UN breaks global trade red tape: now one digital document required to reroute cargo mid-journey

UNITED NATIONS, Dec 17 (APP): Moving goods around the world could soon become cheaper, faster and far more flexible, following the adoption of a new United Nations-backed agreement that modernizes the paperwork behind global shipping.

The UN Convention on Negotiable Cargo Documents creates, for the first time, a single document that can be used for trains, trucks and planes which allows logistical changes to be made for goods already on the move.

That means valuable cargo can be sold, rerouted or used to secure financing during what could be a long journey, not just before being loaded aboard.

“This is a real game changer for international trade,” Anna Joubin-Bret, Secretary of the UN Commission on International Trade Law (UNCITRAL), which led the three-year negotiations, told reporters. “One single document of transport which is multimodal, fully electronic, and negotiable.”

Today, negotiable transport documents mainly exist for goods travelling by sea, where voyages can take weeks. Goods such as oil or cocoa are often sold several times at sea as prices fluctuate.

By contrast, goods moving by road, rail or air are usually consigned to a single buyer and destination – limiting flexibility and access to financial instruments.

James Hookham, Director of the Global Shippers Forum, described a hypothetical shipment of commodities travelling from a supplier in Brazil to a subsidiary in Paraguay.

“Market conditions change,” Hookham said. “While the goods are on their journey, which might take several days, you may find a buyer willing to pay a better price somewhere else.”

Under the new system, he said, those goods could be sold mid-journey to a buyer in, say, Azerbaijan, changing the destination en route.

“It’s almost like crossing out the address on an envelope after it’s already been mailed.”

The goods heading to Paraguay could be taken by plane to Istanbul, Turkiye, and then put on a train to Azerbaijan – none of which could be done under today’s restrictions.

This kind of flexibility is becoming essential as new trade corridors open across Central Asia, between China and Europe, and throughout Africa – often including routes serving landlocked countries, it was pointed out.

The new convention “allows you to not just abandon the goods because their sold-by date expires,” he said, adding that sources of disruption to international trade continue to multiply.

Hookham noted the negative impact of recent tariffs turmoil and unexpected extreme weather events – such as Hurricane Melissa’s recent disruption of trade routes in the Caribbean – and Red Sea cargo seizures.

The convention aims to reduce risks for banks and carriers by providing clear legal rules on who owns the cargo at any point in time.

That legal certainty, Hookham said, makes banks more likely to finance deals and helps carriers avoid disputes over delivering goods to the wrong party.

“If Plan A isn’t going to work for you, or it’s going to cost you a lot of money, this is the alternative,” Hookham said.

The convention will be especially important for landlocked and developing countries, helping them integrate further into the global trading system and reduce costs, the UN said.

It said interest has already been expressed by African and Central Asian countries, and by major trading nations including China, which launched the process that has led to this week’s breakthrough, at the UN back in 2019.

The negotiation process which included wide consultations, is an example of “effective multilateralism,” Ms. Joubin-Bret underlined.

The UN General Assembly adopted the resolution supporting the convention on 15 December. A signing ceremony is planned for the second half of 2026 in Accra, Ghana.

The treaty will enter into force when 10 countries ratify it.

At a formal ceremony organized by the Balochistan Technical Education and Vocational Training Authority (B-TEVTA), the selected candidates were handed their visas and essential travel documents, marking the beginning of their professional journey abroad.
The initiative reflects Chief Minister Mir Sarfraz Bugti’s vision to provide dignified employment opportunities for the province’s youth while strengthening national economy through foreign remittances.
Managing Director of B-TEVTA, Hamood-ur-Rehman, who served as chief guest, addressed the departing youth:
“You are the ambassadors of Pakistan and Balochistan abroad. The Chief Minister’s Youth Skill Program is the first and most unique initiative of its kind in the country, prioritizing merit and dignified livelihoods,” he said.
The program is designed to achieve several key objectives.
Foreign remittance will uplift families and contribute to the national exchequer.
Officials assured that the overseas placement process is being fast-tracked to accommodate more skilled workers in the coming months.
Youth and their families expressed gratitude to the chief minister, noting that opportunities are being awarded strictly on merit.
The ceremony was also attended by Director B-TEVTA Ghulam Mustafa Raisani and other senior officials. The authority reaffirmed its commitment to providing vocational training that meets international labor market standards, ensuring Balochistan’s youth remain competitive abroad.

Waqar Mehdi terms JI chief’s remarks against PPP founder baseless allegation

KARACHI, Dec 17 (APP):Pakistan Peoples Party (PPP) Sindh General Secretary Senator Waqar Mehdi has strongly reacted to Jamaat-e-Islami chief Hafiz Naeemur Rehman’s statement against PPP founder Z A Bhutto, terming it baseless allegation and a clear reflection of intellectual emptiness.
In a statement, Senator Waqar Mehdi said that levelling allegations against Shaheed Zulfikar Ali Bhutto shows Hafiz Naeemur Rehman’s ignorance of history. He alleged that Hafiz Naeemur was attempting to conceal his political failures through lies, double standards and irresponsible remarks.
The PPP leader said that making baseless and offensive allegations against Shaheed Zulfikar Ali Bhutto was, in fact, an attack on Pakistan’s Constitution and democratic system.
Senator Mehdi said that Shaheed Zulfikar Bhutto sacrificed his life for the country and the nation, while Jamaat-e-Islami, he alleged, was resorting to theatrics merely to gain cheap popularity.
“The Pakistan Peoples Party will not tolerate any disrespect towards Shaheed Bhutto and will respond at every front,” he asserted.
Highlighting Jamaat-e-Islami’s political past, Senator Waqar said that its leadership had supported the dictatorships of Ayub Khan, Yahya Khan and Zia-ul-Haq, and had consistently provided legitimacy to authoritarian regimes. He alleged that Jamaat-e-Islami benefited politically and financially during every period of dictatorship.

Promotion of digital economy govt’s top priority: Shaza Fatima

Addressing an easypaisa digital bank’s annual stakeholders’ ceremony here, the federal minister said that practical steps were being taken for the promotion and advancement of digital economy in this regard.

Shaza Fatima said that there has been a record increase in IT exports, which was welcoming sign for the national economy.

He stressed that the unity of all stakeholders was the need of the hour to benefit the country from the prudent of the digital economy.

GCWUF marks beginning of interfaith harmony and Christmas celebrations

The inaugural events featured a seminar on interfaith harmony, gift distribution among Christian employees and their children, a Christmas performance by employees’ children, lunch for Christian employees, exchange of gifts between Muslim and Christian students, and a cake-cutting ceremony.
Addressing the gathering, Vice Chancellor Prof. Dr. Kanwal Ameen emphasized: “We must keep on growing the culture of mutual respect and interfaith harmony and learn to appreciate diversity.”
Speakers of the seminar on religious harmony, Dr. Unsa Jamshed (Head of the Department of History and Pak Studies, GCWUF), Ms. Shazia George (ISCOS organization), and Ms. Kulsoom Kazmi (CEO, Brilliance Consulting, USA) highlighted that interfaith tolerance is the bedrock of a progressive society.
To facilitate staff during the festive season, the Vice Chancellor announced that the salaries of Christian employees would be disbursed before Christmas Eve.

Industry cooperation needed to turn prisoners into respectable citizens: IG Prisons

KARACHI, Dec 17 (APP):Inspector General of Prisons Sindh, Fida Hussain Mastoi, has said Industry cooperation is needed to turn prisoners into respectable citizens lack of social acceptance after release often pushes former prisoners back into crime, making rehabilitation a key factor in reducing repeat offences.
Speaking during a visit to the Korangi Association of Trade and Industry (KATI) , the IG Prisons said the Sindh Prisons Department was introducing modern vocational and skills development programs for inmates. However, he emphasized that the success of these initiatives depends on active and sustained cooperation from the industrial sector.
“If industries provide work orders—such as from textile mills, factories or other enterprises—prisoners can function as an organized workforce while serving their sentences,” he said. “After release, these trained individuals can be absorbed into the same industries, enabling them to earn a dignified livelihood.
This will not only help reduce crime but also provide industries with a trained workforce he added”. He proposed the formation of a dedicated task force at meeting, which under the supervision of a DIG, comprising representatives from KATI and experts from various industrial sectors.
The task force would work on providing modern machinery and equipment inside prisons, imparting market-relevant skills, and facilitating industrial orders and projects for inmates.
Earlier, KATI President Muhammad Ikram Rajput said prisons are a sensitive yet vital institution where offenders should be given opportunities for reform alongside punishment. He stressed the importance of mental, moral and social rehabilitation of inmates so they can reintegrate into society after release.

Dr Altaf Siyal appointed Vice Chancellor of Sindh Agriculture University

HYDERABAD, Dec 17 (APP):Engr Prof Dr Altaf Ali Siyal has been officially appointed as the Vice Chancellor of Sindh Agriculture University (SAU), Tandojam, for a four-year term.
The formal notification was issued by the Universities and Boards Department following approval from Chief Minister Syed Murad Ali Shah, marking a new chapter in the university’s pursuit of academic excellence and research innovation.
Dr Siyal, who had been serving as Acting Vice Chancellor, is a distinguished professor at the Faculty of Agricultural Engineering and Technology at SAU. He brings over 34 years of teaching, research, and professional experience to the role.
A highly accomplished scholar, Dr Siyal earned his PhD from Cranfield University, UK (2001), under the prestigious Quaid-e-Azam Merit Scholarship. He has also received the Endeavour Research Fellowship from the Australian Government (2011) and the Fulbright Fellowship (2007–08) for postdoctoral research in Australia and the United States. He holds a Master’s degree in Irrigation and Drainage (1998) and a Bachelor’s degree in Agricultural Engineering (1990) from SAU.
During his career, Dr Siyal has served as Chairman of the Department of Land and Water Management, Dean Faculty of Agricultural Engineering & Technology, Director Information Technology and Director of the Office of Research, Innovation and Commercialisation (ORIC) at SAU.
He is also an elected member of the Pakistan Engineering Council (PEC). His expertise spans GIS and remote sensing, climate change adaptation, water resources management, irrigation and drainage, soil salinity, flood and drought management.
In recognition of his outstanding contributions, Dr Siyal received the Best University Teacher Award (2012–13) and the Institution of Engineers Pakistan (IEP) Distinguished Engineer Award in 2025. He has published over 70 research papers in international journals, authored three books—including one on the Indus Delta—and served as a consultant on key national and international projects, including the Asian Development Bank’s Sindh Coastal Resilient Project.
Following the notification, faculty members, officers, and staff warmly congratulated Dr Siyal and extended their best wishes.
According to the university spokesperson, Dr Siyal outlined his vision to further strengthen SAU academically, administratively, and in research. He highlighted plans to promote modern and high-quality education, expand research initiatives to international standards, and prioritise applied studies that directly benefit farmers.
He emphasized the importance of research in modern agricultural technologies, climate-smart practices, and productivity enhancement to deliver tangible results for the farming community.
University officials expressed confidence that under Dr Siyal’s leadership, SAU will achieve new milestones in education, research, and service to the agricultural sector.

IESCO notifies power suspension programme
