Flood control rooms set up in AJK

MIRPUR, Jul 13 (APP):District and Tehsil-level flood emergency warning centers-cum-flood control rooms have been set up in all 10 districts of AJK in order to deal with any eventuality on time following the just-started torrential rains and subsequent impending flood ravages in various parts of Azad Jammu Kashmir, particularly in the low-lying parts of the state during the monsoon, official sources disclosed.
The sources told APP here Saturday that the district-level emergency flood warning centers were established under the supervision of the deputy commissioners, who also stand as district disaster management authorities, in all ten districts of AJK. Fully equipped with the required staff, these centers will function round the clock to bring about immediate necessary safety steps in case of emergency in any part of the concerned district, the sources added.
The District Disaster Management Authority works under the command of the AJK State Disaster Management Authority. The warning centers cum control rooms will function round the clock to monitor and assess impending flood hazards besides getting alerts to receive early warnings from the higher authorities monitoring the flood situation in Pakistan for immediate onward transmission to the population dwelling in the low-lying areas, including those living close to the Mangla Lake as well as the seasonal nullahs and the rivers passing through the district.
The Disaster Management Authority of AJK sources told this news agency here yesterday that the district-level emergency centers could be contacted through the official telephone numbers at the DC offices throughout AJK as and when required for any assistance. Similarly, the Mirpur tehsil-level emergency cell could be approached through telephones at the assistant commissioner’s office at all sub-divisional headquarters, where the tehsil-level emergency center could be contacted through telephone if needed round the clock, he declared.
            People across AJK may contact the concerned emergency centers of their concerned district to inquire about the forecast of the impending flood, as well as in case of any emergent situation following the impending flood ravages during the monsoon rains, to deal with any untoward situation immediately, the sources added.

Decision on cancellation of Islamabad’s e-parking contract upheld

ISLAMABAD, July 12 (APP): An Islamabad court has upheld the cancellation of the e-parking contract by the Directorate of Municipal Administration, Metropolitan Corporation Islamabad (MCI), terming it legal in accordance with the rules and in the public interest.

This decision is being considered as an important milestone of DMA, MCI’s administrative transparency, financial integrity and improvement in civic amenities, said a press release issued by Directorate of Municipal Administration, Metropolitan Corporation Islamabad.

The contract with AJCL company was terminated in June 2025 after serious problems surfaced such as violation of several clauses of the contract, financial irregularities and non-implementation of cashless system.

The said company challenged this decision by filing various legal proceedings, including a contempt of court petition, an appeal for re-possession of parking sites, and a request to stop the proposed auction of smart parking.

The court, while declaring all the claims ineffective and baseless, declared the decision of DMA, MCI as fully in line with legal requirements and administrative procedures.

The decision has been appreciated not only by legal experts but also by civic circles, who are calling it a decision that promotes institutional accountability, transparent governance and sustainable civic governance, said a senior DMA officer.

“This decision makes it clear that any effort to create hurdles in way to safeguarding of state resources, countering maladministration, and continuity of reform measures.

In addition, the citizen-oriented policies of DMA and MCI are being lauded by the public circles.

The DMA. MCI in its statement expressed commitment to ensure the provision of best facilities to citizens by developing all local government services, including the Islamabad Smart Parking Project, on effective, transparent and modern lines.

30th anniversary of Srebrenica Genocide Commemorated in Bosnia

ISLAMABAD, Jul 12 (APP):On the occasion of the “International Day of Reflection and Commemoration of the 1995 Genocide in Srebrenica” as designated by the United Nations, a solemn memorial reference was held in Bosnia to mark the 30th anniversary of the tragic massacre in which over 8,000 Bosnian Muslims were martyred.
Representing Pakistan at the ceremony, Minister of State for Overseas Pakistanis, Aun Chaudhry, participated in the reference and read out a condolence message from Prime Minister of Pakistan Muhammad Shehbaz Sharif, said in a press release issued here on Saturday.
State Minister laid a floral wreath at the memorial site and paid tributes to the martyrs. In his remarks, Aun Chaudhry stated that the atrocities committed in Bosnia continue to evoke deep sorrow around the world.
He reaffirmed Pakistan’s unwavering commitment to the protection of human rights globally, expressing solidarity with oppressed communities in Palestine and Kashmir and reiterated Pakistan’s continued advocacy for justice and peace.
State Minister Aun Choudhary conveyed the sentiments of goodwill and sympathy from the Government and people of Pakistan to the people of Bosnia. Pakistan’s Ambassador to Bosnia and Herzegovina, Major General (Retd) Syed Qaiser Abbas Shah was also present on the occasion.
It is noteworthy that dignitaries and representatives around the world attended the Reference, including the President of Bosnia, Herzegovina who acknowledged Pakistan’s consistent support for Bosnia’s stance over the years.
He reiterated Bosnia’s commitment to peace, fraternity, and peaceful coexistence in accordance with the United Nations Charter. State Minister Aun Chaudhry termed the genocide in Bosnia a dark chapter of history and emphasized that Pakistan remains a staunch advocate of the global principle of “Live and Let Live.” He stressed that atrocities—whether in Serbia, Palestine, Kashmir, or anywhere else in the world—must not go unnoticed.
Participating in this memorial event, he said, is a testament to Pakistan’s belief that such heinous crimes must never be repeated.

President asks int’l community to take notice of HR abuses in IIOJ&K

ISLAMABAD, Jul 12 (APP): President Asif Ali Zardari appealed to the international community and human rights organizations to take immediate notice of the ongoing Indian state terrorism and grave human rights violations in Indian Illegally Occupied Jammu and Kashmir (IIOJK).
In a message on the occasion of Kashmir Martyrs’ Day observed on July 13, he said, “I pay tribute to the 22 great Kashmiri martyrs who sacrificed their lives against oppression and barbarism and for the right to freedom, outside Srinagar Jail on July 13, 1931.”
“The great struggle that the Kashmiri people are carrying forward today is a continuation of the sacrifices of these 22 martyrs. The candle of freedom that their sacrifice lit in the hearts of the Kashmiri nation is still burning brightly today,” he added.
He said, “Pakistan pays tribute to the bravery, determination and sacrifices of the Kashmiri people, who have stood firm against Indian rule for decades and continue to struggle for their freedom.”
“India’s illegal occupation of Occupied Jammu and Kashmir has turned it into a military prison where extrajudicial killings, enforced disappearances, political imprisonment, attempts to change the population ratio and systematic conspiracies to erase the identity of Muslims are ongoing,” he added.
He said, “Today, we salute these martyrs and all other Kashmiris who sacrificed their lives for freedom.”
“Pakistan will continue to provide political, moral and diplomatic support to the Kashmiri brothers until they achieve their right to self-determination in accordance with the resolutions of the United Nations Security Council,” he concluded.

Pakistan to continue supporting people of Jammu & Kashmir: PM

ISLAMABAD, Jul 12 (APP): Prime Minister Muhammad Shehbaz Sharif said the government of Pakistan will continue to extend its political, diplomatic and moral support to the people of Jammu and Kashmir who are waging struggle to gain their right to self-determination and freedom.
In a message on the occasion of Kashmir Martyrs’ Day observed on July 13, he said, “Kashmir Martyrs’ Day is observed every year to pay tribute to the 22 Kashmiris who sacrificed their lives on July 13, 1931 while protesting against the Dogra forces of Jammu and Kashmir.”
He said, “The day serves as a reminder of the inherent steadfastness, resistance against brutal forces and unwavering resolve of the Muslims of Kashmir. The struggle for freedom, human rights and Kashmiri rights has been going on throughout Kashmir’s history.”
“The Kashmiri people have been and are sacrificing their lives in their legitimate struggle for the right to self-determination,” he said adding, “The government of Pakistan expresses its political, diplomatic and moral support in solidarity with the Muslims of Jammu and Kashmir, which is illegally occupied by India.”
He said, “We salute the bravery and determination of all Kashmiri martyrs, who sacrificed their lives during decades of Indian occupation.”
“Today, the Government of Pakistan reaffirms its commitment to the resolution of the Kashmir issue and the right of self-determination of Jammu and Kashmir in accordance with United Nations resolutions,” he concluded.

Punjab govt to lower greenbelt elevations in urban areas to prevent flooding

LAHORE, Jul 12 (APP):The Punjab government, under the vision of Chief Minister Maryam Nawaz Sharif for a “Green and Prosperous Punjab,” has launched a significant initiative to prevent urban flooding by lowering the elevation of greenbelts in urban areas.
The decision marks a major shift toward climate-resilient infrastructure and sustainable urban planning across the province.
On the directives of Secretary Housing Noor-ul-Amin Mengal, formal instructions have been issued to all Director Generals of Public Health Engineering Departments (PHEs) to reduce the height and increase the depth of greenbelts. This redesign aims to enable efficient rainwater absorption and reduce surface runoff that often leads to road flooding during heavy rains.
According to the official communique, the current raised structure of greenbelts blocks natural drainage, resulting in water accumulation on roads and highways. By aligning with international best practices, Punjab’s urban greenbelts will now serve as effective natural drainage channels, improving groundwater recharge and minimizing flood risk.
The initiative is part of the Punjab government’s broader green infrastructure strategy to combat climate change and urban water scarcity. Deeper and scientifically designed greenbelts are expected to enhance environmental resilience and contribute to healthier, more livable cities.
Secretary Housing Noor-ul-Amin Mengal has also directed Parks and Horticulture Authorities (PHAs) and Water and Sanitation Agencies (WASAs) to establish dedicated Research and Development (R&D) sections. These units will support innovation through local research and experimentation, enabling continuous improvement in urban horticulture practices.
In a landmark move, the Punjab Horticulture Authority is being established under the special instructions of Chief Minister Maryam Nawaz Sharif. The new authority will be responsible for developing and implementing modern policies related to urban landscaping, greenbelt management, and eco-conscious urban development.

Motorcycles distributed among para-veterinary staff in a ceremony

RAWALPINDI, Jul 12 (APP): Another revolutionary initiative has been taken under the leadership of Punjab Chief Minister (CM) Maryam Nawaz to strengthen the livestock sector.
The Livestock Department organized a ceremony at the Livestock Complex Rawalpindi to distribute motorcycles among para-veterinary staff.
A total of 50 motorcycles were given to field staff in Rawalpindi district to help improve veterinary services and reach remote areas more efficiently.
Member Provincial Assembly Raja Hanif Advocate was the chief guest of the ceremony.
He praised the efforts of CM Maryam Nawaz, saying she is working for the development of every sector. He added that while the government is providing resources to departments, it is now the responsibility of the departments to serve the people better.
Divisional Director Livestock Dr Naveed Sahar Zaidi said the Punjab government is paying special attention to the livestock sector, which plays a vital role in the national economy.
He added that the Livestock Department exceeded its export targets last year, showing its best performance.

Lady Wellington Hospital declared unsafe, departments to be shifted temporarily

LAHORE, Jul 12 (APP): The building of Government Lady Wellington Hospital in Lahore has been declared dilapidated and unsafe, prompting authorities to begin relocating its medical units to other healthcare facilities on a temporary basis.
This development was announced during a high-level meeting chaired by Punjab Health Minister Khawaja Salman Rafique at the Department of Specialized Healthcare and Medical Education on Saturday. Secretary Health Azmat Mahmood Khan also attended the session.
According to Khawaja Salman Rafique, the Building Department conducted an inspection of the hospital premises on the request of the Specialized Healthcare and Medical Education Department and concluded that the structure is no longer suitable for safe use. As a result, three units of the hospital are being shifted to Government Shahdara Teaching Hospital, Government Nawaz Sharif Hospital Yaki Gate, and Lady Aitchison Hospital for the time being.
However, the emergency department and outpatient services (OPD) of Lady Wellington Hospital will continue to operate without disruption in the new section of the hospital building, which has been deemed safe. A special committee has been formed to oversee and ensure the smooth relocation of the hospital’s three units.
In line with the vision of Punjab Chief Minister Maryam Nawaz Sharif, the government is constructing a new hospital complex for Lady Wellington Hospital at a cost of Rs 7.6 billion. The state-of-the-art facility will feature 235 beds and is being developed by the Infrastructure Development Authority of Punjab (IDAP). The minister said IDAP has been instructed to expedite the construction work so that all hospital units can be permanently shifted to the new complex as soon as it is completed.
To facilitate patient care during the transition period, two ambulances and additional staff will be deployed at Lady Wellington Hospital.
The meeting was also attended by Special Secretary Operations Tariq Mahmood Rahmani, King Edward Medical University Vice Chancellor Professor Mahmood Ayaz (via video link), Pro Vice Chancellor Professor Moin, and Medical Superintendents (MSs) of the concerned hospitals.

Minister removes Jaranwala THQ MS over negligence

FAISALABAD, Jul 12 (APP):Provincial Minister for Health & Population Khawaja Imran Nazir visited Tehsil Headquarters (THQ) Hospital Jaranwala on Saturday and removed its Medical Superintendent from his office on charges of negligence and serious administrative lapses.
During visit, the minister observed serious administrative lapses and negligence in service delivery. He expressed strong dissatisfaction over the non-completion of CT Scan installation even after nine months.
The minister took serious notice of the delay in addition to receiving complaints from citizens and media representatives regarding bribery in the issuance of Medico-Legal Certificates (MLCs).
Hence, the minister took serious notice and directed to constitute an audit team. He also directed immediate transfer of the doctors posted in the MLC unit in addition to initiating an investigation into the record of medicines provided to patients over the past six months.
During interactions with patients, the minister inquired about the availability of medical services and medicines.
He expressed dismay over poor sanitation conditions in the hospital and directed strict action against those responsible. He also directed departmental action against a lady doctor found absent from duty.
The minister said that regular feedback would be taken from his team regarding service delivery and strict action would be taken against unnecessary referral of patients to other cities.
Meanwhile, talking to media persons, Khawaja Imran Nazir said that on the direction of Chief Minister Maryam Nawaz, an Emergency Response Program is being launched across all district and tehsil-level hospitals in the province.
The program is expected to be operational within next two or three months. It would also help modernize and enhance emergency services in all hospitals, he added.
He said that doctors’ attendance is being monitored strictly and a robust system of reward and punishment has been implemented to ensure accountability in service delivery.
