Excise deptt introduces new SOPs to tackle agent mafia, improve vehicle registration process

ISLAMABAD, Sep 20 (APP): The Islamabad Excise and Taxation Department has issued new Standard Operating Procedures (SOPs) for vehicle registration and transfer for improving public service and cracking down on the influence of agent mafias.
These measures were part of an effort to reduce the influence of middlemen or agents and to provide easier access to services for the public, said the spokesman of ICT administration here.
According to the new guidelines, if the vehicle owner is unable to visit the Excise Department for registration or transfer, they must issue an authority letter or provide biometric authentication. This can be done by registering the name and ID card number of the person handling the process on their behalf.
Additionally, if the owner does not come to collect the vehicle registration card in person, biometric verification of the person receiving the card is now mandatory.
Under the new Door Step Policy, the Islamabad Excise Office has also introduced a home or office service for the registration and transfer of vehicles. Citizens can now avail these services without needing to visit the office, making the process more convenient.
The Excise Department’s mobile van service is available in various markets, parks, and on major highways across Islamabad. This initiative is aimed at bringing the department’s services closer to the people.
For those who prefer to handle matters online, the Excise Department has made it possible to register vehicles through its online portal, further simplifying the process.
Furthermore, the Excise Department has urged citizens to ensure they receive proper documentation when registering or transferring a vehicle. A ticket is provided at the time of registration and transfer, which lists all government fees paid. To inquire about services or to arrange for doorstep facilities, citizens can contact the department’s helpline at 051-111-383-383. Assistance is available on working days between 8 am and 4 pm.
Meanwhile, in a recent performance meeting chaired by Director General (DG) Irfan Memon, key issues and improvements within the department were discussed.
The meeting was attended by the Director of Excise and other officers. During the meeting, a briefing was held on the new Challan App, which aims to improve enforcement and monitoring within the department.
The department also reviewed actions taken against vehicles with unauthorized number plates and illegal black-tinted windows. The crackdown on illegally used blue beacons was another topic of discussion, as well as efforts to provide citizens with services more efficiently.
DG Memon stressed the importance of ensuring that citizens receive number plates promptly and that actions against vehicles with fancy number plates continue. He also called for an increase in roadblock operations in key areas of the city to enhance the enforcement of these new rules.
Citizens are encouraged to utilize the new facilities and follow the guidelines to ensure a smoother process for vehicle registration and transfer in Islamabad.

CCAR, IRC partner to strengthen humanitarian support in Pakistan

ISLAMABAD, Sep 20 (APP):The Chief Commissioner Afghan Refugees (CCAR) and the International Rescue Committee (IRC) Pakistan have formally signed a Memorandum of Understanding (MoU) to solidify their collaboration to strengthen humanitarian support in Pakistan.
This strategic partnership addresses the pressing needs of vulnerable populations, particularly Afghan refugees, through a holistic approach that entails institutional strengthening, humanitarian programming and coordinated actions, a news release said.
Under this collaboration, CCAR and IRC intend to pursue actions aimed at developing and backstopping multi-sectoral humanitarian support through a consultative process, with an emphasis on capacity building and technical support. Both organizations are committed to sustaining and replicating the Urban Support Units supported by IRC.
Moreover, the partnership aims to engage and bring together donors and organizations for livelihood & skill development initiatives along with Community-Based Disaster Risk Management/Reduction models tailored for vulnerable Afghan refugees and host communities.
Shabnam Baloch, Country Director, International Rescue Committee in Pakistan, stated, “This partnership marks a significant milestone in our collective ongoing efforts to support Afghan refugees and other vulnerable populations in Pakistan. The collaboration with CCAR will enable us to develop and implement more effective and sustainable programs that address both the immediate needs and long-term resilience of these communities. We are excited to combine our expertise and resources to create a meaningful impact.”
Muhammad Abbas Khan, Chief Commissioner, CCAR, also highlighted the importance of this partnership, saying, “The challenges faced by Afghan refugees are multifaceted, particularly in the context of climate change. Our partnership with IRC is a crucial step towards developing robust and resilient systems that can support these communities. Together, we are committed to making a lasting difference in the lives of those most affected.”
Pakistan’s vulnerability ranking (37 out of 191) is driven by its high rates of multidimensional poverty and Climate Change.  There is a dire need for mainstreaming knowledge of climate impacts on vulnerable populations including Afghan refugees and host communities CCAR and IRC hope to foster a more coordinated and united approach to addressing these critical issues.
The signing of this MoU sets the stage for a strong and collaborative partnership between CCAR and IRC, with both organizations dedicated to implementing sustainable, evidence-based interventions that will have a profound impact on the ground.

Rain-thundershower spell likely in upper & central parts from Sept 26

ISLAMABAD, Sep 20 (APP): The Pakistan Meteorological Department (PMD) has forecast rain-wind/thundershower in upper and central parts of the country from September 26 to October 01.

According to the PMD, the moist currents from Bay of Bengal would likely to penetrate in the upper parts from September 25 and a westerly wave to approach them on September 26.

Under the influence of above weather systems, it said, rain-wind/thundershower with isolated heavyfalls were expected in Chitral, Dir, Swat, Kohistan, Shangla, Battagram, Mansehra, Abbottabad, Haripur, Buner, Malakand, Bajaur, Mohmand, Khyber, Peshawar, Swabi, Nowshera, Mardan, Charsadda, Kurram, Orakzai, Kohat from September 26 (evening/night) to October 01 while in Hangu, Bannu, Lakki Marwat, Waziristan and Dera Ismail Khan from September 27 to October 01 with occasional gapes.

In Punjab/Islamabad, rain-wind/thundershower with isolated heavyfalls were likely in Islamabad/Rawalpindi, Murree, Galliyat, Attock, Chakwal, Tala Gang, Jhelum, Mandi Bahauddin, Gujrat, Gujranwala, Lahore, Sheikhupura, Sialkot, Narowal, Hafizabad, Wazirabad from September 26 (evening/night) to October 01 while in Sahiwal, Jhang, Toba Tek Singh, Nankana Sahib, Khushab, Sargodha, Mianwali, Chiniot, Faisalabad, Okara, Pakpattan, Kasur and Bhakkar from September 27 (night) to October 01, the PMD said.

Likewise the rain-wind/thundershower would likely to start in Kashmir including Neelum Valley, Muzaffarabad, Rawalakot, Poonch, Hattian, Bagh, Haveli, Sudhanoti, Kotli, Bhimber and Mirpur from September 26 and continue till October 02.

Similarly, rain-wind/thunderstorm would likely to occur in Gilgit-Baltistan including Diamir, Astore, Skardu, Gilgit, Hunza, Ghanche and Shigar from September 26 to October 02.

Meanwhile, hot and dry weather would likely to prevail in most parts of Balochistan and Sindh. However, rain-wind thunderstorm would likely to occur at isolated places in Mirpurkhas, Tharparker, Umerkot and adjoining areas from September 26-28.

The PMD said that heavy rains might increase flow in local nullas/streams in Murree, Galliyat, Mansehra, Abbottabad, Kohistan, Gilgit-Baltistan, Kashmir, Chitral, Dir, Swat, Shangla, Bajaur, Mohmand, Khyber, Nowshera, Swabi, Islamabad/Rawalpindi and Northeast Punjab during the forecast period.

“Heavy falls may cause urban flooding in low lying areas of Islamabad/Rawalpindi, Gujranwala, Lahore, Sheikhupura, Kasur and Sialkot during the wet period,” it added.

Landslides may disrupt roads in the vulnerable points of upper Khyber Pakhtunkhwa, Murree, Galliyat, Kashmir and Gilgit-Baltistan during the forecast period, while windstorm and lightning may damage weak structures like roofs/walls of Kacha houses, electric poles, billboards, vehicles, and solar panels etc, the PMD warned.

It advised the farmers are advised to manage their activities keeping in view the weather forecast.

“Travelers and tourists are advised to remain extra cautious and manage their traveling according to weather conditions and avoid any untoward situation during the wet spell,” the PMD said.

It also cautioned all the authorities concerned to remain alert and take necessary measures to avoid any untoward situation.

Aleem Khan chairs meeting of NHA

ISLAMABAD, Sep 20 (APP): Minister for Communications, Board of Investment and Privatization Abdul Aleem Khan Friday chaired a high-level meeting of the National Highway Authority (NHA).

He was briefed by Chairman NHA that by implementing his instructions, number of M Tag users has been increased to more than 92% while the revenue of the NHA has also been significantly improved during last six months.

The minister while expressing satisfaction over the betterment asked the NHA to adopt a Hi-Tech System and bring the entire working of National Highway Authority Online in the shortest possible time.

He observed that the implementation of the best tracking system on all highways should be ensured and any shortcoming will not be tolerated.

He said the number of vehicles and all kinds of monitoring should be done on the Motorways and GT Roads and every vehicle should receive a message that it has paid with M Tag or not.

Abdul Aleem Khan directed NHA to prepare its dashboards to keep the data updated on a daily basis and to build state-of-the-art monitoring rooms on the pattern of Safe City.

He directed that NHA should integrate its working with Motorway Police by using modern cameras and best technology to deal with any unusual situation.

He said that the increase in the revenue of the National Highway Authority was a welcomed which will make this institution more stable, financially.

He said that during the last 6 months it has been proven that improvements can be made with solid policies and proper enforcement.

He said that those who give cash instead of M-Tag on highways should be discouraged and the message of fine should also be sent to the vehicle owner which has M-Tag without cash.

Minister of Communications directed that the NHA without waiting for the approval of government funds, should increase own resources.

He indicated that our motorways and GT roads should be more modern, clean and safe. Therefore, uniform rules and regulations should be made which should have one policy for every consumer.

Abdul Aleem Khan congratulated the officers of the NHA for making clear improvements during last 6 months and he commended the officers for increasing revenue and taking other positive measures.

The minister announced that certificates of appreciation will be awarded to officers who have contributed towards development in NHA.

Meanwhile, the minister praised the security forces for killing 12 terrorists in North and South Waziristan and paid tributes to the martyrdom of six brave “Jawans”.

He said that the whole nation is determined that soon the country will eradicate the scourge of terrorism from the root while the whole nation salutes the veterans who defeated the sedition of “khawarij”.

Every Pakistani stands by the side of his Army and fully support. There is determination because the Pakistan Army is the real protector of the country and In Sha Allah, the dream of making the beloved country peaceful will be realized soon, Abdul Aleem Khan added.

ISLAMABAD, Sep 20 (APP):Speaker of the National Assembly Sardar Ayaz Sadiq on Friday said that global unity, tolerance, and dialogue are essential for establishing long-lasting peace. He also said that peace is essential for the progress and well-being of humanity and stressed the importance of resolving conflicts through peaceful means.
In his message, Speaker Sardar Ayaz Sadiq has said that the role of diplomacy is pivotal for maintaining peace. He also added “Nations and leaders must prioritize dialogue and understanding over conflict. Peace cannot be achieved through violence; it can only be sustained through mutual respect, cooperation, and a commitment to justice.”
He also urged the international community to uphold human rights and promote equality, as these principles are key to building a peaceful world. He said, “Peace is more than the absence of war. It is the presence of harmony, justice, and respect for diversity.” “Only by embracing these values can we hope to create a world where future generations can thrive in peace and security,” he added.
Sardar Ayaz while underscoring Pakistan’s steadfast commitment to advocating for the rights of oppressed people of Palestine & Kashmir stated that Pakistan is consistently calling for an end to the illegal occupation of Palestinian territories and is advocating for the Kashmiris who are facing decades of human rights violations & have been stripped off their unique & geographical identity.
The Speaker while emphasizing the urgent need for global attention towards the injustice and struggles of the Palestinian and Kashmiri people stated that their quest for self-determination is a matter of basic human rights, and it is incumbent upon the international community to support their aspirations for freedom and dignity.
He urged all nations to unite in the pursuit of peace and justice. The Speaker stated, “On this International Peace Day, let us renew our commitment to ending conflicts, upholding human rights, and supporting those who strive for freedom.”
Sardar Ayaz urged all nations to honour their commitments to international peace agreements and work collectively towards resolving ongoing conflicts that threaten global stability. He encouraged the global community to take part in peace-building activities at every level, recognizing that the responsibility for peace lies with every individual.
The NA Speaker expressed hope for a peaceful and prosperous future, where the principles of tolerance and unity guide humanity towards a better tomorrow.

BISP, SBP to collaborate for improving payment system

ISLAMABAD, Sep 20 (APP): Benazir Income Support Programme (BISP) and State Bank of Pakistan have joined hands to develop a simplified procedure for payments of stipends to the beneficiaries of the programme.

The modalities for this task were discussed by the Chairperson Benazir Income Support Programme (BISP) , Senator Rubina Khalid and Governor of the State Bank of Pakistan, Jameel Ahmed in a meeting held on Friday.

The meeting aimed to discuss the establishment of a new, improved, and transparent system for disbursement of stipends to deserving women under the BISP.

Secretary BISP, Amer Ali Ahmad, was also present during the meeting.

During the discussion, Senator Rubina Khalid emphasized the vision of the President and Prime Minister for a transparent and dignified payment process for the poor women benefiting from the BISP.

Governor SBP assured that a simplified procedure for the payment of stipends to deserving women will be developed in mutual consultation between the BISP and the State Bank of Pakistan.

This will ensure that the beneficiaries receive their payments in a transparent and respectful manner.
