Sarfranga Cold Desert Rally kicks off at world’s highest cold desert in GB

ISLAMABAD, Oct 06 (APP): The 5th edition of the Sarfranga Cold Desert Rally kicked off in Sarfranga Shigar District of Gilgit-Baltistan, the world’s highest cold desert, on October 6, 2023, and the event is expected to attract thousands of tourists and spectators from all over Pakistan

A three-day event, which is being organized by the Tourism Department of Gilgit-Baltistan and Pakwheels, is expected to attract thousands of tourists and spectators from all over Pakistan and the world.

The rally was formally inaugurated by Force Commander Gilgit-Baltistan Major General Kashif Khalil. Over 100 vehicles are participating in the rally, which will cover a variety of terrains, including sand dunes, gravel roads, and water crossings, Deputy Commissioner Shigar Wali Ullah Falah said while talking to APP on Friday.

In addition to the rally, the event will also feature a number of other activities, including polo matches, zakh competitions, and cultural shows. Visitors will also have the opportunity to enjoy local traditional cuisine and culture.

Deputy Commissioner Shigar Waliullah Falahi said that the Sarfranga Cold Desert Rally is a unique event that showcases the stunning scenery and rich culture of Gilgit-Baltistan.

He added that the event is also aimed at promoting healthy and adventurous activities among youth.

Secretary Tourism Gilgit-Baltistan Asif Allah Khan, a large number of tourists, participants, and spectators were present at the occasion.

Speakers emphasize education as vital tool in countering terrorism, independent counter-terrorism strategy

ISLAMABAD, Oct 06 (APP):The speakers at the conclusion of international security moot by ISSI on Friday emphasized education as a vital tool in countering terrorism, urging Pakistan to develop an independent counter-terrorism strategy while promoting solidarity among states to thwart terrorist organizations and recruitment.
The Centre for Afghanistan Middle East and Africa (CAMEA) at the Institute of Strategic Studies Islamabad (ISSI), in collaboration with the United States Institute of Peace (USIP) hosted a two-day International Conference on “Navigating Peace & Security in the Region & Beyond: Pakistan’s Role.”
The conference brought together a group of eminent academics and practitioners from around the world. The second day of the conference included sessions on non-traditional security challenges, regional peace and security, and counterterrorism.
The fourth working session, titled “Innovative Approaches to Non-Traditional Security Challenges,” was moderated by Dr. Adil Sultan, Dean of the Faculty of Aerospace and Strategic Studies (FASS) at Air University, Islamabad. The session featured presentations by Dr. Flavius CABA-MARIA, President of the Middle East Political and Economic Institute, Romania (MEPEI); Mr. Oves Anwar, Director of the Research Society of International Law (RSIL); and Dr. Arshi Saleem Hashmi, Professor of Peace & Conflict Studies at the National Defense University (NDU).
The session addressed the nature of Non-Traditional Security, distinct from traditional security concerns, and emphasized its emergence in global discourse in the post-Cold War era.
Discussion centered on the imperative of fostering international cooperation to address these challenges, with a notable reference to President Xi Jinping’s ‘Global Security Initiative’ promoting win-win collaboration. Additionally, the session explored the evolving Pakistan-Russia relationship, particularly their collaborative efforts to combat terrorism, with the Shanghai Cooperation Organization (SCO) playing a pivotal role.
Participants underscored the role of International Law as a tool to navigate Non-Traditional Security issues, facilitating problem-solving and consensus-building. Concerns were raised about the decline of International Treaties and Conventions in recent decades, leading to challenges to national sovereignty.
Lastly, speakers emphasized the interdependence of states’ security and sovereignty, highlighting the multifaceted impact of Non-Traditional Security threats on political authority, border control, and autonomy, and advocated a people-centric approach with early prevention measures in this evolving security paradigm.
The fifth working session, “Global Perspectives on Regional Peace and Security,” moderated by Dr. Ishtiaq Ahmed of the Development Communications division at the Planning Commission of Pakistan, featured a distinguished panel including Yi Hailin, Deputy Director General, National Institute of International Strategy, Beijing, China; Dr. Kirill Likhachev, Associate Professor at School of International Relations, St. Petersburg State University, Russia;  Dr. Akram Umarov, Deputy Director, Institute for Advanced International Studies, Uzbekistan; and Dr. Hassan Abbas, Distinguished Professor of International Relations, Near East South Asia Centre for Strategic Studies (NESA), Washington, DC.
Discussions centered on the intricate challenges and threats to regional peace, particularly in the context of Afghanistan, where abrupt US withdrawal led to concerns about the Taliban’s rise.
The speakers stressed the interconnectedness of regional and Afghan stability, calling for enhanced regional cooperation, strengthened bilateral relations, economic development, and conflict resolution between neighboring nations.
Addressing state-building narratives, such as amplifying marginalized voices, considering demographic changes, and countering extremist narratives, was also emphasized as pivotal for lasting peace and security in the region, with Pakistan advocating for investments in law enforcement and interfaith dialogue.
The sixth working session, titled “Strategic Cooperation on Counterterrorism Efforts: The Way Forward,” was moderated by Mr. Salman Zaidi, Head of Programs at the Jinnah Institute, and included speakers such as Dr. Murat Aslan, Senior Researcher SETA Foundation for Political, Economic and Social Research, Turkiye; Dr. Hashim Pashtun, Senior Research Fellow, Kabul Institute for Peace; Dr. Shabana Fayyaz, Chairperson of Department of Defence and Strategic Studies, Quaid-e-Azam University (QAU), Islamabad; and Tamanna Salikuddin, Director South Asia Programs, USIP.
The speakers noted Pakistan’s improved capacity to combat terrorism and its effective control over terrorism financing but highlighted the absence of robust counter-terrorism narratives. They acknowledged extensive US-Pakistan collaboration in addressing terrorism, with successes and failures, emphasizing the need for preventive efforts and collective pressure on terrorist organizations.
 The speakers underscored the multifaceted nature of strategic cooperation in countering extremism, encompassing both conceptual strategies and tangible resources.
The Key Takeaways of the Conference were presented by Ambassador Khalid Mahmood, Chairman BOG, ISSI, who said that the conference deliberations were rich and wide-ranging, presenting diverse viewpoints on a broad range of subjects.
He added that the conference was a resounding success as it helped enhance better understanding of the profound transformations taking place at the global and regional levels, evaluated Pakistan’s role in peace and security, and offered clear ideas for an effective way forward.
Besides the distinguished speakers from Pakistan and abroad, the conference was attended by a large number of scholars, academics, researchers, practitioners, students, members of the diplomatic corps, and representatives of the media.

Ministers for strengthening edible oil sector

LAHORE, Oct 06 (APP):Federal Caretaker Minister for Industries and Commerce Gohar Ijaz and Provincial Minister for Industries and Commerce SM Tanveer chaired a meeting here to focus on strategies to curtail the import expenditure on edible oil while augmenting the production of oil-based products.
As per a DGPR handout issued on Friday, the meeting reviewed various proposals with a unanimous commitment to collaborative action in achieving the set targets.
Addressing the meeting, Federal Minister for Industry and Commerce Gohar Ijaz emphasized the caretaker government’s resolution to harness the agricultural potential of the nation. He underscored that fair compensation for farmers’ toil would drive an upsurge in the country’s exports.
He assured that the government would staunchly safeguard the interests of farmers, highlighting the willingness of oil farmers to allocate the necessary acreage for commodity cultivation. He urged close coordination between the Dalda Board and the Punjab government in identifying suitable areas for oilseed cultivation.
Gohar Ijaz stressed that elevating local oil production is imperative, affirming that collective endeavors would render edible oil exportable. He concluded with an encouraging note, emphasizing that progress comes to those who relentlessly strive forward.
Provincial Minister for Industry and Commerce SM Tanveer in his address acknowledged the diligence of Pakistan’s scientists, farmers, and citizens but lamented the lack of an efficient system. He pointed out that 58 small dams in the Pothohar region lie dormant, and the Greater Canal Thal project remains idle, with machinery gathering rust.
SM Tanveer shared that an intensive effort is underway to draft a 10-year master plan for agricultural sector development, with a comprehensive roadmap expected before the upcoming elections.
He highlighted the government’s all-out mobilization to combat smuggling, foreseeing a potential industrial renaissance once smuggling is curtailed.
Tanveer stressed that the nation spends a significant $5 billion annually on edible oil imports, a gap that the oil industry aims to bridge by escalating commodity production. The business community pledged its unwavering support to the government’s pursuit of self-sufficiency.
The department of Agriculture officials presented an extensive briefing on the measures taken to augment oilseed production.
The meeting was attended by Chairman Dalda Board, CEO Board, Board Members, DG Extension Agriculture, DG Industries, DG Research, Chief Scientists, Agronomists, and concerned officers.

Pakistan supports Saudi Arabia’s bid to host FIFA World Cup 2034

ISLAMABAD, Oct 6 (APP): Pakistan on Friday reaffirmed its support to the Kingdom of Saudi Arabia after the country announced its intention to host the FIFA World Cup in 2034.

“Following the announcement by the Kingdom of Saudi Arabia of its intention to host the FIFA World Cup in 2034, Pakistan affirms its support for the Saudi bid to host the tournament,” the Foreign Office spokesperson said in a statement.

The spokesperson said Pakistan wished its Saudi brothers all success in this endeavor and was certain that Saudi Arabia would host a most memorable FIFA World Cup.

According to the media reports, the Kingdom announced that it would bid to host the 2034 World Cup after FIFA invited countries from the Asia and Oceania regions to submit bids.

Saudi Arabia’s inaugural FIFA World Cup bid is supported by the country’s increasing experience in hosting world-class football events, along with its forthcoming plans to host the 2023 FIFA Club World Cup and the 2027 AFC Asian Cup, welcoming fans from around the globe.

CM Domki for provision of basic facilities to people in Balochistan

QUETTA, Oct 06 (APP): Caretaker Chief Minister Balochistan Mir Ali Mardan Khan Domki on Friday said that efforts were being made to provide basic facilities including communication, health, education and clean drinking water in all remote areas of Balochistan.

Addressing a public gathering, he said goverment’s effort is to take practical measures for the welfare of the people in the available time, the fruits of which will reach the people.

People, on this occasion, informed the caretaker chief minister about their problems and submitted applications.

On this occasion, Caretaker Provincial Ministers, Mir Danish Longo, Asifur Rehman Dummard, Secretary Communications and Construction Akbar Baloch, Commissioner Sibi Division Bashir Ahmed Bangulzai, and other officials were also present.

The CM said that he was well aware of the problems of the people and immediate solution to the long-pending problems was definitely difficult.

However, it is not impossible, if steps are taken sincerely to resolve people’s problems, he noted.

He said that the projects of provision of basic facilities in Tehsil Lehri which were approved under the Public Sector Development Program were stalled due to non-release of funds.

Work on them should be started without delay and the release of funds will be ensured by the provincial government, he said.

Domki said that the officers of the administrative departments should improve the services for the convenience of the people and ensure the attendance of the subordinate staff including the officials in the government offices.

He said that public service delivery institutions should ensure the performance of their duties actively, no negligence would be tolerated in this regard.

Earlier, Chief Minister Domki visited Government Boys High School and expressed outrage over the dilapidated condition of the school building and directed to complete the construction and renovation of educational institutions in the approved schemes under PSDP.

He said that the release of funds allocated under PSDP for the education sector would be ensured.

The CM directed that science and computer labs in Boys High School should be made functional by providing necessary equipment and ensuring the attendance of teachers and for the functioning of the education system.

He instructed that Deputy Commissioner Sibi should make surprise visits to educational institutions and check the attendance of teachers.

Mir Ali Mardan Khan Domki also visited Lahri RHC and inaugurated a UNICEF-supported renovation project at the Rural Health Center.

On this occasion, Secretary Health Balochistan Asfandyar Kakar and Director General Health Noor Qazi briefed the
the chief minister about the health facilities available in Lehri and said that necessary medical machinery and medicines have been provided in RHC Lehri and added that quality health facilities should be ensured at the centre.

He said that providing basic facilities including health education and clean drinking water to the people was provincial government’s priority.

No undocumented alien to be allowed to stay in Punjab: CM

LAHORE, Oct 06 (APP):Punjab Caretaker Chief Minister Mohsin Naqvi has asserted that all foreign nationals residing illegally in Punjab should voluntarily depart as the initial data of foreign residents has been compiled.
He made these remarks during a media interaction after inspecting the Shahdara flyovers and Bund Road controlled access corridor projects.
The CM issued a stern warning that any foreigner staying unlawfully in the province would not be permitted to dwell. Naqvi stressed the importance of self-eviction by illegal immigrants in Punjab, cautioning that a comprehensive crackdown would ensue if they failed to comply. However, the government would not abuse anyone, he maintained.
The CM observed that the closure of schools had led to a noticeable decrease in pink eye cases.
In response to a query about his health, he conveyed that he is feeling better. Mohsin Naqvi provided updates on the progress of the Shahdara flyovers project, highlighting the rapid completion of the bridge and ongoing activities.
Anticipating that the flyovers would be opened to traffic next month, he disclosed that 90 percent of the work had already been accomplished. Additionally, he informed that two construction companies are working tirelessly to complete the Bund Road project before 120 days.
Simultaneously, numerous pending projects in Rawalpindi, including the Ring Road and safe city authority, have been initiated.
These projects are slated for completion within 90 to 180 days, with a portion of the Rawalpindi Ring Road nearing completion. Mohsin Naqvi also mentioned that safe city projects in Gujranwala, Faisalabad, and Rawalpindi were scheduled for simultaneous completion within 150 days.
Before this, the chief minister inspected the Shahdara flyovers and Bund Road controlled access corridor projects, directing an expedited focus on asphalt and surrounding roads. He emphasized the acceleration of the new Ravi bridge project.
The CM received updates on the nearing completion of both towers of the flyovers and the ongoing installation of electric poles.
Subsequently, CM inspected the Bund Road controlled access corridor project and underscored the necessity for timely project completion.
He directed efforts to improve traffic flow during the construction period.
The 7.3-KM long controlled access corridor on Bund Road is slated for completion in four months. The first package covers construction from Niazi Chowk to Sagian Interchange, and the second package spans from Sagian Interchange to Babu Sabu Interchange.
Additionally, link roads around the controlled access corridor will also be constructed.
Provincial Ministers Amir Mir, Azfar Ali Nasir, commissioner, DC Lahore, and others were also present.

Ornamental fish released into Lahore Zoo waterfall

Director Aqua Culture Dr. Muhammad Abid told APP that ornamental fishes had been released keeping in mind the interest of tourists, adding that Lahore Zoo is a beautiful entertainment place, liked by both children and adults.
Dr. Muhammad Abid further said that the colorful fish floating in the waterfall would be a source of interest for tourists and increase the vibrancy of the zoo.
To control dengue in stagnant waters, stocking of tilapia fish is also being ensured regularly in Lahore Zoo, he added.

MIRPUR  ( AJK): Oct. 06 (APP):Azad Jammu and Kashmir Prime Minister Chaudhry Anwar ul Haq called on the federal minister for Development, Planning and special initiatives Sami Saeed in the federal metropolos on Friday and discussed, in length, the issues related to ongoing development projects and the release of development funds to the government of  Azad Jammu Kashmir.
Secretary Ministry of Planning Owais Manzoor Samra, Principal Secretary Fayaz Ali Abbasi and other officials of the Ministry were present on this occasion.
The participants of the meeting also reviewed the progress of the development projects going on in different areas of the region.
Speaking on the occasion, the AJK premier Chaudhry Anwar ul Haq sought swift action for the timely completion of the much-delayed Rathoa Hariyam Bridge and other development projects.
“Release of development funds be ensured so that the development projects can be completed within the stipulated time frame”, he said.
Highlighting the importance of the CTD project, the PM said that the federal government should provide funds for the establishment of a counter-terrorism department in the region.
Speaking on the occasion, the Caretaker Federal Minister for Planning Sami Saeed assured the PM that the federal government would ensure the provision of required funds for the development projects of Azad Kashmir on a priority basis.
