Vaccine campaigns cut deaths by 60% – study

UNITED NATIONS, Jul 13 (APP): Emergency vaccination programmes – rolled out in response to outbreaks of five major diseases – are believed to have reduced deaths by around 60% over a period of 23 years, according to a new study.

The study, conducted by Gavi, the Vaccine Alliance, in collaboration with Australia’s Burnet Institute, and published in the authoritative British Medical Journal (BMJ) Global Health, analyzed 210 outbreaks across 49 low-income countries over a 23-year period.

“For the first time, we are able to comprehensively quantify the benefit, in human and economic terms, of deploying vaccines against outbreaks of some of the deadliest infectious diseases,” said Sania Nishtar, CEO of Gavi.

It found that rapid vaccine deployment during outbreaks of cholera, Ebola, measles, meningitis and yellow fever, had led to estimated reductions in illnesses and deaths of nearly 60 per cent on average.

For diseases like yellow fever and Ebola, the impact was even more dramatic: yellow fever deaths dropped by 99 per cent, while Ebola fatalities fell by 76 per cent.

The results highlight not only the effectiveness of emergency vaccination, but also the critical role of preparedness and speed in response to emerging threats.

“For the first time, we are able to comprehensively quantify the benefit, in human and economic terms, of deploying vaccines against outbreaks of some of the deadliest infectious diseases,” said Sania Nishtar, CEO of Gavi.

“This study demonstrates clearly the power of vaccines as a cost-effective countermeasure to the increasing risk the world faces from outbreaks.”

Gavi, the Vaccine Alliance, is a unique global partnership that helps vaccinate nearly half the world’s children against deadly and debilitating diseases.

It brings together developing country and donor governments, the World Health Organization (WHO), UN Children’s Fund (UNICEF), the World Bank, the Bill & Melinda Gates Foundation and other key partners to expand access to immunization.

Gavi also maintains global vaccine stockpiles for major diseases, managed in coordination with WHO, UNICEF, Medecins Sans Frontières (MSF), and the International Federation of Red Cross and Red Crescent Societies (IFRC).

In addition to reducing deaths and disability-adjusted life years, emergency vaccination during the 210 outbreaks studied generated nearly $32 billion in economic benefits – from averting premature deaths and years of life lost to disability.

The study’s authors say this figure is likely a conservative estimate, as it does not include the broader social and macroeconomic impacts of major outbreaks.

For example, the 2014 Ebola outbreak in West Africa, which occurred before an approved vaccine was available, cost the region an estimated $53 billion. In contrast, later outbreaks responded to with emergency vaccines saw deaths reduced by three-quarters and the threat of regional spread dramatically lowered.

Measles, one of the most infectious viruses known, saw cases drop by 59 per cent and deaths by 52 per cent thanks to outbreak response campaigns.

Yellow fever saw the biggest gains, with emergency vaccination nearly eliminating deaths – a 99 per cent drop.

Cholera and meningitis, which often strike communities with limited healthcare access and infrastructure, saw more modest but still meaningful reductions in cases and deaths.

Vaccinations helped reduce cholera cases and deaths by 28 per cent and 36 per cent, respectively, across 40 cholera outbreaks between 2011 and 2023. For meningitis, cases and deaths fell by 27 per cent and 28 per cent respectively, over 10 years.

The coronavirus COVID-19 pandemic was a stark reminder of the value of vaccines, which saved an estimated 20 million lives globally in the first year of rollout alone, according to the respected and influential Lancet medical journal.

Yet the pandemic also disrupted routine immunization, leading to dangerous backsliding in coverage rates for diseases like measles and polio. The Gavi study emphasizes that emergency vaccination must be paired with strong routine immunization systems to prevent future outbreaks.

Looking ahead, Gavi’s 2026-2030 strategy includes expanding stockpiles, accelerating vaccine access for diseases like mpox and hepatitis E, and supporting preventive campaigns in high-risk regions.

LAHORE, Jul 13 (APP):Punjab Health Minister and Chairman Cabinet Committee on Disaster Management Khawaja Salman Rafique has said that, on the special directives of Chief Minister Maryam Nawaz Sharif, all relevant departments including the administration, WASA, and rescue agencies have been placed on high alert in view of ongoing and expected monsoon rains across the province.
The minister made these remarks during his visit to the Provincial Disaster Management Authority (PDMA) Head Office on Sunday, where he reviewed the current weather situation and monsoon preparedness. Director South PDMA, Hameed Ullah Malik, briefed the minister on the latest developments related to rainfall and emergency response plans.
The minister stated that Rescue 1122 has been instructed to finalize all precautionary arrangements in advance. He added that PDMA Punjab has already issued alerts to the administrations across all districts to remain vigilant.
“The PDMA Control Room and Provincial Emergency Operation Centers are fully activated and monitoring the situation round the clock,” he said. “All available resources will be utilized to ensure the safety of citizens.”
He further directed that WASA and related agencies remain active to ensure timely drainage, especially in low-lying areas prone to water accumulation. Citizens were advised to follow safety guidelines issued by PDMA to avoid any untoward incidents.
Additionally, the administration has imposed Section 144 along rivers, canals, and streams to prevent public movement in hazardous areas during heavy rainfall.

DPM to participate in SCO Council of FMs meeting

ISLAMABAD, Jul 13 (APP): At the invitation of Foreign Minister of China Wang Yi, Deputy Prime Minister (DPM) and Foreign Minister of Pakistan Senator Mohammad Ishaq Dar will lead Pakistan delegation to the meeting of Shanghai Cooperation Organization (SCO) Council of Foreign Ministers (CFM) being held on 14-16 July 2025 in Tianjin (China).
Foreign Ministers of all SCO member States, including Pakistan, China, Belarus, India, Iran, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan will participate in the CFM meeting. Foreign Minister of Belarus will attend the CFM for the first time as member of SCO.
The CFM is the third highest forum in the SCO format. It focuses on the issues of international relations, as well as foreign and security policies of SCO. The forum approves the documents, including declaration and statements, etc. that are to be presented for the consideration of the Council of Heads of State (CHS) as well as the decisions to be adopted by the CHS. The upcoming CHS will take place on 31 August – 01 September 2025 in Tianjin, China.
The Deputy Prime Minister and Foreign Minister of Pakistan will also hold bilateral meetings with his counterparts on the sidelines of the CFM meeting.

LAHORE, Jul 13 (APP):Punjab Chief Minister Maryam Nawaz Sharif has paid rich tribute to the brave martyrs of Kashmir, including the 22 martyrs of July 13, 1931, who laid down their lives in the struggle against tyranny during the Dogra Raj.
In her message on Kashmir Martyrs’ Day, the CM said, “We salute every Kashmiri martyr who became the voice of truth against oppression. The martyrs of 1931 stood tall against the Dogra Raj, and today, Indian occupation forces are repeating that same dark chapter of brutality.”
She said that despite decades of oppression, the spirit of the Kashmiri people remains undefeated. “Whether it was the Dogra rule of the past or the oppressive tactics of today’s Indian forces, they have never been able to break the will of the Kashmiri people,” she added.
CM Maryam Nawaz added that the sacrifices of Kashmiri martyrs echo a powerful message, saying that chains can never imprison courage. The fragrance of freedom, loyalty, and sacrifice has permeated the soil of Kashmir.
She termed Kashmir Martyrs’ Day not just a remembrance, but a call to awaken the conscience of the international community, especially the United Nations and the Muslim Ummah.
The CM said that U.S. President Donald Trump’s recent statement in support of resolving the Kashmir issue is encouraging and should be taken seriously by the international community. Pakistan will continue to extend political, diplomatic, and moral support to the Kashmiri people on every global platform. The sacrifices of Kashmiri martyrs have shown the world that no amount of force can suppress their quest for freedom, she said.
The CM expressed solidarity with the Kashmiri people, saying that the entire Pakistani nation considers the suffering of the Kashmiris as its own. Every child of Pakistan stands with them in their struggle for the right to self-determination, she added.

The PMD issued a warning for heavy-to-very-heavy rains on the night of July 13 and throughout July 14, which might trigger flash floods in local streams and nullahs across Murree, Galliyat, Mansehra, Kohistan, Abbottabad, Buner, Chitral, Dir, Swat, Shangla, Nowshera, Swabi, Mardan, Islamabad/Rawalpindi, hill torrents of DG Khan, northeastern Punjab, Kashmir, and parts of Balochistan.
Authorities have cautioned about the risk of landslides and mudslides potentially blocking roads in hilly regions including Murree, Galliyat, KP, Kashmir, and Gilgit-Baltistan. Urban flooding is also likely in low-lying areas of Islamabad, Rawalpindi, Gujranwala, Lahore, Sialkot, Sargodha, Faisalabad, Nowshera, and Peshawar.
The public has been urged to remain vigilant, as strong windstorms may damage weak structures such as electric poles, trees, vehicles, and solar panels.
According to the PMD, monsoon currents from both the Arabian Sea and Bay of Bengal are entering the country tonight, and a strong westerly wave is also expected to hit upper and central parts of Pakistan.
Rainfall was reported in various cities including Rawalakot, Kotli, Murree, Gujranwala, Sialkot, Islamabad, Hafizabad, Khuzdar, Lasbela, Peshawar, Malam Jabba, Bacha Khan, and Mir Khani.
Sunday’s highest temperatures of 43°C were recorded in Jacobabad, Rohri, Dadu, Shaheed Benazirabad, and Dalbandin, while Lahore recorded a maximum temperature of 33°C.

20% surge in enrollments, policy shifts mark progress in non-formal education: PIE annual report

ISLAMABAD, Jul 13 (APP):Pakistan’s non-formal education sector has recorded significant strides in access and inclusion, with a 20% increase in enrollments and promising gender indicators, according to the 2023–24 National Non-Formal Education (NFE) Statistical Report released by the Pakistan Institute of Education (PIE).
The annual report, unveiled here the other day, presented a detailed snapshot of the country’s non-formal learning landscape, spotlighting both achievements and persistent gaps. The number of non-formal education centers across the country has reached 35,427, serving over 1.29 million learners, reflecting a 20% increase in enrollment compared to the previous year.
The report notes that in 2023–24, enrollments in non-formal education centers grew by 20%, with 57% of learners being girls, marking a promising step toward gender parity. Female teachers make up 82% of the workforce, demonstrating strong female participation in the non-formal education system.
A total of 3,382 adult literacy centers are currently operational, serving 80,093 learners, indicating an increasing focus on youth and adult literacy. Additionally, 10,181 refugee children, mostly from Afghanistan, are enrolled in NFE programs. Innovative models like ALP (Middle-Tech) have been introduced, integrating both academic and vocational skills to improve retention and outcomes.
Despite the progress, the report highlights substantial regional disparities, particularly in enrollment rates across remote and underserved areas. According to the Pakistan Economic Survey, female literacy remains significantly lower than male literacy, especially in rural Balochistan, where only 31% of women are literate. The latest UN report ranks Pakistan 164th out of 193 countries on the Human Development Index (HDI), and 144th out of 173 on the Human Capital Index (HCI), with education being a key contributing factor.
Among the report’s key recommendations is the expansion of ALP programs, particularly the Middle-Tech model, which boasts a 70% completion rate. The report also calls for greater investment in adult literacy programs, the adoption of modern tools like Recognition of Prior Learning (RPL), and targeted measures to reduce gender and regional disparities. Furthermore, it stresses the need for enhanced data collection and analysis to support evidence-based policymaking.
The report underscores the use of NF-EMIS, a web-based data management system that collects and integrates real-time data from all provinces to strengthen decision-making.
Non-formal education has been described as a “second-chance model” that is cost-effective, flexible, and community-based. The monthly cost per child ranges between PKR 1,000 to 1,500, considerably lower than the expenses of formal education systems.
PIE’s annual report affirms that non-formal education is emerging as an effective, low-cost alternative that is bringing millions of children, youth, and adults into the learning stream. However, the continued challenges of low female literacy, regional inequality, and the large out-of-school population demand urgent and sustainable action. The report offers a comprehensive roadmap for strengthening educational foundations to drive national development.
This national effort has been made possible through the active involvement of both public and private sector partners. At the federal level, institutions such as the Federal Directorate of Education (FDE), National Education Foundation (NEF), Basic Education Community Schools (BECS), and Allama Iqbal Open University (AIOU) have played key roles.
In Punjab, the Punjab Education Foundation (PEF), PEIMA, and the School Education Department (South Punjab) are contributing. In Sindh, the Sindh Education Foundation (SEF); in Balochistan, the Social Welfare Department; and in Khyber Pakhtunkhwa, the Elementary and Secondary Education Foundation (ESEF) are leading efforts.
National and international NGOs (NGOs/INGOs) are also crucial stakeholders in expanding educational access across the country.

Interior minister pays glowing tribute to Kashmiri Martyrs, reaffirms Pakistan’s Commitment to Kashmir

ISLAMABAD, Jul 13 (APP): Interior Minister Mohsin Naqvi has paid glowing tribute to the brave Kashmiri martyrs who sacrificed their lives on July 13, 1931. He saluted the ultimate sacrifice of the 22 martyrs who faced bullets with courage and dignity in reverence of the call to prayer (Azaan).
He stated that July 13, 1931, was the harbinger of free conscience against a system that sought to silence the oppressed. He added that the guns of the Dogra regime and the violence of the Indian state are different forms of the same oppression.
Mohsin Naqvi emphasized that the suppression of belief, identity, opinion, and resistance through state power in Indian Illegal occupied Jammu and Kashmir (IIOJK) is a mockery of human dignity. He said that the Modi Government, like the Dogra regime, is carrying out oppressive actions against Kashmiris and the Indian State’s policies — including the genocide of Kashmiri youth, extrajudicial killings, and silencing of journalists — are a disgrace to humanity.
The Interior Minister said that US President Donald Trump’s offer to mediate opened a door to peace, but India closed this door, proving its warlike mindset through its rejection of dialogue.
He highlighted that the call for freedom cannot be suppressed with guns, imprisonment, or curfews — this voice will live on for generations. He stressed that Kashmir Martyrs’ Day is a day of renewed commitment. He highlighted that Pakistan stands as the guardian, advocate, and guarantor of the Kashmiris’ right to freedom.
