Pakistan to play Bhutan in SAFF U19 C’ship on Wednesday
ISLAMABAD, Sep 26 (APP): Pakistan is to play Bhutan in the first semi-final of the SAFF U19 Football Championship in Nepal on Wednesday.
According to details, the match would be played at 12:45 pm Pakistan Standard Time. Hosts Nepal and India will play each other in the second semi-final to be held on September 27.
Meanwhile, the election process for the Pakistan Football Federation (PFF) resumed on Tuesday which had been paused in scrutiny due to adverse weather conditions.
During the hiatus, the football community submitted applications, urging a temporary halt to the scrutiny due to concerns about the unpredictable weather, said a press release.
With the resumption, 446 clubs in 21 districts have completed physical scrutiny, during which 260 matches were organized. The election process was linked to the District Championship matches, as it would help the genuine and active clubs to get the right to vote in PFF elections.
Saud Hashimi, head of the Pakistan Football Connect program, said the scrutiny process was running well as we can see from over 70 matches happening this past weekend alone across seven locations.
Every weekend there were 100 or more matches scheduled in multiple districts across Pakistan using Pakistan Football Connect protocols to validate each player and official and to make sure each team is physically seen on the pitch by scrutiny officials. With this the election process is well underway, he said.

Ministry of Interior notifies increased fines on Traffic Violations
ISLAMABAD, Sep 26 (APP): The Ministry of Interior on Tuesday issued a notification regarding the increased fines for traffic violations in Islamabad to curb violations and ensure road safety.
The new fines, which came into effect on 26 September 2023, are significantly higher than the previous ones, with some fines increasing by up to 100%.
According to the new notification, the minimum fine over violations will be Rs 500, Rs 1000 for a speeding motorcycle rider, Rs 1500 for a motor car, Rs 2000 for a PSV vehicle and Rs 2500 for an HTV vehicle.
A fine of Rs 1,500 will be imposed for using tinted glasses, a fine of Rs 2,000 will be imposed for irresponsible or reckless driving and a fine of Rs 2,500 will be imposed on the underage driver.
A fine of Rs 1000 will be imposed for illegal parking, a fine of Rs 5000 will be imposed on one wheeling, Rs 1000 for riding a motorcycle without a driving license, Rs 2000 for driving a motor car, Rs 8000 for HTV and PSV vehicle.
The Islamabad Police is running a campaign to encourage citizens to obey traffic rules. The increase in fines is also aimed at deterring people from violating traffic rules and ensuring the safety of all road users.

Minister lauds Gwadar University for endeavours to overcome backwardness
QUETTA, Sep 26 (APP): Balochistan Caretaker Information Minister Jan Achakzai on Tuesday lauded Gwadar University for playing a key role in removing the educational backwardness from the province.
Achakzai expressed these views while visiting the University and interacted with students and faculty members.
Muhammad Naveed Alam Assistant Commissioner Gwadar, Imdad Baloch Project Director University of Gwadar, Sadia Naseer Director of Students Affairs, Head of Departments, senior faculty members, and students participated in the interactive session.
The provincial minister said the role of teachers is important for the development of any society as without knowledge it’s not possible to achieve objectives of growth.
The minister announced a digital skills scholarship for students and 50 laptops for meritorious students during the interaction session.

Coordination between stakeholders, dedicated leadership & workforce crucial for DRR: Ahmed Kamal
ISLAMABAD, Sep 26 (APP): Chairman, Federal Flood Commission (FFC), Ahmed Kamal on Tuesday stressed the need to enhance coordination among relevant departments and stakholders alongwith delicated leadership in institutions to ensure effective disaster risk reduction (DRR) in the country which was most impacted due to climate change.
He was speaking at a seminar titled “Disaster Risk Reduction (DRR) Policy Implementation in Pakistan in line with the Sendai Framework” jointly organized by Sustainable Development Policy Institute, Oxfam and partners here.
Ahmed Kamal said the National Disaster Management Authority (NDMA) played its major role in the 2010 floods whereas DRR was on top of the list till 2017 for policy endeavours.
He added that the Authority completed important legislation and policy initiatives like regulations on fire emergencies in buildings but no implementation of those rules has been made so far.
He noted that there was a need to probe the link missing between the NDMA and provincial disaster management authorities (PDMAs) from the province to district level as the latter was the most important in DRR.
He commented that the lack of dedicated and committed bureaucracy at the district level was resulting in local communities’ poor resilience towards disaster.
Ahmad Kamal said the experts and stakeholders were discussing pre-disaster situation and our policy endeavours mainly focussed on it. However, no allocated funding from the Public Sector Development Programme (PSDP) has been provided for DRR so far, and that funding was used for post-disaster relief activities at present.
“For a paradigm shift, there needs to be a step taken from the private sector if not by the public sector. Moreover, in order to ensure strong service delivery there needs to have permanent workforce and leadership in disaster management institutions,” the FFC Chairman said.
He pointed out that institutional encroachments on the mandate of professional bodies need to be discouraged as it was undermining the potential and capacities of the expert and trained professionals.
He mentioned that the temperature variations were rapidly occurring in the North which were impacting inflows and outflows in rivers in the country and impacting it’s topography.
He regretted that no focus was made on this situation and studies were not made in terms of DRR perspective.
SDPI, Research Associate, Salman Danish presented his policy paper titled “Disaster Risk Reduction (DRR) Policy Implementation in Pakistan in line with the Sendai Framework on DRR”.
Program Development Manager, SPO, Fahim Ahmed said Pakistan has evolved a lot in DRR and DRM legislation and policy implementation. He added that the important issue was of practical steps and implementation of strategies.
Pakistan, he said had excellent guiding documents that define the paradigm of DRR whereas Pakistan’s DRR policy and Sendai Framework focussed on vulnerability risk analysis. However, DRR policy must be revised to incorporate international targets and qualitative targets in line with global goals whereas early warning systems need to be given importance whereas international cooperation should be enhanced and more global climate finance streams should be explored.
Alishba Khan, UNDP said decision-making in DRR was an important component of Sendai Framework whereas Qualitative and Quantitative analysis should be done in some economic model which should also look forward financial sustainability of the project, project life and other components.
Moeez Kakar, HelpAge International said the focus on community-level build-up was important but the focus was more at the national level in DRR policy.
The strengthening of first responders the local or grassroots level communities was important along with the inclusion of vulnerable groups in DRR could effectively help address the needs at the community level, he added.
He suggested that a course like NCC (National Cadet Corps) should be introduced to train youth to respond to climate emergencies.
Deputy Executive Director, SDPI, Shafqat Munir said disasters were a complete system driving the change in the environment and it would continue. However, it was necessary to end adhocism and come up with proactive approaches.
Over 130 countries confirm participation in Belt and Road Forum in Beijing
BEIJING, Sept. 26 (APP): The representative from more than 120 countries have so far confirmed their participation in the third Belt and Road Forum for International Cooperation in Beijing scheduled to be held this October, Chinese foreign ministry spokesperson, Wang Wenbin said on Tuesday.
“Preparations for the third Belt and Road Forum for International Cooperation are making steady progress. As of today, representatives from more than 130 countries as well as many international organizations have confirmed that they will attend the Forum,” he said during a regular press briefing here.
He said that China would stay in communication with Belt and Road cooperation partners on the preparations for the Forum.
The spokesperson informed that the third Belt and Road Forum for International Cooperation would be held in October this year. China and BRI partners are in close communication on this.
“We welcome countries engaged in Belt and Road cooperation to come to Beijing, explore more possibilities for cooperation and achieve development together,” he added.
An opening ceremony, three high level forums on connectivity, green development and digital economy and the six thematic forums on trade and people to people connectivity will be held.
Think Tank exchanges, Silk Road and sub national maritime cooperations respectively. A CEOs conference is also to be held.
The second Belt and Road Forum was held in Beijing from April 25 to 27, drawing over 6,000 participants from more than 150 countries and 92 international organizations

AJK PM assures equal disbursement of funds for uniform development in State
MIRPUR ( AJK): September 26 (APP) ;: Azad Jammu and Kashmir Prime Minister Chaudhry Anwar Ul Haq Tuesday said that funds would be distributed equally to ensure uniform development across the state.
He said this while addressing a review meeting of divisional and district officers held during his visit to Poonch Division.
“Development funds were being released on the basis of equality for all the 33 constituencies of Azad Kashmir,” he added.
The prime minister said that District Monitoring Committees (DMCs) were being formed to monitor electricity theft and progress on development projects including hospitals, schools and BHUs.
The DMCs, he said, would be compromised by local body representatives, media, political and civil society representatives.
He said that a biometric attendance system would be introduced in all government institutions to ensure that all employees mark their attendance on a daily basis.
He said that government employees would face music in case they fail to perform their duties properly.
Stressing the need for early completion of ongoing development projects, he said, there would be no problem with funds.
The PM said that a fifty crore rupees grant has been provided to each Member of Legislative Assembly (MLA) for the development of their constituencies.
He said that the Prime Minister’s House was open to all and anyone could visit it +any time.
The prime minister directed the Education Department Poonch Division to take strict action against corrupt elements and ensure a biometric attendance system in all educational institutions in the division. He said that the salary of an employee would be deducted for the day on which biometric attendance was missing.
He said that a cabinet committee has been formed which will decide whether to make employees with 10 years of service permanent or not.
The prime minister said that the government would build schools that have been functioning under open sky due to lack of buildings.
He asked the officials of the Road and Highways Department to visit construction sites and check the work of the projects on the spot. He also directed the Department of Physical Planning and Housing to release money for various ongoing schemes in the division.
“If we want cheap electricity, then we will have to stop electricity theft in Azad Kashmir”, he said.
The review meeting was attended by former President and PM Sardar Muhammad Yaqub Khan, Senior Minister Colonel Retired Waqar Noor, Faheem Akhtar Rabbani, Sardar Amir Altaf, Hasan Ibrahim and others. Whereas
