LHC orders Pakistan Post to reinstate employee with back benefits after termination

MULTAN, Jun 16 (APP):Justice Malik Javed Iqbal Wains of Lahore High Court Multan Bench has ordered Pakistan Post to reinstate a contract employee with back benefits observing that he was terminated from service by the respondents on the basis of their erroneous interpretation of the orders of the Islamabad High Court.
Petitioner Ahmer Mumtaz Jatoi, the son of a retired postman, was recruited on a two-year contract as postal clerk (BS-09) in May 2023 at Sahiwal GPO after his father was retired after having been declared medically unfit/incapacitated.
However, on 18-2-2025, Senior Postmaster, Sahiwal GPO, terminated the services of the petitioner and his representation before Deputy Postmaster General (Admin), South Punjab Circle, Multan, was disposed of for being devoid of merit.
Syed Riaz ul Hassan Gilani, the counsel for the petitioner, contended that the respondent department misinterpreted the order dated 8-12-2022, passed by Islamabad High Court in a writ petition 1146/2022 and terminated the contract appointment of the petitioner without providing any reason and giving opportunity of hearing.
The law officer assisted by senior postmaster, Sahiwal GPO, argued that both the impugned orders were rightly passed by the respondents.
The judge observed: ”However, careful perusal of the order dated 8-12-2022 passed by Islamabad High Court reveals that it was merely as interim order, wherein the establishment division was directed to submit details of contractual appointments made under Prime Minister’s Assistance Package since 17-4-2018. The honorable court did not issue any explicit direction for the termination or cancellation of contractual appointments.” “Although, the court did make certain observations regarding appointments made in favour of the next of kin of deceased employees, however, no operational command was passed mandating the removal of such appointees.” “In this context, it is not legally sustainable how the respondent department interpreted the interim order as a direction to terminate the petitioner’s appointment.” “Even otherwise, the petitioner was appointed before passing the order of the court dated 8-12-2022 and as such his termination is prima facie illegal and without any lawful authority. That interim order of Islamabad High Court was later made part of the final judgment and while adjudicating upon the matter of appointments of next of kin, the IHC had relied on the judgement of honourable Supreme Court of Pakistan in the case titled General Post Office Islamabad vs Muhammad Jalal wherein the Supreme Court had clarified that the “Judgment shall not affect the appointments already made of the widow/widower, wife/husband or child of deceased or retired civil servants.”
The Judge allowed the petition ordering: ”The Impugned orders dated 18-2-2025 and 17-4-2025 are set aside. Respondent is directed to reinstate the petitioner into service from the date of termination, while providing all back benefits, in accordance with the law.”

Punjab govt allocates Rs 181 bln for health sector

LAHORE, Jun 16 (APP):The Punjab government has allocated a substantial amount of Rs 181 billion for the health sector in the provincial budget for the fiscal year 2025-26, marking a significant investment in improving healthcare infrastructure and services across the province.
According to the Development Programme document, Rs 95 billion has been set aside for Specialized Healthcare and Medical Education, while Rs 86 billion has been allocated for Health and Population. A major initiative under the new budget is the establishment of the Nawaz Sharif Medical District in Lahore, for which Rs 6.288 billion has been earmarked. This advanced medical district will house a number of key healthcare institutions including Children Hospital-II, Institute of Genetic Blood Diseases, Institute of Surgical, Orthopedic & Medical Rehabilitation, Center of Excellence for Nursing Education, a Specialized Medical Hospital, a 1000-bedded Cardiac Institute, a Medical University, and a state-of-the-art Diagnostic Lab.
In an effort to enhance access to medical education in underserved regions, the government has announced the establishment of three new medical colleges in Narowal, Okara, and Layyah with an allocated amount of Rs 800 million. Moreover, a new Children Hospital is to be built in Rawalpindi at a cost of Rs 6 billion, while Rs one billion has been allocated for the construction of a Teaching Hospital in Sialkot.
The Punjab government has also strengthened its Chief Minister’s Special Initiatives in healthcare. An amount of Rs 8.663 billion has been allocated for the Dialysis Programme, Rs 3.639 billion for the Transplant Program, and Rs 3.212 billion for the Children’s Heart Surgery Program. Overall, Rs 15.507 billion has been earmarked for the ongoing schemes of the Chief Minister’s Initiatives. Furthermore, Rs 1.380 billion has been allocated for the ongoing schemes of Medical Education, Rs 25.250 billion for ongoing schemes under Specialized Healthcare and Miscellaneous, and Rs 14.846 billion for ongoing schemes of Tertiary Care Hospitals.
In terms of new healthcare development, the government has allocated Rs 6.289 billion for new schemes under the Chief Minister’s Initiatives, Rs 1.550 billion for new Medical Education projects, and Rs 14.664 billion for new Tertiary Care Hospital schemes. Additionally, Rs 15.514 billion has been set aside for other development programs within the health sector.
Under the Health and Population category, Rs 27.858 billion has been allocated for ongoing schemes, Rs 27.306 billion for new schemes, and Rs 30.835 billion for other development programs.

Sessions Judge visits central jail, orders release of 10 prisoners

SAHIWAL, Jun 16 (APP):Additional District and Sessions Judge Sahiwal, Muhammad Farrukh Hameed visited Central Jail Sahiwal on Monday, where he inspected various facilities, including the women’s ward, jail hospital, juvenile ward and kitchen.
According to APP correspondent, expressing satisfaction with the facilities provided to prisoners, Judge Hameed ordered the immediate release of 10 prisoners involved in minor crimes.
He visited the women’s ward, prison hospital, juvenile ward, center barracks and reviewed the measures taken by the prison administration.
He also visited the prisoners’ kitchen and checked the quality of food.
Senior Civil Judge Muhammad Arif Khan Niazi accompanied Judge Hameed during the visit.

Senate extends privilege report deadline, gas outage report tabled

ISLAMABAD, Jun 16 (APP):The Senate on Monday extended the time for presentation of a report by the Committee on Rules of Procedure and Privileges on a privilege motion filed against an official of the Ministry of Information Technology and Telecommunication.
Senator Syed Waqar Mehdi, Chairman of the Committee on Rules of Procedure and Privileges, moved the motion under Rule 194(1) of the Rules of Procedure and Conduct of Business in the Senate, 2012, seeking a 60-day extension with effect from June 17, 2025.
The motion relates to a privilege issue raised by Senators Palwasha Mohammed Zai Khan, Dr. Afnan Ullah Khan, Saifullah Sarwar Khan Nyazee, Nadeem Ahmed Bhutto, Mohammad Humayun Mohmand and Anusha Rahman Ahmad Khan against the Deputy Secretary (Council), Ministry of Information Technology and Telecommunication for allegedly misleading the committee.
Meanwhile, Senator Mohsin Aziz, on behalf of Senator Umer Farooq, Chairman of the Standing Committee on Petroleum, presented the committee’s report on a point of public importance raised by Senator Kamil Ali Agha on March 11, 2025, regarding unannounced Sui gas load shedding in Lahore.
The report contains findings and recommendations to address the issue of gas supply disruptions in the city.

Quetta administration mobilized to control temporary fuel shortage: Hamza Shafqaat

QUETTA, Jun 16 (APP):The Commissioner Quetta Division, Muhammad Hamza Shafqaat, has assured the public that the district administration is actively addressing the temporary fuel shortage in the city. He urged citizens to remain calm and avoid panic, stating that the situation is under control and will soon return to normal.
In a statement issued here on Monday, Commissioner Shafqaat said, “The fuel shortage is temporary, and the administration is fully mobilized to resolve it. We request the public to refrain from unnecessary panic buying, as it only worsens the situation.”
Hamza emphasized that the supply of quality and genuine petrol is being ensured at all authorized fuel stations. “many pumps have already received an adequate supply of fuel, and other petrol stations will also be restocked shortly,” he added.
Commenting on the rumors surrounding the fuel situation, Commissioner Shafqaat said that certain elements are spreading false propaganda to create artificial panic. “We are closely monitoring these activities, and action is being taken to curb such misinformation,” he warned.
He expressed confidence that the issue would be resolved soon and reiterated the administration’s commitment to ensuring the continuous supply of essential commodities, including fuel.
