CM inaugurates Rs 3.5 bln ‘Hamqadam Programme’

LAHORE, Dec 03 (APP):Punjab Chief Minister Sardar Usman Buzdar on Friday inaugurated Rs.3.5 billion ‘Hamqadam Programme’ under Punjab Ehsaas Programme for differently-abled persons.

He distributed registration certificates among special persons eligible for financial assistance and termed it a historic step.

Under the program, interest-free loans of Rs. 270 million were being provided to 63500 special persons and a scheme of providing wheelchairs, hearing aids and the necessary equipment for such persons was being started with Rs. 100 million, he added.

The CM said special people were an important part of society. Due to the apathy of the previous government, special people faced socio-economic problems, he regretted and added inclusion of special people in the national mainstream was very important and it was the priority of PTI-led government to ensure the economic stability to them, he said.

Concrete steps have been taken to provide equal opportunities for socio-economic development of such people, he emphasized.

The Punjab government was actively working for the welfare of the poor and deprived sections, he added. Under the Punjab Ehsaas Programme, improvement in the living standards of the poor and provision of basic necessities of life was being ensured, he added.

Vice-Chairman Punjab Social Protection Authority Nasir Jamal Cheema briefed about ‘Hamqadam’ and other programs.

Provincial Minister for Social Welfare Syed Yawar Bukhari, Additional Chief Secretary (Home), Musarrat Jamshed Cheema MPA, Sohail Zafar, Saleem Baryar, Chief Executive Officer Punjab Social Protection Authority, Secretary Information, DGPR and others were also present.

ISLAMABAD, Dec 3 (APP): Prime Minister Imran Khan Friday said that the “horrific vigilante attack” on a factory in Sialkot and the burning alive of Sri Lankan manager was a “day of shame for Pakistan.”

On Twitter, the prime minister said that he was overseeing the investigations and all those responsible would be dealt with the severity of the law.

“I am overseeing the investigations & let there be no mistake all those responsible will be punished with full severity of the law,” he said.

The prime minister said that the arrests were already in progress.

MIRPUR [AJK] Dec 03 (APP):Azad Jammu and Kashmir Prime Minister Sardar Abdul Qayyum Niazi Friday said special people are an important part of our society and the government will fulfill its responsibility to address their grievances with prime focus for their rehabilitation to make them useful citizens of the society.

He expressed these views while addressing a ceremony hosted to mark International Day of disabled persons in the State metropolis on Friday.

Minister for Education and TEVTA Dewan Ali Khan Chughtai also addressed the function while Deputy Speaker Chaudhry Riaz Gujjar was present on the occasion.

The Prime Minister said the Indian forces in occupied Kashmir are suppressing the voice of the Kashmiri people and has launched a systematic ware of repression to crush the freedom movement launched by the people of occupied Kashmir for attaining their fundamental right to self determination.

He said Thousands of youths in Occupied Kashmir have been blinded by Indian forces through pellet guns, thousands of youths have been deprived of their limbs and thousands of women have become widows.

The Prime Minister said that special persons deserved special attention and the government would work on priority basis to provide facilities to them.

He said that special people have proved their capabilities from playground to all walks of life and special people have made their country and nation famous.

He said the government would ensure the implementation of quotas in jobs for special people and create more opportunities for them.

Qayyum Niazi said that India had started a war of repressions in occupied Kashmir on one hand while on the other hand Kashmiris are being forcibly crippled by depriving them of eyes and other parts of the body to crush the freedom movement launched by the Kashmiri people and added that Indian occupying forces are also violating human rights.

The Prime Minister appealed to the civilized world and human rights to take notice of the grave human rights violations in Indian Illegally Occupied Jammu Kashmir and grant the Kashmiri their internationally recognized right to self-determination. The Prime Minister on this occasion also distributed shields to special persons.

ISLAMABAD, Dec 3 (APP):Under the regulatory impetus of SECP, the Insurance Association of Pakistan (IAP) and Central Depository Company of Pakistan Limited (CDC) on Friday signed a Memorandum of Understanding for the digital aggregation of Insurance products CDC’s Emalaak Financials platform.

Ms. Sadia Khan, Commissioner – Securities and Exchange Commission of Pakistan (SECP) presided over the MoU signing ceremony, said a news release received here.

At the occasion, describing the features of the platform, CEO-CDC Mr. Badiuddin Akber said that “This Fintech solution of “Emlaak Financials” is indeed a landmark initiative of national significance, as it aims to become “Digital Financial Super Market” in Pakistan by leveraging the potential of technology to increase outreach for various financial products.”

Azfar Arshad, Chairman IAP applauded the efforts of CDC and SECP and said that this initiative will pave the way for the growth of the Insurance Industry.

While addressing the occasion, Commissioner SECP – Sadia Khan said that this digital transformation is expected to have an impact throughout the insurance value chain, from underwriting and pricing of products, their marketing, and distribution, through to claims processing and the ongoing customer servicing.

The distribution of insurance products through the digital portal EMLAAK is expected to provide a low-cost and centralized solution to policyholders by providing a comparative cost-benefit analysis of different products on a centralized platform.

This will lead to a reduction in the protection gap as new market segments are accessed as well as an increase in the insurance penetration. The goal of the regulator is to enable the insurance industry to play its rightful role both in terms of providing the social safety net as well as the development of the capital market.

She commended the role of CDC in bringing this new initiative to life by capitalizing on its technological capability.

The event was attended by the senior members of IAP’s Executive Committee and other high-ranking officials of the Insurance industry.

ISLAMABAD, Dec 3 (APP):Minister for Information and Broadcasting Chaudhry Fawad Hussain on Friday said that the government and Ministry of Information and Broadcasting were firmly standing behind the working journalists.

Talking to the delegation of Rawalpindi, Islamabad Union of Journalists (RIUJ) led by its secretary general and All Pakistan Newspapers Employees Confederation (APNEC) Chairman Muhammad Siddique Anzar, the minister stressed the need of promoting responsible journalism in the country and urged the journalists to avoid filing news stories out of context.

Brushing aside the misconception that there was no freedom of media in Pakistan, he said “we compare our media freedom with first world. Due to lack of defamation laws, we have more freedom of media than first world.”

The minister said the responsibilities of media houses and government had increased manifold after the recent approval of Protection of Journalists and Media Professional Act, 2021.

The input of all journalist organisations and journalsits were sought in the preparation of journalists and media professionals Act 2021, he added.
Fawad said favorite journalists and some media groups were awarded during the previous regime which was admitted by Pakistan Muslim League Nawaz Vice President Maryam Nawaz in her press conference.

He lamented that the use of government funds and powers by a private person was illegal.

The minister said the government was conducting the inquiry of misuse of government funds by a private person and findings would be shared with the people.

Criticizing previous governments, he said journalists used to face unchecked killings and injuries at the hands of mafia in the past.

The RIUJ delegation condemned Maryam Nawaz’s confession regarding awarding favorite journalists and special media houses in previous government.

The minister listened the problems of journalists and assured their resolution.
The delegation lauded the efforts of the government, especially Minister for Information and Broadcasting Chaudhry Fawad Hussain, Minister for Human Rights Dr Shireen Mazari for passing the Protection of Journalists and Media Professional Act, 2021 in protecting the rights of working journalists.

The members included RIUJ, Acting President Rana Rizwan, Usman Khan, Farhat Fatima and Media Workers Organisation President Kaleem Shamim were also present in the meeting.

Dr Fehmida, Dar sign MoU to uplift youth in sports

ISLAMABAD, Dec 3 (APP):Federal Minister for Inter Provincial Coordination (IPC) Dr Fehmida Mirza has signed a Memorandum of Understanding (MoU) with the Special Assistant to the PM on Youth Affairs Usman Dar for the uplifting and encouragement of the youth in sports.

“The MoU is aimed for working with coordination (IPC & Youth Affairs) for the promotion and encouragement of youth in sports. Sports in the country are damaged and the youth is held hostage.

It is important that the government provides opportunities to youth for their upbringing,” she said while addressing a press conference along with Special Assistant to the PM on Youth Affairs Usman Dar here on Friday.

Director General Pakistan Sports Board (PSB) Col (R) Muhammad Asif Zaman and Higher Education Commission (HEC) Director Sports Javed Memon were also present on the occasion.

She said the 2021-2022 was declared a sports year and we had planned a number of activities for it. “Some activities are underway in the provinces while some will be carried on with the universities. We want to regain the lost glory in our games of hockey, squash etc,” she said and added that youth should come to the grounds and indulge themselves in healthy sports activities.

To a question, she said when she took over there was no structure of sports governance and she head downed the mafias who were damaging the games. “After the 18th amendment sports and its resources were gone to the regions and the Pakistan Sports Board (PSB) cannot promote and regulate sports without the regions,” she said.

She said the facilities here at the Pakistan Sports Complex and in provinces were also being upgraded. “All provinces should have a sports minister as to give top priority to the games. We won’t let anyone spoil the future of the youth even if we have to bring in coaches from abroad we would do it. We have also kept an hockey astro-turf for Muzaffarabad,” she said.

She said the issue of the Pakistan Football Federation (PFF) with the International Football Federation (FIFA) would also be resolved soon.

“For the first time FIFA wants to sit and work with us (government). The normalization committee will sit with us and discuss the election process of PFF,” she said.

Speaking about athlete Arshad Nadeem, the minister said ministry and PSB has and would support him at all levels and were proud of him for displaying superb performance at the Tokyo Olympics.

ISLAMABAD, Dec 3 (APP):The wait for ‘Year of Sports’ (2022) is over as the government is all set to launch ‘Kamyab Jawan Sports Drive’ here on December 6 to revive sports culture for producing national heroes.

Prime Minister Imran Khan will officially inaugurate the Kamyab Jawan Sports Drive at Jinnah Stadium Sports Complex, Islamabad on December 6, Special Assistant to the Prime Minister (SAPM) on Youth Affairs Muhammad Usman Dar announced while addressing a news conference here on Friday.

Flanked by Minister for Inter-Provincial Coordination Dr. Fehmida Mirza, the SAPM said his department had signed an agreement with the IPC ministry to materialize the initiative, aimed at promoting the sports at grass root level.

He said this would be the biggest sports programme in the country’s history that would eventually enable active participation of the youth in the healthy physical activities.

Under its first phase, he said 12 different games for male and 10 for female would be arranged across 25 regions under the talent hunt programme. The age bracket for both would be 11-25 years, he added.

Usman Dar said games for male included football, cricket, hockey, badminton, boxing, handball, judo, squash, table tennis, volleyball, weightlifting and wrestling.
For young females, the games would be badminton, cricket, football, hockey, boxing, handball, judo, squash, table tennis, and volleyball, he added.

He said after conclusion of the games, the selected pool of talent would then compete in a national league under the program.

The SAPM said the final pool of talent from league would be given a chance to get trained and developed in world class 12 sports academies and high-performance centers to be built in 12 universities under the program.

12 sports academies would be set up in various varsities including Bahauddin Zakariya University, Punjab, University of the Punjab, Lahore, University of Veterinary and Animal Sciences, Lahore, University of Agriculture Faisalabad,

University of Karachi, Sindh Agriculture University Tandojam, Benazir Bhutto Shaheed University Lyari, University of Peshawar, Abdul Wali Khan University Mardan, International Islamic University, Islamabad, Quetta University and Karakoram International University, Gilgit Baltistan for promoting hockey,

weightlifting, wrestling, hand ball, football, judo, boxing, squash, volley ball, cricket, athletic games and skiing, respectively, the SAPM noted.

He said a high-performance centre was being established at NED University Karachi which would work as a movement analysis lab.

Usman Dar said Prime Minister Imran Khan had given clear instructions to produce national heroes through this platform who would represent the country in different games at international level.

He said PM Imran Khan was keen to empower the country’s youth through gainful employment and meaningful engagement.

The Prime Minister’s Kamyab Jawan Programme was a flagship initiative of the present government under which six schemes have been launched including Youth Entrepreneurship Scheme, Skills for All, Youth Green Movement, Kamayab Marakiz and others.

ISLAMABAD, Dec 3 (APP):Pakistan Tehreek Insaf (PTI) Chief Organizer Senator Saifullah Khan Nyazee and Advisor for Finance & Revenue Shaukat Tarin on Friday discussed special measures taken by the federal government to control food inflation.

PTI Central Secretary for good governance Shahid Yousuf was also present in the meeting, said a press release.

In-depth discussions were held on important issues regarding the prevention of rise in prices of essential commodities, especially food items.

Chief Organizer assured his full support to Finance Advisor to curb inflation.

Advisor Finance said that Corona poses extraordinary challenge not only to Pakistan but to global economies, adding that Governments around the world, including the United States, were trying to overcome the problem of inflation.

He said that PTI government is taking steps to protect the people in general and the poor in particular from the deadly effects of global economic pressures. He said that Prime Minister has launched a scheme to provide food items to millions of families at below market prices under Ehsaas initiative.

Senator Saifullah Khan Nyazee said that PTI as a party was ready to provide full support to Finance Advisor and his team to control inflation, adding that qualified and experienced workers have been made part of these teams, as per the procedure laid down in the scope of law.

Senator Nyazee said that it was very important to curb inflation, adding that it was necessary to control the trend of raising prices by controlling hoarding.

Finance Advisor thanked Chief Organizer PTI for the offer of support in this regard.

Tarin greets envoy on new responsibilities

Govt, society should partner in efforts for inclusivity of PWDs: President

ISLAMABAD, Dec 3 (APP): President Dr Arif Alvi Friday while recounting the government’s multiple initiatives for mainstreaming and inclusivity of the persons with disabilities, urged the society to enhance their acceptability and create awareness of the available facilities.

The president, addressing a ceremony to mark the International Day of Persons with Disabilities annually observed on December 3, said just like the developed states, Pakistan was also striving to take proper care of the PWDs.

He exemplified the government’s initiatives of Sehat Insaf Card, waiver of higher education expenses, monthly lifetime stipend of Rs2,000, jobs quota of 2-5% and legislation for their accessibility to public places and loan facilities for them to achieve their financial independence.

Also addressed by First Lady Samina Alvi, WHO Country Mission Dr Palitha Gunarathna Mahipala and Parliamentary Secretary Dr Nosheen Hamid, the event also featured the launch of Rapid Assistive Technology Assessment Report published by the National Health Services Academy.

The president said in order to ensure accessibility of the PWDs to public buildings, the federal government had already made legislation necessitating the construction of ramps on public buildings.

He said after two years of efforts and collaboration with the State Bank of Pakistan, the banks had constructed ramps for the PWDs.

He said no one could stop the country from progressing if all of its segments distributed their blessings on the deprived people.

The president advised the PWDs’ parents to come out of the taboo of sharing the disability of their child and avail the facilities to make them productive citizens of the country because they were also equally intellectual.

Regarding the ramps for the existing buildings in Islamabad, the president, who is also the vice-chancellor of several universities, said on his suggestion, the COMSATS University students had formulated a proposal for the construction of ramps in Islamabad’s F-6 market.

He said the idea could be implemented in collaboration with the Capital Development Authority and Islamabad Chamber.

He also asked the schools to welcome the PWDs without any discrimination and called for skill training and their match-making to make them earn jobs. This process should be accomplished not as charity rather with an aim to make PWDs a productive part of society.

He said the industry and relevant match-making organizations would have to find out a niche to ensure the absorption of disabled people.

He told the gathering that so far, only 400,000 PWDs had applied for the monthly stipend of Rs2,000 which necessitated the role of the society and media to aware the entitled people of available facilities.

Lauding the competence of paralyzed Dr Sana Hafeez and visually impaired diplomat Saima Saleem who spoke at the United Nations using braille, the president said being equally intellectual, the PWDs needed acceptability and opportunities to excel.

Mentioning the assistive technology, the president referred to the use of smartphone as the white cane and launch of the mobile braille application.

He said besides manufacturing the customized wheelchair, the government was also striving for maximum availability of cochlear implants.

Highlighting the importance of the first-aid training, the president said the government was considering the revival of the training in educational institutes and also emphasized the role of the Scouts Association, Girls Guide Association and NDMA could play a role.

First Lady Samina Alvi, in her address, emphasized the development of an inclusive society for the PWDs and take measures for their self-dependence.

She stressed the need for holding seminars and media campaigns to make the PWDs know about the government’s schemes for their welfare and mainstreaming.

She also suggested carrying out IT and skill training of the disabled people to earn them job or establish their own businesses.

She said besides its health part, the inclusivity of the PWD’s was also a human rights issue and urged the people not to discriminate or neglect them rather train them as per market needs.

She said President Alvi had already asked the federal and provincial governments to employ PWDs as per their allocated quota besides urging the private sector to absorb them as per their capabilities.

She lauded the contribution and support of the WHO towards the government’s initiatives for mainstreaming the PWDs

The WHO Representative in Pakistan Dr Palitha Gunarathna Mahipala appreciated the president for the commitment to the cause of inclusivity of the PWDs.

He also appreciated the survey RATA Survey which depicted the availability and needs of assistive technologies in Pakistan. He said the inclusivity of the PWDs would also improve the economic growth in the country.

He called for a resolve to intensify the efforts to end discrimination against the PWDs and protect their social and political rights and reiterated the WHO’s resolve to support the Government of Pakistan in this endeavour.

Parliamentary Secretary Dr Nosheen Hamid, in her welcome remarks, appreciated the president and the first lady for their continuous efforts for mainstreaming the PWDs.

She also assured that the government stood with them to support their lives for their mainstreaming and inclusivity.

Highlighting the contours of the RATA Survey, Vice-Chancellor of Health Services Academy Dr Shahzad Ali Khan said out of 62,723 respondents,  4,498 were found to be using an assistive technology product and 8,192 people expressed the need for it.

He said 23.5% of people were found having difficulty in a function and 53% demanded at least one assistive product. Around 93% people had purchased the assistive technology products by their own while 24% were using self-made tools.

The report recommended the local production of assistive technology tools and their coverage under social health protection.

Dr Sana Hafeez, who was appointed as WHO Global Goodwill Ambassador of Assistive Technology, shared her life story from an accident to her accepting the challenge and completing the medical degree and pursuing the career.

She also called steps to ensure accessibility and movement of the PWDs to live their life without depending on others.

ISLAMABAD, Dec 3 (APP):National Assembly (NA) of Pakistan on Friday commemorated the International Day of Persons with Disabilities (PWDs) in the Parliament House.

The International Day of PWDs 2021 is being celebrated on the global theme “Leadership and participation of Persons with Disabilities toward an inclusive, accessible and sustainable post-COVID-19 world” that focuses on the challenges faced by persons with a disability during the COVID-19 pandemic and to ensure their inclusive, accessible, and sustainable future.

This event was aimed to raise awareness regarding our responsibilities towards PWDs and bring positive changes in their lives. Moreover, it was also an opportunity to celebrate their achievements and contributions and highlights the importance of the inclusion of vulnerable segments of the society into the mainstream.

During the event, Speaker National Assembly Asad Qaiser launched accessibility of the Parliament House Building and the accessibility of the National Assembly official website for PWDs besides, unveiling the full version of the Braille Constitution of Pakistan.

This initiative of Speaker Asad Qaiser will contribute significantly to alleviate the difficulties being faced by PWDs, which will boost their confidence and encourage them to excel in all walks of life.

The commemoration of this day in the Parliament was the result of Special initiatives of Speaker National Assembly for the welfare of differently-disabled people and make them productive citizens of the country.

Speaker Asad Qaiser is making considerable efforts for bringing new legislation in order to bring long-term reforms for the wellbeing of PWDs.

In a message on the occasion of “International Day of Persons with Disabilities” (PWDs) Speaker NA said, that differently disabled people have a lot of potential and energy to contribute to the progress of the country.

They are capable to perform all tasks but they need encouragement and assistance to make them viable and productive part of the society. Facilitating the people with Disabilities has been the priority of incumbent government and it is striving hard to provide equal access of education and health and other basic facilities to them.

On the directions of the Speaker, a Special Committee on PWDs has been formulated which is making remarkable progress by suggesting and recommending policy measures in providing fundamental facilities to differently-disabled people.

The Committee is working constructively to ensure that every person with a disability shall have an equal opportunity to participate in all spheres of life without any discrimination.

The event was also attended by MNA/Champion Commonwealth Parliamentarians with Disabilities Zille Huma and Emerging Leader on Disability Inclusion Ms. Zala Qaiser.

Executive Director Special Talent Exchange Program (STEP) Muhammad Atif Sheikh and Country Representative United Nations Population Fund (UNFPA) Dr. Bahktior Kadirov would also address the event. A special documentary regarding initiatives for socio-economic inclusion of PWDs by Speaker National Assembly Asad Qaiser would also be displayed.

Parliamentarians, Intelligentsia, Media Representatives would also participate in the event. The event will be attended by members of Parliament, representatives of charitable and welfare organizations and civil society.

SNGPL agrees to wave of 66% ‘Take or Pay’ clause for stated-owned LNG plants: Hammad

ISLAMABAD, Dec 03 (APP):Minister for Energy Hammad Azhar on Friday said the Board of Directors of Sui Northern Gas Pipelines Limited (SNGPL) had agreed to waive of 66 per cent ‘Take or Pay’ clause for the government-owned Liquefied Natural Gas (LNG) plants.

“In the long run, this will help in reducing the capacity payments that the government has to pay to power plants even when they are not supplying electricity,” he twitted.

The minister said the board also approved, in principle, the company’s pipeline capacity allocation for Energas for its upcoming LNG terminal that “will supply gas on a B to B [Business-to-Business] basis.”

Hammad said this would pave the way for private sector entities to supply the commodity to their consumers and ensure availability of LNG across the country.

Khusro Bakhtiar briefs PM about country's fertilizer production capacity

ISLAMABAD, Dec 3 (APP): Minister for Industries and Production Makhdoom Khusro Bakhtiar called on Prime Minister Imran Khan here on Friday and briefed him about the capacity of producing fertilizer in the country.

Besides, he briefed the Prime Minister in detail about the measures taken by the Ministry of Industries and Production for the facilitation of Large Scale Manufacturing (LSM) sector as well as the export industry.

The Prime Minister was also apprised of the progress of ongoing development projects in South Punjab and the positive effects of the steps taken by the government for farmers.
