Govt. committed to bolstering disaster management capabilities with numerous steps: Caretaker PM

ISLAMABAD, Oct 07 (APP): Caretaker Prime Minister Anwaar-ul-Haq Kakar said that mindful of Pakistan’s susceptibility to disasters and the grim specter of climate change, the government was resolutely committed to bolstering the disaster management capabilities, enacting requisite legislation, promoting governance that was attuned to risk, erecting resilient infrastructure, and above all, fostering adaptability.

Disaster Management System in Pakistan was witnessing a transition from a reactive to a proactive approach which signified a crucial shift in how they collectively responded to unforeseen crises, the prime minister said in a message on the occasion of “National Resilience Day”, being observed on October 8.

“I believe that the National Resilience Day will inspire the people of Pakistan to not only deepen their understanding of disaster risk management but also share the vital message of readiness, resilience, fortitude, and self-sufficiency,” he added.

He said previously, the focus was primarily on reacting to emergencies after they occurred, often resulting in significant loss of life and property.

However, with advancements in technology and a deeper understanding of natural phenomena, Pakistan was moving towards a proactive approach, he said, adding this involved establishment of a modern National Emergencies Operation Center (NEOC) at NDMA.

NEOC had the capacity to create common operating picture enabled by multiple satellite feeds, software, Artificial Intelligence tools that would strengthen digital risk assessment, early warning systems, and preparedness strategies, he observed.

The caretaker prime minister further said “Alhamdulillah, today, we have a robust institutional structure for disaster management in the form of NDMA and PDMAs.

We now, need to strengthen the Disaster Management system at the district level to evolve as the actual implementing bodies of Disaster Risk Reduction policy and plans at the local level.”

He said National Resilience Day was marked on 8th October as a solemn tribute to the indomitable spirit of the people of Pakistan and Azad Jammu & Kashmir, who had borne the brunt of harrowing disasters.

“It serves as a stark reminder that we reside in a region profoundly susceptible to calamities. Pakistan ranks as one of the most vulnerable countries declared by the Climate Risk Index. We have witnessed a series of natural catastrophes in the shape of earthquakes, floods, GLOF events, scorching heatwaves and forest fires – exacting a toll on the precious lives as well as billions of dollars lost to infrastructure,” the prime minister said.

On this day, he said, they aimed to raise awareness on the devastating impacts of climate change induced disasters with a special focus on disaster resilience.

Last year, once again, he said, Pakistan bore the brunt of a climate-induced catastrophe in the form of unprecedented floods.

The province of Sindh and parts of the province of Balochistan suffered the most. One third of the country was submerged with toll staggering over 1700 precious lives lost, 12867 injured, and 33 million lives forever altered, he said, adding  over a million valued livestock perished, and four million acres of vital crops lie ruined. The communication grid lay in tatters.

The federal and provincial governments, working in unionism, marshaled every resource within grasp – financial, administrative, and organizational – for the rescue and relief of their affected citizens, the caretaker prime minister added.

“Let us move forward with determination, resolve, and a shared vision of a stronger, more resilient Pakistan. Together, we shall not only weather this storm, but emerge from it stronger and more united than even before. Together, we shall not only endure, but prevail,” he emphasised.

Police operations against criminals continue in Swat: DPO

SWAT, Oct 07 (APP):Swat Police have arrested 45 wanted criminals and 1777 other suspects during various operations by recovering 111 kg of hashish, 6kg of heroin, 6kg of ice and 1772 liters of liquor.

District Police Officer Swat Shafiullah Gandapur said that as a result of ongoing operations against criminal elements under the supervision of Circle SDPOs in the light of government orders, the wanted accused in other serious cases including murder, attempted murder and theft are included.

He said that 3 Kalashnikovs, 1 rifle, 51 guns, 160 pistols, 2314 cartridges, 1 mortar have been recovered in various operations against the illegal arms holders. He said that there is no place for drug dealers in Swat district, adding that police would ensure a peaceful life for the common citizen.

Fake advertisement related to illegal Afghans goes viral

PESHAWAR, Oct 07 (APP):Fake advertisement related to illegal Afghans has gone viral with the phone number of SSP Operations Office also mentioned in the advertisement.

In the fake advertisement, the general public has been asked to inform the police about illegal Afghans including those holding Pakistani Identity Cards, their jobs and residential details.

However, when contacted, the Police Control Peshawar, the duty official confirmed that the advertisement was fake.

FAISALABAD, Oct 07 (APP):Unidentified thieves have looted house of Public Relations Officer (PRO) Rizwan Ahmad Joiya Board of Intermediate & Secondary Education (BISE) Faisalabad, here on Saturday.

PRO BISE Rizwan Ahmad Joiya said that he was residing in a house situated at Ayub Research Colony Jhang Road but he along with his family members went to visit his ancestral village in Arif Wala some days ago.

When he and his family came back, they saw that some unknown thieves had looted various items from his house including LCD, batteries, clothes, shoes, laptop, tabs, books, school bags, cash and golden jewelry worth Rs.915,000/-.
Factory Area police have started investigation after registration of a case but no clue of the accused was traced out so far, he added.

Alleged wanted criminals arrested; says Police

PESHAWAR, Oct 07 (APP):The Urmar Police arrested four outlaws in an ongoing crackdown against criminals here early Saturday morning.

According to details given by the Police control Peshawar, the crackdown against wanted criminals continued in order to maintain law and order and peace. He said Police are taking action against criminals by arresting four persons involved in various crimes.

Among the arrested alleged accused are Muhammad Anwar Haq, Khair Basr, Naseeb Gul and Muhammad Shahab, police officials told the media men soon after the arrest was made. The accused are residents of different areas of Peshawar, who are involved in illegal weapons and other crimes.

Police have recovered arms from them including three pistols, magazines and several cartridges used in killing and snatching at gun-point.
Police have registered a case against the arrested accused and started further investigation.

 

Minister inaugurates state of the art technological infrastructure in Swat University

Dr. Najeeb Marwat unveiled the University’s state-of-the-art ‘optical fiber cable based LAN infrastructure and Wi-Fi blanket’. Arshad Khan Secretary Higher Education Department and Daud Khan Secretary Local Government Elections and Rural Development Department, Professor Dr. Hasan Sher Vice Chancellor University of Swat also participated in the ceremony.

The inauguration of this modern technical infrastructure will be an important milestone for the University of Swat, which underlined commitment of the government to provide world-class educational resources to students.

The optical fiber cable-based LAN infrastructure and Wi-Fi blanket will not only revolutionize the way of students accessed information but also improve the overall learning experience.

The minister emphasized the importance of digital connectivity in today’s education scenario and resolved to take all possible steps for this development. He pledged his support in achieving the vision of digital year of Swat University and said that the students will have access to the latest technologies and online resources.

The provincial minister announced the establishment of a data center for Swat University. The data center will be a hub for storing and processing vast amounts of digital information, facilitating research, innovation and administrative functions, he told.

China Xizang Trans-Himalaya Forum opens up new channel for regional countries: Experts

BEIJING, Oct 7 (APP):: Countries in the Himalayan region have always maintained frequent exchanges and regional countries aspire to benefit from China’s rapid economic development.

However, due to geographical constraints, there are natural obstacles to connectivity.

This platform has opened up a new channel for trans-Himalayan countries, instilling confidence and fostering greater expectations for future openness, said Qian Feng, director of the research department at the National Strategy Institute at Tsinghua University.

The third China Xizang Trans-Himalaya Forum for International Cooperation was held in Nyingchi, Southwest China’s Xizang also known as Tibet.

Representatives from more than 40 countries, regions and international organizations attended the forum.

According to statistics released at the forum, the total value of Xizang’s foreign trade import and export in 2022 reached 4.6 billion yuan ($640 million), a year-on-year increase of 14.6 percent.

Trade partners spanned across 95 countries and regions, with imports and exports to countries along the Belt and Road reaching 2.4 billion yuan.

From January to August, Xizang’s total foreign trade volume increased by 72.5 percent.

“Moreover, cooperation among trans-Himalayan countries has primarily been at the bilateral level. Now with this multilateral platform, countries can leverage their respective strengths to achieve complementarity and form a collective force. Although this is just the first step, it holds great importance,” Qian told Global Times.

One of the major achievements of the forum was the release of the Nyingchi Initiative, in which China proposed to work together with trans-Himalayan countries to improve environmental governance, jointly address ecological challenges and strengthen regional biodiversity, natural resource and environmental protection.
China will also strengthen the construction of infrastructure including railways, highways, power grids, telecommunications and aviation in the Himalayan region, and build a comprehensive network for cross-Himalayan connectivity to further expand openness.
In addition, China will promote closer economic and trade exchanges, deepen agricultural cooperation, and jointly build a Himalayan economic cooperation belt.
This year’s event not only attracted greater numbers of participation and higher levels of officials, but also included new members such as Afghanistan, which signifies the growing recognition and strong interest of the international community in the mechanism, experts noted.
Cooperation for the next step will mainly focus on infrastructure and connectivity, such as the extension of the Qinghai-Xizang Railway to Nepal and the extension of the China-Pakistan Economic Corridor to Afghanistan, they said.
Another new area of focus is the cooperation on green low-carbon development, water and soil resource conservation and climate change cooperation.

Caretaker Foreign Minister, Jalil Abbas Jilani, Deputy Prime Minister of Mongolia Sainbuyan Amarsaikhan, Vice Chairperson of the National Assembly of Nepal Urmila Aryal, and Afghan Acting Minister for Foreign Affairs Mawlawi Amir Khan Muttaqi attended the forum.

Only 24 days left for illegal immigrants to leave Pakistan

ISLAMABAD, Oct 07 (APP): Foreign citizens residing illegally in Pakistan now have only 24 days to leave the country or face deportation.

Foreigners living illegally must leave Pakistan by October 31 or law enforcement agencies will ensure their arrest and deportation.

In the recent meeting of the Apex Committee of the National Action Plan, it had been decided to take strict action against the illegal immigrants living in Pakistan and the trade and properties of illegal immigrants.

India’s persistent ‘repression’ of Kashmiris’ right to freedom threatens peace: Pakistan

UNITED NATIONS, Oct 7 (APP): Pakistan has warned that India’s continued “repression” of the UN-promised Kashmiri people’s right to self-determination, in defiance of Security Council resolutions, posed a grave threat to regional and international peace and security.

“Strategic stability is also threatened by this state (India) as it continues to receive abundant supply of conventional and non-conventional weaponry, and now new sensitive technologies and platforms,” Ambassador Khalil Hashmi told the UN General Assembly’s First Committee, which deals with disarmament and international security matters on Friday.

“These generous supplies and its designation as a net security provider have emboldened this State to impose its hegemony and the well-advertised ambition to emerge as a dominant power in South Asia, the Indian Ocean and beyond,” said Ambassador Hashmi, who is Pakistan’s permanent representative to UN offices in Geneva.

The Pakistani envoy, who was speaking in a general debate, reaffirmed the need for equitable and balanced disarmament measures that ensure each State’s right to security, with no individual State or group of States gaining advantages over others.

Noting an unprecedented increase in military expenditures and rising great power rivalries, he characterized the global security landscape as “grim.”

Without naming India, Ambassador Hashmi said “this state” continued to pursue belligerent policies, aggressive war-fighting doctrines, and heightened readiness postures and deployments, fraught with demonstrated risks of accidental launches.

Pakistan, he said, cannot remain oblivious to this evolving security dynamics “in our immediate neighbourhood”, and will maintain its capability of minimum credible deterrence against all forms of aggression.

Despite continuing threats, Pakistan remained committed to the goal of a peaceful and stable South Asia.

Over the past quarter century,he said, Pakistan proposed a number of initiatives to promote peace and security and prevent the emergence of nuclear weapons in South Asia.

Following the nuclear tests in South Asia, Pakistan proposed the establishment of a Strategic Restraint Regime (SRR) in the region, premised on three interlocking and mutually reinforcing elements of conflict resolution, nuclear and missile restraint and conventional arms balance.

“The proposal remains on the table,” Ambassador Hashmi said, pointed out that Pakistan’s security policy continued to be defined by restraint, responsibility and avoidance of a mutually debilitating arms race in the region.

He said that peace and stability in South Asia can be built:

— through the resumption of negotiations to resolve the outstanding India-Pakistan disputes, especially the resolution of the Kashmir dispute in accordance with UNSC resolutions and the wishes of the Kashmiri people; and,

— by the maintenance of a balance of conventional and strategic military capabilities and deployments, including reciprocal measures for nuclear, missile and military restraints between the two countries.

On its part, Ambassador Hashmi said, Pakistan continued to support negotiations for a comprehensive nuclear weapons convention, as well as legally binding negative security assurances, and a treaty prohibiting the weaponization of outer space.

The proposed treaty banning only the production of fissile materials remains flawed and seeks to perpetuate present asymmetries by excluding existing stocks that can produce thousands of new nuclear weapons, he said, adding that Pakistan had ‘concrete’ proposal that promoted the twin objectives of nuclear disarmament and non-proliferation equitably.

Ambassador Hashmi’s sharp reference to Jammu and Kashmir evoked a response from Indian envoy Anupam Ray who harped on the same old tune that these territories, as well as Ladakh, are and will remain part of India.

Exercising his right of reply, Pakistani delegate Rizwan Siddique rejected the Indian claim that Jammu-Kashmir was part of India, adding that under UN resolutions, it was a territory in dispute yet to be resolved based on the wishes of Kashmir people through a free, fair plebiscite.

Siddique, who is director of Disarmament and Arms Control in the Foreign Ministry , said that Jammu-Kashmir was among the oldest Security Council agenda items.

For seven decades, he said, India had violated the relevant UNSC resolutions and denied the right to self-determination.

India’s illegal actions in August 2019 further jeopardized regional security, and more recently, its massive acquisition of weapons was provoking an arms race in South Asia, the Pakistani delegate added.
