China stabilizing factor in regional security dynamics: CJCSC

RAWALPINDI, Jul 15 (APP): Chairman Joint Chiefs of Staff Committee (CJCSC) General Sahir Shamshad Mirza, NI (M) while extending profound felicitations to the people of China, its military leadership and all ranks of People’s Liberation Army (PLA) on Tuesday highlighted China as a stabilizing factor in the regional security dynamics.

In his address at commemoration ceremony of 98th founding day of People’s Liberation Army of People’s Republic of China as a Chief Guest, the CJCSC commended PLA’s pivotal role under the visionary leadership of President Xi Jinping for China’s remarkable development and rapid modernisation, which has transformed People’s Republic of China into a key pillar of peace, stability and prosperity.

The CJCSC highlighted the enduring and time-tested “Iron-clad brotherhood” between Pakistan and China, with shared resolve to broaden and deepen this unique relationship across all domains, said a press release issued by Inter Services Public Relations (ISPR) here.

He reiterated Pakistan’s unwavering commitment towards security of Chinese nationals working in Pakistan and advancing collaboration on China-Pakistan Economic Corridor, strengthening defence ties and promoting regional harmony and development.

The ceremony drew a distinguished gathering of civilian and military officials, media representatives, business leaders and members of civil society, reflecting the broad-based support for this partnership, the press release said.

French CG Alexis highlights bilateral ties on France’s National Day

KARACHI, Jul 15 (APP):The Consul General of France in Karachi, Alexis Chahtahtinsky, hosted a grand reception to mark Bastille Day, France’s National Day, commemorating the historic revolution of 1789 and the values of Liberte, Egalite, and Fraternite.
The event was attended by Governor Sindh Kamran Khan Tessori,  Sindh Chief Minister Murad Ali Shah, Information Minister Sharjeel Inam Memon, Local Government Minister Saeed Ghani, diplomats, business leaders, students, and members of the French and Pakistani communities.
Addressing the gathering, Chahtahtinsky said today we celebrate the unity of the French people and their enduring commitment to liberty, equality and fraternity – values born out of the French Revolution, 236 years ago.
He recalled that on 14 July 1789, the people of Paris stormed the Bastille prison, symbolizing the fall of monarchy and arbitrary power. Celebrating this event in Karachi symbolizes France’s enduring friendship with Pakistan.
He said France was the first non-Muslim country to recognize Pakistan’s independence in 1947 and has stood by it ever since — from military partnerships to cultural exchanges.
He mentioned joint work in defense: Mirage jets, Alouette helicopters, and Agosta submarines built in Karachi with French assistance — a legacy that “cannot be undone.”
Chahtahtinsky noted ongoing cooperation at the UN Security Council, with both countries currently serving (France as a permanent member and Pakistan as an elected member in 2025–2026) — sharing global responsibility for peace.
Speaking about recent environmental initiatives, he mentioned France’s hosting of the UN Ocean Conference (UNOC3) last month, where preservation of coastal zones and mangrove ecosystems was discussed — highly relevant to Sindh and Balochistan.
He highlighted: Improved economic conditions in Pakistan, acknowledged by the IMF.
French companies’ growing interest in the local market: CMA/CGM, Schneider Electric, Thales, LOreal, Peugeot (in partnership with Lucky Motors in Korangi, Karachi. Strong Pakistani exporters and investors in France: Gul Ahmed, Chottani Industries, Martin Dow.
He thanked the Pakistan France Business Alliance, with special mention of Humayun Akhlaq (CEO, Schneider Electric) for helping revive economic ties.
The Consul General emphasized cultural and educational bonds “For over 60 years, French archaeologists have worked in Sindh and Balochistan, uncovering priceless artifacts and amplifying the ‘Voices of the Soil’.”
He acknowledged work with IBA, Aga Khan Foundation, and Alliance Francaise Karachi, the oldest foreign cultural center in Pakistan, founded in 1954.
He shared that the Campus France office is now permanently based at Alliance Francaise Karachi to support growing academic exchange.

DIG Aitzaz Goraya reveals significant progress in Musawir Kakar murder case

QUETTA, Jul 15 (APP):Deputy Inspector General (DIG) of Counter-Terrorism Department (CTD) Quetta, Aitzaz Goraya revealed significant progress in the high-profile kidnapping and murder case of minor boy Musawir Kakar, announced that the arrest of a key culprit named Hisham, who is currently in police remand for further interrogation.
Addressing a press conference along with Spokesperson of Balochistan government, he announced a significant breakthrough in the kidnapping and murder case of young Musawir Kakar, confirming the identification of the involved gang and the kidnapping was ransom- motivated.
He said that Hisham’s arrest has led to important leads and he has identified two other culprits who are currently absconding. Younis, one of the prime suspects involved in the kidnapping and was killed during an encounter, Aitzaz Goraya confirmed.
“The arrest of key criminal is a significant development in the case,” noted the DIG.  The vehicle used in the abduction has been seized which was smuggled from Afghanistan,” Goraya confirmed.
He also revealed the arrest of Afghan nationals in Sariab area, alleging their involvement in the crime.
Speaking on the broader investigation, DIG Goraya stated, “Operations are ongoing to apprehend all individuals involved. No one connected to this heinous act will escape justice.”
Goraya further elaborated on the ongoing investigation, saying, “We have been shown the route that was used in the abduction of Musawir Kakar. We have planned operations at the locations where the facilitators were present. All developments have been shared with the family, and all those involved in this child’s case will face justice. “Raids are being conducted at various locations to track down the remaining suspects,” said Goraya.
Goraya also confirmed that the terrorists were residing in the Bhoosa Mandi area, and the home owner has also been apprehended.
Aitzaz Goraya expressed deep sorrow over the death of the young victim. “The martyrdom of Musawirr Khan is a tragic loss for all of us. No words can express the grief this has caused,” he said.
During the press conference, DIG CTD Aitzaz Goraya addressed the recent incident of passengers in Zhob area, attributing the casualties to communication issues. He contrasted this with the timely responses in Mastung and Kalat, which minimized losses.
Balochistan government Spokesperson Shahid Rind acknowledged the need for improved surveillance. He stated that clear directives have been issued to prevent any future highway blockades. Rind emphasized the policy of immediate retaliation against terrorists on national highways.
Regarding the Zhob incident, which occurred at 6 PM, he mentioned that public transport typically ceases operations at that time. Rind concluded by stating that the Chief Minister of Balochistan has issued directives to secure the highways.

Balochistan Governor for building healthy society

QUETTA, Jul 15 (APP):Balochistan Governor Jaffar Khan Mandukhail on Tuesday urged all enlightened individuals and public-spirited representatives of the society to join the ranks of selfless socio-political servants to challenge this alienation and intellectual stagnation and build a healthy society where collectivism, merit, hard work and dedication are rewarded.
He said this while talking to various delegations called on him at Governor House here.
The Governor said that the lust for money has increased in our society to such an extent that people often ignore the distinction between halal and haram
He said that Alienation, self-interest and opportunism have become common, which are creating new concerns and threats to our national development and prosperity.
The Governor said that on the other hand, it could only be regretted when some of our educated individuals put national interests at stake for their personal interests.
In addition, our PhD scholars, social scientists and researchers often remain silent, do not provide suggestions and guidance to improve the performance of institutions and will not come forward to utilize their knowledge for the best interest of the country and nation, he said.
He said that the need of the hour is that we adopt our glorious national values and traditions and prioritize national welfare.
He said that we could overcome alienation and selfishness and develop a deep sense of belonging by being inspired through the spirit of service to the people beyond personal interests.

Chiniot administration takes swift action to drain rain water

CHINIOT, Jul 15 (APP):The Chiniot district administration sprang into action to drain water from the city during the recent rain.
The steps were taken on the instructions of Chief Minister of Punjab Maryam Nawaz Sharif.
According to DC office, the relevant departments, including the Waste Management Company, were on a high alert and municipal committees were instructed to ensure drainage of water from low-lying areas.
Deputy Commissioner (DC) Safiullah Gondal monitored the efforts, ensuring that all machinery was active and deployed in low-lying areas. Monitoring of drainage work was also ongoing during the rain to minimize disruptions and ensure public safety.
He advised citizens to take precautionary measures during the rain, including staying away from electricity poles and avoiding unnecessary travel.
By taking these precautions, citizens can minimize risks and ensure their safety during the rainy weather.

ECP allots reserved seats in KP assembly, PML-N gains edge

ISLAMABAD, Jul 15 (APP): The Election Commission of Pakistan (ECP) has approved the Pakistan Muslim League-Nawaz’s (PML-N) application for reserved seats in the Khyber Pakhtunkhwa Assembly, following the announcement of its reserved judgment issued earlier this week.
As per the latest seat allocations, both PML-N and Jamiat Ulema-e-Islam-Fazl (JUI-F) have been granted nine reserved seats each. In a further boost to its representation, PML-N has also secured a minority seat.
The Pakistan Peoples Party (PPP) has been allotted five reserved seats, while PTI Parliamentarians and the Awami National Party (ANP) have each obtained one additional seat in the provincial legislature.
However, two seats remain undecided and will be settled through a draw. One minority seat will be contested between PML-N and JUI-F, and a reserved women’s seat will be determined by a toss between ANP and PTI Parliamentarians.

CS reviews performance of C&W, PHE departments

QUETTA, Jul 15 (APP):Chief Secretary Balochistan, Shakeel Qadir Khan, on Tuesday, presided over a high-level meeting to review the annual performance, allocated budget, expenditures, and effective utilization of funds by the Communication and Works (C&W) and Public Health Engineering (PHE) departments for the fiscal year 2024–25.
During the meeting, the Secretary C&W briefed that a total of 927 development projects were completed across the province in the past year. These included 539 roads spanning 1,328 kilometers. In a major administrative step, 261 sub-engineer posts have been referred to the Balochistan Public Service Commission (BPSC) to ensure merit-based recruitment. Additionally, the department has abolished unnecessary positions, resulting in an annual saving of
Rs. 1.638 billion.
The Public Health Engineering Department also reported significant progress, having successfully completed 843 water supply schemes, comprising 431 new schemes and 412 ongoing projects. Under Phase-I, several existing water supply schemes have been converted to solar energy, ensuring sustainability and reduced operational costs.
Further, four Reverse Osmosis (RO) water filtration plants have been installed in Balochistan’s coastal regions, and 100 non-functional water filtration plants across the province have been restored to working condition.
Chief Secretary emphasized that development projects must align with modern standards and the needs of the people. He noted that the successful implementation of such projects directly contributes to economic growth, poverty alleviation, and job creation, thereby improving the overall quality of life.
“These initiatives offer the public better access to basic services, boost socio-economic development, and pave the way for a prosperous future,” he stated.
Shakeel Qadir also stressed the importance of timely completion and adherence to high-quality standards in all development works, directing officials to ensure that the benefits of these projects reach the public without delay.
The meeting reflected the provincial government’s commitment to infrastructure development, improved service delivery, and transparent governance through responsible and strategic use of public funds.

NEOC issues multiple impact-based alerts amidst intensifying monsoon activity

ISLAMABAD, Jul 15 (APP):National Emergencies Operation Center (NEOC) of NDMA has issued multiple impact-based weather alerts in view of the ongoing monsoon system, which is expected to affect various parts of the country over the next 24 to 72 hours.
These alerts highlight the risks of heavy rainfall, urban flooding, flash floods, strong winds, and associated structural and travel-related hazards.
In Punjab, heavy rainfall is expected over the next 12 to 24 hours in several districts including Rawalpindi, Sargodha, Faisalabad, Sahiwal, Chiniot, Toba Tek Singh, Narowal, Okara, Jhang, Bahawalnagar, Multan, Khanewal, and Bahawalpur.
These areas may face strong winds, temporary power outages, damage to light structures, and reduced visibility, which could impact road traffic and routine life. The Federal Capital, Islamabad, is also likely to experience similar conditions.
Further intensifying the situation, NEOC has issued a flash flood alert until July 18 for several parts of northeastern and southern Punjab, including Islamabad/Rawalpindi, Lahore, Sialkot, Gujranwala, Faisalabad, Sargodha, Multan, Khanewal, Sahiwal, Lodhran, Narowal, Muzaffargarh, Kot Addu, Taunsa, Rajanpur, Bahawalpur, and D.G. Khan.
Heavy to very heavy rainfall may trigger flash flooding in local nullahs and streams, especially in northeastern Punjab and the upper regions. In D.G. Khan and Rajanpur, hill torrents may become active again, generating medium to high flows, while nullahs originating from the Pir Panjal range may also swell rapidly. Residents in these areas are advised to remain alert for possible inundation and evacuation needs.
In Khyber Pakhtunkhwa, rainfall is forecast for the next 12 to 24 hours in districts including Chitral, Dir, Swat, Kalam, Malakand, Battagram, Balakot, Mansehra, Shangla, Haripur, Abbottabad, Mardan, Swabi, Peshawar, Charsadda, Nowshera, Kohat, Hangu, Waziristan, Bannu, and Lakki Marwat. The expected weather activity may result in flash flooding in hill streams, falling of trees and weak infrastructure, and traffic accidents due to poor visibility and slippery roads.
In Balochistan, isolated rain with thunderstorms is expected over the next 12 to 24 hours in Quetta, Zhob, Kohlu, Sherani, Ziarat, Kalat, Barkhan, Awaran, Naseerabad, Dera Bugti, Sibi, and nearby areas. Winds may cause temporary power cuts, structural damage, and hazardous driving conditions, especially during dusty or rainy intervals.
NDMA urges the public across all affected regions to take precautionary measures, particularly in flood-prone and low-lying areas. People are advised to avoid unnecessary travel, secure belongings and livestock, park vehicles in safe locations, and stay away from weak structures, signboards, and electricity poles during storms. Tourists are strongly discouraged from visiting mountainous and high-altitude regions during this period.
All concerned departments have been directed to ensure the readiness of emergency response teams, proactive drainage management, and coordination with local authorities. NDMA remains in constant contact with PDMAs and DDMAs to monitor the evolving situation and ensure timely response.

Moonsoon tree plantation campaign inaugurates in Kohat

KOHAT, Jul 15 (APP):The Monsoon Tree Plantation Campaign 2025 was formally inaugurated at Commissioner House Kohat on Tuesday on the special instructions of Chief Minister of Khyber Pakhtunkhwa (KPK) and Chief Secretary Syed Shahab Ali Shah.
According to APP correspondent, Commissioner Kohat Mutasim BIllah Shah and DC Kohat presided over the ceremony and planted twelve saplings as a symbol of inauguration.
In the initial phase, a total of 15,000 fruit trees were distributed among the local people in all four districts of Kohat division.
In the second phase of the campaign, a major ceremony will be held at Kohat University of Science and Technology on July 16, where 2,500 more fruit trees will be planted under the leadership of Commissioner.
Around 30,000 fruit trees will be planted in various government institutions, educational institutions and public places of Kohat division during this week.
The aim of this initiative is to reduce environmental pollution, strengthen the Green KPK movement and provide nutritional and economic benefits from fruit trees to the local population.
The district and tehsil administrations, forest departments, students, teachers, social workers and local people are being made part of the campaign so that this national goal can become a collective struggle.
