Cabinet approves Power Sector debt plan to restore financial stability

ISLAMABAD, Jun 18 (APP): The federal cabinet on Wednesday gave the green light to Pakistan’s largest financial restructuring scheme aimed at eliminating the crippling circular debt in the power sector.
Prime Minister Muhammad Shehbaz Sharif chaired the federal cabinet meeting here at the Prime Minister House, approved a series of key decisions ranging from energy sector reforms to diplomatic and institutional recognitions, a Prime Minister’s Office news release said.
The Debt Plan, designed to restore financial stability in the energy industry without burdening the national budget, aims to eliminate PKR 1,275 billion in circular debt over the next six years.
The approved scheme includes refinancing PKR 683 billion owed by the Power Holding Company and clearing long-standing dues of Independent Power Producers (IPPs). The Prime Minister termed the decision a “historic step toward economic stability and investor confidence in Pakistan’s energy sector.”
“This reflects our commitment to sustainable institutional reforms and reducing fiscal pressure, paving the way for a more stable and prosperous energy future,” he said during the session.
The cabinet also extended appreciation to Finance Minister Muhammad Aurangzeb and his economic team for presenting a public-friendly budget for the upcoming fiscal year, acknowledging their efforts in stabilizing the national economy.
On the diplomatic front, Prime Minister Shehbaz Sharif lauded Chief of Army Staff Field Marshal Syed Asim Munir for his address to the Pakistani diaspora during his recent U.S. visit.
The Prime Minister commended the Field Marshal’s firm commitment to defending Pakistan’s borders and interests, calling it a powerful representation of national resolve.
In recognition of exemplary Hajj arrangements this year, the prime minister paid tribute to Minister for Religious Affairs Sardar Yousaf, citing the well-managed pilgrimage as a reflection of the government’s commitment to public service excellence.
In other key decisions, the cabinet approved the appointment of Kamal Uddin Tipu as Chairperson of the Commission for the Protection of Journalists and Media Professionals on the recommendation of the Ministry of Human Rights.
The cabinet also granted exemption under Section 21 of the Public Procurement Regulatory Authority Ordinance, 2002, to the National Power Parks Management Company Limited (NPPMCL) for procurement related to the acquisition of Rousch Power Plant.
Additionally, the cabinet ratified the decisions taken during the Cabinet Committee on Legislative Cases meeting held on May 21, 2025.

Experts term robust MRV systems crucial for unlocking climate finance

ISLAMABAD, Jun 18 (APP):Experts on Wednesday underscored that amid mounting climate challenges and a tightening global regulatory landscape, Pakistan must accelerate its efforts to establish a robust carbon market framework to secure its place in the international climate finance ecosystem.
The stakeholders made these remarks at the workshop titled “Enhancing Carbon Market Readiness in Pakistan,” organized by the Sustainable Development Policy Institute (SDPI), said a press release.
Delivering the opening remarks, Dr. Sajid Amin Javed, Deputy Executive Director (Research) at SDPI, emphasized that carbon markets are rapidly emerging as a key tool for climate finance, backed by both national ownership and global momentum. “Pakistan must embed carbon policy into its broader fiscal strategy,” he stressed. “We need to adopt a futuristic approach to climate financing, as traditional avenues will shrink over time.”
Dr. Irfan Yousuf, CEO of Climate Action and Policy Initiative, delivered a comprehensive keynote on “MRV as an Enabler for Climate Investment and Finance Readiness.” He emphasized that robust MRV systems form the backbone of transparent climate action financing and are essential for building trust, credibility, and investor confidence.
“MRV not only tracks greenhouse gas emissions but supports planning, accountability, and compliance. Countries with strong MRV frameworks can better absorb and mobilize climate finance,” Dr. Irfan remarked.
He explained that the MRV process begins with data collection on emissions or mitigation activities, followed by reporting in standardized formats, and finally independent verification to ensure accuracy and reliability. He cited the Ghana Integrated MRV System as a model that successfully aligned emissions tracking with decision-making, finance mobilization, and investor engagement.
Engineer Ubaid ur Rehman Zia, Head of Energy Unit at SDPI, highlighted the intensifying competition in global carbon markets and Pakistan’s recent policy moves such as the imposition of a carbon levy on diesel and petrol in the federal budget. “Pakistan’s industry must reduce its carbon footprint to stay competitive amid mechanisms like the EU’s Carbon Border Adjustment Mechanism (CBAM),” he said.
Ubaid Zia in his detailed presentation outlined the structure and functioning of both compliance and voluntary carbon markets, stressing that while compliance markets are government-mandated and valued at $270 billion, voluntary markets—though smaller at $0.4 to $1 billion—are set to grow exponentially. Pakistan’s Carbon Markets Policy, approved by the federal cabinet, is designed to facilitate participation in both, he added.
Pakistan, he said has identified high-potential sectors for carbon credit generation, including Transport – electric mobility and mass transit systems, Industry – energy efficiency, emission baselines, Agriculture and Land Use – agroforestry and methane reduction, Energy – improved cookstoves, renewable transmission, waste-to-energy and Green Hydrogen and
Ammonia – emerging frontiers.
Dr. Zainab Naeem, SDPI’s Head of Ecological Sustainability, stressed that carbon markets offer a viable alternative financing mechanism amid increasing climate-induced disasters. She underscored the importance of integrating environmental sustainability into macroeconomic planning and building a homegrown sustainability industry that includes circular economy and permaculture models.
She added that Pakistan requires an estimated $348 billion in climate finance between 2023 and 2030, with at least
$7 billion needed for climate adaptation alone. So far, the country has received only $1.4–$2 billion annually in climate finance, she said.
Experts from Verra and Resources Future Pvt. Ltd. elaborated on the technical processes of carbon project validation and the pivotal role of carbon registries, which ensure transparency, credibility, and prevent double counting. Win Sim Tan of Verra noted that a Project Description Document (PDD) is essential for registration.
Rehman Yousuf discussed a live carbon finance project involving agroforestry in Sindh’s Mirpur Khas district, emphasizing scalability and the importance of following global validation standards.
Bulent Sohail, legal expert and Managing Partner at Sohail & LLP, raised concerns about regulatory and institutional readiness. “The market is ready, and there is capital,” he noted, “but a lack of regulatory clarity and stakeholder coordination is holding back investment.”
He pointed to the State Bank’s ongoing work on green taxonomy as a positive step but urged synchronized action across ministries and departments. “To meet the 2030 Nationally Determined Contribution (NDC) targets, we must develop a legal and financial ecosystem that can support scalable investments.”
Concluding the workshop day one, Saleha Qureshi, Head of Pakistan Industrial Decarbonization Program, SDPI, announced the next session in the series would focus on Monitoring, Reporting, and Verification (MRV) systems—a vital component of any credible carbon market.
She said the event marked a significant step in raising awareness, building capacity, and bridging knowledge gaps in Pakistan’s journey toward establishing a functional and credible carbon market that can unlock global finance and accelerate climate action.
The second day of the Workshop focused on the critical role of Measurement, Reporting, and Verification (MRV) systems in enhancing transparency, attracting climate finance, and strengthening national preparedness for carbon markets.
Saleha Qureshi provided an overview of the evolving trends in global carbon markets, highlighting the relevance for countries like Pakistan. She stressed that carbon markets remain one of the most affordable and cost-effective tools for reducing emissions, with co-benefits for sustainable development.
Qureshi added that Pakistan is in the process of developing its national carbon registry and MRV system, finalizing Article 6 bilateral frameworks, and launching capacity-building initiatives. She noted that recent updates by VERRA including methodologies for rice methane reduction and biochar present new areas for exploration.
Ubaid ur Rehman Zia informed participants that the Institute is developing a guidebook to demystify carbon markets and promote wider understanding.  Nisma Rizwan introduced the booklet titled “Decoding Carbon Markets: A Simple Guide to Understanding and Engaging in Carbon Trading”, which offers a comprehensive overview of emission trading systems and
project participation for diverse stakeholders.
The two-day workshop concluded with a vote of thanks by Shakeb Elahi, Senior Advisor SDPI, acknowledging the contributions of speakers, participants, and partner organizations. He emphasized the importance of continued collaboration, policy innovation, and stakeholder engagement to help Pakistan transition into a credible and efficient carbon market economy.

DPM instructs PIA to liaise with MoFA for smooth execution of evacuation plans

ISLAMABAD, Jun 18 (APP):Deputy Prime Minister/Foreign Minister (DPM/FM), Senator Mohammad Ishaq Dar on Wednesday instructed Pakistan International Airlines (PIA) to coordinate closely with the Ministry of Foreign Affairs to ensure smooth and efficient execution of the evacuation plans.
The deputy prime minister made the directions while chairing a meeting to review the ongoing evacuation of Pakistani nationals/zaireen presently stranded in Iran and Iraq. The meeting was attended by the Foreign Secretary and other senior officials, a DPM’s Office news release said.
The DPM/FM was briefed about the progress made so far and evacuation plans for the coming days.
Expressing satisfaction at the efforts made, the DPM/FM directed that the Foreign Office, in coordination with other departments, shall expedite the repatriation of Pakistani citizens and provide all assistance  to those who are still present  in Iran and Iraq.

Provision of equal educational opportunities, among govt’s top priorities: PM

ISLAMABAD, Jun 18 (APP):Prime Minister Muhammad Shehbaz Sharif on Wednesday said that provision of equal educational and developmental opportunities to the economically weaker children remained among the government’s top priorities.
The prime minister directed that educational facilities in Daanish Schools and the University projects should align with the international standards.
The prime minister chaired a review meeting on the progress of Daanish Schools and the establishment of Daanish University, PM Office Media Wing said in a press release.
Minister for Planning and Development Dr. Ahsan Iqbal, Minister for Federal Education Khalid Maqbool Siddiqui, Minister for Law and Justice Azam Nazeer Tarar, Minister for Economic Affairs Ahad Khan Cheema, and senior officials from relevant departments were present in the meeting.
The prime minister instructed for the establishment of a world-class digital library under these projects.
The prime minister also directed the provision of smart boards, e-libraries, and other modern facilities in all Daanish Schools in accordance with the contemporary educational needs.
“Children from underprivileged and marginalized communities in Pakistan possess immense potential and talent to prove themselves at the global stage,” he observed and added educating these children was a guarantee for a bright future of the country.
He said by ensuring equal access to education and development opportunities, they were committed to eliminating class divisions in society.
“The existing Daanish Schools are playing a significant role in enabling underprivileged children to contribute to the nation’s progress and development,” the press release, quoted the prime minister as saying.
He further asked that all teaching staff and personnel for Daanish Schools and the university should be recruited strictly on merit, besides instructing provision of maximum admission opportunities in these institutes to children from the economically disadvantaged backgrounds.
To ensure transparency and high standards in these projects, the prime minister stressed for third-party validation.
During the meeting, the prime minister was briefed that five Daanish Schools would be established in Balochistan province in Sibi, Zhob, Musakhel, Mehterzai, and Dera Bugti.
Construction work started at Daanish Schools in Karachi and Chitral while Daanish school in Islamabad’s Kurri area would be completed this year.
The meeting was also apprised of the progress on Daanish School projects in Sultanabad, Shigar, and Astore in Gilgit-Baltistan.
In Azad Jammu and Kashmir, construction was underway on Bhimber  and Sharda schools, while work on the Bagh campus would begin soon.
Recruitment in Daanish Schools across the country would follow the merit-based model of Punjab’s Daanish Schools, with competitive salaries, it was added.
The draft for the Daanish Schools Authority Act had been prepared and would soon be submitted for the government’s approval.
Several international investors expressed interest in the construction of Daanish University during roadshows held in China and Turkiye, the meeting was told.

ISLAMABAD, Jun 18 (APP):Prime Minister Muhammad Shehbaz Sharif on Wednesday met with Members of National Assembly (MNAs) Azhar Qayyum Nara, Shagufta Jumani, Mian Khan Bugti and Muhammad Khan Jamali who congratulated him on presenting the federal budget for the next financial year in the National Assembly and expressed their full support for it.
The MNAs, during the meeting, discussed the issues of the relevant constituencies and overall political situation in the country, a Prime Minister’s Office news release said.
The meeting was also attended by Minister for Public Relations Rana Mubashar Iqbal, Minister of State for Power Abdul Rehman Kanju and Special Assistant Talha Burki.

Minister Salman directs full security, peace during Muharram

FAISALABAD, Jun 18 (APP):Provincial Health Minister and Chairman of Cabinet Committee on Law & Order Khawaja Salman Rafique has directed to ensure full security and peace during the holy month of Muharram-ul-Haram.
He was chairing a high-level meeting at Commissioner Complex where members of the Cabinet Committee on Law & Order were also present.
Among the members of cabinet committee included Provincial Ministers Malik Sohaib Ahmad Bharath, Syed Ashiq Hussain Kirmani, and Bilal Akbar Khan who visited Faisalabad along with Home Secretary Dr. Ahmad Javed Qazi, Additional IG Punjab Chaudhry Sultan, DIG Special Branch Khurram Shehzad, and DIG CTD Usman Gondal.
Divisional Commissioner Faisalabad Madam Maryam Khan and Regional Police Officer (RPO) Zeeshan Asghar briefed the committee about the arrangements and informed that all preparations have been completed for 4,402 Majalis and 1,528 processions across the division.
Total 234 persons have been placed on the Fourth Schedule in Faisalabad. For security, 12 Army companies and 10 Rangers companies will be deployed to assist the police.
The minister directed the divisional and district administration along with police department to strictly implement on the restrictions for 160 firebrand speakers, and speech bans on 119 individuals.
He said that under the CM’s directive, they are visiting districts across Punjab to review arrangements. He said that the preparations in Punjab are exemplary and all administrative departments and law enforcement agencies are fully prepared.
He emphasized that under the principle of inter-sectarian harmony, the province is moving towards a peaceful Muharram-ul-Haram.
He directed that the administration must ensure strict implementation of the rules and regulations issued by the Home Department.
The provincial ministers also reiterated the importance of full compliance with the Home Department’s directives.
Local Members of the Assembly, all Divisional Deputy Commissioners, District Police Officers, and representatives of relevant institutions participated in the meeting.
The Cabinet Committee also met with the Divisional Peace Committee and religious scholars from various schools of thought, who expressed satisfaction with the Muharram arrangements.
Members of the Peace Committee stated that everyone in Faisalabad Division is united for a peaceful Muharram.
They mentioned that they are accompanying the administration in visiting all routes and religious places.
Meanwhile, the Cabinet Committee on Law and Order also inspected the routes of A-category processions in Faisalabad city.

President Zardari stresses upon significance of further enhancing defence capabilities

ISLAMABAD, June 18 (APP): President Asif Ali Zardari on Wednesday emphasized the importance of further enhancing the country’s defence capabilities in light of prevailing and future security challenges.

He reiterated that strengthening national defence remained a top priority for Pakistan.

The president visited Pakistan Ordnance Factories (POF) Wah. Upon his arrival, he was received Chairman POF Wah, Lieutenant General Syed Tahir Hameed Shah, President Secretariat Press Wing said in a press release.

He also highlighted POF’s capabilities, technological advancements, and its contributions towards achieving self-reliance in defence manufacturing.

Governor Punjab condoles with DSP over demise of his wife

FAISALABAD, Jun 18 (APP):Governor Punjab Sardar Saleem Haider has visited Jaranwala and condoled with Deputy Superintendent of Police (DSP) Muhammad Aslam Dogar over sad demise of his wife.
The governor after his arrival went to the residence of DSP Aslam Dogar in Chak No.121-GB where he prayed rest for the departed soul and expressed deep sense of sorrow and grief.
He also extended his heartfelt sympathies to the bereaved family and offered “Fateha”.
Notable political figures and community leaders including Pakistan Peoples’ Party leaders Rai Shah Jehan and Rai Waqas Aslam Kharal were also present.
The local dignitaries also joined in offering prayers and expressing solidarity with DSP Aslam Dogar and his family.

Open auction of NHA toll plazas on Thursday

ISLAMABAD, Jun 18 (APP):On the special directives of Federal Minister for Communications, Abdul Aleem Khan the National Highway Authority (NHA) for the first time will conduct an open auction of its toll plazas on Thursday.
This auction will take place in the presence of media representatives and all participating bidders, ensuring complete transparency in the process.
According to details, the open auction of toll plazas will be held on June 19, from 10:00 AM to 5:00 PM at the Convention Centre in Islamabad, said a press release.
Chairing a special meeting in this regard, Federal Minister for Communications Abdul Aleem Khan termed the simultaneous open auction of all toll plazas across the country as a commendable and positive step. He emphasized that bringing reforms and introducing improvements within the Organization remain among his top priorities.
The minister directed senior officials to ensure the availability of necessary facilities for bidders, including bank counters and to make comprehensive arrangements at the Convention Centre. He stressed that the entire process must be carried out with utmost transparency.
Abdul Aleem Khan further stated that several initiatives have already been undertaken to increase NHA’s revenue and the decision to conduct an open auction of toll plazas is expected to further strengthen the financial position of National Highway Authority.
During the meeting, the NHA Chairman and senior officers briefed the the minister that advertisements for the open auction had already been published in various sections of media. The auction process will continue in the presence of the media until 5:00 PM. A total of 74 toll plazas under the jurisdiction of the National Highway Authority across the country will be auctioned through this open bidding process.
