NEC directs priority financial allocations for merged, backward districts

ISLAMABAD, Jan 29 (APP):National Economic Council (NEC) Monday here directed that the development targets for all new merged and backward districts should be met on priority basis with appropriate financial allocations in the next budget.
Caretaker Prime Minister Anwaar-ul-Haq Kakar was chairing meeting of the council.
Federal ministers Dr Shamshad Akhtar, Sami Saeed, Shahid Ashraf Tarar, Chief Ministers Justice ® Maqbool Baqir, Justice ® Syed Arshad Hussain Shah, Sardar Ali Mardan Domki and high level officials attended the meeting.
The meeting was told that in the next financial year, instead of including provincial projects in the national development budget, only projects of newly merged border districts of erstwhile FATA and 20 backward districts would be included in the federal development budget.
The proper financial allocations for these areas would ensure provision of jobs to the people and economic progress.
The prime minister directed that the standard for compiling list of backward districts should be reviewed so that inclusion of all such areas should be ensured.
Speaking during the meeting, the prime minister said tax money belonged to the people and the focus of all development projects should be welfare and well being of the people.
He urged that work on the national level development projects should be speeded up and their completion in the stipulated time should be ensured.
He expressed satisfaction that the caretaker government achieved substantial success in securing development targets in its short tenure.
The prime minister said despite immense economic challenges, national progress could only be ensured by completing public welfare projects on priority basis.
The National Economic Council comprising the federation and provinces was the highest constitutional body for economic decision making, he said adding the federal government gave vital importance to consultation with provinces while taking decisions about the development projects.
In the development budget, the council decided that special importance should be given to the progress of basic communication infrastructure, hydel projects, water reservoirs, industry, information technology and the development of human resources particularly youth.
The overall economic situation of the country was reviewed in detail during the meeting.
While reviewing the six point agenda of the meeting, priorities and guiding principles for the national development budget 2024-25 were presented for approval.
The meeting was told that according to the new guiding principles, the development projects of national importance which were 80 percent complete, would get priority allocation in the budget.
While for new projects of national significance, only ten percent amount would be allocated.
The NEC directed that while including new projects in the development budget, it should be determined that only projects of solid developmental value were chosen.
The meeting also reviewed the pace of the current development projects under the Public Sector Development Programme (2023-24).
In this regard, the recommendations of the Apex Committee of the Special Investment Facilitation Council were presented.
While approving the recommendations of the apex committee, the prime minister directed that Youth Development Programme especially Skill Development Programme and Youth Endowment Scholarship for Talented Students should be continued robustly in the federal development budget and funding for them should be ensured.
The council was informed about the priorities of the 13th five year development programme. The meeting was told that under the five year programme, the optimum focus would be on development of different areas of the country, environment, climate change, tourism, agriculture, industry, energy, governance, foreign investment, incentives to small and medium enterprises, improvement in governance and steps for use of technology in government affairs and service delivery.
While giving assent for renewed focus on these areas, the council directed that the draft for the five year programme should be finalized and presented for approval.
The reports of Public Investment Management Assessment and Climate Investment Management prepared in collaboration with international financial institution were presented.
The meeting was also informed about the recommendations prepared in line with these reports.
The council also directed that the approved strategy for protection against the adverse effects of climate change and for tackling natural disasters should be improved according to new international standards.
The NEC also reviewed the growth targets for the current financial year. The meeting was apprised that in the first quarter the rate of economic growth was 2.1 percent against the yearly target of 3.5 percent.
It was told that due to the solid steps of the caretaker government for economic revival, the national economy was improving and trade deficit was reduced.
During the current financial year, the Federal Board of Revenue (FBR) collected more tax than its target in the first six months of the financial year from July to December 2023. The value of rupee stabilized because of the steps taken against the illegal business of foreign currency and anti-smuggling. The remittances from overseas Pakistanis also increased. While expressing satisfaction at the steps taken for achieving economic targets, it was reaffirmed that measured for economic growth should be intensified.
The report of the sub-committee of the National Economic Council on Sustainable Development Goals was presented. It was stressed that climate finance should be focused as Pakistan was among those countries which were most affected by climate change.
The council also directed that a multiple indicator cluster survey should be held in collaboration with the provinces for a true depiction of the projects of public welfare and economic progress in the country.

Operation Commander SP Muhammad Shafiq along with DSPs graced the occasion and acknowledged the services of 30 Outstanding Officers comprising Police Communication Officers deployed in various sections of the Center.
SP Muhammad Shafiq and DSPs distributed certificates among 30 promising officers, from IC3 sections such as Operations and Monitoring Center, Video Control Center, Emergency Control Center, Dispatch Control Center, Lost & Found Center, PUCAR15, and Electronic Data Analysis Center.
While addressing the PSCA workforce, SP Shafiq said that the purpose of marking the best performers every month is to encourage all aspirants to give their full potential. “Positive competition is healthier for any organization. Huge cache of cigarettes sans sales tax stamps seized from Khanewal

MULTAN, Jan 29 (APP):Anti sales squad of the Regional Tax Office (RTO) claimed to have seized a huge cache of cigarettes without sales tax stamps from the Chhab Kalan area in district Khanewal.
According to official sources, working on a tip-off, additional commissioner Bilal Ahmed and assistant commissioner Haroon Rasheed conducted a raid at a warehouse and managed to recover a huge quantity of local brand cigarettes.
The cigarette brands were lacking sales tax stamps. The amount of the seized cigarettes is stated in millions of rupees.
The team however could not arrest any outlaw. The police concerned is also conducting raids to arrest the outlaws.

LHC issues notice to ECP on Parvez Elahi’s plea

LAHORE, Jan 29 (APP):The Lahore High Court (LHC) on Monday issued notice to the Election Commission of Pakistan (ECP) for January 30 on a petition filed by former chief minister Punjab Chaudhry Parvez Elahi for allotment of ‘peacock’ electoral symbol.
The single bench comprising Justice Shahid Bilal Hassan heard the petition filed by the former chief minister Punjab.
The petitioner’s counsel had argued before the court that Chaudhry Parvez Elahi was contesting election from provincial assembly constituency PP-32 after being granted permission by the Supreme Court in this regard. He submitted that an application was filed for allotment of a peacock electoral symbol but the returning officer refused to accept the application and allotted a donkey-cart electoral symbol to his client. He pleaded with the court to issue directions for allotment of peacock electoral symbol.
The court, after hearing initial arguments of the petitioner’s counsel, issued notice to the ECP for January 30 and sought reply to the petition.

FAISALABAD, Jan 29 (APP):Pakistan People’s Party (PPP) has a unique plan to drag the country out of prevailing crises in addition to improving life standard of the masses.
This was stated by District President PPP Faisalabad Muhammad Ejaz Chaudhry while talking to media persons after chairing a meeting at PPP Secretariat here on Monday.
He said that PPP has opened up its manifesto of “Chuno Nai Soch Ko – Elect new Vision” with a focus on economic improvement, poverty alleviation and women empowerment.
He said that PPP is the only pro-people party which always preferred to public welfare policies. It has evolved a 10-point agenda which would help in bringing revolution in addition to weeding out poverty, unemployment and price hike in the country, he added.
He appealed to the people to vote and support PPP as this party never indulged in the politics of victimization rather it always strived hard to facilitate the masses.
PPP leader Dr Mirza Ikhtiyar Baig and others also attended the meeting and discussed various matters regarding elections strategy.

Rawalpindi, Lahore, Quetta win matches in National Women’s T20

ISLAMABAD, Jan 29 (APP):Rawalpindi, Lahore and Quetta won the ninth round of the National Women’s T20 Tournament 2023-24 after all six teams participated in games played across three venues in Islamabad and Rawalpindi.
At Shoaib Akhtar Cricket Stadium, captain Aliya Riaz’s unbeaten ton took Rawalpindi to 182-4 in the first innings. In return, Multan could only manage 155-5, losing the game by 27 runs.
Multan won the toss and opted to bowl first. Rawalpindi’s Wicketkeeper-batter Farzana Farooq fell to Noor-ul-Iman for just five runs in the fourth over.
Shortly after, Aima Saleem was run out for a run-a-ball 18, including four boundaries, to bring Rawalpindi to 41-2 in 5.3 overs.
Rawalpindi captain Aliya Riaz and Fajar Naved stitched up a 133-run third-wicket partnership to turn the innings around for their side.
Tasmia Rubab cut short the partnership as she ran out Fajar as she departed for 34 off 32 balls, with three fours, in the penultimate over. Natalia Parvaiz, the next batter in, was stumped for just a run in the last over of the innings.
Aliya played a captain’s knock, smashing an unbeaten century to take Rawalpindi to 182-4 in 20 overs. She ended the innings undefeated at 118 from 61, showcasing 17 boundaries and four maximums.
Gull Rukh and Noor were the only two wicket-takers for Multan with a scalp apiece.
In reply, Aleena Masood fell for a golden duck courtesy of Waheeda Akhtar in the first over of the innings.
Fresh off her heroics with the bat, Aliya struck on her first ball to remove Gull Rukh for just four runs.
Multan captain Gull Feroza and Saiqa Riaz batted together to add 71 runs to the total, countering the earlier setbacks.
Gull Feroza’s bat produced a fighting knock of 78 from 57, including 11 fours and a six, to keep hope alive for her team until she eventually fell to Aima in the 16th over. Saiqa hit an unbeaten 49 from 43, including seven fours.
Aima, Waheeda, Aliya and Humna Bilal all returned with one wicket each.
For her effortless performance with the bat, Aliya was awarded player of the match.
At Ayub Park Ground, Karachi fell three short of the target after they had restricted Lahore to 127-7 earlier in the game.
After choosing to bowl first, Karachi skipper Fatima Sana struck early to remove the tournament’s leading run-scorer Sidra Amin for a three-ball duck in the first over.
Off-spinner Rameen Shamim sent Sadaf Shamas (10, 11b) walking back in the fifth over to reduce Lahore to 29-2 inside the powerplay.
Bismah Maroof and Sidra Nawaz batted together to add 49 runs for the third-wicket stand until Syeda Aroob Shah struck to remove the latter for 19 from 27.
Lahore captain Nida Dar was trapped leg-before by Omaima Sohail for a golden duck. In her subsequent over, Omaima dismissed Bismah for 47 from 45, including five fours.
Iram Javed (18, 20b, 2x4s) and Ayesha Zafar (22, 12b, 4x4s) were the other contributors with the bat as Lahore ended with 127-7 in 20 overs.
Fatima and Omaima picked up two wickets each, while Rameen and Aroob returned with one each.
Muneeba Ali and Javeria Khan put up a 41-run opening stand until left-arm spinner Nashra Sundhu struck to remove the latter for 18 on 14, with three fours.
On the next ball, Omaima was caught behind on Nashra’s bowling, returning for a golden duck.
Yusra Amir joined Muneeba on the crease to construct a 47-run third-wicket stand. Ghulam Fatima provided the breakthrough, as she dismissed Muneeba (37, 35b, 6x4s) in the 13th over.
In the next over, Karachi’s skipper Fatima also copped a golden duck, courtesy of Bismah. Nida removed Yusra (35, 41b, 2x4s) to bring the side to 103-5 in 16.4 overs.
Nashra struck in two consecutive balls to send Rameen and Aiman Anwar walking back for golden ducks as well.
Najiha Alvi (9, 6b, 1×4), Aroob (8, 11b) and Huraina Sajjad (8 not out, 7b) chipped in with a few runs but failed to convert their starts. .
Karachi lost the game by a mere three runs, as they could only manage 124-9 in 20 overs. Nashra picked up a four-fer, Bismah had two wickets to her name while Ghulam Fatima and Nida removed a batter each.
Bismah was awarded player of the match for her gritty knock followed by two wickets.
At Diamond Cricket Ground in Islamabad, Peshawar lost the game by 83 runs after Quetta posted 155-4 on the back of half-centuries by Tuba Hassan and Fareeha Mehmood.
Peshawar won the toss and invited Quetta to bat first. Dua Majid and Fareeha Mehmood put up an opening partnership of 48 runs before the former was run out by Fatima Zeb in the last over of the powerplay. Dua walked back after 11 off 12, with two boundaries.
Tuba Hassan joined Fareeha on the crease to build a solid second-wicket partnership, yielding 64 runs. Fareeha completed her half-century (56, 50b, 8x4s) before falling to Momina Riasat.
Tuba’s bat produced 52 from 33, with seven fours and a six, hitting her second half-century of the tournament before she was caught by Sumbal Liaqat off Salwa Raheem.
Jannat Rasheed (20 not out, 21b, 2x4s) also chipped in with some crucial runs. Salwa and Momina picked up one wicket each.
Quetta captain Saima Malik ran out Momina (10, 10b, 2x4s) on the fifth ball of the third over to give Peshawar the first jolt in the innings. On the very next ball, Anam Amin rattled Raahima Syed’s stumps as she returned for a golden duck.
Peshawar captain Aleena Shah (11, 12b, 2x4s) was stumped off Ayesha Asim’s bowling in the seventh over. In the subsequent over, Saima dismissed Shabnam Hayat for a solitary run.
Tehzeeb Shah (29, 22b, 5x4s) was the next batter to fall, after getting stumped off Ayesha’s bowling as well to bring Peshawar down to 55-5 in 8.4 overs.
Tuba pinned Sehar Gul leg-before for just four runs as trouble deepened for Peshawar. Fatima (9, 5b, 2x4s) was caught by Khizra Rani to award Ayesha her third wicket of the innings.
Salwa (o, 3b) and Seema Gull (6, 5b, 1×4) both fell to Tuba in the same over with Peshawar reeling at 72-9 in 12 overs. Sumbal, the last batter for Quetta, could not come out to bat owing to an injury, awarding Quetta the game by 83 runs.
Tuba and Ayesha accounted for three wickets each while Anam and Saima picked up one each.
For her brilliance with the bat and ball alike, Tuba was adjudged player of the match.

Governor Punjab distributes LCCI  IT Freelancing awards

LAHORE, Jan 29 (APP):The Lahore Chamber of Commerce and Industry (LCCI) has organized First LCCI IT Freelancing Awards 2024 which was a part of its untiring efforts for the promotion of IT Sector in the country.
Governor Punjab Muhammad Blighur Rehman was the chief guest while LCCI President Kashif Anwar, Senior Vice President Zafar Mahmood Chaudhry, Vice President Adnan Khalid Butt, Convenor Standing Committee for IT Abdul Wahab Ahmed and others participated in the event.
Speaking on this occasion, Punjab Governor Muhammad Balighur Rahman said that it is a good to see that a good work has started, the journey of thousands of miles begins with a single step, this is another honor of Kashif Anwar.
He said that IT is very important in today’s world. It will increase jobs but will change their nature. Those who are doing better in IT are also showing the way to others. He said that there are many economic models in the world where facilities have been given to business and private sector and it has been successful.
He said that IT has made communication easier and the whole world is connected. “Our character leads to our development.” He said that Pakistan is advancing rapidly in the world of IT. All developing countries have adopted policies, which should be analyzed through data, he added.
He said that there is a lot of potential in IT sector. He said that the governor is also the chancellor of the universities. He has sent the directive of e-rozgar in universities. He said that laptops were given to the students with a transparency, the fruits of which are in front of us today.
He said that people should be educated on merit, adding, “After getting the laptop, our ranking improved and freelancing increased.” Umar Saif is bringing PayPal and other apps to the country for safe payment which is a great move. Freelancers are doing great work. The biggest potential is young people who are doing this work, he added.
LCCI President Kashif Anwar said that the 21st century belongs to technological advancement. Particularly, digitalization has revolutionized almost every aspect of life.
He said that all countries throughout the world are working to promote modern technology in accordance with the fourth industrial revolution to become an active part of the global digital economy worth more than 10 trillion dollars.
The LCCI President said that the Lahore Chamber has been engaged in promoting the IT industry for a long time and for this purpose LCCI organizes IT Awards on annual basis to acknowledge best performance of IT companies. IT Freelancers Awards have been organized to encourage IT freelancers in which those IT freelancers are being honored who are earning valuable foreign exchange for the country through IT services, he added.
Kashif Anwar said that Pakistan’s IT industry is developing and today it has become an important contributor to the national economy. He said that according to the data of the Board of Investment, the share of IT in Pakistan’s GDP is around one percent.
He said that according to an estimate, there are 20 IT companies in Pakistan and more than 5 lakh IT professionals are associated with this sector. Apart from this, there are more than 20 IT parks in the country. He said that Pakistan ranks 4th in terms of IT freelancing worldwide.
The LCCI President said that because of the government’s efforts, PayPal payments will now start coming to our freelancers’ accounts through third-party wallets. Kashif Anwar said that the government has issued 50 percent dollar retention accounts for IT companies, after which it has become possible for them to keep 50 percent of their remittances in foreign currency. After this decision, a 13 percent increase in Pakistan’s IT exports has been seen in just thirty days.
He added that the government has recently arranged IT training for 100,000 students, which will generate an additional $2.5 billion per year for the country. Along with this, the government has launched Pakistan Startup Fund with 2 billion rupees, which will boost investment. About ten thousand e-employment centers are being established where one million IT freelancers will be able to work and with the help of their potential, an annual income of 10 billion dollars will be ensured, he added.
He said that IT freelancers earned 400 million dollars in the financial year 2023. The way these young people are fulfilling the needs of international clients, the day is not far when Pakistan will get billions of dollars in foreign exchange because of them. He mentioned that India is earning more than $300 billion from the exports of IT services.
He said that Lahore Chamber continues to guide its members about modern IT through awareness sessions and training. He said that instead of working on the traditional sectors of the economy, “we need to promote and provide facilities to sectors with unlimited potential like IT”. He congratulated the winners of Lahore Chamber IT Freelancing Awards.
Senior Vice President Zafar Mahmood Chaudhry said that Lahore Chamber has done a lot for exports and industry. Now it is playing its role for IT sector. “Our neighboring countries are earning a lot of foreign exchange from IT. In our country, around two lakh companies and freelancers are exporting but these numbers are low. Companies should bring their foreign exchange into the country,” he said.
Vice President Adnan Khalid Butt said that the first IT Freelancing Award is a milestone. It is hoped that the award holders will continue to play their role. Convener Standing Committee Abdul Wahab said that the role of Lahore Chamber is very important for the promotion of IT. This is the first such event in the history of Pakistan which has been organized by Lahore Chamber. SIFC is also important in this regard. People from all over Pakistan have been selected for these awards, all of them have earned 5 million dollars foreign exchange in the last year, he added.

Solangi condemns propaganda on social media about journalists’ harassment

ISLAMABAD, Jan 29 (APP): Caretaker Minister for Information, Broadcasting and Parliamentary Affairs Murtaza Solangi on Monday strongly condemned propaganda on social media networking sites regarding the so-called harassment of some journalists during a probe into a “smear campaign” against the top judges.

“There has been a gatekeeper mechanism in the newspapers for verification of the information, but ironically some YouTubers on social media have created a new political economy which says the more lies you churn out, the more views you get,” the minister said while responding to a query in a private news channel’s current affairs programme.

He said the Federal Investigation Agency, which was authorized to take action, issued notices to 32 journalists and YouTubers, and 22 political persons, and asked them to give their version over the issue.

Brushing aside the rumours about the so-called harassment, the minister said, “Serving of a notice is not tantamount to harassment. These notices are not withdrawn as for now.”

He said humiliation and ridiculing someone did not come under the scope of Article 19 of the Constitution that guaranteed right to freedom of expression.

Solangi said no one was above the law and whosoever had done the violation, they would have to face the music.

“The Pakistan Telecom Authority (PTA) can block any website that violates the law,” he said in response to another query.

MQM-P blames PPP for weakening local govt institutions through administrators

HYDERABAD, Jan 29 (APP):The candidates of Muttahida Qaumi Movement-Pakistan (MQM-P) contesting from NA-219, NA-220, PS-63 and PS-65 constituencies in Hyderabad have blamed Pakistan Peoples Party’s previous provincial government for destroying the local government institutions.
Speaking at a corner meeting here on Monday NA-220’s contestant from MQM-P Syd Waseem Hussain said the PPP’s Sindh government handed over the local government institutions to the bureaucracy in 2010 until the LG elections were held in 2015.
He said for a long period of 5 years the administrators were installed as the heads of the local bodies in all the districts of the province as a replacement for the elected LG representatives.
Hussain said that long-term presence of the administrators, who were allegedly under influence of the provincial government,
The candidate for NA-219 Abdul Aleem Khanzada said all attempts to sap the popularity of MQM-P had backfired because at present the party was stronger than before.
He expressed hope that the MQM-P would emerge victorious on February 8 and it would defeat the PPP’s candidates in Sindh’s urban areas.
In a separate statement the MQM-P Hyderabad chapter condemned the alleged killing of a party’s worker in Nazimabad, Karachi.
They requested the caretaker government to bring the culprits to book.

ROs to unveil 2024 election outcomes with 859 media walls

ISLAMABAD, Jan 29 (APP):Returning officers (ROs) will announce the results of the 2024 general elections, and media walls will be installed at 859 locations to display the outcomes of respective constituencies.
Election Commission sources indicate that each returning officer’s office will have data entry operators responsible for updating polling station results received from presiding officers.
After obtaining signatures from polling agents and candidates, the presiding officer will promptly display the polling station result, and a copy will be sent directly to the returning officer.
The hard copy of the results will be promptly delivered to the Returning Officer’s (RO) office, and simultaneously, a digital copy will be sent via WhatsApp. The RO will use a DSL connection for efficient internet service, publishing the constituency results on the media wall outside the office and forwarding a copy to the Election Commission.
