ISLAMABAD, Dec 8 (APP): President Dr Arif Alvi Wednesday urged the civil servants to focus on improving governance and service delivery so as to effectively respond to people’s needs.
He underlined the need for taking fast decisions by using Information Technology (IT) tools to enhance efficiency and good governance.
The President was addressing the participants of 115th National Management Course (NMC), National School of Public Policy (NSPP), who called on him here at Aiwan-e-Sadr.
He said that people had great expectations from the civil servants and they needed to be responsive to their needs.
The President stated that it had been his constant endeavor to set a direction for NSPP to cater to both the needs of imparting modern knowledge and techniques as well as the importance of nurturing strong values and an atmosphere of trust and cooperation among the participants of the course.
Highlighting the importance of IT, he said that using the latest IT tools could help increase the efficiency and performance of the government.
The President also apprised the participants about the initiative taken by him for the digitalization of Parliament and introducing e-governance in the Presidency.
He said that steps were being taken to promote IT sector of the country which had great potential to boost exports.
In response to a question, the President stated that efforts were being made to empower women financially as well as ensure the provision of their right to inheritance in accordance with the teachings of Islam.
He emphasized on the need for focusing on the skill development and financial inclusion of women.
The President also appreciated the government’ decision of providing training to youth and women, in collaboration with Amazon, for the promotion of e-commerce in the country and provide self-employment.
Regarding the high population growth, he said that the growing population was putting enormous pressure on the country’s resources and he sought the support of Ulema and Media to raise awareness about the implications of the rising population.
The President also called for creating awareness among the people through media and Lady Health Workers about various health challenges, especially breast cancer in women and stunting, malnutrition and wasting in children.
Earlier, Rector NSPP Dr. Ijaz Munir highlighted the objectives of the course and informed that the training regime for civil servants was being changed in line with modern needs of governance.
He further apprised that NSPP had developed collaborations with the UN Department of Economics and Social Affairs and was focusing on changing the mindset of civil servants and providing them training to help achieve the Sustainable Development Goals (SDGs).

Senate body directs to submit details of installing Tube well, water filtration plants in KPK
ISLAMABAD, Dec 08 (APP):A sub-committee of the Senate Standing Committee on Housing and Works Wednesday directed the officials of the Pakistan Works Department (PWD) to submit details and authorization letters of the individuals to whom the projects of installing Tube wells and water filtration plants in Khyber Pakhtunkhwa had been handed over in due course of time.
The sub-committee met here under convenership of Senator Kamal Ali Agha. Apart from Senator Afnanullah Khan, Secretary for Housing and Works and PWD officials attended the committee meeting. Kamil Ali Agha also sought an inquiry report within two days regarding the staff posted in Khyber Pakhtunkhwa in Grade-14 and above. The body expressed satisfaction over the details adapted by the officials of PWD Batkhela Division in regards to the news published in print media about malpractices and corruption in the PWD Batkhela division.
The officials of the PWD Batkhela submitted the decision of the Peshawar High Court and the report of the Federal Investigation Agency (FIA) on the matter. The PWD officials submitted tenders, advertisements, and handing/taking over statements to the committee regarding tube wells and water filtration plants installed in Khyber Pakhtunkhwa.
The convener committee questioned whether these projects were handed over to the community, to which the Secretary of Housing and Works said that some projects were handed over to the community and run/maintained by them. Regarding the delivery of the projects to the community, PWD officials informed the sub-committee that community members submit an application for need-based projects to the Deputy Commissioner (DC) with a copy of their identity cards which is further processed as per SOPs.
The convener committee inquired about the adoption of the procedure and the authority who handed over these projects. Kamil Ali Agha expressed resentment and said that a project that costs Rs. 4,000,000 to 8,000,000 were handed over to the individuals without having any nomination/authorization letter.
Secretary of Housing and Works underlined that the projects were handed over to the community but nothing happens in writing. While agreeing with the point of the Convener, the Secretary said that an Authorization letter must be there at the time of handing over the scheme. He said a plan needs to be envisaged so that written proof is also submitted at the time of handing over the community-based projects to the individuals.

Pakistan Navy conducts successful Live Weapons firing
KARACHI, Dec 8 (APP):In an impressive Live Weapon Firing ceremony on Wednesday, Pakistan Navy units successfully demonstrated combat readiness and war fighting potential through Ground Based Air Defence (GBAD) live firing of Surface to Air Missiles (SAMs) at Karachi.
Chief of the Naval Staff, Admiral Muhammad Amjad Khan Niazi graced the occasion as Chief Guest, said a Pakistan Navy news release here received.
Chief of the Naval Staff was briefed on Pakistan Navy’s operational capabilities and on-going developments to augment security through induction of Surface to Air Missiles.
Chief of the Naval Staff expressed complete satisfaction on operational readiness of Pakistan Navy and commended officers and men for their tireless commitment and professionalism.
Later, Chief of the Naval staff visited SEAL Battalion Headquarters where Special Services Groups Navy SSG(N) demonstrated Fire Power Display with various tactical drills that included unarmed combat, anti-hijacking of aircraft, hostage rescue ops and raid drills.
Earlier, Chief of the Naval Staff visited Creeks Area to review operational readiness of troops deployed. Naval Chief was briefed on combat readiness for the defence of Creeks Areas.
While interacting with officers and men, Chief of the Naval Staff motivated the troops for the best job being done to safeguard the maritime frontiers of Pakistan.
Naval Chief reassured that Pakistan Navy was fully prepared and ready to thwart any nefarious plans against the country.
‘No change in job structure'; Ali Nawaz appeals teachers to call off protest
ISLAMABAD, Dec 8 (APP):Special Assistant to the Prime Minister (SAPM) on Capital Development Authority (CDA) Affairs Ali Nawaz Awan Wednesday appealed to the FDE teachers to restore academic activities in the schools by calling off protest at the earliest.
“No change has been made in the job structure of the FDE teachers in the Islamabad Capital Territory Local Government Ordinance 2021,” he told a press conference.
There would be no change in their pay, scale as well as their status of federal government, he said adding the Mayor of Islamabad would only have oversight powers.
He said around 200,000 students, who already faced educational loss during the Covid-19 pandemic were deprived of education due to ongoing protest of teachers.
Ali Nawaz said the Senate Standing Committee on Education and Professional Training in its recent meeting had asked the protesting teachers of the Federal Directorate of Education (FDE) to call off its strike.
He said teachers were misguided on the Ordinance and they went on strike without understanding its clauses that had nothing to do with the current job structure of the teachers.
He said government was ready to negotiate with them [teachers] and accept their legal demands if any. However they should end boycotting classes and open schools at the earliest, he added.
The SAPM expressed the hope that the teachers would restore academic process after ending the ongoing strike to prevent any further education loss of the students.

PESHAWAR, Dec 08 (APP):Prime Minister Imran Khan here on Wednesday launched a historic and biggest ever Social Protection Program to provide maximum relief to the poor and make Pakistan a true Islamic welfare state like Riyasat-e-Madina.
He said that with Punjab government spending Rs. 320 billion on health insurance programme, the facility of health insurance will be available to every citizen of Punjab, Khyber Pakhtunkhwa, Gilgit Baltistan and Azad Kashmir.
The Prime Minister expressed these views while addressing the launching ceremony of Micro Health Insurance Program under Kamyab Pakistan Program, distribution of cheques among Imams of Jamia Mosques under KP Govt’s financial assistance program, students under Ehsas Education Program and poor women under Kifalat Program here at Governor House.
Governor Khyber Pakthunkhwa, Shah Farman, Chief Minister Mahmood Khan, Federal Minister for Information, Chaudhry Fawad Hussain, Special Assistant to the Prime Minister on Poverty Alleviation and Social Security Dr Sania Nishtar, Provincial Ministers and lawmakers of KP Assembly besides beneficiaries were present.
He congratulated the KP Government for extending free health insurance to 100 percent population. Under the Kamyab Pakistan Program, micro health insurance would provide free medical services worth Rs one million annually to 7.5 million families in Khyber Pakhtunkhwa.
The Prime Minister said that health insurance program would also be implemented in Punjab from January 1, 2022 and the entire population of the province would be covered in three months. The government of Balochistan, Azad Kashmir and Gilgit Baltistan also intended to launch the health insurance program.
“Free health insurance card is a great blessing for poor people and low income groups,” he said and added that the universal free health coverage in KP was unprecedented as such facilities were not available even in the developed countries.
Prime Minister Imran Khan also mentioned government’s historic Ehsas food subsidy package worth Rs 120 billion that would benefit over 20 million households.
Under the Ehsaas Ration Discount Program, he said that groceries will be provided to about 20 million families by covering 130 million people and giving them 30 percent discount on purchase of essential food items including wheat flour, ghee, pulses, adding about 53% of the country’s total population would be benefited.
Families with less than Rs 50,000 per month income are eligible for Ehsas Ration discount program.
The prime minister urged the elected representatives to visit their constituencies and inform people and owners of grocery stores about the benefits and procedures of the Ehas Ration Program’s registration.
PM said that another welfare program was being launched to benefit about around two million poor families, adding that interest free loans up to Rs 500,000 to each family, technical education and Rs 2.7 million for construction of house to live a prosperous and dignified life will be provided.
The prime minister said that 6.3 million scholarships with allocation of Rs 47 billion were being given to students on merit basis, adding that data of the students and scholarships were being compiled by the Prime Minister’s Office so that no deserving student could be deprived of the facility.
The Prime Minister said that PTI had started its political journey with a clear goal to make Pakistan a true Islamic welfare state as envisioned by our forefathers in Objective Resolution.
He said when PTI came into power in 2013 in Khyber Pakthunkhwa, welfare oriented programs like Health Insurance Project were prioritized to benefit poor people and low income strata.
The development projects, reforms initiatives and dedicated party leadership have resulted into unprecedented two-third majority of PTI in 2018 election in the province. Referring to a UNDP report, the prime minister said significant reduction of poverty has been witnessed in Khyber Pakthunkhwa during 2013-18 owing to the PTI Govt’s prudent policies.
He said PTI Government has been succeeded in improving governance, restoring law and order situation and boosted morale of police force that was on the forefront in war against terror in 2013 in KP. Despite the coalition government during 2013-18 in KP, he said 30 per cent health insurance have been provided to people.
Appreciating the performance of NCOC, the prime minister said the country had effectively tackled corona virus pandemic that created havoc in world including India, adding the pandemic have severally affected supply food chain in world and regional countries that caused inflation, price hike and increased prices of petroleum, gas and food commodities in Pakistan.
He said anti corona policies of the government had saved people from hunger, starvation and many precious lives besides averting the downfall of economy.
He said that heavy loans borrowed by previous governments have overburdened the country’s economy and added the major chunk of revenue generated by the government was being spent to pay interests on those loans.
He said that 10 new dams would be constructed in next 10 years to address the problem of water scarcity and bolster food production. He said there were about 80,000 dams including 5,000 big dams in China.
He said that the population of Pakistan was increasing and construction of new dams was vital to address water shortage and irrigate infertile lands to meet the food demands.
The prime minister said billion tree project was a landmark achievement of PTI Government and appreciated KP Govt for planting billions of trees. He said reforms in industries are being introduced to bolster exports.
Earlier, two videos prepared by Ministry of Information and Broadcasting and Poverty Alleviation and Social Protection Division about the Prime Minister’s Ehsas Ration Program were also screened to inform audience about the salient features and registration procedures.
