Strict vigilance on TV serials content: Information Minister

ISLAMABAD, Nov 28 (APP): Minister of State for Information,
Broadcasting and National Heritage Marriyum Aurangzeb on Monday said the Pakistan Media Regulatory Authority was having strict vigilance on television drama content to promote a healthy and constructive society.

Speaking in the National Assembly on a Calling Attention Notice, the minister said the entertainment channels enjoyed freedom of expression, but they should observe the Code of Conduct to ensure that no play against traditions and ethics were telecast.

Members of the National Assembly Tahira Aurangzeb, Seema Mohiuddin Jameeli, Begum Tahira Bokhari and Asiya Naz Tanoli had drawn the attention of the minister towards three TV dramas promoting ratio of divorce in the country.

The minister urged the channels to activate their content committees
to ensure that such content is telecast which cast unhealthy aspersions on the people, especially youth. “The Council of Complaint is fully active and any complaint about objectionable content must be conveyed to it through complaint number.”

She said an advisory had been sent to all channels regarding the Code of Conduct and if any member had any complaint about a specific TV programme, action would be taken against such channel.

“It is also responsibility of TV channels to keep societal norms in mind while telecasting any content,” she added.

Answering a question, the minister said it was for the first time that the Information Ministry had introduced a Code of Conduct while it was also initiating training courses for producers and content managers under a specific curriculum and calendar to raise awareness on societal obligations. “For the purpose we are also involving all the stakeholders to ensure that a uniform policy is adopted to fulfill our obligations to our people.”

She also mentioned to holding a National Artists Conference for bringing back healthy content of the past to the TV screen. “We are seriously looking into this possibility.”

In the changing world, the minister said, “it is direly needed that our young generation is educated our glorious traditions and family norms.

Such plays will help discourage the extremism sentiment from the society and promote healthy traditions.”

Punjab govt sets record of public service: Shehbaz Sharif

LAHORE, Nov 28 (APP): Punjab Chief Minister Muhammad Shehbaz Sharif presided over a special meeting of provincial cabinet, here on Monday.

Provincial Ministers, Advisors, Special Assistants, Chief Secretary, senior officials as well as new members of the provincial cabinet were present.
The Chief Minister congratulated the new Ministers, Advisors and Special Assistants and said, “Their induction in the cabinet is the result of their abilities and hard work.”

He said the Punjab government had set new records of public service and the people of the province expected from them that they would spare no effort in the service of the people.

The Chief Minister stressed upon the new ministers to leave no stone unturned in the service of the masses as it would win them blessings of Allah Almighty and prayers of crores of people.

He said their new assignment demanded from them commitment
to the betterment of the masses and solution of their problems. He said the new members of the cabinet should utilize all their energies in the service of the people. He said though cabinet should have been expanded along ago but there were some reasons for delay.

He said besides sit-ins and protest politics, there were innumerable issues due to which cabinet was not expanded. He said there were still one and a half year left of the tenure of the present government and there was a need to work round the clock for the uplift of education, health, agriculture, industries and other sectors.

Shehbaz Sharif expressed the hope that the new ministers would work as a team and engage themselves in public service.

He said all problems could be resolved if determined efforts were made.

He said the oath taken by the new Ministers today demanded they would set aside their personal interests, likes and dislikes and give preference to the interests of the country and the people.

He said the new ministers should spend minimum time in Lahore and live with the people and resolve their problems as it would earn them respect and honour.

Referring to the steps taken for the welfare and betterment of the people during last three and a half years, the Chief Minister said under the leadership of Prime Minister Muhammad Nawaz Sharif, Muslim League-N government had brought improvement in every sector.

He said Prime Minister had promised to the people in general elections of 2013 that all out measures would be taken for resolving energy crisis and elimination of terrorism and the performance of the government in that regard remained unprecedented.

He said political and military leadership worked very hard to root out the menace of terrorism and the results were before the nation. He said due to unanimous decisions taken by the political and military leadership, tremendous successes had been achieved in the war against terrorism and a new history had been written with regard to Operation Zarb-e-Azb.

Shehbaz Sharif said brave armed forces of Pakistan had rendered supreme sacrifices in the war against terrorism and officers and Jawans of police, citizens, children, mothers as well as members of all segments of the society had also embraced martyrdom.

He said a new history of sacrifices had been written and it was due to this that incidents of terrorism had reduced substantially. He said, the way political and military leadership had taken decisions, the day was not far when the menace of terrorism would be completely rooted out.
Referring to the measures taken by the present government for
controlling power crisis, Shehbaz Sharif said in the tenure of former federal government, economy of Punjab was destroyed through curtailing supply of electricity leading to the hampering of development
projects. He said Balochistan and Sindh had gas reserves whereas gas had also been found in Khyber Pakhtunkhawa.

He said, “Though Punjab did not have gas but it has been blessed by Allah Almighty with other resources.” He said Punjab had fertile lands and its agriculture sector had great potential.

He said 400 megawatt solar power project in Bahawalpur was generating electricity. He said the Punjab government had set up a 100 megawatt solar power project in the desert of Bahawalpur with its own resources.

He said when this project was set up, the NEPRA tariff was 17.1 cent but when this project was completed by the provincial government with hard work and transparency, NEPRA brought down tariff rate to 14 cent.

He said due to the efforts and transparency of the Punjab government, NEPRA had to revise its tariff rate to the benefit of power consumers and now NEPRA had fixed tariff rate at 10.50 cent and it was hoped that with the completion of the projects, NEPRA would bring down tariff rate to six or seven cents.

Shehbaz Sharif said the performance of NEPRA was zero and it was also covering up cases of corruption.

Commenting on gas power projects of 3600 megawatts in Punjab, he said under the leadership of Prime Minister Muhammad Nawaz Sharif, tremendous work was being carried out on these projects.

He said NEPRA had given tariff rate of 10.50 cent for these projects and when the financial closure of these projects was made, NEPRA was compelled to lower the tariff rate to 6.50 cent. He said despite delaying tactics of NEPRA, the speed of work on these projects was unprecedented.

He said a huge sum of Rs. 112 billion of the nation had been saved in these projects and credit for this went to Prime Minister Muhammad Nawaz Sharif and the efforts and transparency of the provincial government due to which NEPRA had to bring down tariff rate.

He said NEPRA should account for its performance to the nation.

He said NEPRA had caused more damage to power sector than anyone else.

The Chief Minister said among gas power projects, the trial of turbine of Bhiki project would start in December 2016 and this project would start single phase power supply from February/March 2017.

He said this project would supply 750 megawatt electricity from April/May, 2017. Similarly, he said, gas power project at Haveli Bahadar Shah Jhang would supply 750 megawatts power from June/July whereas gas power project at Baloki would start generating 750 megawatts electricity from August/September. As such these three projects would produce 3600 megawatts electricity by December 2017, he added.

The Chief Minister said the speed of work on these projects was unprecedented in the history of Pakistan. He said work was in progress on Neelam-Jhelum hydro power project from 2005 in the tenure of former dictator Musharraf and at that time the cost of this project was low but now after 11 years this project was still crawling and its cost had risen to 4.5 billion dollars.

He said this project was still incomplete despite passage of 11 years. Similarly, he said, a minister in PPP tenure buried the file of Nandipur power project in his drawer and the equipment of this project become rusty at Karachi Port.

He said the letter of credit of these gas projects was opened in September 2015 and these projects would be operational next year which would be unprecedented in the history of Pakistan. He said 1320 megawatt Sahiwal coal power project which was to be completed in 2017 would be completed in May/June 2017 much before stipulated period. Similarly, he said, 1320 megawatt coal power project at Port Qasim would also start power production in 2017.

He said projects were delayed in the past for corruption and misappropriation of billions of rupees but the present government was ensuring transparency due to which projects were being completed speedily besides saving of billions of rupees had also been made.

He said the Punjab government, cabinet committee on law and order, Provincial Minister for Law Rana Sanaullah, Chief Secretary, Inspector General Police, Secretary Home, Commissioners, RPOs, DCOs and DPOs worked round the clock to safeguard the interests of the country.

The Chief Minister stressed upon the ministers to work round the clock for the progress and prosperity of the masses and make honesty, hard work and commitment their motto. He assured them all out support in this regard.

He said he would review performance of departments on regular basis and would encourage those who would work hard.

He said they would have complete powers and the concerned secretaries would be duty bound to implement their policies. He said the new ministers would have to promote merit and show their best performance.

The meeting also offered Fateha for the departed soul of the father of Provincial Minister Haroon Sultan Bukhari as well as prayed for progress and prosperity of the country.

Two IHC judges to be regularised

ISLAMABAD, Nov 28 (APP): The Judicial Commission of Pakistan (JCP) on the appointment of superior court judges on Monday recommended making two additional judges of the Islamabad High Court permanent.

The recommendation was made during a meeting of the JCP held in the
Supreme Court presided over by Chief Justice of Pakistan, Justice Anwar Zaheer Jamali, who was also the chairman of the commission.

It was learnt that the two additional judges recommended for permanent appointment in the IHC included Justice Mian Gull Hassan Aurangzaib and Justice Mohsin Akhtar Kiayani.

The JCP also recommended to appoint Muhammad Ayub Marwat as Additional Judge Peshawar High Court.

The Judicial Commission was constituted under the 18th Amendment to
the Constitution. The Commission would send its recommendations to the Parliamentary Committee for the approval of the permanent appointment of these judges.

Jehangir Tareen caught red handed committing insider trading: Zubair

ISLAMABAD, Nov 28 (APP): Minister of State for Privatization Muhammad Zubair Umer Monday said Jehangir Tareen while holding portfolio of minister of industries, had committed insider trading and was made to pay Rs 70 million as fine to the Securities and Exchange Commission of Pakistan (SECP).

Addressing a press conference here, he said Jehangir Tareen had bought shares in the names of his cook and gardener and later accepted his crime when he was caught red handed by the SECP.

The sentence for insider trading in the United States, he added, was life imprisonment.

The minister said they have filed applications against PTI leaders Imran Khan and Jehangir Tareen in the Supreme Court and Election Commission of Pakistan for their financial misdeeds.

Jehangir Tareen should explain as to how his children bought flats in foreign countries, he added.

The minister said Imran Khan and Jehangir Tareen should publicly reply to the questions raised about their financial wrongs.

He said the Sharif family did not change its lawyer but only added senior counsel Akram Sheikh in the legal team.

Their legal team had met all the deadlines set by the Supreme Court for submitting evidences and replies and not a delay of an hour was made in the Panama Papers case, he added.

Zubair said Imran Khan made big claims in his speeches that he had evidences in the Panama Papers case and was not hurly mere allegations. But he persistently continued telling lies till the matter came to the Supreme Court where he had nothing to say, he added.

The whole nation witnessed that PTI’s senior lawyer Hamid Khan was put in an embarrassing situation, he said.

“We have sympathy for him as Hamid Khan could not defend the case and resigned in 24 hours due to media pressure as it was clear he faced a situation which was not defendable.”

Hamid Khan read out three speeches of the Prime Minister as he did not have anything to say and it happened on the first day of start of arguments in the apex court, he recalled.

He said Imran Khan had a 33-year history of financial irregularities.

Imran Khan often quoted from Islamic history but he should also ask his close associate Jehangir Tareen as to why he did not declare his offshore companies in tax declarations, he added.

“Imran Khan himself had offshore company Niazi Services Limited – first in Pakistan. He should have declared the company in the forms of Election Commission and tax declarations but he did not do so.”

The minister said the offshore company of Imran Khan existed from 1983 to 2015 but he did not mention it in his tax returns and before the Election Commission even for a single year.

Imran Khan and Jehangir Tareen, he said, had failed to answer questions about their financial wrongs.

Pakistan Muslim League-Nawaz Member of the National Assembly Daniyal Aziz said Jehangir Tareen had committed a serious offence of insider trading as the minister of industries in 2000s and bought 341,780 shares in the names of his cook Haji Khan and gardener Allah Yar.

The media, he said, should visit the cities of Lodhran, Multan and Rahim Yar Khan, and bring Haji Khan and Allah Yar before the public and question them about the shares trading made by Jehangir Tareen in their names.

The media should highlight the corruption of Imran Khan and Jehangir Tareen, he stressed.

Daniyal said despite the serious financial offenses, Jehangir Tareen wanted to come into the government again.

He alleged that Imran Khan was a cunning man and trying to befool the nation. He should tell about the contradictions in the statements of his and his former wife Jemima Khan regarding his property in Bani Gala.

Both Imran Khan and Jehangir Tareen had not yet filed replies before the Supreme Court in cases about offshore companies, tax evasion, insider trading and party funding, he added.

He criticised Imran Khan for turning Accountability Commission of Khyber Pakhtunkhwa into a toothless body and taking away its powers to hide corruption cases of his provincial government.

Pakistan giving befitting response to Indian aggression: Musadik

ISLAMABAD, Nov 28 (APP): Adviser to the Prime Minister Dr. Musadik Malik Monday said Pakistan was giving a befitting response to the Indian aggression at the Line of Control (LoC).

He said talking to a private news channel, the government strongly condemned the violation of ceasefire at the LoC by Indian army adding that this issue was being raised at all pertinent forums to get it settled down peacefully.

Smooth transition of power in all institutions was evidence of that democracy was strengthening in the country, he said.

Musadik Malik said appointment on all key posts as per Constitution, showed that supremacy of law was being ensured.

He said some political parties were making national institutions controversial and maligning them on roads that was not a good practice.

The adviser said the government believed in the supremacy of law and had confidence in state institutions.

Dar chairs 9th NFC meeting

ISLAMABAD, Nov 28 (APP): Federal Finance Minister Senator Mohammad Ishaq Dar Monday chaired the second meeting of the ninth National Finance Commission (NFC) here at Finance Ministry.

Mandviwala (Member NFC Sindh), Prof. Muhammad Ibrahim Khan (Member NFC KPK) and Dr. Kaiser Bengali (Member NFC Balochistan) participated in the meeting.

Finance Secretaries from the four provinces also participated in the
meeting. Federal Finance Secretary, Chairman FBR and senior officials of the Ministry of Finance also attended the meeting, a statement of the Ministry of Finance issued here said.

Chairman, NFC Senator Mohammad Ishaq Dar welcomed the participants and gave a brief overview on the structural and reform initiatives taken by the federal government during the last three years.
He appreciated the consultations undertaken by the provinces and the federal government in a cordial atmosphere under the ambit of the National Finance Commission.

On this occasion minutes of the first meeting of 9th NFC Award were adopted.

The meeting also considered and approved the Biannual Monitoring Report of the 7th NFC Award for the period January to June, 2016.

Chairman NFC in consensus with representatives of provinces decided
that the biannual implementation monitoring report of the 7th NFC Award will be placed before the parliament during the current week as per the constitutional requirement.

The commission received presentations from the four Working Groups
which have been constituted to deliberate on specific areas and prepare recommendations for the 9th NFC Award: namely, Resource Mobilization at Federal and Provincial level (Punjab), Devolved verses Integrated Tax structure-Evaluation of Tax Collection Framework in Pakistan (Sindh), Allocation Efficiency and Expenditure Analysis at the
Provincial and Federal level (KPK) and Rationalization of Subsidy and Grants (Federal Government).

The commission members appreciated the work done by the Working Groups which will provide a sound basis for the ongoing deliberations of the commission for the next NFC Award.

The commission directed to update the reports of the groups latest by
December 10, 2016.

Senator Ishaq Dar, Chairman NFC thanked all the provincial government
representatives and members of NFC for their continued active participation towards finalizing the 9th NFC Award.

The federal and provincial governments agreed to achieve the next Award at the earliest and meet regularly.

In this regard the chairman and members NFC agreed to meet during the third week of December for the next round of consultations.

Comprehensive plan devised for up-gradation of health facilities in Islamabad: Dr Tariq

ISLAMABAD, Nov 28 (APP): Minister for Capital Administration and Development Division (CADD) Dr Tariq Fazal Chaudhry Monday said a comprehensive plan was devised for the extension of Pakistan Institute of Medical Sciences (PIMS) and Polyclinic hospitals.

Replying to various questions in the National Assembly, he said total funds of Rs 6040.15 million were allocated for health in Islamabad during the financial year 2015-16.

He said once only 500 patients daily treated at the PIMS, but today its patients reached 10,000.

He said a new emergency center would be inaugurated soon at the PIMS. A new trauma center, burn unit, operation theatre, ICU and consulting room were under consideration, he added.

Dr Tariq said the PIMS was also initiating online test result services for the patients. The people would now get test results on e-mail, he added.

In written reply to a question, the minister said it was a fact that Islamabad High Court had formed a judicial commission in 2012 to investigate and recommend appropriate action against massive irregularities and corruption occurred in the Capital Development Authority (CDA).

The judicial commission, he said, had forwarded its recommendations and upon which dozens of inquiries had been conducted. Some of the inquiries had not been finalized so far.

Since the arrival of new management, Dr tariq said special attention
was being given for early finalization/ completion of pending inquiries.

Special task was assigned to the Director Security to complete the inquiries within 15 days, he added.

Pakistan’s participation in Junior Hockey World Cup in doubt

ISLAMABAD, Nov 28 (APP): Pakistan’s participation in the Junior World
Cup is in doubt as the Indian High Commission in Islamabad has not issued visas to Pakistan junior hockey team players to ensure that they miss out the mega event.

The event is scheduled to take place in Lucknow from December 8-18.
“So far we don’t have any information as what they are going to do.

But their attitude indicates that there is design behind the delay. They want to oust us from the event,” Secretary Pakistan Hockey Federation Shahbaz Ahmed Senior told APP on Monday.

“We’d submitted our team officials and players’ passports to Indian High Commission on October 24. But so far we’ve not got any response from it.

“We’ve also sought FIH’s help into the matter. Today we’ve again emailed them (FIH). Situation will become clear in a day or so,” he added.

Shahbaz admitted that if Pakistan is denied participation in the event
then it would be a serious setback to Pakistan hockey. “Our boys have been training hard for the event.

They are in good shape and looking eager to perform. It’ll be unfortunate if they are not featuring in the event,” he said.

The former captain of national hockey team stated that a World Cup
without Pakistan’s juniors would also be not good for international hockey adding that if India wanted then visas could be issued in just two days.

Meanwhile, despite no response from Indian High Commission the training camp of junior hockey team is in progress in Lahore under the supervision of head coach Tahir Zaman.

Tahir said that training of the players would continue till their departure to India, and they would get some relaxation from December 1. “We’ll save them from fatigue so that they may perform at their best,” he said.

Pakistan took part in the FIH Men’s World Cup, Commonwealth Games, South Asian Federation Games and the Champions Trophy in India since 2010.

ISLAMABAD, Nov 28 (APP): Pakistan High Commissioner in Sri Lanka Maj. Gen. ® Syed Shakeel Hussain and Sri Lankan Minister for Health, Nutrition and Indigenous Medicine Rajitha Senarathne have jointly inaugurated Pakistan’s food, shopping and cultural festival with painting and photographic exhibition at Waters Edge Hotel.

The event was attended by several important personalities from the Sri Lankan business and trade sectors along with Sri Lanka based diplomatic corps and a large number of people from different walks of life.

The exhibition will remain continue till Nov 29, a message received here Monday said.

Pakistan High Commissioner speaking on the occasion said that Pakistan has a rich cultural diversity as the country was largely multilingual, multi-ethnic and multi-cultural.

The primary aim to organize the festival was to introduce rich Pakistani food, diverse goods and commodities being produced in Pakistan, he added.

He emphasized that such exhibitions would not only promote the soft image of the country, but also promote the national talents in the field of paintings, photography and other forms of art at the international level.

Shakeel reiterated that the Government of Pakistan was making all out efforts to multiply the volume of two-way trade between the two regional countries.

Minister for Health, Nutrition and Indigenous Medicine Rajitha Senarathne said the exhibitions and festivals were a proven tool to promote bilateral trade and economic relations between the two countries.

He said the large participation of public in the festival was enough to make the point that the people of Sri Lanka were great lover of Pakistani products and food.

The festival in the vibrant city of Colombo would be remembered for a long time. Pakistani cuisine is a specialty of the event as Sri Lanka has
a big majority of eastern food lovers and Pakistani food and its taste was not new to their taste buds.

Painting and photographic exhibition was also a component of this colourful event.

The exhibition showcased masterpieces of famous painters and photographers who had flown to Sri Lanka to highlight the real image of Pakistan.

The festival is also displaying Pakistani quality products including home textiles, footwear, garments and apparel, handicrafts, traditional food, rice, fashion wear etc.

Concurrently, the High Commissioner and the Minister for Health attended an induction ceremony of Dr. Lakkumar Fernando as the new President of Sri Lanka College of Pediatrician.

The congratulatory video message of Chief Minister of Punjab Muhammad Shahbaz Sharif was also played on the occasion.

Through his message the Chief Minister not only congratulated D. Lakkumar Fernando as being inducted as new President of the college, but also offered his gratitude for the services Fernando rendered along with a team of Sri Lankan doctors to control Dengue outbreak in Punjab Province during 2010-2011.

Pak test team named for Australia tour

LAHORE, Nov 28 (APP): Pakistan Cricket Board on Monday announced the 16-member Pakistan test team for the tour of Australia to play three test matches.

“Chief Selector Inzamam ul Haq and the national selectors finalized the
side after consultations with the team Head Coach and the Test captain,” said a spokesman for the PCB here.

The First Test match will be played from Dec 15 to 19 at Brisbane
Cricket Ground, Second Test will commence from Dec 26-30 at Melbourne Cricket Ground, and Third Test will be played from Jan 3 to 7, 2017 at Sydney Cricket Ground.

Misbah ul Haq will lead the side and Azhar is his deputy, the other
members of the team are Sami Aslam, Sharjeel Khan, Younis Khan, Asad Shafiq, Babar Azam, Sarfraz Ahmed, Mohammad Rizwan, Yasir Shah, Muhammad Nawaz, Muhammad Amir, Wahab Riaz, Rahat Ali, Sohail Khan and Imran Khan Sr.
