Tropical Storm “Koto” expected to bring unsettled weather to Brunei

BANDAR SERI BEGAWAN, Nov. 27 (Xinhua/APP): Tropical Storm Koto is expected to influence weather conditions across Brunei, bringing more frequent showers and thundershowers that may at times be accompanied by gusty winds, according to the Brunei Meteorological Department on Wednesday.

The active weather pattern is forecast to persist until Sunday, the department said.

The public should expect more frequent rainfall with occasional strong winds.

Over Brunei waters, sea conditions are currently moderate to rough, with wave heights ranging between 1.0 and 3.5 meters.

The public, road users, and fishermen are advised to exercise caution and take necessary safety measures during this period of unsettled weather.

Kazakhstan invests over USD 120 mln in Turkmenistan

ASTANA, Nov 27 (Kazinform/APP) : Mutual trade between Kazakhstan and Turkmenistan more than quadrupled over the past five years, Head of State Kassym-Jomart Tokayev said during the extended-attendance talks with President of Turkmenistan Serdar Berdimuhamedov at the Akorda Palace, Qazinform News Agency reports.
Kassym-Jomart Tokayev said Kazakhstan attaches exceptional importance the state visit of Serdar Berdimuhamedov. His visit is expected to bring multifaceted interstate relations between the two states to a new level. Relying on centuries-old friendship, good neighborliness, and shared cultural and historical values, Kazakhstan and Turkmenistan have built strong and harmonious relations that are steadily developing in the spirit of strategic partnership. He noted the countries established productive cooperation between the two countries at all levels.
The Head of State noted the countries share a common vision and similar views on the development of the situation on many issues of the regional and international agenda. He announced that during the negotiations, they thoroughly discussed current topics of bilateral cooperation.
The two leaders agreed to focus on the development of trade and economic cooperation. According to the President, over the past five years, the volume of mutual trade has increased more than fourfold and today exceeds half a billion US dollars.
About 140 companies with Turkmen capital make a significant contribution to strengthening trade and economic ties between the two nations. Notably, Kazakhstan’s investments in Turkmenistan’s economy have exceeded USD 120 million. Earlier Qazinform News Agency reported, Tokayev, Berdimuhamedov held talks in Akorda.

Palestinians need ‘justice plan’, not more peace processes, award-winning writer tells UN panel

UNITED NATIONS, Nov 26 (APP):The Palestinian people do not need a peace plan, “what we need is a justice plan”, Mosab Abu Toha, poet, founder of the Edward Said Library and winner of the Pulitzer Prize, told the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People.
Speaking at a special meeting held to commemorate the International Day of Solidarity with the Palestinian People, Toha stressed the need for a structure of self-determination led by Palestinians.  “It may be difficult to imagine such a future right now, but it is time to stop accepting the illusion of peace processes that only entrench injustices,” he said.
Toha, who was born in a refugee camp, told the Committee, detailing how he survived the ongoing genocide, after being abducted, tortured and sexually abused by Israeli soldiers.
“None of the poems I am going to read are going to provide shelter for the children who are surviving winter in Gaza”, he acknowledged, before reading “My Dreams as a Child” and “Under the Rubble”, which was written after 7 October 2023.  However, he said, it is difficult to distinguish which poems were written before or after that date because “it has always been a genocide for us”.
Palestinian UN Ambassador Riyad Mansour read out a message from Mahmoud Abbas, President of the State of Palestine, in which he thanked Member States for their solidarity, as demonstrated by the adoption of the New York Declaration and the 160 Member States, from Europe to the Caribbean, that recognize the State of Palestine.
He also expressed appreciation to the millions around the world who took to the streets to protest.  “The voices of these people in capital cities around the world are a testament that the conscience of the world is still alive,” he affirmed.
Welcoming the efforts of the United States to mediate and secure peace, Ambassador Riyadh welcomed Council resolution 2803 (2025), which stresses the need for a full Israeli withdrawal from the Gaza Strip.  “Gaza is an inseparable part of the State of Palestine, and its unity with the West Bank, including East Jerusalem, is a non-negotiable right,” he stressed.  All transitional arrangements must be consistent with the Palestinian people’s right to self-determination.
Reaffirming commitment to implementing all the reforms the State of Palestine has pledged to undertake, he stressed that the only path to achieving a just peace is the complete end of the occupation, the realization of the independence of the State of Palestine on the pre-1967 borders with East Jerusalem as its capital.  Praising the steadfastness of the Palestinian people in the homeland, in the refugee camps, and in the diaspora, he told them:  “The path to freedom is closer than ever.”
Senegal’s UN Ambassador Coly Seck, who is the chairman of  the Committee on the Exercise of the Inalienable Rights of the Palestinian People, was among the several speakers who reiterated that the implementation of Council resolution 2803 (2025) must not violate the rights of the Palestinian people.
Annalena Baerbock, President of the General Assembly, noted that Assembly resolution 181 (II) of 1947, which is “almost as old as this institution”, called for a two-State solution and the establishment of an Arab State and a Jewish State in Palestine.  Seventy-eight years later, “while the Jewish State, the State of Israel, is a recognized member state of the United Nations, the Arab State, the State of Palestine, is not”, she pointed out.
Addressing the Committee on behalf of UN Secretary-General Antonio Guterres, Earle Courtenay Rattray, Chef de Cabinet, noted that many of the recent attacks in the occupied West Bank were directed at Palestinians attempting to harvest their olive crops.  “It is hard to ignore the irony:  This symbol of peace — native to the Middle East, known throughout the world and featured on the UN flag itself — trampled,” he said.
He called on all Member States to meet the vital $4 billion target of the Flash Appeal for the Occupied Palestinian Territory.
Michael Imran Kanu of Sierra Leone, who is President of the UN Security Council for November, also attended the meeting, but was unable to make a statement due to lack of consensus in the 15-member body.

NA panel takes up legislative business, matters related to various public departments

ISLAMABAD, Nov 26 (APP):The National Assembly Standing Committee on Interior and Narcotics Control on Wednesday examined a proposal to establish a Food Street in Islamabad’s Blue Area and directed the Chairman Capital Development Authority (CDA) to nominate an officer for consultations with local traders.
The NA’s Committee that met at Parliament House under the chairmanship of Raja Khurram Shahzad Nawaz, MNA directed the CDA Chairman to present a report in this regard during the upcoming session.
The meeting was attended by MNAs Mr. Anjum Aqeel Khan, Chaudhary Naseer Ahmed Abbas, Malik Shakir Bashir Awan, Syed Rafiullah, Sardar Nabeel Ahmed Gabol, Nawabzada Mir Jamal Khan Raisani, Khawaja Izhar Ul Hassan, Ms. Rana Ansar and Mr. Muhammad Ijaz-ul-Haq, along with senior representatives from the Interior Ministry, Law Ministry, NADRA, CDA, ICT Police and IBECHS.
The Committee took up legislative business, including the Corrosive Substances Assault (Prevention and Protection) Bill, 2024, moved by Ms. Sharmila Sahiba Faruqui Hashaam. The ICT Administration informed the panel that the issue had already been addressed through the Acid and Burn Crime Bill, 2024, passed by the National Assembly. The Committee accordingly recommended that the new bill not be passed.
Two other bills, the Islamabad Capital Territory Dowry Restraint Bill, 2025, and the Islamabad (Preservation of Landscape) Bill, 2025 were deferred due to the mover’s request and non-attendance, respectively. Consideration of the Criminal Law (Amendment) Bill, 2025 (Section 382A and 181), moved by Khawaja Izhar Ul Hassan, MNA, was also postponed for further review.
A significant portion of the meeting focused on delays in payments for lands acquired by the CDA across sectors E-12, C-13, C-14, C-15, C-16 and H-16, a matter raised through a Calling Attention Notice by MNAs Anjum Aqeel Khan and Ibrar Ahmed. The CDA Chairman informed the committee of earlier scheduled but unattended meetings and subsequent partial discussions. The Committee directed him to hold a conclusive meeting on December 2, 2025, with MNAs Rafiullah, Aqeel Khan, Ibrar Ahmed and Minister of State for Law and Justice Aqeel Malik, and to submit a progress report.
The Committee also reviewed land records of the Intelligence Bureau Employees Cooperative Housing Society (IBECHS) and Gulberg Greens. The Circle Registrar informed members that several government dues remained unpaid. The Committee ordered immediate clearance of all outstanding dues and reiterated that housing societies must compensate for use of village roads, damage to gas pipelines, and ensure proper restoration or rerouting. The IBECHS Secretary was further directed to obtain NOCs from SNGPL and provide complete details of plots in Gulberg Greens and Gulberg Residencia, along with rectification of any irregularities.
A briefing by the DG NADRA on irregular issuance of CNICs/MNICs to non-entitled Bengali nationals in Karachi an issue flagged by MNA Syed Nabeel Ahmed Gabol prompted the Committee to direct the NADRA Chairman to meet the MNA, take disciplinary action and present findings in the next meeting.
Raising concerns over labour rights, MNA Syed Rafiullah informed the Committee that many workers at Parliament Lodges were being paid below the government-mandated minimum wage. He insisted that wages be transferred directly to workers’ bank accounts to ensure transparency. The CDA pledged compliance with minimum wage rules and bank-based payments.
Syed Rafiullah, MNA raised the issue of alleged misbehavior by the SHO of Police Station Banigala toward the President and members of the Pakistan Nursing and Midwifery Council. He said the brief submitted by the SSP (Operations) was “unsatisfactory” and stressed that the incident was “a matter of parliamentary integrity, not a personal dispute.” The Committee directed the Secretary, Ministry of Interior and Narcotics Control, to meet the MNA and present a comprehensive report in the next sitting.

Russian folk includes “Dark Eyes” & “Pedlars” echoed through PNCA

ISLAMABAD, Nov 26 (APP):Russian folk melodies including the evergreen “Dark Eyes” and “Pedlars” echoed through the Pakistan National Council of the Arts (PNCA) on Wednesday evening as the State Academic Russian Folk Ensemble “Russia” performed a dazzling special concert.
It was honour of the high-level Russian delegation visiting for the 10th Pakistan-Russia Inter-Governmental Commission, said a press release.
In a special highlight, Russian Minister of Energy, Sergey Tsivilev, participated in the event and expressed deep appreciation for the ensemble’s outstanding performance, praising the vibrant showcase of Russia’s cultural heritage that bridged hearts between the two nations.
The breathtaking display of Russia’s rich folk traditions, vibrant costumes and soulful music left Pakistani and Russian guests spellbound and earned prolonged standing ovation.
Earlier in the day, the Federal Directorate of Education hosted a graceful ceremony at Islamabad Model College for Boys I-8/3 to welcome the same delegation. Student Muhammad Aftab Khan delivered an impressive presentation in fluent Russian on the importance of the Russian language, which was warmly applauded by the distinguished guests.
Secretary Ministry of Federal Education and Professional Training,  Nadim Mahbub, and Director General Federal Directorate of Education, Syed Junaid Akhlaq, highlighted the growing educational collaboration and language-exchange programs between the two countries. Russian Deputy Minister of Science and Higher Education, Elena Grudinina, and Ambassador of Russia to Pakistan Albert Khorev praised Pakistan’s efforts in promoting Russian language studies and vowed to deepen academic ties.
The Russian delegation distributed prizes among students and took group photographs with Russian-language learners, members of the Pakistani Abilympics team and a delegation from NUML University.
Both events were attended by Elena Grudinina, Eduard Sheremetsev (Deputy Minister of Energy of Russia), Sergey Tsivilev (Minister of Energy of Russia), Albert Khorev (Ambassador of Russia to Pakistan) and other senior officials. The concert was also graced by Faisal Niaz Tirmizi, Ambassador of Pakistan to the Russian Federation.
The 10th Session of the Inter-Governmental Commission will conclude tomorrow, 27th  November 2025, with the signing of multiple protocols and MoUs across various sectors.

With Pakistan backing, UNSC adopts resolution renewing permission to inspect vessels off Libya’s coast

UNITED NATIONS, Nov 26 (APP):The UN Security Council has decided to again extend its authorizations concerning the arms embargo on Libya for a further six months, with Pakistan underscoring “robust, sustained cooperation” with Libyan authorities in implementing the Council’s permissions related to vessel inspections.

The 15-nation Council did so by adopting resolution 2804 (2025) by a vote of 13 in favour, including Pakistan, to none against, with 2 abstentions (China, Russia).

Those authorizations — first given through resolution 2292 (2016) — allow member states, acting either nationally or through regional organizations, to inspect vessels on the high seas off Libya’s coast that are reasonably believed to be in violation of the two-way arms embargo imposed on that country. The embargo itself was first imposed by resolution 1970 in 2011.

Before the vote, the representative of France — whose delegation submitted today’s text along with that of Greece — stressed that the arms embargo remains “indispensable” to attempts to prevent “sporadic clashes”, particularly in the region around Tripoli. He added that the embargo is “even more justified” in the context of relaunching the political process in Libya.

“Indeed, the reunification of all institutions indeed requires that forces present there renounce on the temptation for an armed escalation,” he emphasized.

Pointing out that the European Union’s Operation ‘IRINI’ is the only Council-mandated operation to inspect, on the high seas and along Libya’s coast, vessels suspected of violating the embargo, the French representative said that it acts in a “professional, impartial and effective” way and cooperates with Libya, neighbouring countries and other States.

After the adoption, Greece’s representative underlined the importance of maintaining the legal framework authorizing the inspection of vessels to ensure the effective monitoring and enforcement of the arms embargo.

In that context, Pakistan’s Deputy Permanent Representative, Ambassador Usman Jadoon, reiterated the importance of “robust, sustained cooperation” with Libyan authorities and institutions in the implementation of Council authorizations related to vessel inspections.

While acknowledging Operation IRINI’s work, the Pakistani envoy ]said that today’s extension will provide an opportunity to “critically assess the continued practical effectiveness of the measures contained in the resolution”. This, he said, is needed because data from the last two relevant reports by the Secretary-General shows “no substantial results with respect to the seizure of prohibited items”.

“We are convinced that enhancing the capacity-building and training of the relevant Libyan departments will contribute to more effective implementation of the arms embargo, while simultaneously preparing them to progressively assume full responsibility for conducting such operations independently in the future,” Ambassador Jadoon said.

In conclusion, he renewed Pakistan’s “steadfast commitment to Libya’s sovereignty, independence, territorial integrity, and national unity.”

Dutch Deputy Ambassador calls on Sindh irrigation minister

KARACHI, Nov 26 (APP):The Netherlands Envoy expressed keen interest in increasing investment and cooperation in the sectors of modern agriculture, irrigation, flood management and livestock in Sindh.
The Deputy Head of Mission of the Embassy of the Netherlands in Pakistan, Hajo Provo Kluit, Wednesday, met Sindh Irrigation Minister Jam Khan Shoro and Secretary Irrigation Zarif Kherro in Karachi.
According to a statement issued here, discussed in detail issues related to Sindh’s irrigation system, sea water intrusion, and overall water management while matters relating to livestock, semen and embryo technology, food processing, and modern agricultural technology were also discussed in the meeting.
The meeting also agreed to prepare a joint report on rehabilitation of the Indus Delta and  environmental impact assessment of the irrigation system and establishing business working groups.
The Sindh minister highlighted the cooperation and investment opportunities in the livestock sector particularly setting up pasteurizing plants and seamen processing plants.
He also underscored the need of overhauling irrigation and drainage systems in the province to cope with challenges of floods, delta deterioration and decreasing soil fertility.
The Netherlands envoy expressed desire to increase cooperation in the areas of water management, modern food processing and climate resilience and stated that Dutch companies were interested in investing in agriculture, water management, livestock and food processing sectors in Pakistan.

KCR, Karachi-Sukkur high speed train projects, key priorities of Sindh Govt: Sharjeel

KARACHI, Nov 26 (APP): Sindh Senior Minister Sharjeel Inam Memon called the Karachi Circular Railway and the Karachi–Sukkur high-speed train key priorities for the provincial government and urged the World Bank to support both projects.
He said these initiatives would be game changer for Sindh and the government wants the World Bank to take an active role in moving them forward.
A high-level World Bank delegation met the senior minister, who also serves as the provincial minister for information, transport and mass transit. They discussed ways to improve urban mobility across the province, strengthen the transport system and review different models.
Shajeel Inam Memon briefed the delegation on the Yellow Line BRT project, which is being developed with World Bank support. He noted that work on one section, the Taj Haider Bridge, has been completed and that the remaining work is progressing quickly. He added that decisions about the Yellow Line are being made with the public interest in mind.
He said more timely support from the World Bank is needed to complete the project on schedule, and that the Sindh government is committed to providing affordable and fast travel options.
He added that in recent years the federal government handed over the Green Line BRT to Sindh, and daily ridership under Sindh’s management has risen by 33,000.
Sharjeel Inam Memon said Karachi still needs more buses to improve urban mobility, and that the World Bank’s support would be valuable. He said cooperation is needed not only for the Yellow Line but also for future transport plans.
The World Bank delegation praised the province’s transport initiatives and asked the Senior Minister Sharjeel Inam Memon to support railway projects as well. Delegation said that Karachi is a major city in the region and has a strategic location for access to Central Asia.

SSP Hyderabad vows action against anti-social elements

HYDERABAD, Nov 26 (APP):SSP Shabbir Ahmed Sethar on Wednesday said that anti-social elements are enemies of public peace and those involved in criminal activities regardless of their influence, cannot escape the law.
He emphasized that protecting the lives and property of citizens is the foremost duty of police.
SSP stated that strict action will continue against individuals disrupting social order and operations against such elements will be further intensified. He said that patrolling across the district has been increased and strict monitoring of suspicious individuals is underway. A zero-tolerance policy is being implemented against all illegal activities, he warned.
SSP Sethar said that public cooperation is essential for eliminating crime and urged citizens to immediately report any suspicious behavior to police so timely action can be taken.
He said that Shaheed Benazirabad Police will not reduce its operations against criminal groups; instead, efforts will be accelerated in  coming days to make the district safer and more peaceful.
