Pakistan elected as chair of CWC’s Conference of States Parties
ISLAMABAD, Dec 01 (APP): Permanent Representative of Pakistan to the Organization for the Prohibition of Chemical Weapons (OPCW), Ambassador Suljuk Mustansar Tarar has been elected as chairperson of the 28th session of the Conference of States Parties to the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction.
The position will be for a period of one year.
The position of chair is rotated among the five regional groups in the CSP and candidature of Ambassador Suljuk Mustansar Tarar had been proposed to the 193-member conference by the Asia Group.
The Convention on the Prohibition of the Development, Production and stockpiling of Chemical Weapons and their Destruction (CWC) – with 193 States Parties – is a comprehensive disarmament treaty, eliminating an entire class of weapons of mass destruction.
The Conference of States Parties comprises all states parties to the CWC and is the principal organ overseeing the implementation of the Convention. It is a matter of great honour for Pakistan to have been elected to this prestigious position and reflects the confidence of states parties in Pakistan’s diplomacy and commitment to the CWC.
This is the first time that Pakistan has been elected as the Chair of the Hague-based Conference of States Parties of the Chemical Weapons Convention.
CDNS collect Rs 730 billion targets in fresh bond
ISLAMABAD, Dec 1 (APP): The Central Directorate of National Savings (CDNS) has achieved a target of Rs 730 billion in fresh bonds in the current fiscal year, from July 1 to November, 30.
The CDNS surpassed the annual target and achieved the target of Rs 1.6 trillion in fresh bonds in the current fiscal year, the senior official of CDNS told APP here on Friday.
He said this was Rs 200 billion additional annual targets than the target of Rs 1300 billion for the previous financial year 2021-22.
“The CDNS has set a reviewed saving target of Rs 1.4 trillion for the current financial year (2021-22) which will promote savings culture in the country,” he said.
In view of the current market trend in the country, the ambitious target had been set to further improve the savings culture, he said.
The official said that work was being done on institutional reforms in CDNS and new reforms and innovations were being introduced.
“At this time Automated Teller Machine (ATM) has also been introduced in CDNS which will provide enough facilities to the users,” he added.
Replying to a question, he said the CDNS had collected an investment of Rs 16 billion in the month of July 2023-24,through Islamic investment bonds.
The official added that the directorate had set a target of Rs 75 billion for the new financial year 2023-24 for Islamic finance bonds.
Replying to a question, he said the CDNS’s aim was to introduce new dimensions in the Islamic finance sector.
He informed the directorate had reviewed and set a target of Rs 60 billion in the fiscal year (2022-23) for Islamic investment to introduce the new products in the market.
“Islamic finance has a very important role in the global financial sector at this time, and a large part of the economy of many major countries currently includes Islamic finance,” he added.
Diversion of River Swat likely to be completed before next high flow season
ISLAMABAD, Dec 01 (APP): Diversion work of River Swat for the multi-purpose Mohmand dam is likely to be completed during the current low-flow season.
The contractor of the Mohmand Dam Project has also been directed to complete diversion work of River Swat before the next high flow season, sources told APP here.
They said concrete works on the upper stilling basin of the spillway; the left and right abutments of the dam and various components of the diversion system including the diversion tunnels were vigorously being carried out to complete the diversion system timely.
They said achieving the key milestones on time was inevitable for the completion of the Mohmand Dam Project by the schedule.
WAPDA is constructing the Mohmand Dam Project across River Swat in the Mohmand District of Khyber Pakhtunkhwa. It is the 5th highest concrete-face-rock-fill dam in the world.
The dam will store water for agriculture, control floods, supply water to Peshawar for urban use and generate green, clean and economically affordable hydel electricity. The project is scheduled for completion in 2026-27.
With a gross water storage capacity of 1.29 MAF, Mohmand Dam will irrigate 18,233 acres of new land in Mohmand and Charsadda, besides supplementing irrigation supplies to 160,000 acres of existing land. The installed power capacity of the project stands at 800 MW with annual energy generation of 2.86 billion units. The project will also provide 300 million gallons of water per day to Peshawar for drinking purposes.
IRSA releases 89,000 cusecs water
ISLAMABAD, Dec 01 (APP): Indus River System Authority (IRSA) on Friday released 89,000 cusecs water from various rim stations with inflow of 44,500 cusecs.
According to the data released by IRSA, water level in River Indus at Tarbela Dam was 1496.93 feet and was 96.93 feet higher than its dead level of 1,398 feet. Water inflow and outflow in the dam was recorded as 22,400 cusecs and 45,000 cusecs respectively.
The water level in River Jhelum at Mangla Dam was 1175.35 feet, which was 125.35 feet higher than its dead level of 1,050 feet. The inflow and outflow of water was recorded 6,100 cusecs and 28,000 cusecs respectively.
The release of water at Kalabagh, Taunsa , Guddu and Sukkur was recorded as 58,400, 45,000, 39,900 and 10,800 cusecs respectively. Similarly, from River Kabul, a total of 7,300 cusecs of water released at Nowshera and 2,800 cusecs released from River Chenab at Marala.

Pakistani engineers from CPEC transmission project receive training in China
BEIJING, Dec 1 (APP): Muhammad Talha is one of 11 Pakistani engineers who have recently attended a technical training program in China’s State Grid technical college of Tai’an city in east China’s Shandong province.
Talha is serving as a supervisor of a converter station at ±660kV Matiari-Lahore high-voltage direct current (HVDC) transmission project under the China-Pakistan Economic Corridor (CPEC).
The training program focused on skill development as well as exploring Chinese culture and society. “I am really happy in China with my team for our training. It has been a great experience for me to embrace Chinese culture and of course, learn technical knowledge from the best professionals at the college,” he told Xinhua recently while expressing excitement about his first trip to China.
The training program, which started in October, comprised around 47 professional courses, including converter station equipment inspection, direct current power adjustment, and operation and maintenance of converter station, in order to help them enhance techniques of HVDC operation at Matiari-Lahore project. This was Pakistan’s first HVDC transmission project funded, constructed and operated by the State Grid Corporation of China (SGCC) under the CPEC framework.
The project was officially put into commercial operation in September 2021. It has the maximum capacity to transmit electricity of 35 billion kilowatt-hours annually.
“With the help of Chinese technology and equipment in this project, power loss of the 886 km-long transmission line has been reduced greatly,” said Talha.
As the Karot Hydropower project, Thar Coal Block-I Coal Electricity Integration project and some other power projects under the CPEC have become operational, the Matiari-Lahore HVDC project is now playing a more critical role and is going to take on a large proportion of Pakistan’s transmission capacity from south to north, he added. Besides the hectic technical training, the participants have also visited some ultra-high voltage (UHV) converter stations in cities including Qingdao, Jinan and Linyi in the province, providing them with the opportunity to closely learn about the world-leading Chinese UHV technology.
“I visited Yinan converter station in Linyi city and Shandong provincial dispatch center. I have realized that China’s power construction achievements are very impressive, and Pakistan can learn a lot from China,” said Talha.
Rana Shaheer Mehmood, a supervisor of the converter station of the project, said that the technical learning, especially through this program, allowed Pakistani engineers to gain not only knowledge but also experience that China has had in the field of HVDC.
“With continued cooperation, the CPEC is going to further strengthen the deep-bonded relationship of the two countries and would open the door for a brighter future for Pakistan,” he said.
Liu Hao, a lecturer in the training program and also a member of the first batch of operation and maintenance personnel at the project, said that since June 2020, the SGCC has trained more than 120 technical personnel of direct current transmission for Pakistan through online or on-site training.
He added that Pakistani engineers have been able to independently undertake around 173 types of HVDC transmission operations, becoming a major force for operation and maintenance at the project. Launched in 2013, the CPEC, a flagship project of the China-proposed Belt and Road Initiative, is a corridor linking the Gwadar port in southwestern Pakistan with Kashgar in northwest China’s Xinjiang Uygur Autonomous Region, which highlights energy, transport and industrial cooperation and now entering a new stage of high-quality development, expanding cooperation in science and technology, agriculture and people’s livelihood.
“I see the CPEC a significant and promising venture for China and Pakistan, and it holds the potential to boost economic development, job creation, and enhance connectivity in the region,” said Talha, pledging that he will use his knowledge in work and train other Pakistani engineers for better operation of the grid in the country.
Chinese machinery manufacturers forecast cooperation in Pakistan’s agriculture sector
BEIJING, Dec 1 (APP): Self-propelled plant protection machine, potato harvester, sugarcane harvester…a dazzling array of agricultural machineries developed by China National Machinery Industry Corporation (SINOMACH) attracted attention from all directions at 2023 China International Supply Chain Expo (CISCE).
“If there is any demand in Pakistan’s agricultural sector, it can be through inter-governmental scientific and technological cooperation, whether it is machinery or technology, and we would love to expand bilateral cooperation space,” Li, a researcher at SINOMACH, told China Economic Net.
As a central enterprise group with the largest scale, the most complete business chain and the strongest R&D capabilities in China’s machinery industry, SINOMACH has begun to expand its global cooperation territory very early.
“Only our subsidiary YTO International Ltd has exported more than 65,000 units (sets) of agricultural machinery by far. Including Pakistan, its business scope covers more than 90 countries and regions,” Li added, “which divided into five major business units: Russian, Asia, Central and Eastern Europe, America and Africa region.
As for technical training, Li mentioned that since the establishment in 1956, Chinese Academy of Agricultural Mechanization Science Group Co., Ltd (CAAMS) has trained more than 4,500 international students. When it comes to successful case, the Teff Agricultural Machinery Small Mechanized Development Project of Ethiopia developed by CAAMS solved global problem of teff cultivation by addressing the characteristics of small grain size and easy lodging. “Topography, climate, soil, and hydrological conditions vary widely in different countries and regions, thus to make agricultural machinery truly meet the local needs, such as the needs of farmers in Pakistan, we must conduct systematic research and develop localized machinery.”
Another CISCE exhibitor, Xingjiang Tianye Water Saving Irrigation System Company Ltd, also echoed in the field of agricultural machinery, of which water-saving irrigation system is of primary importance.
The reporter learned that advanced agricultural machinery including water and fertilizer integrated machines, plant nutrition detectors, micrometeorographs have been promoted widely by Tianye Group in China and even other parts of the world.
“Pakistan is located in South Asia with a changeable climate, and like China, it is a country with serious water shortages. So to speak, our under-mulch film drip irrigation system could meet the needs of local growers. Since 1999, Tianye under-mulch film drip irrigation technology has begun to be promoted on a large scale in Xinjiang and a series of agricultural technology innovations and integrations such as agricultural varieties, machinery, agronomic cultivation, and water and fertilizer integration have been gradually realized based on this technology,” Yang, a staff with Tianye Group, emphasized.
At present, drip irrigation wheat, rice, corn, cotton, tomatoes, grapes, melons, red dates, etc. are all successful practices using this technology.
“Due to the similar climate, light and water conditions between Xinjiang and Pakistan,” Yang said, “there is great potential for cooperation in the field of agricultural machinery.”
PM attends COP28 in Dubai as world leaders meet for climate action
DUBAI, Dec 01 (APP): Caretaker Prime Minister Anwaar-ul-Haq Kakar on Friday joined the world leaders at the high-level segment of the 28th Conference of the Parties (COP 28) of the United Nations to discuss actions on climate change.
The prime minister was received by President of the United Arab Emirates Sheikh Mohamed bin Zayed Al Nahyan and the Secretary General of the United Nations António Guterres on his arrival at the venue, Dubai Expo City.
Besides attending the opening session of World Climate Action Summit, PM Kakar is expected to meet the prime ministers of the Netherlands and Estonia, on the sidelines of the conference.
The prime minister will also participate in the Zayed sustainability award ceremony.
Caretaker ministers including Foreign Minister Jalil Abbas Jilani, Finance Minister Dr. Shamshad Akhtar, Climate Change Minister Ahmed Irfan Aslam and Energy Minister Muhammad Ali are also participating in COP28.
