Transparency in economy through digitization top priority: PM

ISLAMABAD, Jul 14 (APP): Prime Minister Muhammad Shehbaz Sharif Monday said top priority of the government was to bring transparency in the economy through digitization system.
He was chairing the weekly meeting on cashless and digital economy.
He said digitization of the payment mechanism from government to people and people to government will create transparency and ease for consumers.
He directed that the steps of digitization and cashless economy should be made easier for small and medium entrepreneurs.
He said the appointment of the Board of Governors and Chairman of Raast should be completed by September.
Experts of economy and business should be included in the Board of Directors of Raast, he added.
The prime minister said all State-Owned Enterprises (SOEs) should also be brought under the purview of the digital system.
He directed that the progress towards digital economy should be accelerated further.
The meeting was briefed on the progress made in introducing cashless and digital economy.
It was told that Raast has advertised for the appointment of its Chief Executive Officer.
The number of users using mobile phone applications and digital banking will increase from 95 million to 120 million. Digital payments will increase from Rs 7.5 billion to Rs 15 billion.
A nationwide public awareness campaign on Raast and digital payments will be launched next month. While import duty on digital payment devices was abolished.
The meeting was told that Digital Payments Index was being launched within a month to bring the economy at par with developed countries.
CDA Board had approved right-of-way for digital public infrastructure in Islamabad.
It was told that the remittance system was also being digitized and all funds coming from foreign countries will be received through the banking system.
The governments of all four provinces, Gilgit-Baltistan and Azad Jammu and Kashmir were also being partnered with on digital payments. Islamabad City mobile phone application had been linked with Raast.
Public Wi-Fi and e-libraries at designated locations in Islamabad will be completed by December 2025.
As per the Prime Minister’s directive, third-party validation of digital public infrastructure will also be done and preliminary work was being completed in this regard.
The State Bank of Pakistan has given necessary instructions to the federal government, provincial governments and regulatory bodies regarding the adoption of QR codes as an important payment method.
On the directives of the Prime Minister, the number of commercial points using QR codes and other digital payment methods was being increased from 500,000 to two million.
Consultations were underway with all federal ministries, divisions, affiliated departments, regulatory authorities, provincial departments and district governments on a strategy to digitize the system of tax and non-tax payments from the government institutions to the public and from the public to the government and to link it to Raast.
In the first phase, all data on payments between the federal government and the provincial governments had been acquired and consultations were underway to convert all these payments into 100 percent digital.
In the first phase of introduction of a cashless economy, salaries, pensions of government employees and payments for purchases and sales from contractors will be made completely digitally.
Federal Minister for Economic Affairs Ahad Khan Cheema, Federal Minister for Law and Justice Azam Nazir, Federal Minister for Information Technology and Telecommunication Shaza Fatima, Federal Minister for Petroleum Ali Pervaiz Malik, Advisor to the Prime Minister Dr. Tauqir Shah, Minister of State for Finance and Railways Bilal Azhar Kayani and relevant senior government officials attended the meeting.

LWMC ensures waste collection services during rain

LAHORE, Jul 14 (APP):The Lahore Waste Management Company (LWMC) has ensured uninterrupted and efficient waste collection services during the recent rainfall across all 9 towns of Lahore.
According to LWMC sources here on Monday, the door-to-door waste collection process was actively maintained despite the challenging weather conditions.
Under the directives of LWMC CEO Babar Sahib Din, cleaning workers were placed on high alert at main chokepoints to ensure effective drainage and prevent waterlogging. Additionally, sanitation teams were deployed to clear plastic shopping bags and wrappers from main roads.
Over 6,000 waste containers installed citywide were cleared as per regular schedules. CEO LWMC personally monitored the waste clearance operations in the field, inspecting key areas including Jail Road, Mall Road, Data Darbar, Circular Road, Aik Moria Pull, Do Moria Pull and MacLeod Road.
He also reviewed sanitation arrangements at Lakshmi Chowk, Shadman Market, Gulberg, Barkat Market, Trade Center, Beadon Road Bazaar and Temple Road.
CEO LWMC issued instructions to all town managers to ensure 100% attendance of sanitation workers in the field during the cleaning operation.
To enhance public awareness on cleanliness, LWMC continued announcements via vehicles and motorcycles across different areas, sources added.

River Indus continues to flow in medium, low flood with rising trend: FFC

ISLAMABAD, Jul 14 (APP): The Federal Flood Commission (FFC) has said that River Indus is flowing in medium flood at Taunsa whereas it is in low flood in Guddu-Sukkur reach with rising trend.
According to the daily FFC report on Monday, other major rivers of Indus River System (Jhelum Chenab. Ravi & Sutlt:j) are currently running normal. The combined live Storage of ‘Tarbela. Chashma & Mangla reservoirs stands at 7.970 million acre feet.
The Flood Forecasting Division (FFD) predicted yesterday trough of Westerly ‘Wave over northern Afghanistan now lies over northeastern Afghanistan and adjoining areas of Pakistan. Monsoon currents originating from the Arabian Sea are steadily advancing into the central regions of the country and are expected to intensify further, expanding their influence across much of the national territory in the: corning clays.
For the next 24 hours, FFD, Lahore has predicted scattered to widespread thunderstorm/rain with isolated Heavy Falls and torrential rains at few places over Punjab (Balrnwalpur, Multan, D.G. Khan, Sahiwal, Lahore, Gujranwala and Faisalabad Divisions).
Scattered thunderstorm/rain with isolated heavy falls is likely to occur over Islamabad, Punjab (Rawalpindi and Sargodlrn Divisions), Khyber Paktunkhwa (Peshawar, Kohat, B,rnnu &D.I. Khan), northern Sindh and eastern Baluchistan including the upper catchments of all the major rivers during the during the said period.

Vehicle checking drive held in Gujrat

GUJRAT, Jul 14 (APP):On the directives of Deputy Commissioner Gujrat Naveed Ahmed, a snap vehicle checking drive was carried out at various locations under the supervision of Assistant Commissioner Bilal Zubair.
The operation aimed to promote road safety, ensure enforcement of traffic regulations, and take action against unfit and unregistered vehicles.
During the drive, 84 vehicles were inspected. A total of 14 challans were issued for traffic violations, while six vehicles were impounded on the spot. Fines amounting to Rs28,000 were also collected from the violators. AC Bilal Zubair said that no leniency would be shown to those flouting traffic rules. He said that strict legal action would continue against vehicles operating without fitness certificates, route permits, or valid driving licenses.
 He said such enforcement actions would be carried out regularly to safeguard public lives and ensure the smooth flow of traffic.

DC orders immediate redress of public grievances

FAISALABAD, Jul 14 (APP):Deputy Commissioner (DC) Captain (Retired) Nadeem Nasir has directed the heads of government departments to take appropriate measures to redress public grievances.
Addressing an open court (Khuli Katchery) in his office here on Monday, he said that the district administration is committed to provide best service to the masses by resolving their genuine issues on priority basis.
In this connection, he said that he had adopted an open door policy and the people could contact him without any hurdle.
He said that serving the people is a top priority of the Punjab government and all officers have been directed to ensure swift and effective redressal of public complaints.
He said that the open door policy would help in reducing gap between the public and the administration by providing direct access and prompt relief to the citizens.
A large number of citizens presented their complaints during open court while the Deputy Commissioner attentively heard each complaint and issued on-the-spot orders to the concerned departmental officers for immediate resolution.He also warned the officials against negligence or delay in dealing with public concerns. He made it clear that such behavior would not be tolerated.
He said that the local administration is determined to make Faisalabad a cleaner, safer and more developed city by utilizing all available resources.
He also reiterated his resolve to continue such engagements regularly to promote better governance and public satisfaction. The citizens appreciated the initiative and called the open door policy a welcome step that not only resolves their problems but also helps rebuild trust between the people and the government.

Delegation of Punjab Agriculture dept visits Egypt

LAHORE, Jul 14 (APP):A high-level delegation of  Punjab Agriculture department led by Punjab Minister for Agriculture Syed Ashiq Hussain Kirmani visited Egypt.
The delegation consisted of Parliamentary Secretary for Agriculture Usama Khan Leghari, Punjab Agriculture Secretary Iftikhar Ali Sahoo, and other senior officials, said a press release issued here on Monday.
During the visit, the delegation visited high-value agriculture model farms in Egypt and observed model farms of citrus fruits, dates, peaches, grapes, olives, mangoes, sweet potatoes and other crops.
The delegation also visited state-of-the-art fruit and vegetable packhouses.
Minister Syed Ashiq Hussain Kirmani said that Egypt’s experience of practicing high-value agriculture in desert areas was commendable and worth replicating. He further emphasized that the Punjab Agriculture department would take practical steps to establish similar agricultural models. Models of irrigation systems implemented in Egyptian deserts would be introduced in the Thal and Cholistan regions of Punjab, he added.
Parliamentary Secretary for Agriculture Usama Khan Leghari suggested providing facilities to farmers for setting up such model farms. Punjab Agriculture Secretary Iftikhar Ali Sahoo reaffirmed his commitment to promote  mechanized and high-value agriculture in Punjab on the lines of Egyptian models.
The members of the delegation gained valuable insights into modern agricultural practices during their visit to Egypt.

IHC serves notices in plea seeking recovery of missing citizen

ISLAMABAD, Jul 14 (APP):The Islamabad High Court (IHC) on Monday served notices to respondents in a petition seeking recovery of a missing citizen from jurisdiction of Khanna police station.
Justice Inaam Ameen Minhas issued notices to the federal government and the police in the petition for recovery of Muhammad Naseem Butt.
During the hearing on the petition filed by the wife of the missing citizen yesterday, the court inquired as to how long he had been missing, to which the petitioner’s lawyer said that some unknown persons came and took him away on the night between July 8 and 9.
Justice Inaam Ameen Minhas said that he would issue a notice and see if we get a response. The lawyer requested that it is an urgent case and that an urgent date be given. The court said that the case will be fixed in an available bench.
The court adjourned the hearing while issuing notices to the parties for a response.

FIA gets 3 days custody of PARC Chairman, Director Establishment Division

ISLAMABAD, Jul 14 (APP):A local court on Monday granted the Federal Investigation Agency (FIA) a three-day physical remand of Chairman Pakistan Agriculture and Research Council (PARC) Dr. Ghulam Muhammad Ali and Director Establishment Division Akhlaq Malik in a case pertaining to the illegal recruitment of 332 people in department.
The court of Judicial Magistrate Ahmed Shahzad Gondal has handed over the officials to the FIA custody.
During the hearing, FIA officials presented PARC Chairman Dr. Ghulam Muhammad Ali and Director Establishment Akhlaq Malik to the court and requested a 14-day physical remand of the accused.
The prosecutor said that the PARC Chairman has been arrested on charges of illegal recruitment and misuse of authority. The FIA has also arrested the Director Establishment Akhlaq Malik involved in this matter. The PARC Chairman recruited 332 people illegally on 164 approved posts. The FIA is still investigating the matter further.
 The FIA has registered a case against 19 officers including PARC Chairman Dr. Ghulam Muhammad Ali. There are also allegations of alleged bribery for illegal recruitments. On this occasion, the Chairman PARC said that all the vacancies were advertised, committees were formed for the selection of all the recruitments. Judge Ahmed Shehzad Gondal said that an investigation is yet to be conducted on this matter and things will come to light. After hearing the arguments, the court handed over both the accused to the FIA on a 3-day physical remand.

DC reviews ongoing projects under LDP

LAHORE, Jul 14 (APP):Deputy Commissioner Syed Musa Raza visited Bhutto Colony in UC-10 to inspect the progress of development projects being carried out under the Lahore Development Programme (LDP).
He was accompanied by Chief Officer MCL Shahid Abbas Kathia, Assistant Commissioner Ravi Syeda Sunbal Javed, and officials from WASA and other departments.
During the briefing, the DC was informed that sewerage installation work in 17 out of 20 streets in Bhutto Colony has been completed. He emphasized that all projects under the Lahore Development Programme must be completed with transparency, efficiency, and high-quality standards, in line with the vision of Chief Minister Punjab.
Deputy Commissioner Syed Musa Raza said that development work should be durable and sustainable to serve the citizens effectively over the long term. He reiterated that there will be no compromise on the quality, transparency, and pace of ongoing projects. He directed WASA to expedite the remaining sewerage system installations and instructed that all illegal encroachments be immediately removed during construction activities. The DC specifically ordered the demolition of makeshift structures and roadside sheds to enhance the aesthetics of the streets. He further stressed that public infrastructure projects must be sustainable to ensure long-term benefits for residents. NESPAK has been directed to maintain the highest construction standards, and all safety protocols must be strictly followed throughout the development process.
In view of the ongoing monsoon season, Deputy Commissioner Syed Musa Raza emphasized the importance of implementing preventive safety measures to avoid any untoward incidents.
Meanwhile, DC Syed Musa Raza visited various areas of Ravi Tehsil, including Shahdara Chowk and Begum Kot, to review administrative affairs. He expressed dissatisfaction over poor sanitation and directed immediate improvements. The DC emphasized removing encroachments, resolving sewerage issues, and completing cleanliness before daily activities begin. He also called for public awareness campaigns and warned that negligence in duties will not be tolerated.

NA IT committee expresses concern over connectivity gaps, delayed spectrum auction

ISLAMABAD, Jul 14 (APP):The National Assembly’s Standing Committee on Information Technology and Telecommunication on Monday raised serious concerns over internet connectivity issues and the prolonged delay in the auction of telecom spectrum.
The meeting, chaired by Minister Syed Amin ul Haque, was briefed by officials from the Universal Service Fund (USF), who informed that certain areas in Tharparkar and Sargodha Division still lack proper access to internet and voice call services. These findings were based on surveys conducted by the Pakistan Telecommunication Authority (PTA).
The USF said that dedicated projects for these underserved regions have already been approved and are in the final stages before implementation. The Committee directed the USF to submit a complete list of all such approved projects scheduled for execution over the next three to five years.
The Committee also noted that telecom services were not being provided in certain areas, despite the presence of fibre optic infrastructure. The PTA was instructed to ensure that telecom operators deliver reliable services to affected areas.
During the meeting, the PTA Chairman shared that nine Long Distance and International (LDI) operators have defaulted on payments totalling around Rs. 19 billion. Over 100 related cases are currently pending in courts.
He noted that while six operators have agreed to clear their dues, a clear recovery framework is still needed. One of the options being considered is an instalment-based payment plan. A proposal on this matter has already been presented in the Cabinet for legal and procedural guidance.
To further address the issue, the committee formed a sub-committee under MNA Sher Ali Arbab to engage with LDI operators, the Ministry of IT, and other stakeholders to formulate concrete recommendations.
Federal Minister for IT and Telecom, Shaza Fatima Khawaja, also briefed the committee on fund utilization and key projects, including the Islamabad IT Park and the “One Patient, One ID” health initiative.
USF CEO Chaudhry Mudassar Naveed gave an overview of broadband expansion efforts in remote areas, while IGNITE CEO Adeel Sheikh highlighted progress on the Cyber Security Hackathon and DG Skills training programs.
Dr. Mahesh Kumar Malani pointed out that internet connectivity remains a nationwide issue, with Karachi also facing
coverage gaps.
He noted that over 30% of Pakistan’s territory lacks adequate internet coverage across all four provinces.
The PTA Chairman acknowledged the challenges, stating that running 4G and 5G networks without fiber-optic infrastructure is not feasible. Currently, 275 MHz of spectrum is in use, which contributes to the connectivity shortfalls. Although 500 MHz of spectrum is available for auction, the process is delayed due to Telenor’s merger with Ufone and related legal disputes.
The committee also expressed displeasure at the absence of the Secretary of Law from the meeting. Chairman Amin ul Haque warned that disciplinary action would be taken if he fails to attend the next session.
