IHC rejects ex-chairman PTI’s request to withdraw appeal against ECP’s decision
ISLAMABAD, Dec 06 (APP): The Islamabad High Court (IHC) on Wednesday rejected a miscellaneous application of founder chairman PTI seeking permission to withdraw his appeal against the decision of Election Commission of Pakistan (ECP) in toshakhana reference.
Chief Justice Aamer Farooq announced the verdict which was reserved after hearing arguments from two sides. The court said that it would hear the appeal of former chairman PTI against the verdict of ECP.
It may be mentioned here that the ECP had disqualified former chairman PTI on October 21, 2022 as member national assembly and the petitioner had approached the IHC on October 28, against this verdict. However, an identical petition was also filed to Lahore High Court (LHC).
The petitioner had moved an application to the IHC for seeking permission to withdraw his appeal as a similar case was also pending with LHC. The IHC had reserved its verdict on September 13, after hearing arguments from respondents

Masses to decide in February 8 elections who will rule Pakistan: Solangi
Multan, Dec 06 (APP): Caretaker Federal Minister for Information, Broadcasting and Parliamentary Affairs Murtaza Solangi said on Wednesday that general elections would be held on February 8, 2024 and full preparations were underway to accomplish the task in a fair and transparent manner.
Takling to media persons at the inaugural ceremony of the 24-hour regional transmission of Pakistan Television Multan, he said that the people would ultimately decide the next government of the country and formally give the mandate on elections day through the ballot. He dispelled any doubt by some quarters about the holding of general elections.
He pointed out that Preamble of the Constitution had indicated that elected representatives would ultimately run the affairs of the country.
Answering a question, he said the media was free and the judiciary was independent in the country.
Solangi said that multiple voices and slogans were the hallmark of democracy and no one should worry about the democratic norms. “Democracy does not harbour sheer silence just like a graveyard,” he remarked.
He said at the moment, the performance of the next parliament and government could not be assessed in advance.
“We will hand over affairs of the country to the next government in a better state than the point when the caretaker government took over the charge,” he added.
He categorically stated that fundamental decision-making was not the task of caretaker government, and it was surely the responsibility of an elected government and elected parliament. However, he said the present caretaker regime would do whatever the possible within next two months for the betterment of the country.
To a question, he said that Ministry of Food Security was doing its job in an efficient manner, and steps were being taken for agriculture sector development under SIFC.
He said the Federal government would work with provinces for the development of this sector despite the fact that agriculture was the provincial subject.
He said that Pakistan Television has officially commenced the 24-hour regional broadcasting from Multan Center.
The minister said that the PTV Multan Center would broadcast eight current affairs programmes in a week. Moreover, it would also produce music, literature and children programmes from PTV Multan.
He said that PTV Multan broadcasts would be seen in over fifty countries of the world.
He said that when he was Director General Radio Pakistan, it initiated Saraiki news bulletin for the first time.
He opined that PTV Multan will play an important role in the promotion and projection of regional culture and heritage in addition to promoting the economic and cultural rights of the people of region.
“We wish PTV Multan to be the voice of the real problems of the people of this region,” he added.

SBP launches ‘RAAST’ Person to Merchant payment service
KARACHI, Dec 06 (APP): State Bank of Pakistan (SBP), Wednesday launched an interoperable RAAST Person-to-Merchant (P2M) payment service to facilitate digital payment acceptance for merchants and businesses.
As part of Raast implementation project, the SBP instructed banks, Micro Finance Banks (MFBs), Electronic Money Institutions (EMIs), Payment System Operators (PSOs) and Payment Service Providers (PSPs) to enable Raast P2M service for their customers, said a statement issued here.
The Raast P2M system will enable merchants to accept payments through different modes including Unified Quick Response (QR) Codes, Raast Alias (such as mobile phones), bank accounts (IBAN), and Request to Pay (RTP). The technical specifications in this regard have already been shared with REs.
A circular issued by SBP’s Digital Finance Group requires all regulated entities (REs) to enable the capabilities such as Read/Scan RAAST QR Codes, Process Request to Pay (Now and Later), Push Payments to merchant RAAST Aliases and IBANs and initiate the request for returns or refunds in their respective Apps by March 01, 2024.
The REs were further instructed to provide efficient, seamless and easy to use interfaces to their customers while they were also directed not to charge any fee from their customers using Raast payment options to pay for their transactions.
To ensure maximum adoption of digital payment through Raast P2M Service, all REs were instructed not to restrict number and amount of transactions performed by their customers, provide instant transaction confirmation and make account statements available for customers on digital channels -apps and internet portals- in real time.
The SBP has also instructed the existing merchants acquiring REs to complete the integration with ‘RAAST’ for enabling their respective merchants and e-commerce players to accept payments through ‘RAAST’ P2M service by March 31, 2024.
Further, all REs shall ensure that billers/bill-aggregators already on-boarded by them are also enabled to accept payments via Raast payment options by March 31, 2024.
All the REs were also required to devise comprehensive dispute resolution, liability and risk management frameworks for on-boarded merchants as well as for third parties along with taking necessary steps to prevent loss of customer data and funds due to cyber security threats as well as preventing frauds and misuse of Raast P2M Service.
SBP has also advised merchant service provider (MSPs) to initially waive off service charges and enter into agreement with other REs to offer specialized services, packages, discounts and loyalty programs to promote adoption of Raast merchant services.
For creating awareness about Raast Merchant Services and promoting its adoption, all REs including MSPs would take necessary measures including designing and launching media and on ground campaigns, promotional activities and strategic alliances.
The enablement of RAAST P2M facility is likely to give a big boost to the SBP digitization efforts enabling hundreds of thousands of vendors across the country to receive payments against the goods and services in their accounts on real time basis.
