He stated this while addressing the Pakistan-Turkey Roundtable Investment Conference here.
Prime Minister Nawaz Sharif and Chairman Board of Investment Dr Miftah Ismail also spoke on the occasion.
The conference was attended among others by federal ministers, diplomats, business representatives of the two countries and members of the Turkish delegation.
The Turkish President thanked the government and people of Pakistan for such hospitality.
He said that Pakistan and Turkey were not only brotherly countries in expression but also in reality.
He also praised the support given by the people of Pakistan to the Turkish nation.
Dr Miftah Ismail welcomed the President of Republic of Turkey and Prime Minister of Pakistan and business circles from Turkey and Pakistan in the investment roundtable and highlighted that Pakistan was offering a very liberal investment regime in the region with diverse and business friendly incentives.
He said the government of Pakistan had approved Special Economic Zones (SEZ) Act, offering lucrative investment incentives.
Under this initiative, he said the government offered exemption from custom duties and taxes for all plants and machinery imported into Pakistan as well as an income tax holiday for 10 years.
He invited the Turkish investors to invest in all sectors of Pakistan specifically in agriculture machinery, pharmaceuticals, mining, and to further boost the investment and trade relations between the two brotherly countries.
Pakistan due to its strategic location, cheap labour and cheap raw material outclass other countries.
He informed the participants that under the dynamic leadership of Prime Minister Muhammad Nawaz Sharif and Finance Minister Muhammad Ishaq Dar, Pakistan’s economic outlook had altogether changed in the last three years, a fact which was now being globally acknowledged.
Dr. Ismail said that due to sound economic policies and reforms, the budget deficit had come down from 8.8 percent of GDP in 2013 to 4.6 per cent and was expected to further reduce to 3.8 per cent in the current fiscal year.
“Our inflation is down to less than 3 per cent, our interest rates are the lowest in decades, our currency is stable against international currencies and our forex reserves today have increased to around $24 billion from a low of $7 billion soon after we took over the responsibility of government,” he remarked.
Dr Miftah said that the GDP growth rate stood at over 4.7 per cent last year which was the highest in 8 years and it was expected that the economy would grow by 5.5 per cent by the end of current fiscal year.
“This we understand for a developing country is not enough and hopefully soon we will grow faster as we shift our priority from stability to growth,” he added.

ISLAMABAD, Nov 17 (APP): Prime Minister Muhammad Nawaz Sharif on Thursday urged Turkish entrepreneurs and businessmen to take advantage of Pakistan’s business-friendly climate and bring in investments in energy, infrastructure and agriculture sectors.
Addressing a Pakistan-Turkey businessmen roundtable conference organized by the Board of Investment (BOI) here, the prime minister also urged the Turkish businessmen to also benefit from China Pakistan Economic Corridor (CPEC), that had brought about $ 46 billion investment to Pakistan.
“With the large scale industrial parks and zones that are going to be built along the corridor, we are confident that it will trigger unprecedented industrial and commercial activity in Pakistan.”
“We would like our friends in Turkey to become part of this economic development programme by exploring and exploiting massive investment opportunities that CPEC (China Pakistan Economic Corridor) is bringing to Pakistan,” the Prime Minister told the Turkish businessmen.
Besides the businessmen from Pakistan and Turkey, the roundtable event was also attended by President Recep Tayyip Erdogan.
Speaking about the economic achievements made by Pakistan during the last over three years, the Prime Minister said: “With commendable efforts of our economic team led by our Finance Minister Ishaq Dar, our economy has bounced back to stability during the last three years of this government’s term.”
He said, “inflationary pressures have receded, fiscal deficit has remained well within target, confidence in exchange rate management has been restored and there has been a substantial increase in foreign exchange reserves.”
The Prime Minister said during this period the country’s stock market had remained buoyant, and was being regarded as one of the best performing markets of the region.
“Healthy growth is taking place and its rate is increasing. As a result international rating agencies have upgraded Pakistan’s economic outlook as well as its ratings. Pakistan is also among this year’s global top ten improvers in ease of doing business index 2017,” he added.
The Prime Minister informed that his government was focussed on energy crisis and they were confident that by the start of 2018 they will completely overcome the power shortage.
“We have also started importing LNG (Liquified Natural Gas) and we are setting up more LNG port terminals in private sector including the one being set up by our Turkish friends,” he added. Prime Minister Muhammad Nawaz Sharif said China Pakistan Economic Corridor (CPEC) that had a huge portfolio of about $ 46 billion Chinese investment in energy and infrastructure projects in Pakistan, was soon going to be a reality.
“Its essence is to connect deep seaport of Gwadar in South West Balochistan province and industrial hubs in North West China. Gwadar is going to be connected to Central Asia through China and Afghanistan,” he added.
The Prime Minister said the present government was working hard on social development and reform agenda. “We are constantly improving the education and health services to our people,” he added.
“We are on way to reform corporate sector,” he said and added the new companies law which has successfully been enforced and the reduction in the corporate tax rates were the major steps forward.
“We are trying to ensure that Pakistan remains competitive as a choice destination for investments,” he added.
The Prime Minister said the government was fully cognizant of the challenges posed by the changing international economic environment. “We are determined to meet these challenges head -on and are doing all that is required. Our efforts have already started yielding results,” he added.
The Prime Minister expressed his belief that a stable macro-economic and security environment in Pakistan will not only trigger growth and progress in the country but was also in the larger interest of the region.
“Those of few who are keen observers of Pakistani market would be well aware of the immense potential that it offers. The sound institutional framework in place and the unwavering commitment of the government to protect investments should add to your comfort in investing in Pakistan,” he maintained.
The Prime Minister said that he saw a lot of opportunities for the Turkish private sector in Pakistan and also vice versa.
He expressed his confidence that the roundtable event would go a long way towards exploring opportunities and creating new avenues of trade and investment both in Turkey and Pakistan.
“This event also gives us the opportunity to reaffirm our commitment to work together for the economic growth of both our countries. I am specially happy that the interaction today would further the objective of promoting closer economic ties between the two countries,” he added.
The Prime Minister recalled his address to a very well attended business forum in Istanbul in September 2013, and the subsequent forums in December 2013, and February 2015 at Lahore and Islamabad and said: “Today’s roundtable must be an occasion for careful stock-taking, assessing how far we have come since then and what further we can do.”
He said the democratic governments in Pakistan and Turkey have jointly brought about a fundamental transformation in the bilateral relationship in all areas encompassing political, economic, defence and social spheres.
The Prime Minister said the representative business delegation accompanying the Turkish President was not only a firm endorsement of President Erdogan to Pakistan but also demonstrated Turkish businessmen’s confidence in investment-friendly business environment of Pakistan.
“I wish to thank my Turkish friends for their well-placed trust in Pakistan and its people,” he added.
About close Pak-Turkey ties, the Prime Minister said, “Words cannot do justice to the special bonds that exist between Pakistan and Turkey” as these are rooted in common faith, customs and cultures. “Our joys and sorrows, our trials and tragedies are intersect. And the people are bound by a distinct sense of shared destiny,” he added.

Pakistan’s economy maintained its momentum towards higher growth trajectory in FY16:SBP Report

Pakistan receives $1 billion against Euro bonds

ISLAMABAD, Nov 17 (APP): State Bank of Pakistan released its Annual Report on the State of Economy for the year 2015-16 on Thursday and according to the Report, Pakistan’s economy maintained its momentum towards a higher growth trajectory in FY16, as higher infrastructure spending by the government and decades low interest rates provided a boost to domestic demand.
Side by side, improvements in energy supply and the security situation also supported this momentum.
The Report further explained that though some macroeconomic indicators were short of targets, they still posted better performance over the last year. For instance, real GDP growth of 4.7 percent during FY16 was below its target, but nevertheless higher than the growth achieved a year earlier.
Meanwhile, the accumulation of the country’s foreign exchange reserves reached an all-time high level at end FY16; the exchange rate remained stable; and CPI inflation fell to only 2.9 percent during the year.
Similarly, fiscal consolidation remained on track, and the budget deficit was reduced to 4.6 percent of GDP – the lowest since FY07.
Notwithstanding these positive macroeconomic stability gains, the Report highlights some challenges as well.
Firstly, the current level of private investments and savings in the country needs acceleration to keep pace with required investible resources. Secondly, structural issues in the export industry need to be resolved.
Thirdly, the reliance of the tax system on stop-gap measures is creating distortions in the economy.
Finally, the country needs to spend more on social sector development to address social issues.
The Report, however, views Pakistan to be well positioned to address these challenges.
It anticipates all-important support coming from a stable macroeconomic environment and growing investments in CPEC-related projects.
These would help improve the existing infrastructure and power supplies to businesses.
As for the short-term economic outlook, the Report recognizes the positive impact of improved macroeconomic environment, better energy supplies, and subsiding security concerns.
In addition to CPEC, economic activity would benefit from pro-growth policies: the policy rate currently stands at a historic low of 5.75 percent, which has made funding easier for businesses and consumers.
Similarly, growing development spending, despite a planned reduction in budget deficit, would continue to support infrastructure-related industries.
Given this backdrop, the government envisages a GDP growth of 5.7 percent for FY17.
At the same time, the current account deficit is likely to stay in the range of 0.5 – 1.5 percent of GDP during the year.
In this context, the Report draws attention to the IMF program’s contribution in restoring macroeconomic stability and confidence of international creditors.
Crucially, it maintains that the reform process – related to energy-sector, loss-making PSEs (like PSM, PIA), and business-friendly regulations – must continue after the IMF program’s completion.
Finally, the Report reiterates that without private sector participation, it will be hard to achieve a higher and sustainable growth that is built on the pillars of entrepreneurship, innovation and competitiveness.
The detailed Report is available at SBP website www.sbp.org.pk.

APP51-17 ISLAMABAD: November 17 – Turkish President Recep Tayyip Erdogan addressing the joint session of Parliament, while Speaker National Assembly Sardar Ayaz Sadiq presiding over the session in Parliament House. Chairman Senate, Mian Raza Rabbani is also seen. APP

ISLAMABAD, Nov 17 (APP): Following is the text of the address of Turkish President Recep Tayyip Erdogan at the joint sitting of the Senate and National Assembly here Thursday.
Text begins here:
Honorable National Assembly Speaker,
Honorable Chairman of the Senate,
Esteemed Members of the National Assembly and Senate,
Dear brothers and sisters,

I would like to extend to you my most heartfelt greetings, affection, fondness and respect on behalf of myself, my delegation, my country and my people.
I brought wholehearted salaam to you from Turkey.
I once more present my affection, respect and fondness to all my Pakistani brothers and sisters through you.
During the visit in 2012, I was here with you again in a joint session of the National Assembly and Senate.
After a period of about four and a half years, I am glad to meet you again in this institution which is the symbol of national will.
Pakistan has become an important model for the Islamic world demonstrating that democracy may work through maintaining its values.
I also congratulate you for your success.
Dear brothers and sisters,
The relations between Turkey and Pakistan are of exclusive nature far beyond diplomatic contacts between two states.
We are two brotherly countries, not in words but in real meaning.
There is such a deep tie of friendship and affection between our peoples that we are happy with happiness of our Pakistani brothers and we are sad with their sadness.
We know that you also share similar feelings.
Our countries and peoples have acted with this understanding
throughout the history.
Mawlana Jalal ad-Din Rumi, who was born in this geography in a broad sense and spread his wisdom and knowledge from Anatolia to the world, is one of our common values.
No need to go farther, if we review the developments in the last century we can see the deepness of our friendship.
We have never forgotten and will not forget that thousands of our Pakistani brothers came to our help during the War of Dardanelles by taking the risk of very hard conditions.
We have always kept and will keep in our memory the support and solidarity displayed to us during our War of Liberation.
In the foundations of today’s Turkey, there are efforts and endeavours of many Pakistani heroes such as Abdurrahman Peshawari who came to help the Ottoman Empire during the Balkan War and then took part first in the War of Dardanelles and later in the War of Liberation and made great contributions to our country even after the proclamation of the Republic.
And Abdurrahman Peshawari is such a brother for us that when his mother sent him a message to return home, responded “I cannot return while Anatolia is under occupation”.
For us, there is no difference between Muhammed Ikbal and Mehmet Akif; both are the philosophers of our liberation and future.
We also never forgot and will not forget that our Pakistani brothers were the ones who offered the greatest support and assistance during the earthquake of 1999.
Pakistan declared a day of mourning after the mining disaster in Soma in 2014.
We also declared a day of mourning in Turkey, deeply feeling the pain caused by the terrorist attack which resulted in the loss of lives of tens of students in the public army school in December 2014, in Peshawar.
Our strong historical ties which always maintained its vitality, make Turkey and Pakistan exclusive to each other.
I hope, we will spread this spirit of solidarity and fraternity, Inshallah to the whole world together.
Honorable Speaker and Chairman of the Senate,
Distinguished Members of the Parliament,
I would like to especially point out that Pakistan was the first country to stand by Turkey with its state government, parliament and its people after the 15 July coup attempt in Turkey.
We appreciated the resolutions of support which were adopted unanimously by your parliament.
The support visit of the Pakistani delegation to Turkey in August, which comprised of deputies representing a broad political spectrum, contributed to our struggle against the terrorist organizations.
Pakistan, with its stance against the 15 July coup attempt, perpetrated by Fetullah Glen Terrorist Organization(FETO), showed that it also stood by the Turkish Nation in its second War of Liberation.
May Allah be pleased with you and forever maintain and preserve our solidarity.
I would like to express my thanks once again for your support. On this occasion, I would like to state once again that FETO is a bloody terrorist organization posing a threat not only to Turkey but to all countries in which it operates.
I wholeheartedly believe that this terrorist organization will be eliminated as soon as possible without harming brotherly Pakistan.
I appreciate the recent decisions taken by the Pakistani Government in this direction, and I thank you for your strong support in our fight against FETO.
I believe that we should maintain and further enhance our cooperation and solidarity against terrorist organizations.
The terrorist organizations such as Al-Qaida and its affiliate DAESH are the agents of the war carried out against Islam which are only and solely harming Muslims.
We should eliminate these bunches of killers, who have no other skill than to shed Muslims’ blood, from the Islamic world and from all over the world as soon as possible.
Otherwise, neither Turkey, nor Pakistan, nor the world of Islam, nor humankind will attain peace.
If we cannot overcome our problems hand in hand as believers of these holy religion, we cannot save Muslims from the pit of impunity that they have fallen into.
Islam is a religion of union and wahdat.
We are all proud of being members of this holy religion, whose
greatest goal is to ensure goodness and to remove the evil on earth.
In other words, the condition to deserve the title of Muslim is to stand against all kinds of persecution, inequity and injustice wherever and by whoever it is perpetrated.
Only by doing this, we can be a good Ummah as the Almighty Allah commanded.
Terrorist organizations try to find a basis for themselves by provoking the divisions and differences among the Muslims.
In order to save the Muslims from this servile situation faced, we have to eradicate all means of exploitation from sectarianism to ethnic discrimination spreading among the Islamic nations.
We must fight together against those who are desiring to turn the Islamic World into a geography in which division, defeatism, instigation, hatred and ignorance prevail.
As it was uttered by Mohammad Iqbal;
If there is no unity in movement, unity in ideas is futile.
Turkey and Pakistan by their positions in their regions and
their great civilization legacy, are two countries that have the potential to lead and to impel the world regarding this issue.
We take all risks on the issue and we do not refrain from any struggle.
We express the humanitarian crises in our region, unfairness and injustice in the world in every platform and we suggest solutions.
Our efforts are not just limited to these, we show our solidarity with all of our brothers and sisters through our humanitarian and development assistance projects, with political and military support when necessary.
We will continue our struggle until we succeed in preventing unjustly spilling of blood of any Muslim in the World.
We offer to you, our Pakistani brothers and sisters, to remove together the obstacles before the Islamic World all.
Honorable Speaker and Chairman of the Senate,
Esteemed Members of Parliaments,
The relations between our countries sharing common values, having ancient ties, supporting each other in regional and international issues, experienced a great breakthrough in recent years.
Mutual high level contacts greatly contribute to the development and thrive of our relations in every field.
In this regard, I would also like to express that inter-parliamentarian contacts play a critical role in strengthening the relations between the politicians and nations of the two countries.
I hope that we will continue the close dialogue established between the parliamentarians of the two countries, in the forthcoming period.
Similarly, we should strengthen our cooperation in the fields of trade and investment.
The High Level Strategic Cooperation Council established between Turkey and Pakistan in 2009 has brought an institutional framework for our relations.
We have come a long way in a short period of time by signing 51 agreements and documents within the Council so far.
However, we do not consider this sufficient.
Together, we should put into practice new projects and new
partnerships which will provide employment for our people.
Turkey and Pakistan are two countries which have great potential.
We should not allow any obstacle to prevent us from using our capabilities completely.
We should resolutely maintain our existing cooperation in order to deepen our relations in developing investments, infrastructure projects, health and defense industry.
Besides, Turkey also supports its Pakistani brothers through development-oriented cooperation projects.
Lastly, our humanitarian relief institutions and the Red Crescent rapidly reached to Pakistan and displayed our traditional solidarity between our nations as it was the case in the major flood disaster in 2010.
On the other hand, through “Turkey Scholarships” granted for bachelor, master and doctorate degrees we bring the experiences of Pakistani students to Turkey and contribute to our Pakistani brothers in the field of qualified human resource.
I highly value the Memorandum of Understanding, which will be signed next month between the Council of Higher Education of Turkey and the Council of Higher Education of Pakistan, which will provide the opportunity for 500 Pakistani students to do their PhD in Turkey, each year.
The Turkish International Cooperation and Development Agency (TIKA) carries out valuable projects with regard to the development assistance through its coordination office in Islamabad.
I hope that our joint projects in every field will also continue in the future.
Honorable Chairman of the Senate and Honorable Speaker,
Distinguished Members of the Parliament,
We attach importance to the development of cooperation between Pakistan and Afghanistan within the framework of their good neighborhood relations.
This cooperation is indispensable not only for peace and security of the region, but also for the economic potential of this geography and carrying out important infrastructure projects.
The Kashmir issue, which we follow carefully and could not have been solved for almost 70 years, continues to hurt our conscience.
The latest developments in Kashmir once again demonstrated the importance and the urgency of the solution of this problem.
We are aware of the distress and suffering of our Kashmiri brothers and sisters.
We are deeply concerned about the increase of the tension.
The international community should exert further efforts in
order to solve this issue which has political and humanitarian dimensions, according to justice and law.
We wish that Pakistan and India taking and the consideration the demands of the Kashmiri people to find a solution to the Kashmir issue through direct dialogue.
Turkey stands ready to make any effort possible to this end.
As I conclude my speech, I would like to thank you once again
for your hospitality.
I salute you and all Pakistani brothers and sisters once again warmly and respectfully.
May Allah bless and help you.
Allah Hafiz.
