeking to bar aid to Pakistan defeated

WASHINGTON, Sep 29 (APP): A Republican lawmaker’s proposal to cutoff funds to Pakistan on the ground that some of its policies have been contrary to U.S. interests was roundly defeated in the House of Representatives, an action welcomed by Pakistani Ambassador Masood Khan.

Tennessee Congressman Andy Ogles had earlier this month moved an amendment to the State, Foreign Operations, and Related Programs Act, 2024 seeking to prohibit assistance to Pakistan.

However, the move collapsed in the 435-member House where Republicans have a majority.

The final tally was 298 members — both Democrats and Republicans — voting against Congressman Ogles’s amendment, while 132 cast ‘yes’ votes, an overwhelming rejection of the anti-Pakistan move.

Preceding the vote was an intense debate during which Democratic Congresswomen — Sheila Jackson Lee and Barbara Lee — vigorously opposed Congressman Ogles’s proposal, and called for maintaining U.S. assistance to Pakistan.

Ms. Jackson termed the move as misguided, saying “What my colleague speaks of does not reflect government and people of Pakistan” as over the decades both countries have built a multifaceted and diverse relationship driven by cooperation in areas such as defence, counterterrorism, trade, investment, agriculture, energy, climate, health, and education.

“During the intense phases of the Afghan war, many Pakistani soldiers lost their lives fighting terrorism.” Ms.Jackson said.

“Our cooperation, she said, was rooted in our shared democratic values. “Today, the bilateral relationship is moving in the right direction.”

Congresswoman Barbara Lee said it was essential to maintain stability in the region, address extremism and promote peace and security.

“Our aid and assistance to Pakistan is not just strategically significant but is also a reflection of our humanitarian concern for those who’ve suffered from such devastation”, referring to the climate-induced floods in Pakistan,

In the fiscal year 2024, $135 million had been earmarked for Pakistan which would be spent for economic support, counter narcotics, military education and training, counter terrorism and a health programme.

Promoting his proposal, Congressman Ogles criticized former Prime Minister Imran Khan for welcoming the Taliban’s victory in August 2021 and praising them for breaking the shackles of slavery.

In his rambling speech, he also leveled baseless accusations against Pakistan dating back to the period before 2021.

Contacted by APP After the rout of Ogles’s proposal, Ambassador Masood Khan expressed his thanks to all US lawmakers who voted against the amendment and stood for bolstering Pakistan-US ties.

“Pakistan-US relations are on a positive, ascending trajectory and are poised to grow in all fields,” the Pakistani envoy said. “Such moves can’t create disruption or distraction; both sides will stay the course.”
