DPM Dar urges peace, justice, climate action at ASEAN Forum in Malaysia

KUALA LUMPUR, Jul 11 (APP):Deputy Prime Minister and Foreign Minister, Senator Mohammad Ishaq Dar, on Friday urged for global cooperation in the face of mounting regional and international challenges to ensure peace, justice and climate action.
In his address at the 32nd ASEAN Regional Forum (ARF) here, DPM Dar praised Malaysia for its gracious hospitality and visionary leadership, congratulating it for successfully hosting the 46th ASEAN Summit.
He reiterated Pakistan’s commitment as a Sectoral Dialogue Partner and ARF member to ASEAN’s strategic goals of integration, sustainability, and peace, as envisioned in the Kuala Lumpur Declaration on ASEAN 2045.
“ARF is a critical platform at a time when global fragmentation threatens multilateralism,” Dar emphasized. He welcomed the development of a post-2025 Plan of Action and urged a focus on non-traditional security threats, including climate change, pandemics, cyber risks, maritime security, and disaster response. He called for preventive diplomacy and adherence to international law as the foundation of lasting peace.
DPM Dar strongly underscored the need for a just resolution of the Jammu and Kashmir dispute, criticizing India’s unilateral actions and aggression in the region. Referring to the April 22 Pahalgam incident, he said, “India blamed Pakistan without evidence and refused our offer of an impartial inquiry. Instead, it launched an unprovoked attack on May 7.”
He detailed Pakistan’s response under Article 51 of the UN Charter, which targeted only military assets and demonstrated “restraint and responsibility.” Dar denounced the so-called “new normal” of unilateral military actions and impunity, asserting that peace must be rooted in mutual respect and international law.
He also condemned India’s unilateral suspension of the Indus Waters Treaty, calling it a violation of international norms with grave humanitarian consequences.
Dar reaffirmed Pakistan’s unmatched sacrifices in the fight against terrorism, citing over 80,000 lives lost and $150 billion in economic costs. He highlighted Pakistan’s comprehensive counterterrorism approach and its efforts to expose cross-border terrorism. He warned against the misuse of counterterrorism narratives to stigmatize Muslim communities and promote Islamophobia.
He mentioned recent high-level engagements and urged the Afghan Interim Government to ensure its soil is not used against Pakistan. “A peaceful, stable, and united Afghanistan is in our vital interest,” he stated.
Dar welcomed the ceasefire between Iran and Israel, commending Iran’s restraint. He strongly condemned the ongoing Israeli aggression in Palestinian territories, calling for immediate international action to halt atrocities and reaffirming Pakistan’s support for an independent Palestinian state with Al-Quds Al-Sharif as its capital.
Reaffirming Pakistan’s backing of the “One China Policy,” Dar urged peaceful resolution of disputes in the Asia-Pacific, including the South China Sea, through diplomacy and mutual respect. He also advocated for a negotiated settlement of the Ukraine conflict in line with the UN Charter.
Calling climate change an existential threat, DPM Dar emphasized that Pakistan, despite limited resources, is taking robust mitigation and adaptation measures. He urged developed nations to fulfill their climate finance commitments and called for “global solidarity to avert a climate catastrophe.”
Concluding his address, Dar reaffirmed Pakistan’s strong support for ARF’s mission of regional peace and cooperation. “Let us work together to build a peaceful and inclusive Asia-Pacific, grounded in mutual respect and sovereign equality,” he said.

336 kilograms of Hashish seized in major anti-narcotics operation in Haripur

HARIPUR, Jul 11 (APP):In a major breakthrough against drug trafficking, the Excise and Narcotics Police Hazara carried out a successful operation on GT Road Haripur, resulting in the seizure of 336 kilograms of high-quality Hashish.
The operation, led by Additional SHO Naseem Khan under the supervision of SHO Faisal Khan, took place at around 3 a.m. when a suspicious vehicle a new Honda Civic was intercepted. Upon inspection, the police discovered a massive consignment of charas concealed within the vehicle.
According to SHO Faisal Khan, the estimated market value of the seized narcotics in Pakistan is approximately Rs. 33.6 million.
This marks another significant achievement for Additional SHO Naseem Khan, who has once again broken his own record in intercepting a large quantity of narcotics.
The vehicle has been taken into custody, and further investigations are underway to trace the source and intended destination of the drugs.

River Indus runs in medium, low flood: FFC

ISLAMABAD, Jul 11 (APP): The Federal Flood Commission (FFC) has said that River Indus is flowing in medium flood at Chashma while in low flood at Tarbela-Kalabagh and Taunsa-Guddu reaches.
According to daily FFC report on Friday, all other major rivers of the Indus River System (Jhelum, Chenab, Ravi and Sutlej) are running normal.
The FFD has predicted scattered thunderstorm/rain with heavy falls at isolated places over Islamabad, Punjab (DG Khan, Rawalpindi, Gujranwala and Lahore Divisions) and Khyber Pakhtunkhwa ( D I Khan) including the upper catchments of the rivers Jhelum, Chenab, Ravi and Sutlej during the next 24 hours.
Isolated thunderstorm/rain of moderate-intensity is likely to occur over Punjab (Sargodha, Sahiwal, Multan and Faisalabad Division), Khyber Pakhtunkhwa (Peshawar, Kohat, Bannu Divisions) and eastern Balochistan besides the upper catchments of rivers Indus and Kabul during the said period.
The River Indus is expected to sustain a medium flood level at Chashma and Taunsa, while remaining at a low flood Ievel at Tarbela, Kalabagh, and Gaddu.

RD of the Provincial Ombudsman holds Khuli Kachehri at DAO

HYDERABAD, Jul 11 (APP):On the directives of the Provincial Ombudsman Sindh and the Accountant General Sindh, the Regional Director of the Provincial Ombudsman Sajjad Haider conducted a Khuli Kachehri (open public hearing) at the District Accounts Office (DAO), Hyderabad.
According to a handout issued on Friday, a total of 27 registered cases were heard during Khuli Kachehri, with the majority relating salary disbursements being resolved on the spot. The District Accounts Office submitted reports on 12 cases to the Regional Ombudsman, which are expected to be addressed soon. Old unresolved cases were referred to the PC & DC Pension Case Disposal Committee for resolution early as possible.  However, for complex matters requiring further investigation, instructions were issued directly to the concerned District Accounts Officers.
Addressing the participants, Sajjad Haider urged employees to report corrupt officials who cause unnecessary delays in the processing of employee-related issues. He assured that such individuals would be held accountable  . He remarked that most problems were  delayed due to lack of awareness of technical information among employees, and raising awareness in this regard would help expedite case resolution.

Govt committed for strengthening industrial sector: Bilal

ISLAMABAD, Jul 11 (APP): Minister of State for Finance Bilal Azhar Kayani on Friday reaffirmed the government’s firm commitment to strengthening local trade and industry as a key driver of export-led, sustainable and inclusive economic growth and social prosperity in the country.
Speaking to members of the business community at the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), Bilal Azhar said the government aims to build on recent macroeconomic stability by further improving fiscal performance through increased efficiency of the Federal Board of Revenue (FBR), continued efforts to reduce inflation, and robust support for the industrial sector.
He noted that the federal budget for the current fiscal year includes tariff reforms designed to lower the cost of raw materials and intermediate goods, thereby reducing production costs for local industries to produce competitive exportable goods.
“The rationalization of tariffs will enable domestic producers to become more competitive, boost exports and stimulate industrial development while generating employment opportunities,” he remarked.
Highlighting key indicators of the government’s economic performance, the minister pointed out that inflation had dropped to a record low of 3 percent, well below the projected 12 percent for fiscal year 2025.
He added that the policy rate had been reduced from 22 percent to 11 percent and the government had met its primary surplus target, adding that the revenue collection increased by 26 percent during the fiscal year, while overseas remittances also witnessed a significant year-on-year rise.
Despite operating under an International Monetary Fund (IMF) program, Bilal said that the government increased funding for the Benazir Income Support Program (BISP) from Rs460 billion to Rs592 billion, enabling direct cash support for over one million families.
“The IMF Executive Board’s approval of the program, even amid global uncertainty demonstrates international confidence in Pakistan’s macroeconomic stability,” he said adding that the government is determined to maintain this momentum toward sustainable, export-led growth.
Reassuring the business community, the minister said the government would continue to provide maximum facilitation to promote trade and industrial activity, and noted that FBR regulations have been simplified to better protect and support domestic businesses.

Senate Standing Committee on National Food Security & Research visited DPP

ISLAMABAD, Jul 11 (APP):The Senate Standing Committee on National Food Security & Research, under the chairmanship of Senator Syed Masroor Ahsan, visited the Department of Plant Protection (DPP) Head Office in Karachi and reviewed key interventions taken for improving sanitary and phytosanitary (SPS) compliance and reducing Maximum Residue Limit (MRL) violations in agricultural exports, particularly rice.
The visit comes as recent reforms, spurred by Prime Minister Shehbaz Sharif, have already led to a marked decline in export interceptions and noticeable improvements in compliance standards, said a press release issued here on Friday.
The committee was briefed in detail by senior DPP officials, including Tahir Abbas (Director General DPP), Dr Muhammad Ishfaque (Deputy Director Quarantine) and Muhammad Basit (Director Quarantine), on the measures taken to align Pakistan’s export framework with international food safety and plant protection standards.
The committee noted the significant strides made in improving compliance, especially in light of the Prime Minister’s decisive directives issued in December 2024, which called for legal action against negligent officers and the immediate establishment of pesticide residue testing laboratories.
These directives have shown concrete results. In 2023, Pakistan faced 61 interceptions of rice consignments by the European Union due to MRL exceedances and aflatoxins. The number rose to 106 in 2024, with 73 linked directly to pesticide residues.
However, following the reforms triggered by the Prime Minister’s orders, 2025 has seen a notable decline, with only 30 interceptions recorded so far just 13 related to MRLs and 15 to aflatoxins. This decline is attributed to intensified monitoring, awareness campaigns for exporters, and closer coordination between DPP, provincial departments, and industry stakeholders.
Notably, pesticides such as Acetamiprid, Chlorpyrifos, Imidacloprid, and Thiamethoxam were identified as primary contributors to MRL breaches.
The committee also discussed progress in the maize sector. Maize is Pakistan’s third major food grain, with 10.634 million tons produced annually across 1.72 million hectares. In 2023–24, exports peaked at 1.837 million metric tons but sharply declined in 2024–25 to just over 786,000 metric tons.
While high domestic prices contributed to this drop, phytosanitary interceptions by Vietnam due to infestation by Trogoderma granarium (khapra beetle) also played a role. Following Vietnam’s third warning and 72 reported interceptions, DPP imposed a temporary two-week export ban and suspended responsible fumigators. Corrective actions such as the registration of 63 compliant storage godowns, traceability protocols, and pest-specific fumigation SOPs were implemented.
Additional efforts included stakeholder meetings, strict inspection regimes, and strict control over the use of jute bags — a major source of infestation.
The committee turned its attention to mango exports, with special emphasis on high-end markets such as Japan, Korea, and the U.S., which have strict protocols including Hot Water Treatment (HWT) and Vapor heat treatment, among others.
While the DPP has developed SOPs and installed CCTV surveillance systems for monitoring HWT facilities, the Chairman raised concerns over operational irregularities. He cited credible complaints from exporters regarding malfunctioning cameras, non-operational HWT equipment and allegations of corruption  including unauthorized facilitation of certain plants and officials allegedly accepting payment per kilogram to bypass treatment procedures.
One major exporter reportedly experienced a drop in mango exports from 40,000 kilograms to just 7,000 this season, attributing the decline to inconsistent enforcement and preferential treatment by DPP inspectors.
The committee emphasized the importance of appointing a technically qualified and permanent Director General at DPP to build on the momentum of recent improvements.
The committee reiterated support for the early establishment of the National Food Safety, Animal and Plant Health Regulatory Authority (NAFSA), the release of funds for new laboratories, and amendment of fumigation rules in light of current export requirements.
The chairman concluded by acknowledging the encouraging results achieved so far under the Prime Minister’s reform roadmap and called for continued political will and institutional commitment.
He emphasized that while the number of export rejections has declined, sustained oversight, transparency, and scientific leadership are key to ensuring that Pakistan’s agricultural exports regain trust and competitiveness in global markets.
The meeting was also attended by Senator Rahat Jamali, Dost Muhammad Khan, and  Abdul Wasay. However, the committee noted with disappointment the absence of officials from the Ministry of National Food Security & Research and instructed that a letter be written to the Chairman Senate, requesting appropriate action against absent ministry officials, reiterating the need for full cooperation from the Ministry in matters of national importance.

PSQCA Board greenlights sweeping reforms under Khalid Magsi’s leadership

ISLAMABAD, Jul 11 (APP): In a decisive push to reform and energize Pakistan’s quality control infrastructure, Federal Minister for Science and Technology Khalid Hussain Magsi chaired the 35th meeting of the Board of Directors of the Pakistan Standards and Quality Control Authority (PSQCA), approving a series of long-overdue measures to boost institutional performance, enhance employee welfare, and modernize core operations.
The high-level meeting, held in Islamabad, was attended by key stakeholders including PSQCA Director General Rizwan Ahmed Sheikh, TDAP Executive Director Muhammad Ashraf, and Secretary PSQCA Abdul Karim Rind. With a focus on structural reforms and service efficiency, the Board endorsed several landmark decisions aimed at reshaping the authority’s internal and external functioning.
The key outcomes included the regularization of employees, release of pending salaries, and immediate disbursement of wages to staff in BS-01 to BS-04—steps that signal a renewed commitment to the well-being of the PSQCA workforce.
The Board also approved the deployment of solar energy systems across PSQCA offices nationwide, aligning the institution with national goals of sustainability and cost-effective energy use.
Furthering Pakistan’s global trade objectives, the Board gave the green light to an MoU with the UK’s Department for Environment, Food & Rural Affairs (DEFRA), expected to facilitate smoother export processes for Pakistani food products.
 In another major move, the Board sanctioned the implementation of SAP software in finance and HR systems to digitalize and streamline operations.
The other important decisions included approval for new vehicles to support fieldwork (pending clearance from the Finance Division’s Austerity Committee), continuation of medical services under existing rules, and endorsement of a Mutual Recognition Agreement with an international automobile testing lab to strengthen standards in the auto sector.
 Khalid Hussain Magsi lauded the Board’s proactive approach and directed all departments to ensure immediate execution of approved reforms.
He emphasized the need for transparency, accountability, and results-driven governance to restore public confidence and institutional credibility.

DC Sukkur presides over meeting to discuss vaccination drive

SUKKUR, Jul 11 (APP):Deputy Commissioner Sukkur, Dr. MB Raja Dharejo on Friday presided over a meeting at the Conference Hall to discuss the ongoing vaccination drive in the district.
The meeting was attended by District Focal Person Dr. Tanveer Abbasi, Dr. Fareed Hussain, Dr. Noor Ahmed, and representatives from UNICEF, WHO, Local Government, Sukkur Municipal Corporation, Police, and other related departments.
During the meeting, DC Sukkur reviewed the progress made in the first two rounds of the Big Catch Up campaign and discussed the upcoming third round, scheduled from July 14 to 26.
He directed the officials to ensure that the next round is conducted more effectively, with the availability of required facilities, to vaccinate children who have missed their shots due to various reasons.
Dr. Tanveer Abbasi and Dr. Fareed Hussain briefed the participants about the third round of the Big Catch Up campaign, which aims to vaccinate children aged 0-5 years against diseases like measles, rubella, tetanus, hepatitis B, pneumonia, polio, and others.
The district has set a target of vaccinating 42,942 children in Sukkur City, New Sukkur, Rohri, Saleh Pat, and Panu Aqil talukas, with a special focus on covering zero-dose children and those who have been left out.
The meeting was informed that 145 teams, designated by the Health Department, will carry out the vaccination drive.
Dr. MB Raja Dharejo also inquired about the contingency plan in case the campaign is affected by potential monsoon rains and was assured that alternative dates will be arranged after July 26 to cover the remaining areas.

Gilani’s acquittal in nine cases hailed

MULTAN, Jul 11 (APP):Pakistan People’s Party (PPP) South Punjab  leaders hailed Chairman Senate and  former Prime Minister  Yusuf Raza Gillani acquittal by Federal anti corruption court, here on Friday.
In a statement here,  PPP’s former Member Punjab Assembly Ahmed Mujtaba Gilani, and Vice President PPP Multan City Mian Muhammad Azeem Saeed, hailed the court’s verdict as a victory for truth, law, and the Constitution. They stated that Gilani has always upheld the supremacy of the Constitution and remained steadfast in serving the people, even in the most challenging times. They claimed that the cases were fabricated by political opponents to mask their failures and to undermine the popularity of the Gilani family.
However, they said, truth always prevails. The continuous acquittals, they added, are a clear indication of Chairman Senate integrity, respectability, and honesty, with no evidence of corruption ever proven against him.
Commenting on the TDAP case, Ahmed Mujtaba Gilani noted that no substantial evidence could be presented in court, and after fulfilling all legal requirements, Yusuf Raza Gillani was exonerated. He urged institutions like NAB and other accountability bodies to abandon the practice of being used as tools for political victimisation. He stated that dragging public representatives into baseless legal battles is essentially an insult to the public mandate. Gilani’s acquittal has boosted the morale of PPP workers and reinvigorated democratic forces across the country.
They demanded a thorough investigation into the origin of these false cases and called for exposing those who misused national institutions for political gain.
It merits mentioning here that among  nine cases that were described as false and politically motivated was the high-profile Trade Development Authority of Pakistan(TDAP) case.
