MARSEW aims at sensitizing maritime stakeholder, decision makers to support suitable policy formulation: CNS

ISLAMABAD, Dec 01 (APP):Chief of the Naval Staff (CNS) Admiral Naveed Ashraf has said that Maritime Security Workshop (MARSEW) is aimed at sensitizing maritime stakeholders and decision makers to support suitable policy formulation at the national level.
“It is a matter of great satisfaction for me to witness the evolution of Maritime Security Workshop (MARSEW) which has matured into a signature event of Pakistan Navy in fostering maritime awareness and generating informed debate on Pakistan’s maritime security dictates,” the CNS said in his message on eve of MARSEW-8.
Extending a warm welcome to the esteemed participants of MARSEW-8 being hosted by Pakistan Navy War College Lahore, the CNS said that such diversity is pivotal in developing a shared understanding of Pakistan’s maritime challenges and opportunities, said a statement issued by Directorate General Public Relations (Pak Navy) .
Sitting astride the most important Sea Line of Communication in the Indian Ocean Region (IOR), Pakistan holds tremendous maritime importance and relevance. With our huge, though largely untapped maritime potential, Pakistan’s economic future is intrinsically linked to the sea which serves as mankind’s last reservoir for sustenance.
“Pakistan’s Blue Economy potential, currently contributing only to a fraction of GDP, has the capacity to add tens of billions of dollars; if tapped effectively. Hence, drawing dividends from our maritime domain is not merely a national choice but a compelling need, and requires a whole-of-nation-approach,” the statement further said.
The ongoing developments in IOR have direct bearing on Pakistan’s maritime security. To navigate this shifting landscape, Pakistan needs to pursue a comprehensive maritime strategy that balances security and prosperity; duly enabled by a secure maritime environment.
The CNS said that the workshop will afford vibrant exchange of ideas between the esteemed participants and their diverse perspective will help engender innovative solutions. The novel ideas presented in the workshop will enable us to chart a fresh course in reinforcing our maritime security, unlocking the Blue Economy potential and contributing to a prosperous and secure maritime future for Pakistan, it further said.
The participants include Govt. officials and representatives from the military, business community, academia, entrepreneurs and the media.

German backed DFLT programme launched in Sindh

KARACHI, Dec 01 (APP): Sindh Minister for Labour and Social Protection, Saeed Ghani, has stressed the need to empower women by equipping them with digital tools, financial products, and confidence so that they might engage themselves in workforce, manage household resources more effectively, and strengthen their resilience to economic woes and climate-related shocks.
He was speaking at the launch of Digital and Financial Literacy Training (DFLT) programme by Sindh Social Protection Authority (SSPA). Implemented by Sustainable Development Policy Institute, the programme is backed by the European Union and the German Government through GIZ.
Saeed Ghani said the initiative aligns with the Sindh government’s broader vision to empower women not only to survive but to thrive. He said that social protection and labour empowerment are two sides of the same coin, thus expanding access to digital tools, banking channels, and financial capability is essential for women’s socioeconomic mobility. He added that the programme complements Sindh’s landmark policy reforms, including the provincial government’s decision to provide asset ownership to flood-affected women, giving them legal property rights for the first time.
Jeroen Willems, Head of Cooperation at the EU Delegation to Pakistan, emphasized that the initiative represents a critical pillar of the EU’s support to adaptive social protection, disaster-risk reduction, and climate resilience. Terming digital and financial literacy a “golden opportunity,” he said the programme would help assess the needs of rural women while incorporating modules on climate awareness, responsible parenting, and nutrition. He said nearly 25,000 women trained earlier had already improved their disaster preparedness and the EU now aims to reach 60,000 women with the help of Sindh government by spring 2026.
SDPI Executive Director Dr Abid Qaiyum Suleri said the DFLT initiative embodies a shared resolve to ensure that women especially those in climate-affected communities are not left behind in Pakistan’s digital transformation. Lauding the Sindh government role in setting a strong precedent by providing women property ownership, he noted that such progressive steps can only achieve their full potential when paired with digital and financial literacy.
He said SDPI, GIZ, and SSPA are jointly strengthening this triangle, while SDPI serves as a catalyst.
Meriem El Harouchi, the First Secretary at the EU Delegation to Pakistan, said that when the world is becoming ‘hyper-digitalized’, the marginalized women particularly in rural areas still lack the confidence to use basic phone functions, digital wallets, or financial tools. To train women how to use these technologies will give them a vital cushion against financial and climate-related risks, while also improving gender equality, responsible parenting, and family well-being, she added. She informed that women reinvest nearly 90% of their income into their families and communities, so “digital
financial tools can act as a silver bullet for women’s empowerment, especially for non-banked populations in hard-to-reach areas.”
Irshad Ali Sodhar, the Chief Executive Officer of SSPA, said rural communities in Sindh face significant gaps in both financial and digital literacy, so this initiative is critical to empowering women and strengthening household well-being. He said the programme builds upon earlier successes such as the ‘Mamta Initiative’, which improved maternal
and child nutrition outcomes, and now expands its scope to help women access traditional banking and adopt savings-oriented financial behaviours.
Johanna Knoess, Head of Adaptive Social Protection at GIZ Pakistan, stressed that the DFLT rollout marks a key milestone in strengthening social protection systems that prioritize inclusion, resilience, and gender equity.
A joint technical presentation by Dr Fareeha Armaghan, Research Fellow and Team Lead DFLT Phase-II at SDPI and Frank Schneider, Senior Policy Advisor, GIZ ASP outlined the Phase-II rollout strategy. She highlighted how expanded training modules, community-based approaches, and enhanced digital access would help women shape their economic futures and contribute to Sindh’s inclusive growth. Dr Armaghan informed that the pilot was launched in 13 districts across the country that initiated training demonstrations by master trainers. She added that national level roll out was completed for 0.25 million BISP beneficiaries, whereas 129 districts covered in four major provinces of the country during phase-I of DFLT.
Frank Schneider presented key recommendations and termed the training a methodology and tool of approach for nation building. He added that alone 125,000 Mamta beneficiaries would be targeted in the second phase of the training and reach out agriculture workers, and rural area people that have not been reached so far.
Later, as part of the launch, a Letter of Understanding between SSPA and GIZ was signed by Irshad Ali Sodhar and Johanna Knoess, and witnessed by Sindh Minister Saeed Ghani, who also cut the ribbon to formally inaugurate DFLT Phase II.

FBR issues CGO to secure concessionary imports for tribal area industries

ISLAMABAD, Dec 1 (APP): The Federal Board of Revenue (FBR) here on Monday issued CGO-08/2025 to ensure safe and tracked movement of plant, machinery, and industrial inputs for units in the erstwhile FATA and PATA regions availing concessionary sales tax rates.
The Customs General Order (CGO) is a continuation of the earlier procedure notified vide CGO-01 of 2021, according to press release issued by FBR adding the federal government initially extended sales tax and income tax concessions to industrial units in the erstwhile FATA/PATA through SROs 1212 and 1213 of 2018, later incorporated vide Finance Act 2019 under serial 151 of the Sixth Schedule of the Sales Tax Act and Section 159 of the Income Tax Ordinance.
From 2018 to March 2021, the erstwhile FATA/PATA units imported plant, machinery, equipment, and industrial inputs through Karachi port. However, following objections from business rivals of settled areas, FBR regulated these imports through CGO-01/2021, requiring mandatory clearance from Azakhel Dry Port under a bonded carrier regime under Tracking and Monitoring of Cargo Rules.
Finance Act 2025 partially withdrew the earlier exemption and a phased 10% sales tax was introduced, while the requirement of clearance through Azakhel Dry Port under CGO-01/2021 remained intact.
Several units of erstwhile FATA/PATA challenged this procedure before the Peshawar High Court, which initially allowed interim clearance through Karachi port without bonded carriers or tracking mechanism. Subsequently, the Court ruled that a fresh procedure could be notified by FBR.
The Board has now notified the new procedure vide CGO-08/2025, reviving the regulatory framework to ensure secure, tracked movement of concessionary imports to the designated tribal area units under Tracking and Monitoring of Cargo Rules, 2023, with clearance required through Azakhel Dry port and addressing concerns raised by competing industries in settled regions.

FCCP adjourns hearing in Super Tax case

ISLAMABAD, Dec 01 (APP):The Federal Constitutional Court on Monday postponed the hearing of the super tax case. The three-member bench, headed by Justice Amin-ud-Din Khan, took up the matter when proceedings commenced.
At the outset, Advocate Makhdoom Ali Khan submitted an application seeking adjournment. The bench accepted the request and deferred the proceedings until January 5.
Assistant counsel Saad Hashmi informed the court that Makhdoom Ali Khan was occupied with several cases in the Supreme Court and requested that the next hearing be conducted via video link. However, the court noted that video-link facilities were currently unavailable, and therefore the request could not be granted.
Subsequently, the court adjourned further hearing of the case until January 5.

KMC’s General Council meeting held

KARACHI, Dec 01 (APP): The general meeting of the Karachi Metropolitan Corporation (KMC) Council was held on Monday at the Council Hall, KMC Head Office.
The meeting was chaired by Mayor Karachi, Barrister Murtaza Wahab.
A total of seven resolutions were unanimously approved during the session, including four listed on the agenda and three private resolutions.
During the meeting, condolences and fateha were offered over the tragic death of a young child who fell into an open manhole in Gulshan-e-Iqbal.
Among the resolutions approved by the City Council were: A joint venture between the KMC Estate Department and Zubair Associates for vertical charged parking at Bolton Market (third floor), Old City Area.
Leasing of Plot No. D-19 (4-acre vacant plot), Bus Terminal Gulshan-e-Ghazi, Baldia Town (Katchi Abadis) for parking purposes.
Approval of the PC-I cost estimate for the improvement/rehabilitation (beautification) of roads and footpaths surrounding various commercial areas of Karachi.
Approval of the attached PC-I estimate for the improvement and rehabilitation of roads and footpaths in multiple business districts.
A private resolution unanimously passed by the Council approved long-term and sustainable measures for the rehabilitation of persons with disabilities in Karachi, including the provision of monthly rations, education, essential facilities, and the establishment of institutions aimed at making disabled individuals skilled and employable.
Another resolution expressed heartfelt condolences over the passing of senior Pakistan Peoples Party leader Lal Bakhsh Bhutto, praying for his forgiveness, and approved renaming the Gutter Baghicha Treatment Plant in recognition of his political services.
A third resolution, approved unanimously, authorized the immediate commencement of repair works on both sides of Business Recorder Road—from Guru Mandir to Lasbela Signal—by including it among the 106 roads under KMC’s jurisdiction, in the larger public interest.
Various members shared their views during the meeting. Subsequently, the session was adjourned indefinitely

Court adjourns hearing against PTI founder, workers regarding violent protest

ISLAMABAD, Dec 01 (APP): An Anti-Terrorism Court (ATC) on Monday postponed hearing against PTI leaders and workers in cases pertaining to the protest of November 26, and others.
ATC Judge Tahir Abbas Sapra heard the cases. During the hearing, Sardar Muhammad Masroof Khan, Murtaza Turi and Zahid Bashir Dar Advocate appeared in the court on behalf of PTI workers.
During the hearing of the case registered at Sangjani Police Station on the Azadi March, no significant progress could be made in the case due to the unavailability of the PTI founder. The court adjourned the hearing the case against the present accused until December 22.
During the hearing of the cases registered at Aabpara, Kohsar and Tarnol police stations on the November 26 protest, applications were filed to exempt the absent accused from appearing, which the court approved and summoned the prosecution witnesses for the next hearing.
The court adjourned the hearing of 3 cases registered at the November 26 protest until December 9. During the hearing of the cases registered at the Secretariat Police Station on the November 26 protest, the court recorded the statements of 2 witnesses.
The cases have been registered against PTI workers and leaders under terrorism and other sections.

Matric exam likely after Ramazan

LAHORE, Dec 01 (APP): The matriculation examination for 2.5 million students across Punjab is likely to be held after Ramazan, according to sources within the Education Department.
The proposal to conduct the exams after Ramazan next year is currently under consideration, with the Education Department reviewing it based on suggestions from the provincial education minister.
Eid-ul-Fitr is expected to fall on March 19 or 20 next year, with the fasting month of Ramazan beginning around February 18. The Lahore Board alone has more than 300,000 students scheduled to sit for the exams.
Teachers have voiced support for the move, noting that students often struggle to prepare adequately when exams are held during Ramazan. Many believe that holding the exams after Eid-ul-Fitr would give students a better chance to prepare and perform well.

Governor Kamran Tessori visits Lal Shahbaz Qalandar’s Shrine

HYDERABAD, Dec 01 (APP): Sindh Governor Kamran Tessori on Monday visited Sehwan Sharif, where he paid homage at the shrine of the revered Sufi saint Hazrat Lal Shahbaz Qalandar. He laid floral wreaths and offered special prayers for the security, stability and prosperity of the country.
According to the district information office, the governor was accompanied by his family and also distributed “langar” among the devotees at the shrine. On this occasion, the governor excused himself from talking to the media. Earlier, Tessori had breakfast at the residence of the chief minister of Sindh, Senior Private Secretary Muhammad Saleem Bajari in Sehwan.

STEM activities week concludes at FBISE

ISLAMABAD, Dec 01 (APP):The Federal Board of Intermediate and Secondary Education (FBISE) concluded its annual STEM Activities Week on Monday with a closing ceremony marked by the distribution of honorary certificates and prizes among  students showed outstanding performance.
Secretary of the Ministry of Federal Education and Professional Training, Nadeem Mehboob, graced the ceremony as the chief guest. In his address, he encouraged the participating students and, recalling his own school days, said that Pakistan’s future rests in the hands of talented, hardworking, and creatively thinking youth, said a press release.
He congratulated FBISE Chairman Dr Ikram Ali Malik and his team for successfully organizing the memorable STEM Activities Week, emphasizing that such academic competitions play a vital role in enhancing students’ capabilities.
During the closing ceremony, judges selected the best projects presented in Mathematics, Physics, Chemistry, Biology, and Computer Science, awarding first, second, and third positions in each category.
More than 500 students took part in various competitions, including recitation of the Holy Quran, Naat-e-Rasul-e-Maqbool (PBUH), national songs, and Urdu and English speeches, showcasing their talent with great enthusiasm.

IHC starts hearing tax related cases

Justice Sardar Ijaz Ishaq was on leave since last week due to illness. The Special Division Bench comprising Justice Babar Sattar and Justice Sardar Ijaz Ishaq hears tax cases.
