Chinese marine scientific research activities for peaceful purposes: Wang Wenbin

BEIJING, Feb 6 (APP): China’s scientific research activities in relevant waters are for peaceful purposes and aimed at contributing to humanity’s scientific understanding of the ocean, Chinese Foreign Ministry Spokesperson Wang Wenbin said on Tuesday.

“The activities are in strict compliance with the terms of the United Nations Convention on the Law of the Sea,” he said during his regular briefing in response to a question about the docking of Chinese scientific research vessel Xiang Yang Hong 03 in the Indian Ocean later this week.

He said, for years, China and the Maldives had maintained close cooperation in marine scientific research.

“China appreciates the facilitation and assistance extended by the Maldives to Chinese research vessels entering its port on the basis of sovereignty and China-Maldives friendship and in accordance with the relevant provisions of international law,” he added.

Qian Feng, director of the research department at the National Strategy Institute at Tsinghua University told Global Times, “Many vessels need to replenish fuel and food during sea voyage. It is very normal to choose a port call in a third country.”

He said, the Indian Ocean is not India’s ocean. It is the high seas. However, India and some of its media outlets have long been plagued by a domineering mindset, viewing China’s normal, lawful and reasonable activities through tinted glasses, gauging the heart of a gentleman with that of a villain.

Whether the Chinese research ship actually has the capabilities they claim, the Maldives is more qualified to judge, rather than just spread hearsay and speculation, Qian said.

With Maldivian President Mohamed Muizzu’s visit to China in January, relations between China and the Maldives have been further warmed, which India is wary of, Qian pointed out. During the visit, the two heads of state announced the elevation of bilateral ties to a comprehensive strategic cooperative partnership.

Along with the previous opposition to China’s scientific research ship docked in Sri Lanka, India sending the submarine is a move exposing its typical hegemonic mentality, Qian condemned.

Cold wave to grip upper parts of country: PMD

ISLAMABAD, Feb 06 (APP): Cold wave will continue gripping upper parts of the country during the next 24 hours, according to the Pakistan Meteorological Department (PMD).
“Mainly cold and dry weather is expected in most parts of the country while very cold in upper parts”, the PMD said.
However, rain wind-thunderstorms with snowfall over mountains are expected at isolated places in northeast Balochistan and Gilgit Baltistan.
Cold winds are likely in upper Punjab during the evening/night.
Shallow fog is likely to persist at isolated places in plain areas of Punjab during morning hours.
As per the synoptic situation, continental air was prevailing over most parts of the country.
A shallow westerly wave was likely to affect north-eastern parts of Balochistan and southern Punjab in the next 24 hours.
During the last 24 hours, cold and partly cloudy weather prevailed over most parts of the country.
Shallow fog prevailed over a few plain areas of Punjab. However, rain recorded in Rawalakot was 05 mm and Murree 03 mm.
The snowfall recorded was Rawalakot 01.5 inches and Murree 0.5 inches.
The lowest minimum temperatures recorded were Kalam, Leh -14 C, Astore -09, Skardu -07, Gupis -06, Malamjabba -05, Gilgit, Bagrote and Kalat -04 C.

CM chairs meeting on election preparations, emphasises transparency, security measures

LAHORE, Feb 06 (APP): Punjab Caretaker Chief Minister Mohsin Naqvi chaired an important meeting at the Chief Minister’s Office on Tuesday to discuss election arrangements in the province.
Addressing the attendees, Naqvi emphasized that internet and mobile services will remain operational throughout the province on election day without interruption. He instructed for the commencement of city cleaning activities immediately after dawn on February 9, with banners and posters to be removed from all areas by the end of the day. Secretaries concerned were tasked with monitoring the removal process and reporting the completion of the task by evening on February 9.
Highlighting the importance of transparency, Naqvi urged district administrative officers to actively oversee election duties in the field.
He noted the installation of 32,000 CCTV cameras at polling stations and emphasized the need to complete the installation by midnight. Naqvi commended the Punjab government for saving 1 billion rupees in the procurement of CCTV cameras.
Emphasising adherence to SOPs and the Election Commission’s code of conduct, Naqvi directed for the activation of control rooms and the establishment of an efficient complaint redressal mechanism.
He stressed that ensuring peaceful and fair elections is a national responsibility, urging everyone to work together as a team.
The meeting was attended by Chief Secretary Punjab, Inspector General Police, Provincial Election Commissioner, Additional Chief Secretary, Interior Secretary, Secretaries from Local Government, Transport, Finance, CCPO, MD Punjab Safe Cities Authority, Commissioner Lahore, Deputy Commissioner, and other officials.
Divisional Commissioners, RPOs, DPOs, and District Returning Officers from across Punjab participated in the meeting via video link.
The IG Punjab provided a briefing on security arrangements for polling day across the province, while divisional commissioners briefed Chief Minister Mohsin Naqvi and the Provincial Election Commissioner on polling day arrangements.

PD rejects news about 25% gas price hike approval by CCI

ISLAMABAD, Feb 6 (APP): The Petroleum Division (PD) on Tuesday rejected a news item appearing in a section of media titled “CCI approves 25pc hike in sale price of gas,” terming it ‘incorrect and contract to facts.’

In a press statement, the Petroleum Division clarified that there was no decision made regarding gas prices in the CCI.

The statement further addressed the paragraph indicating that the CCI had approved an increase in the sale price of natural gas to third parties on a commercial basis from 10 percent to 35 percent.

The clarification said that the Council of Common Interests (CCI) had indeed considered the Ministry’s proposal for a 50 percent share of gas sale to third parties.

However, the CCI ultimately decided to increase the sale of gas to third parties from the existing 10 percent to 35 percent on a competitive basis.

The Petroleum Division said that this increase in share should not be misconstrued as a price increase.

It said that the share increase has been inaccurately associated with a price increase and clarified this for the information of all concerned.

Minister inaugurates country’s first e-Rozgar Center

ISLAMABAD, Feb 6 (APP): Caretaker Federal Minister for Information Technology and Telecommunications Dr. Umar Saif Tuesday inaugurated the country’s first e-Rozgar Center in collaboration of Excel Consulting Services.

The center boasts around 100 workstations fully equipped with state-of-the-art facilities tailored for freelancers, with plans to expand to 300 workstations in the future.

Additional Secretary MoITT Ayesha Moriani, Member IT Syed Junaid Imam, Project Director Amir Ahmed, Chairman EC Services, Nazir Qureshi, officials from MoITT, NTS, PSEB and a large number of freelancers were present on the occasion.

Speaking on the occasion, Dr. Umar Saif said that with the establishment of the center, the project of setting up 10,000 e-rozgar centers across the country now begun officially.

“We have also fulfilled another promise made to the people, where a significant number from the existing 1.5 million and upcoming new freelancers can work independently at very low rates” the minister said.

He said, the best facilities including high-speed internet, UPS, training centers, individual cabins, meeting rooms and separate office rooms for start-ups had been provided to freelancers.

The minister said that with the completion of the great project, IT exports would be increased soon by $ 10 billion annually and under public-private partnership, these centers would also be able to significantly increase the capacity and income of freelancers.

He said, the Pakistan Software Export Board (PSEB) would be responsible for providing freelancers and required technical support for these centers.

Dr. Umar Saif said that as promised, e-rozgar centers in other cities were also nearing completion.

“We have taken all the required steps for the digital ecosystem in Pakistan, and we have also used all available forums to declare Pakistan as a “Technology Destination” internationally” he added.

He said that the toughest decisions related to the IT and Telecom sector had been taken in the short period of the caretaker tenure.

The minister said that timely decisions had been made due to Special Investment Facilitation Council (SIFC).

Dr. Umar said, “A conducive environment for the upcoming government and a complete roadmap of Digital Pakistan has been made, hopefully the newly elected government will continue to play its full role in promoting Pakistan’s digital economy.”

Mayor Karachi inspects under-construction building of KIHD’s nursing school

KARACHI, Feb 06 (APP): Mayor Karachi Barrister Murtaza Wahab on Tuesday inspected the under-construction building of the Nursing School of Karachi Institute of Heart Diseases (KIHD) and issued on the spot instructions to the officers concerned.

While talking to media persons on the unscheduled visit to the Nursing school, the Mayor Karachi said that he will continue to work for the betterment of the city and its institutions. Municipal solar park is being developed in Kidney Hill Park, he added.

Municipal Commissioner S. M Afzal Zaidi, PPP, Deputy Parliamentary leader in the City Council Dil Muhammad and other officers were also present at the occasion.

He said the citizens of Karachi need better and quality medical facilities.

SECP publishes Consultation Paper on adoption of AAOIFIs standards for Islamic finance

ISLAMABAD, Feb 6 (APP): The Securities and Exchange Commission of Pakistan (SECP) has published a consultation paper to seek comments and feedback of stakeholders on the implementation of a new strategy for the adoption of AAOIFI’s Shariah, accounting, auditing and governance standards.
The proposed new strategy aims to enhance the adoption of Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) standards by introducing a more comprehensive and interactive approach, with a phased implementation of all standards to ensure effective compliance, said a press release issued here.
By considering the maturity level of the industry and practical difficulties in adopting all standards at once, the proposed strategy suggests a staggered approach to implementation.
Presently, only 7 Shariah standards have been adopted, whereas the adoption of 10 more Shariah standards is in process.
However, the existing approach, which includes picking standards based on necessity, produces an inadequate framework since many significant and consequential features offered in accounting, auditing, governance, and other Shariah-related standards may be missed.
Therefore, a new strategy has been envisaged emphasizing comprehensiveness, integration, interaction, feedback, and preparedness for global and domestic Islamic finance growth.
All of AAOIFI’s standards shall be adopted as non-binding guidelines, and institutions will be encouraged to voluntarily adopt them while conducting Islamic financial transactions.
After a period of general sensitization, compliance will shift to a “comply or explain” approach with penal action for non-compliance (not less than three years; the period will be announced later).
The final phase mandates full compliance with notified standards, and it is believed that the gradual implementation aims to better equip the industry for smooth compliance.
It is expected that the new strategy will increase the quality of Islamic financial services being offered in regulated sectors and greatly assist in enhancing transparency and compliance in Islamic financial transactions, thereby enhancing stakeholder confidence.

RAWALPINDI, Feb 06 (APP): Chairman Joint Chiefs of Staff Committee (CJCSC) General Sahir Shamshad Mirza, while on official visit to Kingdom of Saudi Arabia (KSA), in connection with 2nd World Defence Show called on Minister of Defence, KSA, Prince Khalid Bin Salman Bin Abdulaziz Al-Saud and discussed strategic, security issues and opportunities to enhance defence cooperation between the two brotherly countries.
According to the Inter Services Public Relations (ISPR) on Tuesday, the CJCSC also visited stalls of different organizations from Pakistan and inaugurated Al-Fatah-II Missile stall at World Defence Show.
